    Abstract [en]

    Aim. The aim was to explore the relationships between the feelings of women who give birth and several birth-related care conditions, the womens' socio-demographic background, personality and perceptions of the quality of intrapartum care. Background. Childbirth is a highly significant emotional event for women and it is an explicit goal that each woman should have a positive childbirth experience. Design. The nationwide study is cross-sectional and was conducted at Swedish maternity units over two months in 2007. Methods. The study group consisted of 739 women (63% response rate). A dimensionality analysis of six emotion items was performed using structural equation modelling (SEM). Non-parametric tests and generalised linear mixed effects model analyses were used to study relationships and to make subgroup comparisons. Results. In the SEM analysis, a positive and a negative feeling factor were identified. Strong associations between the feeling factors and the womens' perceptions of the quality of care were found, particularly in regard to the so-called identity-oriented approach of the midwives and other health professionals. In addition, a higher intensity of negative feelings was associated with a personality pattern characterised by extraversion, emotional instability and lower degree of conscientiousness, a lower level of education and having had delivery through Caesarean section. Conclusions. The positive and negative feelings of women who give birth strongly covary with the women's perception of the quality of their intrapartum care. This pertains in particular to information issues, the midwives showing commitment, empathy and respect, being present during labour and allowing the women to actively participate as much as they want to. Relevance to clinical practice. Subgroup differences indicate that midwives should pay increased attention to childbearing women who have primary school education only, a lower emotional stability and/or deliver through Caesarean section.

    In this handbook by the Swedish National Defence College’s Centerfor Asymmetric Threat Studies (CATS), Nina Wilhelmson and ThomasSvensson describes different types of exercises and in particular Red versusBlue Team Exercise. It covers the process from the first idea to theafter action analysis. Thomas Svensson has been represented CATS inBaltic Cyber Shield 2010 and Locked Shields 2012 – 2014 as a memberof the exercise control team (White Team).     The purpose of this essay has been to, based upon interviews of administrativeofficials and analyses of governmental documents, describe how thegovernmental authorities, represented by the Ministry of Defence, ministry ofFinance and the Swedish Armed Forces, have prepared the strategic process offinancing the budget deficit of the Swedish military forces participation inEuropean Union crises management. The essay primary answers to twoquestions. How are the preparations are done and if there a difference in theactors view of how the financial issues should be resolved. The method appliedby the author was a model of policy analysis and a model of decision-makinganalysis gave the following conclusions. Preparations have been done to makeit possible to move allocated assets in the defence budget between the peacetime administration and training of the Swedish Armed Forces and SwedishArmed Forces, specific task of performing international peace keepingmissions. The essay points out that the unclear regulating instructions from thegovernment to the Swedish Armed Forces are the policy problem.Consequently, the governmental actors have a different view of how thefinance the budget deficit.

    This paper attemps to asses the current development in the relationship between Sweden and Nato and it´s implecations on the creation of a potential security community. Building on Adler & Barnetts conceptualisation of Security Communities, focusing heaveliy on the construction of a common identity, the papper concludes that there is a tendency of the actors moving closing to eachother, not only practicly but also in the security discourse. This development indicates a creation of a new security community between Nato and Sweden, a new development that is built upon a common threat perception and security discourse.

    Abstract [en]

    The Swedish Armed Forces have undergone a significant change where we have gone from recruitment through duty and replaced it with a voluntary based defence. Across Europe, countries that have undergone the same type of change demonstrate change in the quality of those recruited. The focus in this paper is how recruitment quality looks in Sweden after three years of volunteer based defence and if officers at P7 can see a change in quality on those recruited. This work aims to investigate whether soldier quality has changed from conscription recruited to voluntary recruited soldiers. The question that the work tries to answer is whether one can see a change in quality in soldiers and in that case how.

    The result can be summarized as one begins to see a change in recruiting quality but it is not something that is visible at the regiments. The main difference the officers lift up is that voluntary recruits are more motivated than conscript soldiers, which is consistent with prior research. Thus, one can not see any noticeable difference in the quality of soldiers.

    Abstract [en]

    The research debate concerning small states and military doctrine development delivers two main arguments for and against the ability of these states to formulate doctrines specifically adapted to their strategic contexts. One argument supports the view that a small state has limited ability to develop properly adapted doctrines because they are influenced by larger states. The opposing argument claims that small states’ ability should be better than those of their larger counterparts due to the fact that small state organizations are smaller and are therefore likely to be more adaptable. These two arguments lay the foundation for this essay.

    The purpose of this paper is to analyze the Swedish military doctrines from 2012 and 2016 to determine the extent to which they are specifically adapted to Sweden’s conditions. Specific Swedish conditions have been identified in order to enable an analysis of the Swedish military doctrines and how they are attuned to these conditions. Findings of the analysis show that one of the military doctrines exhibits a low level of adaptation to Swedish conditions, while the later military doctrine is found to be partially adapted to Swedish conditions. These findings are vital to the debate on the relationship between small states and military doctrine development and expose the need for further research.

    En viktig del av en nations säkerhetspolitiska ambition handlar om att skaffa sig handlingsutrymme. Detta görs genomen orkestrering av nationens olika maktmedel. På militärstrategisk nivå skapar en samordning av politisk målsättning,doktriner och resurser en samlad nettoeffekt, vilken utgör nationens möjliga militära strategi.Efter att det kalla kriget upphört har stora förändringar i den säkerhetspolitiska miljön för bland annat Sverige ägtrum. Sverige har därför förändrat sin säkerhetspolitiska utformning och Försvarsmakten och dess luftstridskrafter harföljt efter. Det svenska flygsystemet skall idag exempelvis kunna användas i av NATO eller EU ledda fredsframtvingandeoperationer. Det förband som Sverige anmält till EU: s registerförband benämns SwAFRAP JAS 39. Dettaförband skall vid en internationell operation nyttja flygplanet JAS 39A, ett flygsystem som ursprungligen är framtagetmot den gamla säkerhetspolitiska kontexten. Uppsatsens problem är följande: Klarar JAS 39 systemet, trots attdet ursprungligen är projekterat mot den gamla säkerhetspolitiska utformningen, att uppfylla de krav som den nyasäkerhetspolitiska utformningen ställer? Frågeställningen besvaras genom att de uppgifter ett flygsystem kan få viden internationell operation granskas via fem olika kriterier.De viktigaste slutsatserna är att JAS 39A i sin nuvarande skepnad har brister på flera områden. Bland annat saknassambandsmedel som är kompatibla med tänkta allierade. Dessutom finns brister hos VMS- och IFF-systemen. Devapensystem som är avsedda för markmålsbekämpning har i vissa fall brister då det gäller precision, förmåga tillgraderad verkan och allvädersförmåga. Då möjlighet till lufttankning saknas är räckvidden och uthålligheten begränsande.Detta kompenseras dock till viss del av möjligheten att bära extratankar. Systemet har dessutom vissa förmågorsom i den nya säkerhetspolitiska utformningen inte är efterfrågade. Systemet har dock mycket stor utvecklingspotentialoch möjligheten att anpassa systemet till den nya säkerhetspolitiska utformningen är troligen god.

    The Counter-Terrorism Policy of the European Union and Transatlantic Cooperation after 9/11: A Case of Policy Convergence?2016Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis
    Abstract [en]

    The study investigated whether increased transatlantic counter-terrorism cooperation has led to increased policy convergence between the counter-terrorism policies of the EU and US. Theory suggests that when transnational communication increases, so should policy convergence. The study conducts a comparative qualitative content analysis of EU and US counter-terrorism policy documents in the time period between 9/11 and 2006. The focus is on the description of terrorism and terrorists as a threat and suggested counter-terrorism measures. A short comparative analysis is also conducted on the counter-terrorism cultures of Europe and the US to aid in establishing whether cultural similarity has facilitated the effectiveness the causal factor. The analysis shows that EU and US counter-terrorism polices mostly exhibit fluctuations in convergence of different policy aspects, with a low degree of enduring convergence and key differences persisting. Some of these differences appear to be attributable to the divergence in the counter-terrorism cultures in Europe and the US. The study concludes is that conversely to what theory suggests, communication as a causal factor does not appear to be sufficient in itself to cause increased policy convergence, and that the causal factor lacks effect without a corresponding facilitating factor.

    This is an essay that will analyze one of the Swedish armed forces newest capabilities, Psychological operations (Psyops). Thoughts and capabilities that concern psychological operations have always existed in military organizations but the concept of Psyops is the latest choice of words for it.

    The purpose of the essay is investigate how the Swedish Psyops unit can be used in a regular war, within the own borders.

    The method and techniques that is used in the essay is a qualitative description method and a argument analysis. At first the theoretical framework that is used will be explained. In the same chapter the meaning of the concept Psyops will be explained. The next chapter contents an analyzeof the material presented in the chapter before. Here the author will use the theoretical framework as a tool for analyze that will lead to the conclusions and answers to the questions of the essay. Finally in the result chapter the conclusions will be presented.

    The conclusion that is made is that there are suitable applications in a regular conflict, for the Swedish Psyops unit. More specific areas of application for the unit is informational service, counter psyops and CIMIC.

    International Humanitarian Law and Influence Operations: The Protection of Civilians from Unlawful Communication Influence Activities during Armed Conflict2019Doctoral thesis, monograph (Other academic)
    Abstract [en]

    Contemporary armed conflicts are not only fought with physical means and methods. Increasingly, in order to achieve military and political objectives, parties to armed conflicts use communication activities to influence individuals. Armed groups such as ISIS use online propaganda to instil terror and recruit new fighters to their cause. In Syria and other conflict zones, medical personnel, aid workers and journalists are subjected to verbal threats and other types of intimidation. In the conflict in Eastern Ukraine, politicians are publicly discredited by having their pictures displayed on electronic billboards and being labelled as war criminals, while civilians are misled by false messages into assisting the opposing party with identifying targets for artillery fire.

    At the same time, communication is also used to increase the security for civilians in armed conflict. For example, parties to armed conflicts have an obligation to issue warnings before launching attacks on military objectives that may affect the civilian population. Thus, although communication activities can be used to increase security for civilians in armed conflict, they may also cause physical and mental harm to civilians.

    This prompts a question of law: Where does the boundary lie between prohibited and lawful use of communication activities as a means of influencing civilians in armed conflict? The purpose of this thesis is to answer this question. It sets out to examine what protection international humanitarian law provides civilians in armed conflict in relation to communication influence activities.

    In the thesis, it is suggested that international humanitarian law contains a substantial—albeit fragmented—body of principles and provisions protecting civilians from harmful communication influence activities. It is further suggested that, in order to correctly define this protection, the material, personal, geographical and temporal scope of application of international humanitarian law must be properly taken into consideration.

    The main purpose of this essay has been to investigate whether the Armed Forces´Head Quarter uses “Auftragstaktik” in the management control process, and therebyfollows the Armed Forces´ determined philosophy of command. To investigate thatcondition I have studied the guiding documents of management in the Armed Forces´versus the governmental guidelines. Furthermore I have performed a number ofinterviews with both commanding officers as well as members of the highestcommand to get a clear view of the management situation and to be able to describetheir role-play and mutual understanding in the Armed Forces´ management andcommand situation. The essay gets its theoretical base from a number of theoristswith a broad approach to management and leadership problems as well as theimportance of comprehensive based leadership and its impact on modernorganisations. The method for this essay has been qualitative in both the text analysisas well as in the analysis of the interviews and has provided the following results:- There is no balance between how the command level performs its managementover the forces in accordance to what it says in the armed forces´ managementphilosophy!- There is a tense relationship between the command level and the forcesconcerning the management control, even if there is some understanding fromthe units towards their way of commanding the forces´ (in a structural sense).The frustration tends to grow inside the organisation.- The main cause of the situation originates from the lack of understanding inmanagement from the supreme command to the management and leadershipproblems that the organisation seems to have. As stated in the sentence above,there is some understanding of the situation but it seems not to be mutual

    This paper is about the different parts within the officers training that motivate the cadets to continue their employment within the armed forces after graduation, it also brings up the different parts that influences their motivation in a negative way. Six cadets from the 2011 class at the military academy at Karlberg have been interview in order to give their view on the following seven themes; reasons to take employment, collegiate attitude, comfort, study motivation, perceived education quality, the regiment and career. The responses have then been compared to the previous research at a cadet level which have been scarce. The result followed the previous findings about conscript’s motivation to continue their career and officers to end theirs. The conclusion was that a flexibility during the training and surrounding the compensation coupled with making the faculty a desirable employment at the military academy Karlberg and the different schools a big lead in the right direction.

    Abstract [en]

    For the first time since 1979 Russia has invaded another country, Georgia and Ukraine. Both invasions drew the attention of military experts who insisted that this was future warfare, the new generation warfare. Many of them imply that this new kind of warfare will replace the old kind of war that we are used to. However, there are experts who also suggest that some parts of warfare will not change, but instead grow in importance, for instance, deception. The studies aim is to investigate how deception was used by Russia in both invasions. This to strengthen or weaken traditional theories explaining Russian deception. The study uses Michael Dewars and Barton Whaleys theories to explain traditional deception. The result showed that the deception used was connected to Maskirovka, a traditional method for deception used by the Russians. Therefor this study could strengthen and argue that deception used by the Russians in these invasions still can be referred to as traditional.

    Intervjuer är det vanligaste bedömningsinstrumentet i samband med urval i arbetslivet. Men vad mäter egentligen en intervju? Vilket samband finns mellan olika intervjubedömningar? Hur förhåller sig dessa till en övergripande lämplig-hetsbedömning? För att undersöka detta användes data på sökande åren 2011-2014 till det treåriga Officersprogrammet vid Försvarshögskolan (N=770). Urvalsmomentet kallat lämplighetsbedömning utgjorde fokus. Här ingick psykologintervju, professionsintervju samt en övergripande lämplighetsbedöm-ning. Principal komponentanalys uppvisade en dimension hos psykolog-intervjun: ”psykologisk lämplighet”. Professionsintervjun uppvisade fyra dimensioner: ”officerslämplighet”, ”yrkesmotivation”, ”attityder” och ”direkt ledarskap”. Stöd fanns emellertid också för tolkningen att professionsintervjun uppvisar en dimension, ”officerslämplighet”, som förklarar påtagligt mest varians (56,25 %) jämfört med övriga tre dimensioner (5,39 %, 3,98 % respek-tive 3,42 %). Sambandet mellan intervjuerna var ganska starkt (r=0,63), eller högst måttligt som reliabilitetsmått betraktat. Detta tolkades som rimligt p.g.a. intervjuernas olika perspektiv. Multipel linjär regressionsanalys predicerade att 82,1 % (Adjusted R2= 0,821, p<0,001) av variansen i lämplighetsbedömningen kan förklaras av både psykologbedömning och professionsbedömning. Intervju-erna visade sig samtidigt inte vara kolinjära, dvs. ej sammanfalla (Tolerance=0,606, VIF=1,650), utan vara tillräckligt unika för att inte kunna ersätta varandra. Resultaten diskuteras. Inledningsvis ges en introduktion till området urval av personal samt viss bakgrund om intervjuer som bedömnings-instrument och beskrivning urvalsprocessen av officerare.

    The world is in constant transformation, so even wars and conflicts being waged. Actors of war, nowadays, not only consist of nations, but also involve non-governmental actors. In the year 2000, the American warship USS Cole was exposed to an asymmetric attack, whereby a non-governmental actor caused large damage using relatively modest resources. This type of warfare and threats are, so far, relatively new and uncommon within the marine environment. The aim of this essay is to investigate whether the Gotland class submarine is a potent platform to be used within an international operation consisting of asymmetric threats. The essay is based upon a comparison between the abilities of the Gotland class submarine and abilities required to deal with asymmetric threats in a marine environment. The abilities required and the abilities inherent of the Gotland class submarine are categorized according to a set of variables, based upon the six fundamental abilities. Through analysis and discussion, results will be obtained for each variable. The material, used for description of the Gotland class submarine, is public information of technical equipment and its performance, published by the manufacturing companies. The results indicate that the Gotland class submarine, seen as an autonomous entity, do not meet the requirements, regarding the ability of effect. The armament is not suitable for use against asymmetric threats, taking rules of engagement and the principle of proportionality into consideration. Predicting that the Gotland class submarine operates submerged, their ability of protection and movement is satisfying. The Gotland class submarine, because of its unique ability to accomplish reconnaissance operations submerged, is a valuable resource to use in international operations consisting of asymmetric threats.

    When the Swedish Armed Forces are increasing its contribution to international peacekeeping missions there is an increasing danger that Swedish personnel could find themselves isolated and taken hostage. The purpose with this work is to examine whether the level of Swedish Personnel Recovery is acceptable due to the international missions the Swedish Armed Forces is participating in. 

    The Swedish Armed Forces has the moral responsibility to bring all personnel home when deployed. One reason to have Personnel Recovery capability is to reduce the danger of getting personnel executed and media exploiting it which could lead to a withdrawal from the area. Further on Swedish Armed Forces have got to have its own Personnel Recovery capability since not very many countries has a sufficient capability. The Swedish Armed Forces Personnel Recovery capability should at least contain qualified helicopters and Personnel Recovery units.

    The results of this work is that the Swedish Armed Forces has made huge progress in developing a Personnel Recovery capability although there is a lack of truly qualified Personnel Recovery units which should be given sufficient funds to enhance the Swedish Personnel Recovery capability.

    This paper examines whether the American officer’s education at West Point and the Swedish officer’s education at the Military Academy Karlberg have adapted their history of the military art education in accordance to the new requirements of the Armed Forces and its focus on the operational defense. Sweden is evolving towards an operational defense and so is the United States. This in turn requires that training and education keep up with the changes. The National Defense College in Sweden do not focus the teaching of advanced history, which happened beforet he invention of the engine, in the officer’s training program, while the American education is rather advanced, with special focus on events taken place in the 19th century up to the Cold War. The Swedish history of the military art education is more of a philosophical and introductory character resulting in less military historical knowledge. The American education is more focused on dates, battles and events, making the West Point education both more profound and extensive in these dimensions in comparison with the Swedish education. However, it is very doubtful that 19th century military history is useful for a commanding officer during an operation, for example in Afghanistan. Having knowledge about the history of the military art’s development is important to be able to understand the evolution of the Armed Forces, but having knowledge of the number of battalions and name of the commander at the Battle of Austerlitz is of less importance. This paper compares the Swedish and the American history of the military art education in order to analyze the degree of adaption to the new operational defense.

    This essay examines the presence of cognitive biases in governmental acquisitions of technical systems. The four examined biases are Prior hypotheses and focusing on limited targets, Exposure to limited alternatives, Insensitivity to outcome probabilities and Illusion of manageability. These were examined through a case study of systems purchases for governmental agencies.

    The essay identified parts of Försvarsmaktens handbok i studiemetodik where the text was written in such a way where there was a risk of bias being present. These were identified through a qualitative text analysis and semi-structured interviews. Because of the presence of bias found in the text, a chapter dedicated to risk of bias was recommended, as well as certain amendments to the text to prohibit biased interpretations.

    Försörjningssäkerhet i andra länder: en kunskapsöversikt2016Report (Other academic)

    Myndigheten för samhällsskydd och beredskap (MSB) initierade 2014 ett arbete med långsiktig försörjningssäkerhet mot bakgrund av att det inom området samhällsskydd och beredskap finns ett behov av att få en samlad bild av den långsiktiga tillgången till de resurser/varor som samhället är beroende av.

    För att kunna resonera kring långsiktig försörjningssäkerhet ville MSB bland annat få mer kunskap om hur andra länder arbetar med frågor som kan kopplas till försörjningssäkerhet. CRISMART vid Försvarshögskolan fick därför i uppdrag att ta fram en kunskapsöversikt om hur olika länder arbetar långsiktigt med försörjningssäkerhet inom livsmedel, dricksvatten, läkemedel, och energi.

    Kunskapsöversikten har genomförts som en kartläggning av åtta länder, Finland, Norge, Danmark, Island, Nederländerna, Storbritannien, Kanada, och USA. Landrapporterna i sin helhet finns redovisade som en bilaga till huvudrapporten och återfinns i ett separat dokument. I många av de utvalda länderna har lokala experter anlitats för att samla in kunskap om hur deras länder jobbar med försörjningssäkerhet. I huvudsak utgörs det insamlade materialet av offentliga styrdokument, rapporter och utredningar samt av offentliga myndigheters hemsidor och övriga publikationer. Studien stärks av ett antal intervjuer med nyckelpersoner (i respektive land) som är insatta i och/eller aktivt jobbar med försörjningssäkerhet. En dokumentanalys av landrapporterna har genomförts för att identifiera och välja ut de mest relevanta och intressanta delarna, bland annat jämförelser och ett urval av goda exempel.

    Några goda exempel och erfarenheter:

    • Medvetenhet om komplexitet i försörjningssäkerhet
    • Ökat flexibilitet inför en föränderlig omvärld
    • Tydliga riktlinjer och ansvarsfördelning för samverkan och privat-offentligt samarbete med civilsamhället
    • Tydliga instruktioner om enskildas ansvar
    • Finansiering och investeringar av kritisk infrastruktur
    • Bra översikt över tillgång till ingredienser till läkemedel och även läkemedelsprodukter
    • Strävan efter att behålla en viss grad av självförsörjning i livsmedel

    I den sammafattande diskussionen framhålls att frågan om kritisk infrastruktur för de flesta länderna har aktualiserats efter terrorattackerna den 11 september 2001. Även några stora störningar, framför allt stormar, har på olika sätt testat systemen och bidragit till ökat intresse för behovet av att ta tag i försörjningssäkerhetsfrågor. Utrikespolitiska kriser, till exempel Ryssland-Ukraina krisen, har tjänat som en påminnelse för alla de studerade länderna om säkerhetspolitikens betydelse för försörjningssystemen och visar på vikten av internationell samverkan och solidaritet mellan länder.

    Avslutningsvis har följande visat sig betydelsefullt i arbetet med försörjningssäkerhet:

    • Samordning, samverkan och tydliga ansvarsområden
    • Informationsutbyte
    • Reglerad privat-offentlig samverkan
    • Flexibilitet och förmåga att anpassa sig till nya trender och utveckla sig efter egna förutsättningar
    • En viss grad av självförsörjning i några högprioriterade områden
    • Makten att påverka i högprioriterade områden där landet inte kan upprätthålla självförsörjning
    • Stabila handelspartners och stabilitet på den globala marknaden samt god ekonomi och konkurrenskraft

    During the 90’s the Governments demands of account from the public admini-stration authorities increased. To withstand these demands from the Armed Forces the Actual Statement of Control Project was started which had the task to work out a new model for the Armed Forces management. The project re-sulted in the Manual for Control, Valuation, Analysis and Account of the Armed Forces, H SVAR.At the same time that the Actual Statement of Control Project was ongoing a model for management, which was named the Balanced Scorecard, was pre-sented in the USA. It was built on the fundamental that follow-up and man-agement should take place with the organization’s vision in focus. Measure-ments for this should be balanced in four fields: financially-, customer-, pro-cess- and learning focus. These focuses would also involve balance in the time dimension yesterday, today and tomorrow.This thesis compares the Swedish Armed Forces management system with the Balanced Scorecard. The starting-point has been the Actual Statement of Control Project, the Manual for Control, Valuation, Analysis and Account of the Armed Forces, H SVAR, and a case study at two regiments concerning the actual application of H SVAR.The author shows that some deficiencies in the Swedish Armed Forces management system could be taken care of through a initiation of the Balanced Scorecard as a fundament for the Armed Forces system for management.

    The Gulf of Aden holds one of the strategic chokepoint along the important Eurasian maritime trade route. On both sides of the Gulf of Aden lie countries in need of political stability. In the south lies Somalia, one of the worlds longest failed states and hosts of pirates violently disrupting maritime trade in the region. On its northern shores lies Yemen, one of the poorest countries in the world and home to the terrorist movement Al-Qaeda in the Arabian Peninsula.

    This thesis aims to look deeper into what effect on piracy another failed state in the region would have and to illustrate that the thesis describes a scenario where Yemen has followed Somalia’s footsteps and developed into a failed state. Applying Lindgren and Bandhold’s method of scenario planning and through a quantitative analysis, recent trends affecting piracy development were identified. Through a scenario cross four different scenarios were developed to illustrate the effects a failed state Yemen would have on piracy leading to which new challenges the EU might be faced with in the region.

    The overall conclusions are that a failed state Yemen would have a negative effect on the efforts in mitigating piracy and pirates, driven by opportunity and profit, would benefit from further instability in the region. The thesis supports previous research regarding the connection between maritime piracy in the Gulf of Aden and failed states and illustrate the multifaceted challenges the EU could face as a consequence of the new development of piracy.

    Det statliga kommittéväsendet är en viktig del av den svenska modellen. De svenska departementen är vid en internationell jämförelse små och statliga myndigheter är ofta stora och förhållandevis självständiga. Med anledning därav har det statliga kommittéväsendet förekommit under mer än fyra sekel. Det är en flexibel modell för att initiera reformer men fungerar även som ett område för experter inom olika ickepolitiska områden. Det är också en viktig mötesplats för regering, riksdag och organisationer i samhället. Antalet utredningar var som högst under 1970-talet men systemet med statliga utredningar är fortfarande av stor betydelse för det svenska politiska livet.

    Logistics is a complex subject encompassing both military and civilian aspects.Logistics is a current word in society today and appears in many different contexts.The purpose of this essay is to describe the similarities and differences between thelogistic functions of Russia, Sweden and NATO, with reference to; the purpose anddefinition, the components of logistic functions and the connection between thecomponents. In this essay, only military logistics at strategic and operational levelshave been studied.In this study, a “system theory” has been used. These theories have a central aim andfrom this aim, components that have a connection to the central aim have beenstudied. Furthermore, the connection between the components and the central aim hasbeen investigated. In this essay, the central aim is the logistic function and thecomponents are; the definition and purpose, components that are a part of the logisticfunction and the organisation between the logistic function and the components. Theused method is a qualitative method in order to achieve a deeper understanding of theproblem.Data was examined by reading and analysing literature and by interviewing peoplewho have a connection with the matter of logistic functions.The general result of this essay is; that the NATO definition is used in internationalmissions today and EU has adopted the same definition and procedures. TodaySweden has no definition of logistics, but work has started and the proposal is toadopt NATO´s definition. In Russia the definition of logistics is wider and more away of thinking about how troops and operations will be able to get vital force andaccomplish practicability.The logistic components in NATO are the components that are needed to solve thedefinition and purpose. In Russia several logistic components are included because ofthe wider definition and purpose of the logistic function. Sweden is looking for a newdefinition. In this work there is talk of including the same logistic components asthose of NATO.The organisation concerned with logistic components in Russia is a strong one, withconnections from the highest to the lowest organisation level. The structure of theorganisation is similar the whole way, which provides clarity in the organisation andin the command and control aspect. NATO, also an organisation, has created staff forthe specific tasks or missions. All the logistic components, which are needed in aparticular task or mission, have specific staff. Sweden is looking for a way oforganisation and command and control to have in the future logistic function. Thestarting point for this work is the structure of NATO together with the generalstructure of organisation and command in the Swedish military defence.

    Abstract [en]

    Extending previous research on the genetic underpinnings of entrepreneurship, we investigate gender differences in the genetic influences on the tendency of people to become entrepreneurs. We also examined two mediating variables through which genetic factors may impact this tendency: extraversion and neuroticism. Based on 1285 pairs of identical twins (449 male and 836 female pairs) and 849 pairs of same-sex fraternal twins (283 male and 566 female pairs), we found that females have a strong genetic influence and zero shared-environmental influences on their tendency to become entrepreneurs. In contrast, males show zero genetic influence, but a large shared-environmental influence. Extraversion and neuroticism mediate the genetic influences on women's tendency to become entrepreneurs, whereas extraversion mediates shared-environmental influences on men's tendency to become entrepreneurs. We discuss this sharp difference in genetic influences on entrepreneurship across gender groups and highlight the different challenges that men and women face in their entrepreneurial endeavors.

    Artikeln beskriver ’Military’ Design Thinking från det perspektiv som lärs ut vid USSpecial Operations Command’s Joint Special Operations University (USSOCOM JSOU). Ambitionen är att besvara följande frågor: Vad är Design Thinking och vad är ursprunget till metodiken? Varför är Design Thinking aktuellt idag, och hur kan beslutsfattare nyttja metoden för att påverka komplexa problem? Vidare ger författarna förslag på hur Design Thinking kan nyttjas i ett svenskt sammanhang för att påverka de komplexa säkerhetsutmaningar som Sverige står inför. Sammanfattningsvis beskrivs Design Thinking dels som ett förhållningssätt, men också som en metodik vilken ökar en militär beslutsfattares möjlighet att förstå sig på (appreciate) komplexa problem. Denna fördjupade förståelse ligger sedan till grund för chefens inriktning av verksamhet. Design Thinking ersätter inte dagens metoder men möjliggör att "rätt" problem identifieras och löses.

    Moderna industrialiserade stater är under utveckling till post-moderna, globalt sammanflätade ekonomier och samhällen. Cybermiljöns strategiska betydelse är högaktuell då det finns en strävan att ersätta traditionella militära förmågor med långräckviddiga vapen och tekniska system. Tänkandet inom cybermiljön präglas emellertid fortfarande av teknikens möjligheter och dess taktiska tillämpningar och en historisk vetenskapsteoretisk utgångspunkt i avskräckningsstrategi som inte anses vara tillämpbar i cybermiljön. Cybermiljön militariseras men strategisk teori för hur maktmedlet skall användas saknas. Teoretiskt ramverk bör förankras i empiri, filosofi och historia. Den här studien undersöker hur flygmaktsteori kan utgöra vetenskapshistorisk utgångspunkt för att förankra cyberteori i strategin och hur luftmaktsteori kan utveckla strategisk teori i cyber?

    Analysen har visat att flygmaktsteori kan utgöra utgångspunkt för konceptuellt tankesätt och utveckling av teori i cybermiljön främst för att de strategiska grundelementen och effekten är teoretiskt jämförbara. Studien har utvecklat cyberteori för operativa metoder, konceptuellt tankesätt och den sammansatta effekten av cyberattacker. Studien har visat att flygmaktsteori utgår från en systemsyn på motståndarens sociala och tekniska system och målet är att genom strategiska attacker parallellt bekämpa tyngdpunkter för att nå en paralyserande effekt. Därigenom skall en psykologisk effekt påverka viljan till fortsatt kamp. Cyberattacker är mer strategiska och politiska men mindre våldsamma än flygmakt och kan på ett mer effektivt sätt uppfylla politiska mål än traditionellt militärt våld. Information, underrättelser och teknik är av permanent betydelse för strategi. Cybermiljön har en politisk och militär dimension och i likhet med de övriga militära maktmedlen är cybervapnet föremål för strategisk teori. Cybermiljön anses vara teoretiskt förankrad i den allmänna strategin med en tydlig spårbarhet till den indirekta strategin.

    Ledningssystemområdet genomgår stora förändringar med anledning av Försvarsmaktens strategiska inriktning att skapa flexibla, tillgängliga och stående krigsförband. Inriktningen innebär en utmaning inom ledningssystemområdet då den medför ett tydligare krav än tidigare på att ledningsmateriel, teknik och personal är ständigt uppfyllda i samtliga krigsförband.

    Modulära enheter och förband som på ett flexibelt sätt skall kunna sättas samman till stridsgrupper skapar vid varje tillfälle ett behov av att designa operationen med dess ledningssystem. Ett ledningsstödsystem vars övergripande syfte är att stödja chefers utövande av ledning, det vill säga att tillgodose ledningsbehoven. Denna studie analyserar hur Försvarsmaktens strategiska inriktning påverkar ledningssystem- och ledningsstödsystemområdet, vid en insats med tillfälligt sammansatta förband på operativ och högre taktisk nivå.

    Syftet med studien är att analysera vilka faktorer som är centrala för effektiv ledning vid en gemensam operation.

    Studien menar att de centrala faktorerna vid ledning av en gemensam operation härrör sig till analys av: aktuell verksamhet och dess specifika behov, operationskonst och taktik, vald organisations behov och sammansättning. Analysen resulterar i specifika ledningsbehov och metodanpassningar. Enligt studien är följande faktorer centrala vid ledning av en gemensam operation:

     Under planering; utgående från den specifika verksamhetsens behov är det centralt att genomföra en operativ design av det yttre systemet (förbanden) och det inre systemet (ledningssystemet).

     Under genomförandet; skall operationskonst och taktik möjliggöra effekt genom manöverkrigföring och den indirekta metoden. Det är därför centralt att Ledningsprocessens metod byggs på återkoppling.

    För ledningssystemet är ledningsbehoven centrala både under planering och genomförande. För att ledningssystemchefen skall kunna understödja en gemensam operation redovisas, utgående från de centrala faktorerna, sex principer för ledning.
