Urban Warfare is a challenge for attacking forces as the buildings serve as fortifications and greatly advantage the defender. Operation Phantom Fury (OPF) illustrates this problem, where U.S. forces achieved tactical success in an offensive urban warfare operation despite theoretical expectations of the contrary. Existing research on OPF primarily emphasized political, legal, and cultural perspectives, leaving a gap in explaining tactical success in urban warfare in Fallujah 2004. This thesis aims to answer the following question: How can U.S tactical success during Operation Phantom Fury be explained using John Spencer´s theory “the eight rules of urban warfare and why we must work to change them?” By using a theory-consuming case study design paired with document analysis as the method, this study applies Spencers rules as an analytical framework to examine the operation.

The findings show that the U.S success was not achieved by overcoming the advantages of the urban defender, but by adapting and reducing their effects. The use of heavy firepower, integration of infantry and armored units as well as close air support were central to maintaining tempo and reducing casualties. At the same time, intelligence reports and technological advantages were limited by the urban environment, as suggested by Spencer, but not eliminated.  

The study concludes that the US tactical success in urban warfare depended on the ability to manage, rather than eliminate the effects of the terrain and the actions of the enemy. These findings contribute to research by expanding on the understanding of urban warfare by showing how adaptation explained success in Fallujah 2004.
