Dieser Bericht untersucht, wie ein Verteidigungsministerium in einem kleinenStaat auf hybride Bedrohungen und kognitive Kriegsführung reagieren undsich dagegen verteidigen kann, um die Souveränität im Informationsraum zugewährleisten und zur kognitiven Sicherheit beizutragen. Konkret konzentriertsich dieser Bericht auf praktische Maßnahmen – wie ein Verteidigungsministeriumsich organisieren, ausrüsten und mit Partnern koordinieren kann, umhybride Bedrohungen und kognitive Kriegsführung zu erkennen, ihnen standzuhaltenund entgegenzuwirken und so die Souveränität im Informationsraumzu schützen.
Abstract [en]

This report examines how a Ministry of Defence in a small state can respondto and defend against hybrid threats and cognitive warfare so as to ensuresovereignty in the information space and contribute to cognitive security.More specifically, this report focuses on practical measures – how a Ministryof Defence can organise, equip, and coordinate with partners to detect, withstand,and counter hybrid threats and cognitive warfare, thereby protectingsovereignty in the information space.
