Abstract [sv]

Detta svar argumenterar för att förslagen om att återinföra personminor i Sverige vilar på antaganden snarare än praktisk erfarenhet av minkrigföring. Garbino och Anctil Avoine ifrågasätter påståendena att moderna minor nu är "säkra" eftersom de kan självförstöra eller självdeaktivera, och noterar att sådan teknik redan fanns när Ottawakonventionen förhandlades fram och fortfarande ansågs otillräcklig för att motivera undantag från ett brett förbud. De bestrider också idén att dessa helt enkelt är traditionella nedgrävda minor och betonar att sådana system ofta fjärrlevereras av fordon, artilleri eller flygplan. Författarna menar vidare att interoperabilitetsproblem är överdrivna, eftersom Nato redan tillgodoser nationella skillnader och juridiska frågor kan hanteras nationellt. Operativt hävdar de att snabb utplacering av minfält är logistiskt krävande, särskilt för mobila eller luftburna enheter, vilket gör andra defensiva alternativ mer praktiska. Artikeln drar slutsatsen att demokratisk säkerhetspolitik bör prioritera återhållsamhet och avvisa vapen som inte borde användas.

Abstract [en]

This reply argues that proposals to reintroduce anti-personnel mines in Sweden rest on assumptions rather than practical experience with mine warfare. Garbino and Anctil Avoine challenge claims that modern mines are now “safe” because they can self-destruct or self-deactivate, noting that such technologies already existed when the Ottawa Convention was negotiated and were still deemed insufficient to justify exemption from a broad ban. They also dispute the idea that these are simply traditional buried mines, emphasizing that such systems are often remotely delivered by vehicles, artillery, or aircraft. The authors further argue that interoperability concerns are overstated, since NATO already accommodates national differences and legal issues can be managed domestically. Operationally, they contend that rapidly deploying minefields is logistically demanding, especially for mobile or airborne units, making other defensive options more practical. The piece concludes that democratic security policy should prioritize restraint and reject weapons that ought not be used.
