Abstract [en]

Military culture differs across nations and organizations, influencing how doctrines are implemented. This case study examined three Swedish Army units adopting a tactical doctrine, with varying results. Doctrines aim to transform organizations but often face resistance from established unit cultures.

The study’s first question asked what defines a culture that supports doctrine implementation. Findings show that a cohesive, hierarchical unit culture balanced between combat and administration, with strong solidarity, best supports implementation. The second question focused on key factors for successful implementation.

While Nissers’ (2021) model—emphasizing credibility and cultural fit—is necessary, the study identifies two additional factors: leadership and activities. Effective leadership involves role modeling, communication, and engagement, while activities like seminars and exercises are vital for putting doctrine into practice and measuring progress. The study also expands the concept of “cultural coherence,” suggesting that balanced, unified unit cultures are most likely to achieve successful tactical doctrine implementation.
