    Abstract [en]

    Flight operations are by nature challenging, complex and full of risks. With this comes large responsibility. The purpose of this study is to create a deeper understanding of responsibility and safety culture of the Swedish Air Force. For the issue to be analysed the author sets the following questions: What is the responsibility and safety culture like in the Swedish Air Force? What is manifested in the written rules and policies? How is it maintained and reproduced by the members? The theoretical approach in this paper is the institutional theory and a socio-cultural perspective. The empirical part consists of interviews, the air operation manual and the training syllabus for basic flying training. To answer the questions a qualitative method is used and the empirical part is analysed using the theoretical perspective. The study shows that responsibility and safety culture in the Swedish Air Force is well rooted. Responsibility culture is based on well-developed formal regulations, strong traditions formed during long time and influential education and pedagogy. An important part of the responsibility culture is how to take care of experiences through a system of disruption notifications. This is based on transparency which is why sanctions do not appear. The attributes of the members are: self-esteem, high motivation, seriousness and a well-developed ethics.

    Theories on knowledge development, adaptation and innovation have connections to transforma-tional leadership and recent military research on contemporary warfare. The thesis explores the learning environment, and describes the behavioural changes that supports and fosters dynamic thinking and adaptive problem-solving in a military organization. In a survey, two groups of lead-ers conceptions of the Swedish Armed Forces (SwAF) prerequisites where compiled and com-pared. The survey consisted of quantitative and qualitative methods. The results indicated leader-ship challenges within SwAF.

    Abstract [en]

    The study seeks to clarify a cultural change in the armed forces (FM). The study is based on the hypothesis that repeated operations in war-like environment, where the FM sends professional combat units, develop a warrior culture. The empirical results indicate that there is an existing warrior culture at all three units surveyed.

    The subculture is verified by the constants of western warrior culture described in theory. The cultural change leads to ethical / moral and leadership challenges for FM.

    Utgångspunkten för detta arbete är problematiken kring trovärdigheten i att verka avskräckande mot gråzonshot, med en tröskel som dimensionerats mot konventionella militära angrepp under kalla kriget. Sverige utgör studiens problemställning och fallstudien utgörs av Ukrainas tröskel och avskräckningsstrategi gentemot Rysslands angrepp och annektering av Krimhalvön 2014. Slutsatserna från fallstudien kommer att analyseras utgående från den svenska kontexten som reglerar den svenska tröskeln. Detta i syfte att identifiera vilka teoretiska förutsättningar för hur en tröskel bör konstitueras utifrån om dess syfte är att verka avhållande mot gråzonsproblematik.

    Studien konstaterar att en tröskel som är uppbyggd och dimensionerad mot ett konventionellt väpnat angrepp inte fyller sin funktion mot en motståndare som opererar okonventionellt inom flera samhällsdomäner utöver den militära. Detta på grund av att tröskeln inte är trovärdig i sin uppbyggnad och komposition av relevanta och kapabla förmågor som behövs för att avskräcka samt skydda sig mot gråzonshot. Tröskelns trovärdighet inom en gråzonskontext är avhängd på, utöver ovanstående, att den är väl samordnat och mandatskraftigt bemyndigad inom ramen för ett totalförsvar, och bör innefatta både militärt och civila kapabla förmågor. Utan denna brygga mellan civila och militära resurser öppnas det sårbarheter i skyddet och avskräckningen, där en gråzonsmotståndare sannolikt väljer att operera inom.

    Abstract [en]

    One of the most efficient countermeasures towards deception is awareness and knowledge that in fact deception is being performed. Hence, if the general level of knowledge within the main population of Sweden would be higher, it would probably hamper the effects of a deception operation if the population anticipated it. In order to counter deception, awareness that one could be encountered to deception and analyze the incoming information accordingly is a major protection. Furthermore in combination with mental awareness the counterdeception actions need to be managed from a central Swedish national level and well-coordinated between authorities within the governmental structures. This is in order to fully cover the wide spectra of channels of information that probably will be used within deception operations toward Sweden.

    The primary objective within a deception plan is to manipulate a human mind, not the technical sensors or systems.  Therefor the reasonable best way of counteract deception should lie within preparing the human mind. But paradoxological, the more aware one´s mind is regarding deception, the more one´s mind will discover deception.

    Abstract [en]

    This paper aims to examine the need for indirect fire and Close Air Support of military operations in mountainous terrain, highlighting the aspects that affect the use of Swedish armed forces units and their technical systems in the mountain environment. To answer the purpose of this paper the following question was asked: How did U.S. forces use the basic capacity of effect to the opponent during Operation Anaconda? A case study and text analysis has been used as a scientific method and technique for this thesis. Initially texts about Operation Anaconda were studied on how the operation was carried out. Then Swedish doctrines and regulations relating to theories of basic abilities and the effect achieved in the battle were studied. Finally, the writer analyzed how the U.S. used the basic capacity of effect during Operation Anaconda, with an emphasis on indirect fire and close air support. The main conclusions are that the battle is carried out in three dimensions with indirect fire, direct fire and mines. All are essential to achieved effect in the battle. If one dimension diminishes the other dimensions should increase by more elements.

    Alliansbildningsbeteende är ett viktigt och intressant ämne inom internationell politik och i internationella relationer.  Enligt den traditionella maktbalansteorin allierar sig stater med andra stater för att balansera mot externa hot. I Steven R. Davids ”omnibalancing-teori” hävdas däremot att statsledare i tredjevärlden allierar sig med stater för att bekämpa interna hot. I föreliggande examensarbete, som är en fallstudie, är ambitionen att visa att turkiska republikens relation med Kurdistanregionen i Irak är ett fall av ”omnibalancering” såtillvida att Turkiet därigenom söker hålla den kurdiska rörelsen på hemmaplan i schack. Därför står Turkiet emot ett kurdiskt självstyre i Västra Kurdistan, syriska Kurdistan (Rojava), som har ideologiska kopplingar till den kurdiska rörelsen i turkiska Kurdistan (Norra Kurdistan). Med hänsyn till andra faktorer i relationer mellan stater (t ex i Turkiets relation till Södra Kurdistan) kan man uppmärksamma ekonomi- och energifrågorna. Vidare visar resultaten av fallstudier att etniska problem som ett internt hot påverkar statens utrikespolitik och alliansbeteende.

    Ett antal faktorer som Försvarsmaktens (FM) volymminskning, värnpliktens vilande och avsaknaden av en mera akut nationell hotbild, har lett till att försvarets förankring i samhället inte är lika självklar som tidigare. Detta kan bland annat ge negativa effekter på FM personalförsörjning liksom på förståelsen i samhället för FM verksamhet och i förlängningen befolkningens stöd för verksamheten. Syftet med denna studie var att hos företrädare för FM högre nivåer kartlägga uppfattningar av vad som är viktiga faktorer för förankringen i samhället. I rapporten redovisas informanternas uppfattningar om bland annat allmänhetens syn på FM, om relationen mellan FM och den politiska nivån samt politikernas respektive FM ansvar för myndighetens förankring i samhället. Rapporten lämnar förslag på åtgärder som FM kan göra för att positivt förbättra förankringen. Inom projektet har det tidigare tagits fram en forskningsöversikt och gjorts en intervjustudie med informanter från näringsliv, andra myndigheter, lokala politiker och politiska ungdomsförbund.

    The Swedish Armed Forces have transformed from being mainly a national defence force to becoming a mission-based force, capable of being deployed within and outside the Swedish border. Currently, the Swedish Armed Forces are operating internationally, with several other nationalities. It has therefore become important for the Armed Forces to be capable of operating with other nations. Since the beginning of 2002, the Swedish Armed Forces has been operating in Afghanistan and experienced the changes in the level of IED-threat and has been forced to adapt to it. How far has this adaptation come, with focus on training and instructions? There is a goal stated, but do the necessary qualities exist? In this paper I will compare the goal, NATO STANAG 2294 and AJP 3.15, with the instructionsand the demands on training that the Swedish Armed Forces has developed.

    En central stabsprodukt i Svensk planerings- och ledningsmetod (SPL) är operationsdesign. Den traditionella operationsdesignen har kritiserats för sin linjäritet, stelbenthet och positiva progression och därmed ansetts mindre lämplig för operationer med defensiv inriktning eller stor osäkerhet. SPL, med målsättningen att vara en allomfattande planeringsmetod, har därför i 2017 års version bland annat tillförts ytterligare tre typer av operationsdesign.

    Denna uppsats undersöker hur SPLs typer av operationsdesign omhändertar tre defensiva operationsplaner från 1979. Undersökningen sker genom att en kvalitativ textanalys leder fram till efterhandskonstruktioner av planernas operationsdesigner. Denna följs av en kvalitativ innehållsanalys för att se hur dessa operationsdesigner omhändertar försvararens möjlighet att avgöra, undvika ett avgörande samt dennes behov av flexibilitet.

    Resultatet visar att alla designtyper fungerar väl när ett avgörande söks men sämre när ett avgörande försöker undvikas. Behovet av flexibilitet omhändertas bäst i den dynamiska designtypen och någorlunda väl i den traditionella. Båda har dock svårigheter i övergången till det militära slutläget om ambitionen i målsättningarna sänks. De två designtyperna tematisk och mixad, som främst är ämnade för mycket osäkra situationer, omhändertar däremot dåligt de planer som undersökts då mycket av den operativa inriktningen går förlorad.

    Sammantaget visar undersökningen att genom tillförsel av de nya designtyperna är SPL en bit på vägen mot en allomfattande planeringsmetod, men svårigheten att applicera stabsverktyget operationsdesign på defensiva operationer är ännu inte helt löst.

    Abstract [en]

    In 2010, full-time soldiers and NCOs were implemented as a new service category in the Swedish Armed Forces. The purpose was to fulfil the 2009 government white paper with requirements of immediately accessible, usable and flexible force. Five years later, with 5800 active soldiers and NCOs the focus for the armed forces has shifted towards deterrence and national defence. Consequently the need for active soldiers and NCOs in international deployments is declining.

    This paper examines the professional role of soldiers and NCOs at Life Regiments Hussars during 2015. With the support of H.J. Leavitt´s system theoretical model for organisational transformation, the effects of implementing the new category is analysed. The results show that an overwhelming majority of the soldiers and NCOs are experiencing that they operate within an operational oriented role, just in line with the government’s original intension. At the same time soldiers and NCOs are successively assigned an increasing responsibility within the support and instructor role. The NCOs uses one third of their working hours in other roles than the operational oriented. There are also individual soldiers who work full-time in an administration-, support- or instructing role.

    Furthermore the results show that Swedish Armed Forces protocols contain few limitations for soldiers and NCOs to operate outside the operational oriented role. Even the largest limitation, the organisational structure, with requirements expressed in category and rank, has recently seen an adjustment towards a wider professional role for soldiers and NCO. Despite these developments, sixty percent of the soldiers and NCOs in the study, replies that there are even more areas were soldiers and NCOs can overtake tasks from commissioned officers.

    Abstract [en]

    Social workers working with individuals, who are vulnerable and in need of help in different situations, face great demands. They need to be able to respond to people with different kind of needs, yet at the same time handle organizational requirements. The purpose of this study, therefore, is to contribute to an increased understanding of the phenomenon of job satisfaction, its meaning for professionals in the field of social work, and what affects job satisfaction. The study was performed in accordance with classic grounded theory, and all data were collected through three semistructural interviews. The results of the study generated a theoretical model that illustrates how the phenomenon of “work satisfaction” can be understood and reached through a process of balancing, maintaining, and recreating professional pride and dignity in the field of social work. The discussion ends with suggestions for further studies, methodological discussion, and proposals for practical implications.

    Uppsatsen syftar till att jämföra amerikansk och fransk doktrin för counterinsurgency för att utröna vilka skillnader och likheter som finns mellan dessa. Ämnet har valts av anledningen av att försvarsmakter med liknande doktriner når en högre grad av effektivitet under insatser, och att Sverige militärt samarbetar med båda USA och Frankrike i internationella insatser. Uppsatsen visar att amerikansk och fransk counterinsurgency-doktrin i stort är mycket lika, men att vissa skillnader i exempelvis behandling av civilbefolkningen i insatsområdet finns.

    There are those who argue that tactical decisions more often then not are based on a subconscious force - despite factors like the opponent’s forces, own strengths and physical geography; to name a few factors which generally form the base for a tactical decision. This subconscious force may be of a cultural kind and therefore it is perceived natural. Something that is perceived as natural is not subject to deliberate reflection and therefore this hidden element is allowed to control its members. This aspect is the focus of this thesis.

    This thesis intends to highlight this feature, this tactical culture that seems to grasp and control decision makers at all levels. The dilemma is its nature, and the issue is to be aware of its impact. The thesis attempts, from a hermeneutic perspective on understanding, to form and implement a theory of tactical culture in order to understand tactical culture. To frame tactical culture, the thesis takes its starting point from the wide field of research concerning strategic culture. The aim is to illustrate tactical culture and demonstrate its impact on decision makers.

    The result clearly shows the need to create awareness and understanding of tactical culture. The thesis highlights possible sources of tactical culture and how these can be understood. The thesis also demonstrates the need to relate to tactics as a mental process, separated from practical techniques.

    Abstract [en]

    This paper discusses concepts of command for complex endeavors. The traditional concepts of Unity of Command and Unity of Effort are found wanting, the former because there is no single individual in command of a complex endeavor, the latter because there is often no time to develop the comprehensive plan required, and if there is time, it is nevertheless difficult because different organizations have different planning methods and different planning cultures. A new command concept, based on our experience from studies of peace support operations is proposed. It is called Harmony of Efforts and it is a C2 concept for complex endeavors that involve a number of organizations, each of which does what it usually does, and for which there is no one commander with authority to enforce unity of command or unity of effort. Under these circumstances, Harmony of Efforts is all that one can hope for. The command concept of Harmony of Efforts specifies the spirit in which C2 issues should be approached, which is cooperation, the method to be used, which is negotiation, and the substance of C2, i.e., what C2 can usefully be concerned with in complex endeavors, which is the management of interfaces between organizations.

    Ämnet ledningsvetenskap har utvecklats för att bidra till utvecklingen av nya och bättre ledningssystem för militära och civila insatser. En viktig orsak till att ämnet kom till var de nya möjligheter inom ledningsområdet som blev följden av utvecklingen inom informationsteknologin. Ledningsvetenskap är en designvetenkap och begreppet designvenskap och vad som utmärker en sådan vetenskap till skillnad från en natur-, samhälls- eller beteendevetenskap diskuteras i boken. Boken är en lägesrapport. Den beskriver hur långt utvecklingen inom ämnet har hunnit under dess första femton år vid Försvarshögskolan. Syftet med boken är främst att ge en teoretisk grund för ämnet. Den beskriver grundläggande problem inom ledning av insatser, de lösningar dessa problem har fått och de kostnader som är förknippade med lösningarna.     Abstract [en]

    This is the second paper in a series where we try to understand what Clausewitz called the commander’s “coup d’oeil”, i.e., the ability to understand the situation on the battle field at a glance. We employ a standard paradigm from research on expertise where participants study a scenario and then reproduce it from memory. Last year we reported results consistent with other results from studies of expertise, viz., that experts recall meaningful scenarios better than meaningless scenarios whereas novices recall both types of scenarios equally badly. This year, we report four follow-up experiments. The first two study ex-perts’ and novices’ recall of scenarios after having seen how the scenario de-veloped over time and we do so under two conditions, one where the scenario develops violating constraints on how military units should move and one where they do not in an attempt to distinguish between two possible explana-tions for last year’s results: The constraints hypothesis and the pattern match-ing hypothesis. The results show that both experts perform better than novices but that both groups recall scenarios where the development did not violate constraints better than scenarios where the development violated constraints. We interpret these results as support for the constraints hypothesis. In Experi-ments 2 and 3 we vary the time allowed for inspecting static scenarios on the interpretation of these scenarios with both expert and novice participants. The results show that a short time for inspection affects the interpretation by novic-es to a greater extent than it affects the interpretation by experts, as was pre-dicted by Clausewitz. We interpret this to mean that novices and experts achieve their understanding of a military scenario in different ways.

    Abstract [en]

    This study examines how people handle the time constants in dynamic decision tasks, using a microworld called NEWFIRE which simulates forest fire fighting. The results showed that the participants did not adapt to the time constants, as shown by the fact that they did not discriminate between fires requiring different number of fire fighting units when varying the number of fire fighting units was a means of compensating for the time constants. If they were allowed to move units before the fire started their performance improved, suggesting that they could compensate for their problems with the time constants by restructuring the task in such a way that they did not need to consider them. It is suggested that such restructuring may well be how people handle dynamic tasks also in other circumstances, and that more effort should be put into studying what people actually do in dynamic tasks, rather than into only assessing whether or not they perform optimally.

    Abstract [en]

    The development of European Union (EU) civil protection cooperation highlights important issues in the debate on the internal-external security nexus. It points to the increased transnationalization of threats usually assigned to the field of 'internal' security, but it also presents researchers with a puzzle: despite the relatively rapid development of civil protection cooperation, there is still substantial disagreement among the EU member states as to how it should continue to develop. Applying an analytical framework based on neo-institutional organization theory and the study of organizational 'fields', this article explores two questions: What is the institutional basis for member states' diverging positions on the future direction of EU civil protection? and How may these positions affect the current development of EU civil protection? Our analysis draws upon empirical evidence from civil protection practice in Spain, Sweden and the EU, including official documents in the form of bills and laws, policy papers and elite interviews. We find that the basis for member states' diverging positions on the future of EU civil protection is rooted in conflicting national institutional logics of civil protection. No logic has become dominant at the EU level, suggesting that as long as multiple institutional logics continue to coexist, disagreement on the future development of European level civil protection cooperation will persist.

    There can be many different approaches to the study of governments and their policies. Each of them has its advantages and disadvantages. One of the approaches would be a comparative case study which would give a clear frame of reference in relation to other states. In such a study it is possible to identify similarities and differences and relate the findings of one case to the findings of another. Such a study is useful but, because of the quantity of material, it might limit the depth of each case study. Comparative case studies are important, especially when no clear frame of reference is in place. In the case of states’ contemporary policy on Islamism, this frame is however already in place. Many of the theories of policy analysis emphasise extraordinary events as playing important roles in causing policy alterations. It is evident that for instance Nine Eleven led to changes in both western and eastern states’ stance towards Islamism. Knowing that, this thesis analyses whether any such events can be identified in the Egyptian context. Was Nine Eleven e.g. followed by a policy change in Egypt as well? Apart from the effect of extraordinary events, other causal factors are also illuminated. International relations, policy inheritance and the domestic situation can be mentioned as potentially interesting in further explaining policy stasis or change. This thesis aims at critically analysing the driving factors of the Egyptian state response to Islamism and Islamic extremism. In order to structure and systematise the data, the Punctuated Equilibrium Theory (PE) is applied as a tool of analysis. The thesis attempts to understand and explain policy change in President Mubarak’s Egypt by adapting a state-centric perspective and mainly using PE as a tool of analysis.

    Gaza Under Hamas: From Islamic Democracy to Islamist Governance2017Book (Other academic)

    Hamas is designated a terrorist organization by Israel, the EU, the USA and the UN. It has made itself notorious for its violent radicalism and uncompromising rejection of the Jewish state. So after its victory in the 2006 elections the world was watching. How would Hamas govern? Could an Islamist group without any experience of power - and with an unwavering ideology - manage to deal with day-to-day realities on the ground? Bjorn Brenner investigates what happened after the elections and puts the spotlight on the people over whom Hamas rules, rather than on its ideas. Lodging with Palestinian families and experiencing their daily encounters with Hamas, he offers an intimate perspective of the group as seen through local eyes. The book is based on hard-to-secure interviews with a wide range of key political and security figures in the Hamas administration, as well as with military commanders and members of the feared Qassam Brigades. Brenner has also sought out those that Hamas identifies as local trouble makers: the extreme Salafi-Jihadis and members of the now more quiescent mainstream Fatah party led by Mahmoud Abbas. The book provides a new interpretation of one of the most powerful forces in the Israel-Palestine arena, arguing that the Gazan Islamists carry a potential to be much more flexible and pragmatic than anticipated - if they would think they stand to gain from it. Gaza under Hamas investigates the key challenges to Hamas's authority and reveals why and in what ways ideology comes second to power consolidation.

    This study investigates how the Palestinian Islamists in Hamas came to govern following theirsuccess in the 2006 parliamentary elections. The study poses the overarching research question:How can Hamas's governance in the Gaza Strip between 2006 and 2012 be characterised andunderstood? Hamas has attracted particular research interest, partly due to its seeminglycontradictory nature and actions, and partly due to the fact that this was the first case of Islamistsin the Arab world to ascend to power by democratic means. On the one hand, Hamas has led anarmed struggle against Israel which has even included suicide bombings against the Israelicivilian population. On the other hand, Hamas has more recently shown both the will and theability to participate in electoral processes in a peaceful and democratic fashion.

    As a result of this, the case of Hamas relates to two scholarly debates in particular. The firstdebate concerns the nature of Islamism - whether Islamist ideals can be considered fullycompatible with democracy. Ultimately, this debate has come to focus on what the democraticpotential of Islamists would mean in practice, should they get the chance to hold power. Thesecond debate concerns the nature of Hamas - how to comprehend the paradoxal conduct of thisactor and in what direction it is heading politically. There is also a strong extra-scientificrelevance to the study, as Hamas remains a powerful force in the Israeli-Palestinian arena. HowHamas is dealt with, both by Israel and the international community and by the Palestiniansthemselves, will have repercussions on when and in what shape the pending Palestinian state willmaterialise.

    Based on existing scholarship on this subject, the aim of this study holds theoretical,methodological and empirical ambitions: Theoretically, the study seeks to contribute to the twodebates mentioned above. Methodologically, it seeks to contribute by suggesting a newframework for the analysis of Islamist governance. Empirically, it contributes by adding a newcase study to the existing research on Islamists in power.

    The study addresses the research question by focusing on how the new government perceivedand reacted to three key challenges to its exercise of power: relating to the political system and themain opposition party; countering violent radicalisation and local splinter groups; and reestablishingsocietal order and reforming the legal system. The analysis is based on a recentlycollected set of primary data consisting of both observations and interviews. The respondentsinclude ministers, advisors and civil servants in the government, as well as military commanders,internal security personnel and members of the Qassam Brigades. They also include some of theHamas government's fiercest critics, notably Salafi-Jihadis, youth dissidents and members of theFatah party.

    The study finds that the Hamas government lacked the necessary organisation, knowledge andexperience to carry out its duties. It also finds that the government perceived itself to be subjectedto an imminent threat of being overthrown. The study shows that while the Hamas governmentwas far from fulfilling the democratic promises it had set out in its reform programme, it did notproceed to change the political system into any sort of Islamic theocracy governed by sharia. Asthe analysis concludes, Hamas's governance could be characterised neither as singularlyauthoritarian and Islamic, nor as merely democratic and secular. Rather, Islamist governanceHamas style has been a blurred combination of all these traits together, firmly guided by a farreachingideological pragmatism and a continuously perceived necessity for further powerconsolidation.

    Inom terrorismforskningen har flera teorier presenterats som förklaringar till varför och hur stater drabbas av terrorism. En stor del av diskursen handlar dock om ursprunget till terrorism och en betydligt mindre del om hur stater skall hantera detta problem. En av de förhållandevis få teoretiska slutsatser som föreslår hur stater bör agera och förhålla sig till terrorism är netwar-konceptet. Det är de positiva antagandena i detta större normativa teoretiska koncept som jag valt att undersöka närmare i uppsatsen. John Arquilla och David Ronfeldt, forskarna bakom netwar, hävdar att stater måste börja organisera sig på samma sätt som terroristgrupperna för att nå framgång i sin bekämpning av dem. De förordar ett nytt sätt för staten hur den bör betrakta dessa motståndare. Till grund för en normativ teori föreligger vanligtvis flera positiva teorier eller antaganden. Det normativa i denna teori, uttalandet om hur stater bör agera, underbyggs av positiva antaganden om hur verkligheten ser ut. För att någon längre fram skall kunna uttala sig om teorins rådgivande slutsatser, om hur det bör ske, behövs först en matchning av hur väl de positiva antagandena stämmer överens med verkligheten. I den positiva delen av teorin beskriver Arquilla och Ronfeldt teoretiskt hur terroristgrupper, netwarriors, är uppbyggda och fungerar. Forskarna bakom netwar-konceptet ställer det relativt kontroversiella anspråket att teorin passar all sorts terrorism. Genom att kartlägga hur väl den teoretiska beskrivningen av en netwarrior passar på en slags terrorismgrupp vill jag försöka komma fram till huruvida teorins normativa del kan anses ha väl underbyggda antaganden.

    The Hamas administration in the Gaza Strip first set out to crush the area’s Salafi jihadist groups by force. Once Hamas realized that the Salafi jihadi problem was more serious than it had first anticipated, however, Hamas’s approach shifted gradually, from a strategy of attempted elimination to one of containment and assimilation. Indeed, several of the pursued militants proved to be former colleagues from the Qassam Brigades who had grown disillusioned with Hamas and defected to fringe groups. This article examines how Hamas, as part of a new and progressive approach, aimed to rehabilitate these individuals by enrolling them in a prison-based deradicalization program that sought to appeal to a common ideological and religious base in Islam, treating Salafi jihadists as patients rather than as common criminals.

    During the last wars in Iraq, Balkans and the war in Afghanistan, the High-Tech differences between the opponents have been evident. What does thelesson learned tell us from this period?The purpose of this essay is to lay the foundations for deeper knowledge aboutthe operational advantages that the high-tech coalitions and nations has inreality. Especially when opposing a low-tech nation or enemy. Focus in thisessay is on Air Power looking at it from a Five-Ring-Model theory and theeffect reached from this angel. This is done through an analysis of the periodfrom 1991 to 2001 and different levels of conflicts. In the followingdiscussion and synthesis, I compare the facts and lessons-learned from thesethree wars mentioned above and then I draw some conclusions compared tothe theoretical model.
