Det förändrade säkerhetspolitiska läget i Europa har lett till ökade krav på säkerhetsskyddet, där även kommuner ingår sedan införandet av den nya säkerhetsskyddslagen. Eftersom säkerhetsskyddet har historiskt varit främst anpassat till statliga verksamheter står svenska kommuner idag inför en utmaning i att anpassa arbetet till sin unika struktur och utan tidigare erfarenhet. Sanktionsavgifter har tilldelats kommuner till följd av återkommande brister, trots regelverk och tydliga lagkrav. Syftet med studien är därför att analysera hur organisatoriska och systematiska förhållanden påverkar kommunernas förmåga att bedriva ett effektivt säkerhetsskyddsarbete. För att uppnå detta har en kvalitativ studie genomförts i två steg. Först undersöks återkommande brister i kommunernas säkerhetsskyddsarbete genom en innehållsanalys av tillsynsdokument. Detta följs av en tematisk analys av semistrukturella intervjuer med kommunanställda inom säkerhetsskydd, där målet är att få insyn i deras upplevelser. Det teoretiska ramverket för studien utgörs av tidigare säkerhetsforskning som sedan anpassas till säkerhetsskyddets kontext. Här ligger fokus främst på systemperspektiv och MTO-modellen, men kompletteras även av teorier som HRO och Drifting. Studiens resultat visar att återkommande brister i kommunalt säkerhetsarbete är kopplade till varierande organisatoriska förhållanden såsom komplexa strukturer, resursbegränsningar och problem med integrering i den ordinarie verksamheten. Studien visar även att effektiviteten i säkerhetsskyddsarbetet påverkas av organisatorisk kultur, individuell kompetens men även av tillsynsarbetet. Som praktisk implikation görs slutsatsen att det kommunala säkerhetsskyddsarbetet inte enbart bör fokuseras på regeluppfyllnad, utan behöver analyseras som en systemprocess, där faktorer som människa, teknik och organisation är avgörande för att uppnå en högre säkerhet.

The changed security policy situation in Europe has led to increased demands for security protection, which also includes municipalities since the introduction of the new Security Protection Act. Because security protection has primarily been adapted to state activities, Swedish municipalities are now facing challenges in adapting it to their unique structures without prior experience. Sanction fees have been handed to municipalities due to recurring deficiencies, despite regulations and clear legal requirements. The purpose of the study is therefore to analyze how organizational and systemic conditions affect municipalities' ability to conduct effective security protection work. To achieve this, a qualitative study has been conducted in two stages. First, recurring deficiencies in the municipalities' security protection work are examined through a content analysis of supervisory documents. This is followed by a thematic analysis of semi-structured interviews with municipal employees in security protection, aimed at gaining insight into their experiences. The theoretical framework for the study consists of previous security research, which is then adapted to the context of security protection. Here, the focus is primarily on the system perspective and the MTO model. The study shows that the effectiveness of security work is affected by organizational culture, individual competence and supervision. As a practical implication, the conclusion is that municipal security work should not only focus on regulatory compliance, but also to be analyzed as a system process, where factors such as individuals, technology and organization are crucial to achieving higher security.
