Abstract [en]

This study is conducted in collaboration with Saab Group Strategy. The purpose of this study is to contribute to an improved understanding of what an appropriate level of autonomy for Decision Support Systems (DSS) is on an operational level, with regards to the cognitive biases confirmation, availability, and anchoring. This will provide insights and an understanding relevant for the defence sector and the defence industry.  By doing qualitative expert interviews (7 Operational Decision-Making experts, and 3 interdisciplinary experts) a hypothetical DSS with a dynamic autonomy level (0-5) was illustrated in the framework of a Multi-domain Command and Control structure (MDC2). The study showed confirmation bias and availability bias are assumed to be reduced at a high level of autonomy (anchoring bias showed no consensus). The study also emphasized that all cognitive biases should not be reduced, higher levels of autonomy can be assumed to not be relevant on the operational command level, and autonomy levels 2 or 3 were emphasized as appropriate in more general terms. Therefore, this study showed that the most appropriate level of autonomy with regards to the confirmation bias, availability bias, and anchoring bias, within a MDC2 framework and at an operational level, points towards autonomy levels 2 or 3. DSS was also mentioned to be necessary for implementing the Multi-domain Operations (MDO) concept effectively. The results are discussed in relation to Dynamic autonomy levels, Human Autonomy Teaming (HAT), and Human Factor Integration (HFI). 

Abstract [sv]

Denna studie är genomförd i samarbete med Saab Group Strategy. Syftet med studien är att bidra till en förbättrad förståelse gällande vad som är en passande autonominivå för Beslutsstödsystem (DSS) på operativ nivå, med hänsyn till de kognitiva biasen bekräftelse, tillgänglighet och ankring. Detta kommer att skapa insikter och en förståelse som är relevant för både försvarssektorn och försvarsindustrin.   Genom att utföra kvalitativa expertintervjuer (7 experter inom operativt beslutsfattande, och 3 tvärvetenskapliga experter), har ett hypotetiskt beslutsstödsystem med dynamisk autonominivå (05) kunnat illustreras inom ramen för en multidomän ledningsstruktur (MDC2). Studien visade att bekräftelsebias och tillgänglighetsbias kan antas minska vid högre autonominivå (ankringsbias visade ingen konsensus). I studien betonades det även att det inte är en självklarhet att biasen borde minskas, att högre nivåer av autonomi kan antas vara irrelevant vid operativ ledningsnivå, och att autonominivå 2 och 3 betonades som mer generellt passande. Därav visade denna studie att den mest passande autonominivå, med hänsyn till bekräftelsebias, tillgänglighetsbias och ankringsbias, inom ramen för en multidomän ledningsstruktur och på operativ ledningsnivå, pekar mot autonominivå 2 eller 3. Beslutsstödsystem nämndes också att vara nödvändigt för att effektivt kunna implementera multidomän konceptet. Resultatet diskuterades i relation till dynamisk autonominivå, Human Autonomy Teaming (HAT), och Human Factor Integration (HFI).
