The fire in Västmanland 2014 became the most comprehensive operation in modern time. The purpose of this study is to investigate why the emergency services had problems to implement LEH and LSO in their operation during the initial phase. Based on an implementation theory combined with another theoretical base this study seeks to show why the emergency service deviated from the laws. To fulfill the purpose this study has used laws, reports and evaluations to analyze if the deviations depended on the emergency service understanding of the law, their ability or their willingness to implement LEH and LSO in their operation. The result shows that the emergency services depart from the most of the sections of the laws. Furthermore, the study shows that all of the deviations can be explained with the implementation theory.
