Abstract [en]

Climate change and violent extremist groups have emerged as two of the most pressing security threats in the 21st century. Previous research has established a connection between these security threats, where they share structural and socio-political factors that exacerbate both challenges. Despite the general academic consensus on their interconnectedness and potential solutions, this understanding has not been effectively translated into policy. This thesis has utilized a hermeneutic discourse analysis to explore what can explain the limited responses in Nigeria to the dual security threats of climate change and violent extremist groups between 2013 and 2014. It seeks to uncover the deeper meanings shaping these responses during a period marked by persistent challenges in both areas in Nigeria. By applying the world society theory, a theory that emphasizes structure over agency, this thesis makes a unique empirical contribution to understanding what animates policy decisions in Nigeria. The findings indicate that Nigeria’s limited responses can be attributed to the adoption of global models that prescribe policies misaligned with the country’s context, making effective implementation nearly impossible. By examining the extent to which the published policies are standardized and rationalized, it becomes evident that Nigerian policy relies heavily on models that provide generalized meanings to responses, supported by a discourse shaped by rationalized logic. This misalignment has contributed to an actualization problem within Nigeria, resulting in a cycle of repeatedly reformulating policies without developing effective responses.
