Since the start of the Russo-Ukrainian war, there has been extensive coverage on how the Russians tried to maneuver large units against a steadfast Ukrainian defense. This forced the Russians from conducting large maneuvers to instead focus on consolidating their positions. The idea was to slowlybut steadily erode the Ukrainian defense. Ukraine, before their large counter offensive during 2023 had conducted similar offensives with surprising efficiency which ended in success. Ukraine tried asimilar but larger and more decisive offensive however this offensive failed. The following study will explore the challenges of conducting maneuver warfare against an enemy which has conducted extensive defensive preparations. The purpose of this study is to analyze and understand why the Ukrainian counter offensive during 2023 failed. The result of the study is that a lack of air supremacy, lack of willingness to commit to a single axis of attack and the absence of a grander operational surprise, were the main reasons why offensive ultimately ended in failure. Despite smaller tactical victories, the Ukrainians were not able to decisively break through the Russian defense.
