Denna studie syftar till att undersöka vilka faktorer som, enligt ledare inom den kommunala vården, bidrog till att främja medarbetarnas tillit under Covid-19-pandemin. Genom en kvalitativ metod med induktiv ansats har semistrukturerade intervjuer genomförts för att identifiera ledarbeteenden och organisatoriska faktorer som kan ha varit betydelsefulla i en krissituation. Resultaten visar att tre huvudsakliga teman kan ha haft en central betydelse för att främja tilliten: organisatoriskt stöd, ledarbeteende och organisationskultur. Organisatoriskt stöd i form av tydliga riktlinjer, interna guider och ledarskapsutbildningar kan ha bidragit till att skapa stabilitet och minska osäkerheten under pandemin. Ledarbeteenden som präglades av tydlighet, delaktighet och transparens beskrevs av respondenterna som avgörande för att skapa trygghet och förutsägbarhet. Vidare lyftes organisationskultur som en potentiellt tillitsfrämjande faktor, där etablerade relationer, yrkesstolthet och en stark gemenskap kan ha bidragit till att medarbetarna kände sig trygga trots den osäkra situationen. Resultatet indikerar att tilliten mellan ledare och medarbetare inte var statisk utan förändrades i takt med krisens utveckling. Identifieringsbaserad tillit, som byggts upp över tid genom relationer och delade värderingar, kan ha övergått till en mer kunskapsbaserad tillit där konsekvens och förutsägbarhet blev viktigare. Studien bidrar med en fördjupad förståelse av hur ledare inom den kommunala vården kan ha anpassat sitt ledarskap för att främja tilliten i en krissituation och kan ge vägledning för framtida krishantering och ledarskapsutveckling inom sektorn. 

Abstract [en]

This study examines the factors that leaders in municipal healthcare themselves perceived as contributing to fostering trust from their employees during Covid-19. Through a qualitative method with an inductive approach, semi-structured interviews were conducted to identify leadership behaviors and organizational factors that may have been significant in a crisis situation. Three main themes were identified as perceived as important by leaders for fostering trust: organizational support, leadership behavior, and organizational culture. Organizational support in the form of clear guidelines, internal manuals, and leadership training may have contributed to creating stability and reducing uncertainty during the pandemic. Leadership behaviors were characterized by  explicit communication, participation, and transparency were described by respondents as crucial for creating security and predictability. Furthermore, organizational culture was highlighted as a potential trust-promoting factor, where established relationships, professional pride, and a strong sense of community may have contributed to employees feeling secure despite the uncertain situation. The findings suggest that trust between leaders and employees was not static but changed as the crisis evolved. Identification-based trust, which had been built over time through relationships and shared values, may have shifted towards knowledge-based trust, where consistency and predictability became more important. This study contributes to a deeper understanding of how leaders in municipal healthcare may have adapted their leadership to foster trust in a crisis situation and provides insights for future crisis management and leadership development within the sector.
