This study examines how the Swedish Social Democratic Party framed bilateral defense cooperation with Finland in parliamentary debates (2014–2022). Using qualitative framing analysis and concepts from Alliance Dependence and Alignment Theory, it shows how rhetorical constructions of Finland legitimized both continued non-alignment and the later shift toward NATO membership.
