    Abstract [en]

    This study performs a theoretical analysis of the Air Component Command’s adaption with the CJTF-concept during an organizational change of the Swedish Armed Forces Headquarters in 2007. Common experiences show that organizational changes of complex governmental organizations are difficult to perform because changes of structure and methods often take a long time.  It also shows that structure is easier to change than method. Based on these common experiences especially regarding the difficulty in changing methods a hypothesis has been formed to support the study about whether the ACC´s adaption only is done by structural means. The purpose with this study is to test the hypothesis from one theoretical perspective of organizational changes, the instrumental perspective. The result will hopefully contribute with knowledge on the eve of future organizational changes. The conclusion of this study confirms experiences about the difficulty in organizational changes, especially regarding methods. It also shows that one of the most obvious reasons seems to be the lack of available time for preparation.

    Abstract [en]

    The human ability to adapt to a changing environment and a never ending technological development, can be observed by counting the many times a new invented weapon result in a new kind of defence. Today’s military personnel must not only adapt to technological, tactical and environmental changes, but also to new kind of objectives. Missions, conducted under the authorization of the UN, consist not only of combat missions, but also of considerable amount of civil-military cooperation (CIMIC). If adaptability is part of what has taken us this far, it’s reasonable to assume that adaptability will be as important in the future to come. Hence, an armed force with a high level of adaptability is likely to be advantageous over a less adaptable enemy.

    This paper was written with the sole purpose of finding out whether the Swedish Armed Forces’ (SAF) command & control-method (Auftragstaktik) and the provided leadership model (Developmental leadership) were consistent with the development of adaptable officers. A describing comparison indicated numerous similarities between all three concepts, thus it would seem

    auftragstaktik and developmental leadership has in-born support for the development of adaptability.

    Abstract [en]

    The purpose of this study has been to use Birkland’s (2009) theory about crisis induced learning to see how the collective learning process has worked for the three actors Stockolms Stads Trafikkontor, Trafikverket and Stockholms länsstyrelse after the two large cases of snow falls 2012 and 2016. I found that there was a need for this study as there are very few studies done that focus on how collective learning works in collaborating organisations despite of the fact that it is an important factor for a strong crisis management capability. I have done this through both creating my own data by use of qualitative interviews and then analysing this with written material in forms of evaluations and annual reports. After applying Birkland’s (2009) theory I identify that an important factor for change to occur as a result of the necessary learning processes he has identified has been through collaboration. 2016 there was more change that happened in contrast to 2012 and the main difference was the level of collaboration as this was higher and more evolved after 2016.

    I denne studien kartlegger vi hvordan det oppleves å ta liv i kamp. I forlengelse av det drøfter vi hva som skal til for å bli i stand til å drepe i skarpe operasjoner. Studien viser at soldater ikke opplever moralsk stress når de tar liv i situasjoner der de selv er truet. Våre funn peker i retning av at det er naturlig for mennesker å ta liv når situasjonen tilsier at det er helt nødvendig for å overleve samtidig som den sosiale rammen anerkjenner handlingen. Trening som vektlegger at soldater utsettes for sterkt gruppepress og rollemodeller med sterk autoritet, er ikke nødvendig for å sette soldater i stand til å drepe. Våre funn viser at soldater som har tatt liv i situasjoner der de har vært i livsfare, ofte opplever mestring og personlig vekst (PTG) etter hendelsen. I studien referer vi til et kvalitativt forskningsprosjekt der vi har intervjuet 28 soldater.1 Vi referer også til et kvantitativt materiale der 82 soldater deltok. I denne studien drøfter vi våre funn i relasjon til ulike teoretiske modeller som forsøker å svare på vår problemstilling.

    Abstract [en]

    The 1900s saw two incidents of states using their military in civil disorder situations, which resulted in the killing of unarmed citizens. May 14, 1931 in Ådalen, marks a significant part of Swedish history and its view of the use of military force.  On that day, a peaceful protest march escalated, which resulted in live firing by the military stationed there to uphold law and order. This resulted in the deaths of five civilians and the prohibition of the use of military force in incidents of civil disorder. In 1972 in Northern Ireland a similar event took place on January 30, which is commonly known as Bloody Sunday. The Troubles were raging and resulted in protests for civil rights by nationalists. On that day a protest march escalated and the soldiers from the 1st Battalion of the Parachute Regiment were sent in to the city and killed fifteen civilians. This marked the worst case of military abuse in The Troubles, but resulted in no further restrictions on the use of military force in the United Kingdom.     The issue in this thesis is how cultural factors affect states’ views of the use of military force.

    The purpose of this thesis is to increase the understanding of how two cases of the use of military force against civilians, can have such different outcomes and expression. The theory used in the thesis comes from the book The Culture of National Security and explains how a state’s norms, culture and identity affect its national security.

        The conclusion is that a change in a state’s culture and identity affects the state’s view of the use of military force. Sweden had a major change in identity, which resulted in a new law against the use of military force in cases of civil disorder. The United Kingdom did not have a major identity change, which resulted in no major changes to policy on the use of military force.

    Abstract [en]

    During the 1990ies there is notable change in the assault rifle. They start to get more and more adaptable with a lot more accessories being available to the user. At the same time the assault rifle moves from rifle to carbine as many models become shorter to better suit operations in urban terrainas well as riding in vehicles. With the invasion and the following counter-insurgency operation in Afghanistan a lot of armies are experiencing problems since combat takes places at either very short or long ranges. One calls for acompact carbine suited for close quarters battle and one for a long barrelled rifle which enables soldiers to engage the enemy who often attacks from ranges exceeding the 500 meter mark. The Swedish Armed Forces had just started testing a new updated version of their AK5 assault rifle called AK5C when they committed to contributing a regular force to ISAF. The Author is of the opinion that Swedish forces lack a weapon system on squad and platoon level to engage an enemy atgreater distance than 400m which is often the case. This paper seeks to take a look at what the next Swedish assault rifle could look like taking in mind the experiences from Operation Enduring Freedom.

    Återanställning i Försvarsmakten: en intervjustudie med återanställda soldater2016Report (Other academic)
    Abstract [en]

    The aim of this study was to investigate the motive-structure of soldiers who has re-enlisted with the Swedish Armed forces. The following research questions were formulated: (1) Which factors influenced the decision to leave the armed forces, and (2) which factors influenced the decision to re-enlist with the armed forces. Eleven re-enlisted soldiers, from three different units, were interviewed. The interviews were analyzed according to a grounded theory-approach. A theoretical model describing the re-enlistment process from an individual perspective was developed.The theoretical model shows that in order to understand re-enlisted soldiers motive-structure in relation to re-enlistment we need to consider the following aspects: (a) the soldiers´ individual work approach, (b) their experiences of employment, (c) factors influencing their decision to leave the armed forces, (d) their reflection process that develops as a result of a contrast between the civilian and the military employment, and (e) their motives and thoughts in relation to the decision to re-enlist with the armed forces. In the report, we discuss the importance of goal attainment, commanders’ attitude towards re-enlisted soldiers and commitment and interest in the armed forces as a result of the reflection process.

    Rapporten behandlar tre aspekter av ett militärt återtagande inom ramen för markstridskrafterna, närmare bestämt personalförsörjningen, utveckling av de nationella skyddsstyrkorna samt förslag med bäring på en ökning av utbildningskapaciteten.

    Avseende personalförsörjningen diskuteras de åtgärder som bör vidtas för att med plikten som redskap möjliggöra skapandet av förband med professionell profil.

    Beträffande förband med särskild inriktning mot gråzonsproblematik och mötandet av hybrida hot, behandlas nödvändigheten av att behärska vilseledning och skenmålskonstruktion samt bekämpandet av drönare. Därutöver diskuteras prioriteringarna av de underhålls- och understödsförband som måste tillföras organisationen samt hur hemvärnets personalförsörjning kan säkras intill 2030.

    Slutligen berörs möjligheten att med prefabricerade kaserner, inordnade i karusellsystem och genom samverkan med Finland skapa en större fysisk infrastruktur för utbildningsändamål.

    In the latest years the Swedish armed forces have gone from an armed force with conscripts to voluntary men and women. When the basic training is voluntarily may the question be if the new men and women have the same approach to Desirable competences and pedagogy that is used by their officers during their training. Desirable competences are a part of the model transformational leadership and are divided into task related competence, management competence, social competence and capacitate to cope with stress.

    To deal with this problem I have used questionnaires from conscripts and a new questionnaire made on voluntary recruits.

    I have compared the results in a case study method and it shows a positive progress from the recruits view how the officers use examples from the transformational leadership. The study shows that recruits want officers to make demands, motivate and inspire them. The recruits want to know the goal with the education and they want the officers to make demands on them.

    The aim and direction from the Swedish government is to go from conscription- toprofessional defense. The main reason for that transformation is the growing requirements ofutility of the Swedish defense, a utility that the existing duty defense system, according to theSwedish government doesn’t permit. The purpose of this essay is to look into and discuss howthe Swedish Defense Forces future system of recruiting soldiers will stand in comparison withthe Norwegian one, and what the eventual consequences the selected Swedish path might be,and how this will affect the utilization. On the basis of this purpose, the formulation of thecore question of this essay is: How might the Swedish Defense Forces utility be affected bythe implementation of the planned system of recruiting soldiers?The essay compares the planned Swedish system of recruiting soldiers in the future with theNorwegian one, aiming to describe distinctions and parities coupled to utility. Furthermore,the essay will also compare the differences amongst the Norwegian intentions with theirsystem of recruiting soldiers with the actual outcome. The results from these comparisons willbe analyzed, interpreted and discussed in order to answer the core question of the essay.The result of the essay shows that the utility of the Swedish Defense Forces planned systemfor the near future is essentially positively affected by the number of immediate accessibleunits. This is in line with what the Swedish government wants to accomplish. However, thereare curtain doubts as to whether the actual need of recruited soldiers will be obtained in orderto withhold that number of accessible units. Furthermore the result of the essay indicates thatthere are reasons to bear some worries concerning how the shortened basic training of theemployed/professional Swedish soldiers and sailors will influence their ability, and by thatalso their utility.

    This study deals with the subject of military theory and the essence of the classic principles of warfare. Since ancient times, surprise, has had a profound effect on how different nations and people have fought and made use of tactics and today still, surprise is something that characterize the modern battlefield. As an example, one can mention the attack on the World Trade Centre on the 11th of September 2001 where consequences had major effects on the political and strategic level. In conflicts around the globe surprise attacks are not uncommon and we continue to exploit this principle, although weapons technology and tactics have evolved. The focus of this work has been to analyze the principle and make a comparative analysis between Eastern and Western thoughts and approach. Is there a difference or do both sides have the same view on the principle of surprise? This study is based on ideas from recognized military theorists Carl von Clausewitz and Sun Tzu as well as doctrines from the former Soviet Union and now Russia and Sweden. The purpose of this study is mainly to give the author a deeper knowledge of the subject. The author’s will is to later use this knowledge in his profession. Initially, the author has studied theorists and doctrine in order to describe their perception of the concept. After that the author has analyzed the results and come to certain conclusions. Finally, the author discussed the results and also explains what he believe that future studies on this topic should focus on.

    Abstract [en]

    This thesis deals with surprise, one of the basic principles of war in the Swedish operational land-battle doctrine. The purpose, from a military-theory perspective, is to elucidate the fundamental elements that surprise can be said to be composed of and to create a model of reciprocal relations and mutual dependence, in order to achieve surprise of the adversary in a decisive way. The empirical research will be accomplished by using an analysis of five acknowledged military theorists. The fundamental elements of surprise, which appear from the analysis, will be examined in practical operational operations through a limited case study. The validity of elements in a future military environment will be tested in a discussion about two hypotheses of Dominant Battlespace Awareness. In conclusion, a discussion will be carried out on how the education and training of Swedish officers ought to be more effectively directed than it is today. The aim would be to enable an operational performance, utilising surprise at the tactical level in order to attain decisive victory.

    Abstract [en]

    Many officers have been educated in warfare principles as a tool in interpreting battle and its environments. The questioning of principles, however, and their application to war have been revealed by some great theorists. There are those who claim that there is only one true principle in war, the principle of surprise. This paper examines the principle of surprise, with five recognized theorists’ views of surprise, in the context of maritime operations. In order to create a gathered picture of the principle as a basis to further reading, the principle is made practical by creating components and guidelines within surprise, which may be used as such by an officer before a surprise operation. From the principle the author highlights eight individual components; intelligence, physical mobility, intellectual effectivity, disinformation, professionalism, discretion, originality and favorable circumstances; all within a maritime context. To further examine the principle, the components are tested in ten separate cases and are evaluated in their individual importance to accomplishing a successful surprise.

    Abstract [en]

    This essay deals with the principle of surprise warfare and its development as well as the adaptation of military action that had to be made to surprise the opponent in the modern era.

    The concept of surprise is divided into its components in order to clarify what is required to implement a surprising maneuver, to understand the complex concept and form a theoretical framework for gathering facts in the case study.

    Development and adaption are demonstrated by a comparative case study where Pearl Harbor illustrates an example of historical surprise and Operation Desert Storm illustrates a modern surprise. The product will then be analyzed in order to detect the development and how military conduct is forced to adapt in order to carry out a surprising maneuver. The results shows that the military action of performing a surprise attack has had a major development and is now carried out in a different stage of the attack.

    The principle of surprise is one of the oldest principles that is to used in battle. Principle as the basis of the conflict and the methods you can use to succeed in battle. But what does surprise really mean, and how is it used?

    The essay will problematize the principle of surprise and connect the research on surprise to Pearl Harbor and the Six Day War that has been seen to be typical surprise attacks. Did the attacks look the same and do the indicators from the literature show that it was a surprise?Initially the principle surprise will describe the selected literature to illustrate the meaning. The literature will be analyzed and make a basis for the later part of the essay.

    Then I will analyze the literature and apply it on the two surprise attacks, if they were using the same indicators.

    Finally it discusses the results and the author suggests new research related to the topic.

    The purpose of this paper is to problematize the principle of surprise and the indicators that affect the principle of surprise. The essay will conduct a comparative method between Pearl Harbor and the Six Day War.

    This analysis is performed by a qualitative text analysis and essay analytical framework is the principle of surprise. The theoretical basis of this paper is the analysis based on the theory and literature surprise of Pearl Harbor and the Six-Day War.

    Överraskning är en av krigföringens etablerade grundprinciper och har fascinerat under lika lång tid det betraktats meningsfullt att förstå krigföring. Paradoxalt nog befinns principen vara såväl förhållandevis outforskad som abstrakt och allmänt hållen trots sin oomtvistliga funktion genom historien. Undersökningens syfte är att med en teoriutvecklande ansats identifiera vilka framgångsfaktorer som bidrar till en lyckad överraskning i amfibieoperationer. Undersökningen har med en hypotetisk-deduktiv metod, där såväl en referenshypotes som delhypoteser genererats, använts för hypotesprövning av två empiriska fall, räderna mot St Nazaire 1942 och Makin Island 1942.

     

    Resultatet identifierar efter en falsifikationsprincip att framgångsfaktorerna vilseledning, operationssäkerhet, tempo och originalitet har en giltighet som bidrag till en lyckad överraskning i amfibieoperationer. Teoriutvecklingsmässigt påvisar även resultatet att originalitet är den framgångsfaktor som möjliggör och är dimensionerande för de övriga framgångsfaktorernas bidrag till en lyckad överraskning. Rekommendationsmässigt och i termer av en ökad generaliserbarhet bör fler empiriska prövningar genomföras för att än bättre förstå vad som bidrar till en lyckad överraskning.

    The question of how to use your forces to successfully defeat your enemy is as old as warfare itself. Today maneuver warfare is the leading theory in the west, but it can´t explain the human experience of combat and how it effects the outcome of battle. The purpose of this essay is to analyze the human perspective of combat to see if it can explain the outcome of battle on the tactical level, where a smaller force successfully defeats a larger one. 

    This essay will apply Jim Storr´s theory of tactical success to the successful assault on Fort Eben Emael by German forces in the spring of 1940 in the form of a case study, to test whether it can explain this problem. Surprise was a vital success factor for the Germans, facing larger, well-fortified Belgian defenders. Storr highlights the human perspective of combat, and that surprise and shock can lead to collapse of the organization and the will to fight at the tactical level.

    The results indicate that Storr´s theory can explain the outcome of a battle thru the human perspective where surprise and shock lead to organizational collapse.

    An amphibious assault can open new fronts and totally change the operational and strategic situation. Amphibious assault often depends on the principles of surprise and tempo.

     

    The principles of war, surprise and tempo are the main focus in this thesis. The context consists of the operational type, amphibious assault. The main problem that the study will try to answer is the paradox that theorists highlight these principles as essential conditions for amphibious operations, but they have not developed specifically why and how. In this context it is interesting because there are a number of paradoxes between the type of operation and the principles.

     

    To be able to examine the principles a higher degree of concreteness has to be applied. This is done by examining what other modern theorists has developed on the principles. The most prominent factors then become the thesis operationalized indicators that provides the analysis tool for the thesis. The theory will then be tested by analysing two case studies, Operation Shingle in Anzio and Operation Chromite in Inchon.

     

    The result shows that the indicators of surprise consists of unexpected acting, diversion and operations security. The results of the case study regarding this comes to the conclusions that unexpected acting and operation security are key factors. The indicators of tempo are rapid decision-making and quick physical movement. The case study result indicates that both are criterias for success and are based on a mutual relationship between the indicators.

    Överraskning är en av Försvarsmaktens sju grundprinciper för krigföring. Syftet med uppsatsen är att få fram åtgärder som är viktigt vid planerandet och genomförandet av en överraskningsoperation. Problemställningen jag sätt är enligt följande:

    Vilka åtgärder krävs för att planera och genomföra en lyckad överraskningsoperation? 

    Källorna jag har nyttjat är tagna utifrån en stor tidsperiod med början på Clausewitz bok ”Om kriget”. Därefter så har militärteoretikern Liddell Harts texter studerats. Som de mer moderna och nutida källorna så har den svenska markstrids doktrinen och en sammanställning av den rysksovjetiska doktrinen studerats.

    Mest framträdande av åtgärderna i planeringsfasen är åtgärden, förstärka det förväntade, ytterliggare framtagna åtgärder i denna fas är åtgärder som förtegenhet och handlingskraftig ledning m fl. I genomförandefasen framkom åtgärden, slå oväntat som den mest utmärkande. Andra åtgärder i denna genomförandet är åtgärder som snabbhet och slå mot avgörande punkter m fl.

    Military theories regarding surprise has a conceptual way of being described which may influence the effect that surprise actually has on a specific command level. Without sufficient explanations there might be unclear reasons for the conversion of these theories into practice.

    The existing research shows an increased possibility of surprise within the strategical command level and how to achieve it. It also shows the absence of research regarding what causes surprise on tactical command level, even if some theories describe surprise as being more effective at that level. Special operations can be included within the tactical command level and may offer an explanation. This case study examines which causes may lead to surprise on a tactical command level by analyzing descriptions of special operations within the conduct of regular warfare.

    With theoretical and empirical references, surprise was achieved in both of the selected cases. The results of the study can be divided in to two categories: the direct and the indirect causes. The categorization gives a further explanation in how to better understand surprise within a specific command level. The study contributes to the existing research by revealing a better understanding for commanders within a tactical command level in how to achieve surprise.

    Bakgrunden till mitt ämnesval grundar sig i Försvarsmaktens nya inriktning med stående förband som med kort varsel skall kunna sättas in runt om i världen och hur Försvarsmakten kan öva dessa förband.

    Uppsatsens syfte är att ta reda på om övning i vinterklimat ger soldater och chefer sådan erfarenhet att de bättre kan bibehålla ett högt stridsvärde i ett varmt klimat. För att svara på denna frågeställning har jag nyttjat komparation för att jämföra det kalla och varma klimatets påverkan på kroppen.

    För att besvara syftet med uppsatsen har jag formulerat tre frågeställningar:

    1. I vilken utsträckning är effekten av påfrestningarna, på soldatens stridsvärde, i ett kallt klimat jämförbar med den i ett varmt?
    2. Vilka åtgärder krävs på soldat- och chefsnivå för att minska klimatets påverkan på stridsvärdet?
    3. Vad krävs för att acklimatisera sig till ett kallare respektive varmare klimat?

    The article explores the nature and methods of mass media-based propaganda as well as the possibility of their implementation in the American press within the context of the development of the current political conflict in Syria. The authors substantiate the thesis that the quality media being traditionally considered as unbiased and comprehensive sources of information, currently demonstrate a high level of political partisanship. This agenda is relevant for the understanding of the key media trends in the context of the contemporary information globalization.
