Abstract [sv]

Denna studie undersöker hur svaga signaler och tidiga varningssignaler identifieras, tolkas och omsätts i beslut under osäkerhet, med särskilt fokus på ledarskap och organisatoriska faktorer i en svensk säkerhetskontext. I en samtid präglad av hybridhot och gråzonsproblematik består utmaningen inte enbart i att identifiera hot, utan i att tolka och integrera fragmenterad och osäker information i handlingsbara beslut. Med en kvalitativ ansats baserad på intervjuer och tematisk analys, i kombination med teorier om weak signals, underrättelseanalys och kognitiva bias, analyserar studien hur information filtreras, tolkas och kommuniceras inom organisationer. Resultatet visar att svaga signaler ofta uppfattas av individer, men att deras betydelse formas genom ett komplext samspel mellan erfarenhet, hierarki, organisatorisk kultur och kognitiva bias.  Studien visar att problemet sällan ligger i brist på information, utan i hur information tolkas, prioriteras och integreras i beslutsprocesser. Svaga signaler riskerar att förbises när de inte överensstämmer med etablerade tolkningsramar eller när starkare indikatorer dominerar analysen. Studien bidrar därmed till en fördjupad förståelse av varför svaga signaler förbises och hur hanteringen av dessa kan utvecklas för att stärka beslutsfattande under osäkerhet. 

Abstract [en]

This study examines how weak signals and early warning indicators are identified, interpreted, and translated into decision- making under conditions of uncertainty, with a particular focus on leadership and organizational factors in a Swedish security context. In an era characterized by hybrid threats and grayzone dynamics, the challenge lies not only in detecting threats but in interpreting and integrating fragmented and uncertain information into actionable decisions. Using a qualitative approach based on interviews and thematic analysis, combined with theories of weak signals, intelligence analysis and cognitive bias, the study explores how signals are filtered, interpreted and communicated within organizations. The findings show that weak signals are often perceived by individuals, but their significance is shaped through a complex interaction between experience, hierarchy, organizational culture, and cognitive biases. The study further demonstrates that the core challenge is not lack of information, but how information is interpreted, prioritized and integrated into decision-making processes. Weak signals risk being overlooked when they do not align with established interpretive frameworks or when stronger indicators dominate the analysis. The study contributes to a deeper understanding of why weak signals are overlooked and highlights how their integration can be improved to strengthen decision-making under uncertainty.
