Rising temperatures, rising tensions? A framing analysis on food security and tensions between economic interests and environmental objectives in EU agricultural strategies

The purpose of this paper is to investigate how food security is framed by the European Commission in their agricultural strategies and explore to what extent the Commission have been able to reconcile economic interests and environmental objectives regarding food security. The study conducts a framing analysis of EU agricultural strategies, mission letters and written responses to the European Parliament hearings from 2019 to 2024. The findings reveal that the European Commission uses the productionist frame, relating to economic interests, and the environmental frame, relating to environmental objectives, when framing food security, aligning with previous research. Frame convergence was observed in the Biodiversity Strategy and the 2024 Commissioner for Agriculture and Food response to the European Parliament. This suggests that the Commission to some extent have made efforts to reconcile economic interests and environmental objectives. However, such efforts have shown to be limited. The findings of the thesis contribute to the broader understanding of the academic research on how food security is framed and provide insights into the challenges of aligning economic and environmental priorities in the context of food security.
