Abstract [en]
During the Cold War early warning was one of the most important tasks for the intelligence agencies. In a new emerging world order the ability to early warning has been brought back into focus.
Meeting these new challenges requires not only a contemporary organization, but also an organizational culture that is oriented towards the future. This study examines organizational culture within the Swedish military intelligence and its approach to early warning.
The study shows that within the Swedish military intelligence there is a high level of trust, which create good opportunities to face the unknown. At the same time, the study also shows that there are cultural challenges in moving from a previous idea of what early warning was, to new understandings about what a new and unpredictable environment means for what risks we identify.
