Gender Politics in Electoral Authoritarian States
Abstract [en]
The research project investigates semi-democratic states ‚Äì so called electoral authoritarian states ‚Äì and their relationship to gender politics. Electoral authoritarian states are hybrid regimes in that they combine characteristics of authoritarian states and electoral democracies. While several parties are allowed and elections are held regularly, the playing field is significantly skewed in favor of the governing party. Parties are both important gatekeepers for the representation of women as well as necessary vehicles for advocating and passing policies that are on the women’s movements’ agendas. Therefore, this project proposes to systematically analyze the opportunities and limits of gender politics in these countries where political parties by definition operate under very different circumstances. Research on comparative democratization has neglected to bring in gender while research on gender and politics has not situated their results within a framework of electoral authoritarianism.We approach these issues with an empirically oriented approach. We first conduct a statistical study where we situate electoral authoritarian states in relation to other types of states with regards to relevant characteristics of gender politics. We then examine electoral authoritarian states from two perspectives: top-down and bottom-up. The former aims at understanding to what extent gender equality is used as a tool in the political party competition in electoral authoritarian states. The bottom-up perspective investigates how women’s right actors navigate between political parties in order to influence policy and strengthen gender equality. We create a framework for analysis by the help of which we conduct a middle-n analysis of all twenty-six electoral authoritarian states in today’s world. Material from a variety of sources is used, including electoral laws, election results, human rights reports, earlier research case studies, an expert survey and informant interviews. We suggest that this theory developing and agenda setting endeavor be published as a book.
