    Abstract [en]

    Within the debate on international relations an increasing amount of scholars have acknowledged that the debate is unnecessarily entrenched in old paradigms and that the dividing lines are in many cases arbitrary. This theory-developing paper is an answer to the call for cross-fertilization specifically between realism and constructivism. Here the concept of national interests, and its role in the realist tradition of international relations, is re-examined. The argument is made that, classical- and neo-classical-, realist theories should take identity into account when explaining states pursuit of national interests. This is done not only by identifying and explaining the constructivist theories that is useful to realism but also by illuminating an, so far, unexplored potential within realism to directly include identity into its theories. In the final part of the paper the usefulness of the augmented concept of national interests is also illustrated by using the concept to explain Sweden's reluctance against a NATO-membership.

    I denna uppsats kommer jag att undersöka försvarsmaktens rekryteringsprocess och om denna har utvecklats i takt med försvarsmaktens omstrukturering. Den metod som jag har valt att använda mig av i uppsatsen är komparation eftersom jag har för avsikt att jämföra hur Försvarsmaktens rekryteringsprocess har sett ut tidigare med hur den ser ut idag. Bakgrunden till denna uppsats är ett intresse för försvarsmaktens förändringar mot ett insatsförsvar och hur detta påverkar rekryteringsprocessen.

    Enhanced Training by a Systemic Governance of Force Capabilities, Tasks, and Processes2013Conference paper (Refereed)
    Abstract [en]

    The Swedish Army has transformed from 31 brigades in to two in 20 years. At the same time the Swedish area of interest has increased from 60 km from the Swedish borders to 6000 km from Brussels. The type of missions for the armed forces has changed from invasion defending operations to international interoperable operations. This overall change also has increased the necessity to become more interoperable with the partners in the Nordic, European Union, NATO and PfP countries. The NATO methods (OCC) and Core team Effectiveness (CTEF) together with the alignment of the Swedish MARTA provides the basis to assess, evaluate and accredit the Swedish forces. This paper presents a Systemic Governance of Capabilities, Tasks, and Processes applied to the requirement specification for the core battalion in Nordic Battle Group 2015. The method consists of analyzing and compiling the battalion's capabilities, tasks, activities and processes in their context and in relation to each other down to platoon level. The paper then continues to describe the development of a system providing support for assessment, evaluation and accreditation which entail that the commander and staff better can govern the education and training efforts for the force.     Abstract [en]

    The Case study focuses on the Yom Kippur war of 1973 in order to find potential friction between maneuver warfare and combined arms warfare when used in the same context. The war demonstrated how against all odds a small state could retake the initiative and change the outcome of war to its own advantage. Israel achieved success by trying to combine these two methods but also by realizing the friction of them. What circumstances determine how well these two warfare methods function when incorporated in a context?

    The purpose of the case study is to find factors which may give rise to friction when combining these two ways of conducting warfare. Is there evidence for a bond that only can be perfectly met when under the right circumstances

    The result of the case study indicates that friction between these two methods limits the ability to achieve maneuver warfare unless these frictions are dealt with. Combined arms warfare must increase the effectivness of the force above its individual components in order to complement the maneuver warfare.

    Abstract [en]

    The aim of this essay has been to search for the presence of conventionalfeatures in the violent behaviour of the Revolutionary United Front (RUF)through a case study of the war in Sierra Leone (1991-2002) and therebyexamine whether the nature of war can be described from a rational orirrational perspective.To interpret and achieve the aim of the essay I have used Carl von Clausewitztheories on the nature of war. In order to analyse the presence of conventionalfeatures in the violent behaviour of the RUF, three indicators are used;a distinction between combatants and non-combatants, conventional meansand methods and a political purpose. These indicators are derived fromClausewitz trinity of war (people, army and government).The essay concludes that there are indeed presences of conventional features inthe violent behaviour of the RUF.The essay further concludes that the behaviour of the RUF was notcharacterized by total chaos, a war by all against all, caused by ethnic, religiousand ideological reasons. The behaviour of the RUF can therefore not bedescribed as an irrational phenomenon.Instead, the essay argues that the nature of war as it turned out in Sierra Leonecan be described from a rational perspective, typical for conventional wars,based upon the theories by Carl von Clausewitz on the nature of war.Keywords: Sierra Leone, Revolutionary United Front (RUF), low-intensityconflict, new wars, Clausewitz, rational perspective.

    Abstract [en]

    The question of how to use your forces to successfully defeat your enemy is as old as warfare itself. Today maneuver warfare is the leading theory in the west, but it can´t explain the human experience of combat and how it effects the outcome of battle. The purpose of this essay is to analyze the human perspective of combat to see if it can explain the outcome of battle on the tactical level, where a smaller force successfully defeats a larger one. 

    This essay will apply Jim Storr´s theory of tactical success to the successful assault on Fort Eben Emael by German forces in the spring of 1940 in the form of a case study, to test whether it can explain this problem. Surprise was a vital success factor for the Germans, facing larger, well-fortified Belgian defenders. Storr highlights the human perspective of combat, and that surprise and shock can lead to collapse of the organization and the will to fight at the tactical level.

    The results indicate that Storr´s theory can explain the outcome of a battle thru the human perspective where surprise and shock lead to organizational collapse.

    Abstract [en]

    Mission command is the preferred command philosophy of many nations’ armies, in order to handle the battlefield chaos and uncertainty. At the same time, some research claims that modern technological warfare is the better tool for handling chaos and turning it into certainty. It has been proven that technology influences command and the execution of military operations. However, it has not been empirically researched how modern technological warfare influences the use of mission command.

    This study views mission command in a modern context, hypothesizing that modern technological warfare leads to a quest for certainty and centralization of command and control. If so, how does this affect mission command?

    The thesis is researched through a case study of the Israel Defense Forces (IDF) in the Lebanese War 2006 and the US Army V Corps in the Iraq War 2003. The study has its theoretical origins from Preussen and Germany in the 1800s and early 1900s, and more modern theories dated late 1900s and early 2000s.

    The results show that modern technological warfare has some negative impact on mission command, given a lack of certain preconditions for mission command. However, if the preconditions for mission command are met, the probability is high for modern technological warfare to increase mission effectiveness.

    Abstract [en]

    Since 2003 the Swedish Armed Forces uses Developmental Leadership as their formal leadership model. The model is characterised by the leader acting as a role model and providing inspiration, motivation and personal consideration. The model stresses the importance authenticity plays in achieving the motivational aspects of leadership. The current literature on authenticity shows almost solely positive effects of the application of authenticity. However, there are organizational factors that seem to impede the non-commissioned officers’ ability to freely express their authentic self. Therefore, this study has aimed to deeper investigate the possible discrepancy between the application of authenticity in theory in relation to practice. To achieve this, we strive to answer the question as to how non-commissioned officers experience the practical application of authenticity in military contexts. A qualitative semistructured interview guide was chosen as the research method. The participants consisted of six non-commissioned officers in troop leading positions within the Swedish Armed Forces. Through a thematic analysis the data resulted in three main themes with a total of eleven subcategories. The study concludes that the results support the Developmental Leadership model´s claim that environmental factors affect the way leaders can exert Developmental Leadership. In addition, the study also contribute to a clearer picture of how these factors specifically affect leaders ability to act authentically.

    Abstract [en]

    As a result of the Swedish Armed Forces previous focus on international operations and strategic timeout in the beginning of the 21st century, the air defense today has surface-to-air missile systems that are several decades old. The systems are not designed to handle today’s high-tech opponent and the government has therefore decided that a replacement for MIM-23 HAWK must be in place by 2020. The choice stands between Patriot and Aster SAMP/T, the purpose of this paper is therefore to investigate and assess the military effectiveness of each surface-to-air missile system. The survey is based on a comparative analysis where the systems are compared to each other in a scenario which includes several events and requirements. Finally, the results are compiled and presented in a multi-goal-model to quantitatively measure the differences between the systems. The result shows that Aster SAMP/T has the greatest potential of being effective in a given context, but that Patriot also meets the requirements almost without any limitations. As the comparison is based on a particularly limited scenario with very specified conditions, it is important to take into account that the result is valid only against the scenario and requirements from which the systems are compared.

    The new direction for the Swedish Armed Forces includes the international fieldof action and thus highlights the need for changes and adjustments in order toachieve interoperability with the forces of co-operating partners. Simplifiedlogistics in the theatre is worth looking into in order to find ways to strengthenthe ability to operate with a high tempo, flexibility and sustainability within theframework of manoeuvre warfare. One aspect of this development would be toconsider the introduction of a Single-Fuel Concept. This POL component is anexample of interoperability for NATO and EU organisations.The objective of this paper is to bring forth critical factors and to describe thedemands for a possible implementation of a Single-Fuel Concept – and fueltypes within the Armed Forces. This work is also aimed at identifying areas ofspecial concern and subsequently to present facts to be utilized in thedevelopment of organisation and equipment. The method in this study isdescriptive. Literature studies and qualitative interviews constitute thefoundation of this paper.The most important conclusions given here are that the Single-Fuel Conceptwill allegedly make way for operative advantages with increased efficiencyduring combat and missions. A number of limitations are being pointed out andthe most significant areas of concern are primarily the equipmentinteroperability and decisive components regarding environmental issues.

    Abstract [en]

    This is a study of proficiency development of major/lt colonel officers (level 2-3) within the Swedish armed forces. The study includes officers above the age of 45. The background of this study is a study from January 2000 (written by Björn Osswald). Osswald discovered that proficiency development decreased at the age of 45. Since the profession as an officer today is a lifetime profession, this is a result that the Swedish Armed Forces not can afford. This study has its purpose to find the obstacles for proficiency development from an individual point of view. The following questions will be answered:- what are the limiting factors of proficiency development,- who, according to the individual officer, is responsible of the proficiency development,- is it the will/motivation of the individual or the limitations in the organization that slows or stops the proficiency development,- what types of proficiency development methods are most common and most important according to the individual?The purpose of the study is to find the limitations of proficiency development, experienced by the individual, and thereby try to improve methods for future individual development for officers above 45 years old. Today the officer’s profession is a lifetime profession. It should be in the organizations interest to find the best condition suitable, both for the organization but also for the individual. The approach of this study is primarily hermeneutic scientific view using inductive study method. The study is primarily based on an extensive document and literature research. The empirical data is based on 132 officers, level mentioned above. The response has been 65.9%. The study includes job-rotation, proficiency, proficiency development, methods for proficiency development, responsibility of individual proficiency development and limiting factors. The result shows that the individuals are generally satisfied. Job-rotation is mentioned as the most common and most important method for individual development. The average time in one job is approx not more than 3 years. There are some criticisms of the Armed Forces’ lack of interest in the individual’s proficiency development. It has also shown that lack of time, workload and economy has been the most common limitations for the individual development. An interesting result is that age is shown to be a limitation, with a breaking point at 50-54 years of age. Some of the officers have shown to have an old point of view of proficiency development, it is equalled with rank and methods reach it is to study. One of the most interesting result, is the number of officers who lack of own engagement in their own proficiency development. This result is very interesting. According to Swedish Armed Forces personnel handbook (H Pers 97), it is the individual’s own interest and engagement that is the most important thing when it comes to proficiency development.

    Abstract [en]

    2014-2015 were years of turmoil for strategic relations, with Sino-Russian relations emerging as a particularly interesting set of ties to observe. This article asks whether recurrent Sino-Russian exhortations of friendship are mirrored by their strategic alignment in the defence and security realm, half a century after the end of the Sino-Soviet pact during the communist era. We examine the arms trade between the two countries and with regional partners, but also the recent pattern of bilateral and multilateral military exercises, as a combined test of the security and defence relationship.  We are able to show that the image of friendship that both Moscow and Beijing like to promote, while apparent at the UN Security Council and within the BRICS group, remains constrained by rivalry in high-tech segments of the arms industry and by lingering concerns about the prospects of peer interference in their shared regional vicinity.

    By identifying components relevant to conscripts' success in and positive attitudes towards the military, we may be able to make it a more attractive employment option for current and future age-cohorts, thus solving the recruitment crisis not only in Sweden, but in several other European countries that have recently made the shift from conscription to an all-volunteer force. Precisely, this study aims to identify and examine conscripts' values and attitudes towards their mandatory tour of duty. The objective of this study is to analyze the components important to Swedish conscripts in order to determine what components should be included or emphasized in future military education programmes. Data were collected from 55,239 conscripts between 2002 and 2010 (when conscription was suspended in Sweden), using an anonymous course evaluation questionnaire. Data from 2002-2005 were combined and used as a baseline to compare against data from later years. Principal component analysis was conducted and resulted in 3 components being extracted for each year (except 2008, a year for which only 2 components were extracted). Those components were individual development, group cohesion, and competence/ state of readiness. The study's most important conclusion was that conscripts' attitudes and values were in line with those of younger generations and that a focus on these values may lead to the development of more attractive educational and career opportunities for today's youth.

    This thesis examines how the core organisation within the Swedish Air Force’s purpose andtasks have changed in order to meet the changing environment and requirements to work bothwithin Sweden and jointly with the rest of the world.The following question is discussed:− How should the Air Force work with personnel and competence development to meet thechanging environment and requirements placed on the core organisation?The theoretical discussion is based around Sandberg and Targama’s theory on competenceand that learning is an interpreted approach versus a rational approach. Also used is ChrisArgyris’ theory on organisation’s single and double loop learning. Much research has alsobeen done by interviewing various key personnel, reviewing various published reports and athesis written on the same subject by another student at the military school.The key findings of the thesis are:− Since the end of the 90’s, the requirements placed on the Air Force and the DefenceForces by the government have changed dramatically. The Air Force’s mission haschanged from one that focused on being a part of a national defence against invasion totaking part in joint international defence tasks.− Today the Air Force has a rational view on its personal and competence development.According to a decision made for the new competence development system this is thesame approach that will be used in the future.− The Air Forces rational view is that only the actual personal prerequisites change whendetermining competence requirements. How the individual interprets and understands thesituation and job tasks is an essential part of competence that is not considered in today’sDefence organisations.− For the Air Force to be able to meet the considerable change requirements placed on thecore organisation then an important part of competence development needs to be based onArgyris’ theory of a double loop organisation.

    Abstract [en]

    James S Corum is an airpower theoretic who in the last couple of years has made many publications explaining his theories on airpower use in irregular warfare. These theories consists of a broad usage of airpower’s all capabilities to affect the counterpart in an indirect way, which according to Corum is the most effective way of usage.

    In this essay we have compared Corums theories to USAF’s way of acting in the irregular conflict inAfghanistan. By systemizing Corums theories into five criteria and applying them to USAF´s acting in the conflict, an empiric comparing study has been made possible.

    The study shows that Corums theories have been practised by a high level of joint operating and well used intelligence function as well as strategic transportation. USAF´s acting in the conflict differs towards the theories tough by a high usage of close air support, careless notice for civilian casualties and suboptimal usage of the ability for tactical transportation.

    Den kommande försvarsbeslutsperioden kommer att karaktäriseras av stor osäkerhet och geopolitiska omvälvningar. Ett antal risker har identifierats i denna artikel som exempelvis kärnvapenspridning, terrorism, energisäkerhet, hot mot de vitala sjöförbindelserna och en ökande konkurrens om allt mindre resurser som ska räcka till allt fler.

    I Asien och Ryssland pågår en militär upprustning samtidigt som Europa rustar ned. Europa är visserligen fortfarande – för hur länge? – en ekonomisk jätte men blir alltmer en militär dvärg. Än värre är den politiska splittringen som omöjliggör en verklig gemensam försvars- och säkerhetspolitik.

    Men också för Nato ser framtiden riskabel ut. Den europeiska nedrustningen drabbar Nato likaväl som EU. Det är knappast troligt att USA i längden kommer att vara intresserat av att betala för det försvar, som européerna inte anser sig ha råd med. Dessutom har USA nu andra prioriteringar – främst Asien och Stilla havet.

    Havet blir bara viktigare. De maritima transporterna är av vital betydelse för världsekonomin och därmed för vår egen levnadsstandard. I takt med att reserverna av råvaror utarmas på land ökar betydelsen av reserverna i havet och därmed konkurrensen om dem. Ny teknik gör dessa allt tillgängligare. Men havet är också en miljö som utnyttjas av illegal verksamhet: terrorism, pirater, illegalt fiske och annan organiserad brottslighet. Det är därför av största betydelse för hela världen, och då inte minst för Europa inklusive Sverige, att den globala maritima verksamheten präglas av god ordning: säkerhet i ordets alla bemärkelser, efterlevnad av havsrättskonventionen och annan internationell lagstiftning, miljöskydd med mera.

    Vilka slutsatser kan då dras inför det kommande försvarsbeslutet?

    För det första något som borde vara en självklarhet: försvaret får inte vara en budgetregulator, försvaret är inget särintresse utan själva grunden för vår välfärd och försvaret är hela folkets angelägenhet.

    Det största hotet mot försvaret, och därigenom vår säkerhet, är okunskap och ointresse. Här har regeringen och då särskilt statsministern och försvarsministern ett stort ansvar. En viktig pedagogisk uppgift är att få allmänheten att förstå kopplingen mellan transnationella hot och personlig säkerhet. Sverige är ingen isolerad ö utan beroende av vad som händer i världen.

    Den svenska strategin måste vara öppen för nya, mer eller mindre oförutsedda händelseförlopp. Uthållighet, redundans och anpassningsförmåga bör därför vara tre ledord i det kommande försvarsbeslutet.

    Ett nytt försvarsbeslut måste ta ett brett grepp om säkerheten. Framtida regeringar kan komma att behöva hantera mycket svåra situationer som ett krig med kärnvapen i Mellersta östern eller en konflikt mellan Kina och USA. Kampen mot terrorism och organiserad brottslighet kommer bara att bli viktigare.

    Europeisk splittring och svaghet är farligt för ett litet utlandsberoende land som Sverige. En aktiv europapolitik – också inom området försvar och säkerhet – är därför nödvändig. Det är möjligt att ett nytt försvarssamarbete börjar utvecklas med Frankrike och Storbritannien som kärna. I så fall måste Sverige försöka kvalificera sig för deltagande, vilket torde kräva en väsentlig ambitionsökning. Alternativet är marginalisering.

    Den militära nedrustningen måste vändas. Alla försvarsgrenar har stora behov även om ett nytt JAS knappast kan vara prioriterat i någon trolig försvarsekonomi. Sverige måste återta sin rang i Europa när det gäller forskning och utveckling inom försvarsområdet.

    Solidaritetsförklaringen kan inte göras ogjord och måste därför utgöra en grund för materielanskaffning, planering och övningar. Men hänsyn måste tas till Natos och EU:s svaghet och att vi inte räkna med att få någon mer omfattande hjälp.

    Prioriteringar blir givetvis nödvändiga. Givet havets allt större betydelse är det ganska självklart att det är Sjöförsvaret – marinen och kustbevakningen – som ska prioriteras. Sjöförsvaret måste kunna ansvara för säkerheten längs vår långa kust i alla väder året om. Göteborgsområdet är särskilt viktigt. Sjöförsvaret måste kunna bidra till säkerheten i övrigt runt den skandinaviska halvön. Det måste också bidra till skyddet av de globala sjöförbindelserna – vårt bidrag kan inte bli stort men det är en viktig markering att vi är beredda att ta vår del av ansvaret. I varje typ av konflikt med Ryssland kommer Sjöförsvaret att behöva vara i första linjen.

    La Marine suédoise constate que la féminisation a eu des effets plutôt positifs. En premier lieu, grâce à la perspective tactique élargie que procure la combinaison des aptitudes masculines et féminines. Ensuite, la présence des femmes a contribué à créer une ambiance plus détendue, avec comme résultat observé des équipages mixtes vus commeplus efficaces. La féminisation participe de l’excellence de l’arme sous-marine suédoise.

    The European Union as a third party, seen through the prism of strategic theory

    Strategic theory may be of great value in the context of EU as a third party. The theory offers important tools for the analysis and planning of such missions. However, the theory is not really justified in those situations where there is no potential violent opposition to the political project of the Union. In order to be of real value, there is a need to adapt the classical theory. This is particularly true as the EU, as a third party, is not an actor in the traditional sense. Furthermore, it is necessary to rethink the possible modes of action as the EU does not seek military victory but to convince all the actors of the appropriateness of its goals. There is, however, a need to create a language and a structure regarding non-military actions in order to permit an analysis of various options and to develop comprehensive strategies.

    La rencontre entre Marianne et Athéna– le symbole de la France et la déesse de la guerre et de la sagesse – est lethème de ce livre. La France dispose d’un patrimoine fier dans ce domaine etelle a donné des impulsions très importantes à la culture stratégique del’Occident.

    Marianne et Athéna montre comment des théories et des doctrinesmilitaires se sont développées en fonction de la situation dans les domaines dela technologie, de la politique et de la culture.

    La Russie est, géopolitiquement parlant, le pouvoir dominant de l’Europe du Nord. Son histoire et celle de la Suède sont liées par de nombreuses guerres et autres conflits qui ont marqué la culture stratégique suédoise. Aujourd’hui, la Suède jouit d’un glacis qui la sépare de la Russie, composé des États Baltes, pays membres de l’UE et de l’OTAN. Sa situation stratégique est par conséquent plus confortable que jamais. Mais où va la Russie ? Deviendra-t-elle un partenaire fiable ou fera-t-elle marche arrière dans l’histoire pour tenter de redevenir la grande puissance qu’elle était au temps de Pierre le Grand ou de l’URSS ? Ce sont là des questions d’une importance majeure pour les Suédois. Le présent article ne cherche pas à répondre pas à ces questions. En revanche, il s’efforce de répondre à la question suivante : qu’en pensent les Suédois ? Les Suédois sont plutôt pessimistes quant à l’avenir de la Russie. Ce n’est tellement pas la menace militaire que leur fait peur mais plutôt les faiblesses du pays : le manque de liberté d’expression, la corruption, la criminalité, le non- respect de l’état de droit. Malheuruesement, tous ces facteurs semblent s’aggraver avec le temps. Il existe donc un risque que la Russie se retrouve dans une situation grave, qui la conduirait à tenter une aventure extérieure pour réduire les tensions internes. Le gazoduc North Stream entre la Russie et l’Allemagne pose plusieurs problèmes parce qu’il passera sur le plateau continental suédois. Il est d’un intérêt vital pour la Russie – donc aussi un enjeu militaire. Il pose aussi des dangers pour l’environnement de la Mer Baltique, très fragile. Il conduira également à un ralentissement de la transition nécessaire des Européens vers les énergies renouvelables. Enfin, on peut remarquer le manque de solidarité européenne de la part des Allemands dans cette affaire, qui inquiète non seulement les Suédois mais aussi les autres riverains de la Baltique.  Chez les partis politiques et les stratèges militaires, il existe plusieurs points de vue différents sur la menace que représente potentiellement la Russie. Alors que certains ne croient pas du tout à une telle menace, d’autres considèrent qu’elle n’est pas impensable. En revanche, et la guerre entre la Russie et la Géorgie l’a bien montré, on considère en général qu’il n’est pas impensable que la Russie soit tentée d’agresser l’un des pays Baltes. Dans ce cas, la Suède devra jouer un rôle important en coopérant avec l’OTAN. Cependant, les Suédois souhaiteraient une meilleure coopération entre l’Europe et la Russie. Il est de ce point de vue-là essentiel que la Russie respecte les acquis de l’OSCE et du Conseil de l’Europe.

    Ninety per cent of the European Union’s external, and 40 per cent of its internal,trade is carried by sea—a proportion that will increase with the Motorwaysof the Sea project. The author argues for a comprehensive EU approach tomaritime strategy at the highest political level, and highlights the important ofcreating coherent political objectives and strategies to underpin that overallstrategy. He argues further for broader consciousness of the vital importance ofthe sea, not just for Europe, but for mankind.

    Abstract [en]

    In the middle of the 19th century, the Royal Swedish Navy was in a very bad shape. However, during the years around the turn of the century, 19th to 20th, the Navy was able to acquire for its time modern ships. At the same time, naval officers laid the foundation for a Swedish naval strategic culture that, basically, was valid until the end of the Cold War. The main aspects of this culture were:

    • Strategic defense against invasion from the sea – with a mix of offensive and defensive tactics that varied over time;

    • Fleet in being using the archipelagos as protection;

    • The main target was to be the enemy’s transport ships, not his main naval force;

    • Strategic cooperation with the army and air force while, especially the army, saw the navy as a subordinate force;

    • A vocation to defend Sea Lines of Communication that was not accepted by the Commander in Chief or by the politicians – except during the two world wars.

    The thinkers of the navy have been influenced from abroad, mainly: Colomb, Corbett, Castex, and to some extent Mahan. Influent naval officers have studied at US Naval War College or its French counterpart.

    Today, this culture is not valid. The navy has to develop a new culture where naval diplomacy, protection of Sea Lines of Communication, power projection, and cooperation with international and national actors are of prime importance. However, the classic strategic language – presence, sea control etc. – are still basically valid and should be used in the development of a new maritime strategy. In this context, the extreme jointness of Swedish Armed Forces is a problem. It is now necessary for the navy to, while still being part of the joint force, to reunite with the maritime world.
