    Boken behandlar militära arbetsmetoder och syftet är att introducera och förklara de metoder som används för att förbereda, utföra och värdera militära operationer. Boken är även avsedd att fylla en lucka i befintlig militär metodlitteratur genom att ge en historisk förankring och forskningsanknytning till de militära arbetsmetoderna. Genom att beskriva den historiska utvecklingen av en arbetsmetod och koppla den till befintlig forskning ger boken en unik bakgrundsbeskrivning och problematiserande analys av de vanligaste militära arbetsmetoderna.

    Boken innehåller några övergripande teman. Det första är kopplat till officerens roll som chef och stabsmedlem. Inom detta tema beskrivs de metoder som används i den militära ledningsprocessen, det vill säga planering, genomförandeledning, uppföljning och utvärdering. Det andra är kopplat till officerens roll som utbildare och inom detta tema beskrivs de militära utbildnings- och arbetsmetoder som används för analys av strid i rummet eller terrängen, till exempel krigsspel, fältövningar och terränganalys. Ett tredje tema i boken är kopplingen mellan arbetsmetod och aktuell forskning.

    Abstract [sv]

    I det här kapitlet ligger fokus på militär genomförandeledning av operationer på förbandsnivå. Inledningsvis kommer vi att definiera och diskutera begreppet genomförandeledning och rekapitulera begreppets anknytning till övriga centrala begrepp i den militära ledningsprocessen som presenterades i föregående kapitel om planering. Därefter redovisas synen på militär genomförandeledning i moderna reglementen och doktriner, nationellt så väl som internationellt. I detta sammanhang belyser vi även hur order och ordergivning är en central del i genomförandeledning och hur principer, omfattning och utformande av militära order utvecklats historiskt. Sedan diskuteras hur operationsmiljön påverkar genomförandeledning av operationer och vi redovisar en vetenskaplig teori om dynamiskt beslutsfattande som utgångspunkt för att förstå genomförandeledning. Slutligen redovisas forskningsresultat från studier av genomförandeledning på förbandsnivå och ett antal rekommendationer ges baserade på dessa forskningsresultat. Tyngdpunkten i kapitlet ligger på att förklara hur operationsmiljön ställer krav på utformning av genomförandeledning. Kapitlet behandlar däremot inte hur chefer bör utöva sitt ledarskap utan är mer fokuserat på ledningsprocessen utformning. Chefers personliga ledarskap är naturligtvis av central betydelse för genomförande av verksamhet och berörs i ledarskapslitteraturen.

    Abstract [en]

    Many theories describe failed states as potential threats to international security due to the breeding ground they constitute for transnational terrorism. Ken Menkhaus believes however that transnational terrorists are dependent on a state for their own protection in order to be able to operate.

    This essay seeks out the relevance in Ken Menkhaus’ theory which states that transnational terrorists rather exploit corrupted states than operate in countries where there is a state collapse. His theory will be applied on a case study on post-Libya after Gadhafi’s fall. The study, which is a mixed method study, will separate and compare the three regions of Libya; Cyrenaica, Tripolitania and Fezzan where different types of states have emerged since Gadhafi’s fall. The number of transnational terrorist attacks reported in documents and their cause-and-effect relationship will be analyzed.

    The results of the study indicate that the Menkhaus-theory is relevant when it comes to counting the attacks since terrorists operate where there is state presence. But when looking at the cause-and-effect relationship the results show that terrorist don’t need the protection of the state to operate, they work overtly to take over.

    Abstract [en]

    As natural and man-made disasters become increasingly common, ensuring effective disaster response, mitigation and recovery is growing into a high-priority task for governments and administrations globally. This paper describes the challenges of collaboration within multi-organisational hastily formed networks for post-disaster response, which are increasingly relying on emerging ICT infrastructures for communication and cooperation. We present an interdisciplinary analysis of the conditions for establishing an effective mutual conversation space for involved stakeholders, and how the development of socio-technological systems affects cognitive and behavioural aspects such as established communities of practice and virtual pockets of local order.

    Our observations thus far suggest that some of the key issues are overcoming organisational and cultural heterogeneity, and finding solutions for technical interoperability, to ensure effective, pervasive and sustainable information exchange within and between organisations participating in hastily formed networks.

    Abstract [en]

    In 2014 a small fire started in a forest in central Sweden. Within a few days it developed into the largest wildfire in Sweden in the last 50 years. As the scale of the fire increased, so did the need for direction and coordination of the resources engaged in the response operation. Both official investigators and the research community have studied the challenges and come up with recommendations for improvements of the Swedish crisis management system. All authors of this paper have been involved in such efforts. This paper is a result of us trying to formulate lessons learnt based on several written reports and official discussions. The development of the narratives constructed by individuals involved in the response, investigators and researchers is analyzed. We conclude that researchers need to pay attention to their own role in this development. Maybe there is a need for a game changer on the methodological side?

    Changing climate has a great impact on northern area of Pakistan’s environment and is more prone to environmentalchanges impacts than rest of the country due to its high elevation. However, melting glaciers effect not only the local environmentbut also the whole country with frequent and heavy floods. Remote sensing (RS) from Satellites and Airplanes used in GeographicalInformation Systems (GIS) are technologies that can aid in understanding the on-going environmental processes. Furthermore, helpresearchers to observe, understand, forecast and suggest response to changes that occur. It can be natural disasters or man-madedisasters and human induced factors. Still analysis accuracy issues play a vital role for the formulation of any strategy. To achievebetter results, object based analysis methods have been tested. Various algorithms are developed by the analysts to calculate themagnitude of land cover changes. However, they must be evaluated for each environment that is under observation as mountainousareas. Here were object-based methods evaluated in comparison with pixel based. Landslides, soil moisture, soil permeability, snowcover and vegetation cover can be effectively monitored by those methods.

    Quantity-Distance (QD) is an established method used among other things for safety related to ammunition storage. The beauty of the QD-method is obvious - the simplicity - a simple solution to a complicated problem.

    As often is the case, the simple solution may be too simple for some applications. This makes a need to question the QD-method - if, when and how to use it.

    QD methods are generally appreciated by authorities who have to apply it and they consider it easy to understand (Acceptable - Not acceptable and nothing in between). Technical people who are involved in the ammunition safety process are well aware of the deficiencies associated with it. These deficiencies have led to alternate ways to be used in safety regulations e.g. methods based upon risk analysis.

    Increased costs for land and military operational requirements make it necessary both to apply alternate methods to ensure adequate safety and to question the criteria behind the QD: s and how they are used for different situations.

    The paper describes the background to and the development of some current regulations for the storage of ammunition. Comparisons are made of different criteria used and how these criteria influence on QD: s and Field Distances for the Military Operational Theater.

    The paper gives special emphasis on work done within the NATO AC/326 Operational Safety Group and efforts made to reduce Field Distances in the interest of Operational Readiness.

    For the protection of key installations, fortification measures may not be sufficient by themselves. A dedicated aggressor may be able to destroy any installation given the right expertise, the right equipment and adequate time. For this reason, the protection design should not be based upon constructions only but on the totality of active and passive measures integrated into a system comprising as well resources from the social society like police, rescue forces, and military. With an abundance of resources from the social society the requirements for fortification measures may by downplayed - with limited support from the social society around the installation, the fortification measures must be more comprehensive.

    Looking at the protection as a system with different passive and active components the efficient use of the combination of these puts requirements not only on the components by themselves but also on the integration and coordination of them.

    To this end, the management of the protection is integral putting emphasis on how the critical information for successful protection is generated, distributed, analysed and used. Studies in Sweden have identified key issues for the handling of information for the protection management for key installations based upon the site-specific situations.

    Findings for protective measures for key installations exposed to extraordinary situations are presented in the paper.

    Tool for Clearance of Shaped Charge Ammunition Designed for Military Usefulness2013Conference paper (Refereed)
    Abstract [en]

    Evaluation and assessment of weapons and weapon systems should be based upon military usefulness. The military usefulness should, similarly, be a basis for the assessment of procedures and processes used for military activities. Even advanced systems may fail when meeting military usefulness criteria.

    The wide use of light anti-tank weapons, such as rocket propelled grenades and the scattering of sub-munitions in different conflict areas have made the clearance of shaped charge ammunition a frequent task. However, unlike other hazards, for shaped charges scientifically based procedures for the design and establishment of protective measures do not exist. Procedures applied in the field are more often than not based upon ad hoc solutions.

     

    To close the gap and find adequate methods for clearance of shaped charge ammunition, a tool has been developed at NDC to meet criteria from military usefulness and adopted to the prevalent operational conditions applicable to military missions, in particular:

     

        *   Complexity should be low bearing in mind the expertise available in the field.

        *   The time factor is essential both from strictly military aspects and from economic point of view.

        *   Information access. Data needed may be obscured or lacking.

        *   Simple construction that may be used with locally available material and equipment.

    In addition to meeting the criteria for military usefulness, such a tool should address the different effects from shaped charges e.g. blast and fragments and – in particular - effects from the jet generated.

     

    The principles for the tool are described in the paper. Of particular interest is the influence of the stand-off distance for the risk reducing methods.

     

    The risks from different effects at different distances and in different directions are analyzed and discussed. In particular, the slug from the jet is shown to be decisive for the hazardous area when protective measures are inadequate.

    Presents an microworld for investigating the effects of visualizing expanding search areas to support the building of a naval force's common operational picture. The microworld simulates naval warfare operations, and in it, two participants can play against each other in an operations area where both own units and neutrals may be present. The participants control combat vessels used to locate and attack the enemy, and high value objects that should be protected. The map of the operations area is configurable and the units' weapons and sensors can be defined by the experimenter. The microworld displays an individual operational picture to each player complied from the sensor information provided by that player's units. To investigate visualization, expanding search areas can be added to enhance the operational picture, and algorithms based on these areas can be used to let the computer help the participant identify enemies from neutrals. The integration of expanding search areas into the operational picture is illustrated. The unit classification algorithms based on expanding search areas are explained, and examples of how they work are presented. Experimental setups are presented together with initial evaluations of the microworld.

    Abstract [en]

    This paper presents an exploratory microworld study with the aim to identify individual dierences between participants, and relate those dierence to how well the participant solves the task. Six ocers, rank from lieutenant commander to flotilla admiral, were studied when they commanded a maritime escort mission. The experiment was conducted using a microworld where the participant had to control all own units while the computer controlled enemy and neutral units. Data collection consisted of think-aloud protocols, screen captures of the microworld’s tactical screen, questionnaires, and battle outcomes. Performance was determined using a measure of mission success and a general model of the participants’ decision making process was constructed. This model was used to identify individual dierences and relate those to task performance. The results suggest that there is no correlation between how often the participants perform a certain decision making activity, and how well they perform in the microworld. On the other hand, the results suggest a strong correlation between how well the participants perform in the microworld and how many dierent decision making activities they visit during one coherent reasoning chain. The result seems to suggest that it is more important to consider many aspects of a problem at the same time, and that no decision making activity is more important that another.

    Investigated a visualization aid to support naval search tasks. 20 officers and 20 students completed 12 trials in an experiment that contrasted with and without the visualization aid and controlled for learning effects. The aid improved performance in both groups, and there were no effects of learning or task difficulty.

    Today, the military increasingly rely on simulators to support training and education. One reason for this is simulators are seen as a cost-effective to achieve realistic training. Modern simulators can replicate almost any aspect of the real world, a development in part driven by the implicit assumption that the better the simulator, the better the training. But does higher fidelity necessarily lead to better learning? Recent research point in an alternative direction - it is not the quality of the simulator that determines the quality of training, but rather how well the simulator is integrated in a larger training setting. This paper presents an attempt along these lines - the simple surface warfare model (SSM). SSM is a low-fidelity naval wargame that has been used for several years to train fleet-level decision making skills at courses on both junior and senior officers levels. The paper begins by discussing the use of simulators in training and education. The SSM is introduced, and its integration in fleetlevel decision-making courses is presented. Evaluations of the use of the wargame are presented. The paper finishes off with a discussion of how low-fidelity simulators can be used to support training and education.

    Abstract [en]

    This article presents a display manipulation designed to support search tasks in which the location of the target is unknown and changes over time. The problem is analogous to that of a naval search task when there is an initial sighting and then the naval force must guide its search vehicles to reestablish contact with the fleeing target. The display manipulation visualizes a dynamic constraint on the area where a fleeing target can be found and adjusts its shape to the environment and to the search efforts. Forty participants without prior knowledge of search tactics completed 12 trials in an experiment that compared performance with and without the visualization aid and controlled for learning effects. The results suggest that this visualization improves performance in the dynamic search task. They further suggest that the visualization was easy to learn but that the learning effect did not transfer to a condition without visualization. The results have practical utility for both military and civil search tasks, and they are consistent with other research that emphasizes that control interfaces should make constraints in the task environment perceptually available.

    Abstract [en]

    This paper investigates a display manipulation designed to support movement tasks where the location of a threat is uncertain and dynamic. The problem is analogous to that of a naval transportation task, where a ship has to move from one port to another under threat from several enemies of which only the initial positions are known. The display manipulation visualizes a time-dependent constraint on the area where an enemy can be, given its initial position and maximum speed, and adjusts the shape to the environment. The region outside this area represents a field of safe travel where the transport ship can move safely. Forty participants without prior knowledge of the task completed sixteen trials in an experiment that contrasted with and without visualization, and controlled for learning effects. The results suggest that the visualization significantly improved performance in the movement task and that it had a large effect. The visualization also significantly reduced variance in performance, which suggests that it generated a more consistent behavior among participants. It was also easy for the participants to make effective use of the visualization, and once exposed to the visualization, the learning transferred to a condition without the visualization. This study have practical utility for designers of combat information systems as the results indirectly suggest that people have difficulties in inferring the locations of targets of which they only have fragmentary information. Including similar visualizations in the design may consequently increase overall system performance.

    Abstract [en]

    The Swedish Army has transformed from 31 brigades in to two in 20 years. At the same time the Swedish area of interest has increased from 60 km from the Swedish borders to 6000 km from Brussels. The type of missions for the armed forces has changed from invasion defending operations to international interoperable operations. This overall change also has increased the necessity to become more interoperable with the partners in the Nordic, European Union, NATO and PfP countries. The NATO methods (OCC) and Core team Effectiveness (CTEF) together with the alignment of the Swedish MARTA provides the basis to assess, evaluate and accredit the Swedish forces. This paper presents a Systemic Governance of Capabilities, Tasks, and Processes applied to the requirement specification for the core battalion in Nordic Battle Group 2015. The method consists of analyzing and compiling the battalion's capabilities, tasks, activities and processes in their context and in relation to each other down to platoon level. The paper then continues to describe the development of a system providing support for assessment, evaluation and accreditation which entail that the commander and staff better can govern the education and training efforts for the force.     Abstract [en]

    During the last four decades, China has moved from being an isolated country separated from the international community to having become one of the world’s major powers. It is vital to understand what is guiding Chinese foreign policy, why this is so, and not least what kind of power China is and will be in the future. This article analyses the vital elements and thinking that guides Chinese foreign policy, its priorities and decision making process. It is found that China's foreign policy is embedded in domestic issues. The foremost foreign policy objective is domestic political stability, which in turn is a necessity for the survival of one-party rule. Both are dependent on a combination of two key factors: continuing domestic economic growth and nationalism. The foreign policy is also closely linked to the Chinese self-perception, both its self-superiority/self-inferiority dualism and its multitude of confusing (overlapping) identities about what China is and should be. A key turning year is 2008 when the "global" financial crisis severely affected the United States and Europe at a time of Chinese economic success, which gave China confidence to pursue a more active and aggressive/assertive stance on the international stage. It is concluded that China under Xi Jinping will not be a status que power accepting the world as it is, but nor are we to expect China to become a revisionist power aiming to remodel the global order. China is what can best be described as a responsible reformer "striving for achievements".

    Abstract [en]

    This article first traces the origin of hybrid warfare and the label game surrounding the concept, asking whether it is merely old wine in a new bottle, and if so, whether it is still a useful concept. It is found that while being old wine in new bottles, it is still a good wine well worth drinking. While there is not much new in the concept itself, it is a useful tool to think about past wars, today’s wars and the wars of the future. Thereafter, this paper analyses how hybrid warfare and hybrid threats are to be understood in the context of peace, conflict and war. It is shown how hybrid warfare and threats fit into our traditional understanding of conflict dynamics.

    The East Asian peace is a mystery of the modern age. To many theorists and analysts alike, the post-Cold War calm has been seen as a temporary anomaly, potential military conflicts dominating predictions for the future. Despite this, two decades have passed in which a relative peace has been sustained and it is time to question existing forecasts. Comparing the Taiwan Strait, the South China Sea and the Korean Nuclear conflict, the author explores the informal processes that can help explain the persistence of peace, leading to hope for a future era of stability.

    Using a conflict transformation framework, this article demonstrates that positive transformations have taken place in the South China Sea between 1991 and 2007. Even though these transformations have been weakened in recent years, particularly regarding the actor aspect, it is concluded that a major armed conflict is still highly unlikely.

    In this article I study the competing US and Chinese narratives about the South China Sea. Arguing that the practice of calculating power shifts in terms of the changing distribution of material capabilities is inadequate, I complement existing literature by taking ideational and normative dimensions of power into account. I ask what the alternative Chinese narrative of power and leadership in the South China Sea looks like and how it is perceived by others in comparison with the dominant US narrative. While a "hard" power transition is ongoing, China's preferred narrative has yet to become widely accepted and the US narrative will remain dominant for now. Nevertheless, China has been making progress in shifting the narrative of what the future could look like with China's vision for a post-US regional and global order now seen as a possible alternative.

    Abstract [en]

    This article analyses why the offensive dominates tactical thinking among Swedish officers. Having found that the large majority of Swedish officers think that the offensive dominates tactical thinking in the armed forces (6:1, 16:1 in the case of the army) ten possible reasons are identified and analysed. It found that the key factors for the dominance are military culture and education which together produce and reproduce the offensive bias. These are the factors with the most direct and deepest impact on the officer identity and understanding, form the foundation for tactical thinking, and work as a prism for other important factors.

    This article explores why the offensive predominates military tactical thinking. With survey results showing an offensive bias among 60 per cent of senior Swedish officers and as many as 80 per cent in the case of the army, it is clear that this is not just a problem of the past but is equally relevant today. The article asks why there is a tendency to perceive and understand offensive tactics as the preferred choice and the way to conduct battle that should be encouraged and preferred. Drawing on existing research and the findings of a pilot study, ten propositions for why the offensive bias exists are tested using a mixed-method approach. Based on the findings, the article develops a model to understand why the offensive dominates military tactical thinking. It is found that the two key constitutive factors behind the offensive bias are military culture and education. These factors most directly and profoundly influence an officer’s identity, perceptions, and thinking. Military culture and education, in turn, work as a prism for four other factors: military history, the theory and principles of war, doctrine and TTPs, and psychological factors.

    I detta kapitel studerar vi offensivens roll i det taktiska tänkandet vid tolfte slaget om Isonzo, mer känt som slaget vid Caporetto, i oktober 1917. Underlag har utgjorts av litteraturen kring slaget samt av erfarenheter från en fältövning på plats i Slovenien. Författarna, tillsammans med lärarna på sektionen för markoperationer och chefen för militärhistoriska avdelningen vid Försvarshögskolan, analyserade på plats slaget och följde i fotspåren på dåvarande löjtnanten Erwin Rommel för att förstå de taktiska förutsättningarna, vägvalen, besluten och dess effekter.

    I detta kapitel utgår vi från resultaten av vår egen forskning kring militärt taktiskt tänkande bland svenska officerare, från existerande forskning kring taktiskt tänkande samt från svensk doktrin och reglementen med betoning på Arméreglemente taktik (ART).

    När man studerar slaget vid Caporetto finner man att det är uppenbart att offensiven och offensivt tänkande har varit förhärskande. Detta gäller såväl Caporetto som de föregående elva slagen om Isonzo liksom den efterföljande jakten efter de italienska trupperna mot Tagliamento. Men varför var offensiven förhärskande? De militära målen och operationsmiljön ger förstås en grundförklaring – då italienarna ville nå Trieste behövde de gå på offensiven, och när Österrike-Ungerns försvar närmade sig kollaps och det operativa rummet saknades var motoffensiv att föredra (i alla fall om tyskt stöd kunde uppbådas). Samtidigt står det klart att offensiven var dominerande i det militära taktiska tänkandet hos såväl italienare som tyskar – de två huvudaktörerna i det studerade fallet.

    The ability to lead armed combat is central to an officer. It is clear that the military professionis about more than possessing theoretical knowledge. Thus, in order to achieve an educationalprogram that includes the skills and abilities of the military profession there is a need to lookbeyond traditional written examination and apply practical examination in various forms.In this article we argue that while all practice can and should be examined through practicalexamination, not everything that is practically examined has to be practice. More specifically,this article will focus on the possibilities and limitations with practical examination. Focuswill be on the education of officers within the context of war studies. The article approachesthe issue on the basis of the legal framework for higher education in Sweden, research onteaching and learning in higher education and practice at the Swedish Defence University. Theoverall purpose is to understand practical examination with regard to what is allowed, howit is done with judicial security, and how it can be done in practice. The article also discusseswhat should be practically examined and how this should be done.

    China and Russia - A Study on Cooperation, Competition and Distrust2015Report (Other academic)
    Abstract [en]

    China and Russia share a geopolitical world view and a preference for a multipolar world. How their relationship evolves and how they understand their respective positions in the international system are vital for the development of global affairs. The purpose of this report is to analyse the relationship between China and Russia from a political as well as an economic perspective. In this context it compares how the two countries perceive themselves and their role in the world. The report provides an overview of the national foreign policy elements and the economic ties between the two countries. China and Russia cooperate and compete in many areas and their interests and ambitions are exemplified by their policies in Central Asia and Asia-Pacific. Throughout the report the role of the United States as a competitor and a partner to both countries is discussed.

     

    The partnership with China offers Russia an opportunity to conduct a multivector foreign policy and thereby to counterbalance the hegemony of the West. For China it supports the efforts to offset the US influence in the Asia-Pacific. Economic interdependence between the countries is limited, but arms trade and technology transfer are vital elements and energy cooperation is developing. China’s gradual economic reforms have created an economic superpower that will soon be overtaking the United States as the largest economy in the world, while Russia’s economy is stagnating. A weakness in the relationship is the fact that relations with the United States are the most important for both China’s and Russia’s foreign policy. The United States is China’s only real strategic partner, which adds to the weakness of the partnership with Russia. The Russian aggression against Ukraine in 2014 is found to be a defining moment for the Sino-Russian relationship.
