    Abstract [en]

    The reason for this study is to settle the balance between technology and preponderance in war. Each theory claims its own superiority to be decisive when it comes to achieving military victories, but this study will show what actually happens when the two theories are analyzed together in the same conflict. To prove the conclusions, a case-study on Operation Gazelle is used. The study will describe the theories, what a military victory is and which party in the conflict came out victorious after this specific operation. Both sides’ forces will be shown and compared. The most significant technological systems will be analysed and compared. When this is done, the victory and the theories’ importance can be explained. Operation Gazelle was an act performed by Israel in October 1973 during the conflict with Egypt. It was an attempt to cross the Suez Canal and in that way gain an improved political status during the peace negotiations that were to come. The main question that will be answered is:- Which of the two theories, numerical preponderance and technology, is decisive when it comes to achieving military goals? To answer this question three other questions are answered:- What were the numerical conditions during Operation Gazelle?- What were the technological conditions between the parties?- Which party was victorious?

    Abstract [en]

    The ability to provide a good medical treatment to injured service personnel in the Swedish Armed Forces is important, but the Armed Forces' ability or inability to provide soldiers qualified care is also vital for the members of the armed forces confidence for their own ability.

    Swedish medics are expected to take care of a patient, whatever the terrain and threat may be. Swedish medics aren’t considered to be combatants in war or conflict but the law gives them the right to defend themselves and their patients. They are currently equipped with the Ak 5 to protect themselves and their patients, a weapon that is used by all service personel In the Swedish Armed Forces, this means that the medics carry a full length rifle. This report will examine the weapon best suited for a medical team to carry out its duties while also providing a level of personal protection should the need arise.

    Abstract [en]

    It is necessary to understand how politicians motivate the use of military force as a security policy instrument. Especially on all levels in the Swedish armed forces.  

    This case study focuses on the political process and affecting policy documents before the political decisions are taken. The purpose is to identify official underlying motives to explain Sweden’s decision to participate in EUFOR Tchad/RCA. This knowledge gives an improved understanding about what political values and wants mediate for using military forces. Two analytical models, The Rational Actor and Governmental Politics, are used as theoretical framework.  

    Results: Participation in the specific mission enables the Swedish wish to contribute increased both the EU´s and the UN´s global crisis management. Sweden considers that all countries have a responsibility by solidarity to protect human rights and solving a human catastrophe in the region. Sweden wants to be a loyal and active actor in both the EU and the UN aiming influence and impact for supporting Sweden’s national security. Participation achieves desired improved synergies between aid, civil and military efforts. Participation also improves the impact on implementation of resolutions 1325 and 1612 in all levels of EUFOR Tchad/RCA.

    Sweden’s decisions were according to The Rational Actor both rational and logical which maximized national utility.  According to Governmental Politics the decisions preceded without any extensive struggle between actors and they showed total unity for participation. The actors want to mediate unity, show strong support and responsibility to the personnel who accomplish risky and important missions.

    Rörlighet är en eftersträvansvärd krigföringsprincip och ingår såväl i markstridens grundelement som i de grundläggande förmågorna. Därmed kan det konstateras att rörlighet är en betydelsefull faktor för att erhålla en hög krigföringsförmåga. Men ingen forskning har återfunnits på ett sammanställt teoretiskt ramverk omfattande vilka faktorer som förklarar framgångsrik rörlighet för markförband i en konventionell mellan-statlig konflikt. Denna studies syfte har som ambition att utveckla ett förklarande teoretiskt ramverk för både teoretisk och praktisk nytta. Militärteori, tidigare forskning och författarens reflexiva tänkande underbygger en hypotes som bryts ner till delhypoteser och vars tillämplighet undersöks i Israels andra motoffensiv 1973 och tyska XIX. Pansarkårens anfall vid Sedan 1940. De eftersökta förklaringsfaktorerna utgör studiens oberoende variabler som skall förklara den beroende variabeln rörlighet.

    Undersökningens resultat är att ett orsakssamband mellan faktorerna förberedelser, rörlighetsstöd, förbandens förmåga och organisation samt skyddsförmåga har återfunnits. Faktorerna och deras underliggande beståndsdelar kan inte rangordnas och interagerar. Vid nyttjandet av det sammanställda ramverket krävs insikt/förståelse om ramverkets alla ingående delar och deras interagerande. Undersökningens resultat har därmed lagt grunden för vidare undersökningar.

    Ryska förhållanden påkallar ett allt större intresse och frågor om ryska förmågor samt intentioner har blivit mycket aktuella i samband med Ukrainakrisen våren 2014. Förståelse avseende utvecklingen av de ryska väpnade styrkorna utgör en viktig pusselbit för att förstå Ryssland. 

    Syftet med studien är att undersöka hur utvecklingen av de ryska väpnade styrkorna kan förstås ur ett traditionellt respektive ett nytänkande ryskt militärteoretiskt perspektiv. Studien granskar utvecklingen under 2010-13 sett ur två teoribildningar, den traditionella teorin om djupoperationen och den nytänkande teorin om kontaktlös krigföring.

    Studien påvisar att teorin om djupoperationen till stor del kan förklara utvecklingen som skett under perioden och äger en relativt hög relevans som teori och förklaringsalternativ. Teorin om kontaktlös krigföring förklarar delvis utvecklingen i de ryska väpnade styrkorna under 2010-13, främst avseende nya förmågor. Teorin om kontaktlös krigföring äger följaktligen viss relevans både som teori och som förklaringsalternativ. Studiens resultat visar att teorierna kompletterar varandra som förklaringsalternativ då teorierna tillsammans skapar en djupare förståelse för den ryska utvecklingen.  

    Resultatet speglar en förmodad parallell utveckling av två typer av försvar i Ryssland, vilka i dagsläget samexisterar och till del är samordnade. I framtiden kan dessa två försvar utvecklas till ett homogent försvar eller fortsatt konkurrera om resurserna, mycket beroende på den ryska ledningens intentioner och beslut.

    Abstract [en]

    Private Security and Military Companies (PSMC) has been used more frequently in counterinsurgency(COIN)-operations during the past ten years, where Afghanistan and Iraq are two examples.

    The aim of this study is to examine how PSMC affects security in a COIN-context in a certain overseas contingency operation, in Afghanistan.

    This study proves that PSMC filled an important part and contributed to security within the counterinsurgency effort in Afghanistan during 2008–2011 with two exceptions, concerning base and transport security and concerning corruption.

    PSMC played a prominent part in building military and civilian institutional capacity in Afghanistan, where training, mentoring, partnering and advisory are important key functions. PSMC also contributes to protection of humanitarian and development projects, since fulfilment of many projects depends on the protection from PSMC. The study shows that PSMC efforts to provide base and transport security had a positive impact in terms of relieving regular military units to conduct military operations, but also major negative impact on COIN in terms of using warlords and powerbrokers as security providers. The illicit conduct of local security providers together with widespread corruption undermined counterinsurgency efforts in Afghanistan.

    The study proposes further use of PSMC as military and civilian institutional capacity-builders. In order to improve the security situation and reduce corruption this study proposes better oversight of PSMC and the use of third-country nationals for security, in case regular Coalition and Afghan units are not available.

    Föreliggande bok har ambitionen att sätta samman tre års forskningsresultat (2016-2018) inom ramen för det av Försvarsmakten (FM) finansierade forskningsprojektet Ledarskap och ledning i en förändrad organisatorisk kontext och omsätta kunskaper till ett pedagogiskt och lättillgängligt material som kan användas i såväl Försvarshögskolans ordinarie kurs- och utbildningsprogram, som enskild läsning eller som utgångspunkt för gruppdiskussioner, seminarier och förberedelser inför något av de teman som tas upp i boken. Bokens innehåll speglar forskningsprojektets sammansättning som består av forskare från Ledarskapsavdelningen i Stockholm, Försvarshögskolans Ledarskapscentrum i Karlstad, och Ledningsvetenskap i Stockholm. Att bokens empiri kommer från militär kontext hindrar inte att bokens innehåll även kan vara av stort intresse för civila läsare, särskilt inom ramen för dem med intresse för civil-militär samverkan i såväl nationella som internationella insatser.

    Soldiers' self-images undoubtedly influence the way they recognize, perceive, plan and conduct their tasks. The article examines the self-image of Swedish peacekeepers in the UNMIL mission in Liberia and the UNMIK mission in Kosovo. The findings are based on interviews with 27 soldiers before, during and after deployment. Eleven dimensions of self-image were found, showing that the self-image refers almost entirely to the peacekeeping and not the war-fighting role. In addition, the Swedish soldiers hold themselves to be excellent peacekeepers. Departing from this observation, we discuss three dilemmas in peacekeeping that have implications beyond the Swedish armed forces. The argument is that being less self-referential may make peacekeeping more successful.

    The term maneuver warfare is frequently used in western defense doctrines and theoretical

    textbooks. The ambition of the Swedish armed forces is to attempt maneuver warfare in all

    appropriate situations. Theories and doctrines indicate the importance of decentralized command and control systems. Mission command (Auftragstaktik) is one such system and should be applied to all situations of the Swedish Armed Forces. There are theoretical and doctrinal bases for warfare and command, but in practice, what are the preconditions for this? Previous research addresses many theoretical questions but there are flaws in existing studies investigating practical realities.

    The purpose of this study has been to reach a deeper understanding of armed forces ability to maneuver warfare by analyzing conformity of command and leadership perspectives in practice.

    This is an interview-based qualitative case study in which respondent´s statements were analyzed and interpreted in relation to a theoretical framework. The results show that there are prerequisites to command and control systems that promote maneuver warfare, but with limitations that may delimit it effectiveness.

    Abstract [en]

    The paper examines Swedish deterrence and its credibility as confronted with Russia as a challenger. Previous studies has shown a lack of a clear strategy in the political guidance of the Swedish armed forces and therefore this paper aims to clarify if there is a shared view between these two parts on what type of deterrence Sweden should strive to achieve. The investigation is done as a single case study with qualitative text analysis of contemporary Swedish political and military documents. 

    The result from the analysis show that both the political and military documents contain the same two types of deterrence in the shape of central/denial and extended/denial. The analysis further reveals that both these types fulfill the criteria of credibility to some extent, but the lack of quantity in military capability leads to the result that it’s doubtful whether any of the two types can be seen as credible against Russia.

    Teorier om sjömakt utgår inte sällan från de marina stormakternas perspektiv. En mindre stat torde dock vara mer intresserad av principer för hur marinstridskrafter bestrider sjökontroll och genomför kustförsvarsoperationer snarare än hur marin maktprojicering och långväga expeditioner genomförs. Jacob Børresen presenterar i sin teori om kuststatens sjömakt principer för hur den mindre staten kan organisera och utforma sina marinstridskrafter. Med utgångspunkt i Børresens teori prövas i denna uppsats hur den svenska marinens mål, medel och metod ska förstås i ett sjömaktsteoretiskt sammanhang idag. Syftet är att se hur väl den svenska marinen knyter an till teorin om kuststatens sjömakt. Med ett genomgående kritiskt förhållningssätt, är det vidare syftet att problematisera och nyansera teorin.

    Även om teorin i många fall uppvisar tydliga överensstämmelser med den svenska marinens mål, medel och metod visar resultatet att vissa av de principer som Børresen presenterar är alltför snäva. Således krävs ett bredare och mer nyanserat perspektiv för att förstå den svenska marinens teoretiska sammanhang idag.

    Sammanfattning:

    Vilka är trenderna i den ryska doktrinutvecklingen under 2000-talet och hur kan dessa karaktäriseras? De ryska doktrinerna vänder sig inte primärt till operativ verksamhet utan är deklaratoriska till innehåll och omfattning och ska tolkas som signaler till omvärlden. Rysslands doktrinutveckling påverkas i stor omfattning av omvärldshändelser där retoriken i början av decenniet indikerar en stor oro för ett försvagat FN, vilket härleds till bl.a. Nato intervenering i f.d. Jugoslavien utan FN- mandat.

    Rysslands geostrategiska läge indikerar ett dilemma då hoten mot Rysslands säkerhet får en omfattande beskrivning i doktrinerna. Rysslands syn på FN har under senare delen av 2000-talet försvagats till fördel för CSTO som vuxit fram som ett möjligt ryskt alternativ till FN men främst som motvikt till Nato. Idémaktsteorin möjliggör att identifiera bl.a. retoriken i de ryska doktrinerna, där teorins institutionaliserade idéer, i främst den ryska militära eliten, påvisar varför förhållningssätt och uttryck i militärdoktrinerna skiljer sig i jämförelse med Vitboken. I detta sammanhang indikerar studien även motsättningar mellan den ryska politiska och militära eliten.

    Denna uppsats analyserar och prövar den ledningsteori som är framlagd av Martin vanCreveld i boken ”Ledning i krig”. Prövningen tar sin utgångspunkt i Poppers metod omteoriprövning. Van Crevelds slutsatser testas först internt och sen överses teoribilningenslogiska form. Slutligen jämförs slutsatserna med andra teorier om ledning ochorganisation. Resultatet visar att Crevelds teorier har sämre intern korrelation än extern.Orsaken bedöms främst vara hans fria hållning och låg precision i egen metod.

    The transformation among armed forces in Europe is a consequence due to shifted security perspective and the growth of international security actors, such as NATO and the EU. Sweden has played an active role in EU to ensure its influence in forming the security policy for the organisation. Some studies mean it´s because of Sweden’s interest in strengthen EUs roll as a security actor they transformed their own armed forces to be able to take part in international operations. This transformation led to what can be called “the Swedish defence dismantle” and some studies mean that it has led to the point where Sweden completely lacks the ability to defence themselves.

    The question is if the ambition to become an active member in these security organisations can explain all the decisions made throughout the Swedish defence-transformation, or if some decisions were made due to other factors?

    By studying the decision process leading up to the decision to locate the flight education to Malmen in Linköping this study seeks to answer why the decision was made. The study also seeks to understand if the decision was made based on rational reasoning or due to a battle between different interests?

    This study shows that the decision was made because it was the only option left after that the decision process had been ruined by a battle between different interests. The decision can´t be seen as a direct consequence of Sweden’s ambition to transform its armed forces to become an interesting partner in the security organisations.

    Building on the notion that military blogs (milblogs) can support national strategic narratives, the aim of the article is to deepen our knowledge of exactly how blogging that depicts soldiers' personal experiences of 'everyday life' can serve to support a strategic narrative. This article explores empirically how Swedish milblogs published between January 2010 and April 2012 articulate the experience of being a soldier in the Afghanistan mission. The analysis shows that soldiering is treated as an everyday practice, de-dramatized and routinized where military assignments are meshed with civilian duties. The article concludes that the 'normalization' of war in milblogs can potentially serve to strengthen national strategic narratives, facilitate recruitment of soldiers and add to growing 'militarism' in society.

    Abstract [en]

    In recent years the political situation in the Baltic sea region has deteriorated. This can mainly be referred to a change in Russia’s threat posture, which has caused Sweden to refocus military strategic doctrine from international peace operations towards national defence. The new doctrine involves elements of deterrence through what is called a “threshold effect” which is aimed at discouraging a potential aggressor from taking military action towards Sweden. The doctrine is implemented despite obvious lack of military power and that recent research questions the usefulness of deterrence strategies. This essay examines to what extent the discourse in political security policy is implemented in development of new doctrine. This is done by examining two cases of doctrine development in conjunction with different discourses in Swedish security policy. The implementation of security policy is viewed as a framing process, where the security policy frame is projected at the Swedish armed forces through a defence bill. The result of the examination show that the discourse in political security policy have a high degree of resonance in the military doctrine but that there are some areas connected to the defence forces narrative and culture where the frame lacks resonance. The adaptation of a deterring threshold affect can be connected to these circumstances.

    Aujourd'hui, les conflits s'enflamment vite et peuvent devenir importants dans un court laps de temps. La tendance des armées occidentales est d'avoir une capacité de déploiement rapide et d'être en mesure de mener des opérations militaires quelque soit le type d’environnement afin de stopper un conflit s’initialisant. La capacité de se battre dans la jungle est donc plus actuelle que jamais.

    Mon travail est une analyse de données qualitatives du combat en jungle dans laquelle j’utilise les principes fondamentaux des forces armées suédoises1 afin de décomposer le sujet et d’obtenir un meilleur aperçu de la guerre dans la jungle. J'utilise également comme méthode l'observation participante en vue d’obtenir une meilleure compréhension de cette dernière. Mon travail est surtout basé sur le plan tactique afin de voir comment une section agit dans ce milieu. J’ai abouti à quatre conclusions:

    - Pour être en mesure de mener une guerre dans la jungle, vous devez être formé, acclimaté et préparé. Si vous ne l'êtes pas, votre pire ennemi sera la jungle elle-même.

    - Dans la jungle, la façon de faire guerre revient aux chefs de groupe et aux soldats plus que quiconque, en raison des courtes distances et des difficultés à poser un appui-feu.

    - Gagner les coeurs et les esprits2 des indigènes est la clé de la mobilité afin de recueillir des renseignements ainsi qu’une certaine autonomie.

    - Il est important d'avoir la suprématie aérienne et d’être en mesure d'utiliser les rivières, en raison de l'avantage gagné par l’utilisation des hélicoptères et des bateaux. En outre, l’ennemi aura un gros désavantage s’il ne peut pas les utiliser.

    Abstract [en]

    Military pilots have long been central to airpower projection in both combat and non-combat operations. While the historical and contemporary roles of military aviators have been examined extensively in previous scholarship, the present study distinguishes itself by evaluating the future prospects of military aviators. By so doing, it argues that technological advances in autonomy and artificial intelligence (AI) will most likely lead to the development of pilotless aerial vehicles (PAVs), if current technological and social trends persist. In this new order, the military pilot will become a thing of the past.

    Hybrid Threats and Asymmetric Warfare: What to do?2018Conference proceedings (editor) (Other academic)
    Abstract [en]

    The international security environment has seemingly departed from a post-cold war period of everlasting peace and has instead evolved into a volatile and increasingly grey area of war and peace. Security challenges arising from both hybrid wars and hybrid threats are high on security agendas in Sweden and Europe as well as internationally. However, despite the attention there is a lack of research that addresses how such “new” wars and threats should be handled. While studies do exist on specific issues, a comprehensive approach to how hybrid wars and threats are to be handled is still lacking. This is particularly the case when it comes to the sharing of experiences between states. This workshop constituted a first step towards developing such a comprehensive approach.

    The workshop’s aim was to be a bridge across disciplinary boundaries as well as between researchers and practitioners within and outside Sweden; integrating each group’s extensive experiences and knowledge into a coherent whole. Besides producing and disseminating new knowledge, the intention of the workshop was to establish a foundation for long-term collaboration; the first step in the creation of a European Network on Hybrid Warfare Capabilities that can work across borders and link state of the art of research and practice.

    Although mainly a scientific workshop, a number of practitioners were invited, with a mix of presentations by academics and practitioners. This was intended to foster innovative and reflective discussions across the academic-practitioner divide. The workshop also aimed to develop new ideas associated with hybrid threats/warfare in order to facilitate future cooperation

    These proceedings include a summary of the key points made by the presenters, along with conclusions and policy recommendations derived from the ensuing discussions. Conference programme and a list of abstracts for the papers and presentations can be found in the appendix.

    Abstract [en]

    During 2008 a work with developing a concept for expeditionary capabilities began. This resulted in an analytical concept which is the beginning of a long-range work to shape the Swedish Armed Forces to meet the future demands in an more and more complex world. Expeditionary Capability is the mindset that will ensure our success in participating in international coalitions all over the world but also in the readiness of the domestic frontier. Before and parallel with this work Sweden participated in several coalitions that can be looked upon as a expeditionary force. The Concept Development of the analytical concept continues and will do so the upcoming years. Sweden will build up and participate in expeditionary forces disregarding how the nation prepares for it. This essay breaks down the analytical concept into which communication that is required from and to a expeditionary force, take-off from the experiences available today from recent expeditionary coalitions and discuss which expeditionary communication capability Sweden has today and what should be developed in the future. The conclusion is that preparations and plans must be thorough, the equipment must be transportable and the way to communicate must cover all parts of the world.

    Abstract [en]

    The aim of the thesis is to highlight and to problematize conceptions of unemployment in Swedish society. The questions guiding my work have been: Which conceptions of unemployment emerge in society? How are these dealt with by the unemployed? Work on the thesis has been guided by a social constructionist approach. The empirical findings are constituted by four publications which, in various ways, are linked to overarching aim of the thesis. These publications consist of an analysis of the legal regulation surrounding the unemployed, a study of the activities of civil society organisations working with unemployed and two publications based on interviews with long-term unemployed young adults.

    The thesis provides increased knowledge of conceptions of unemployment in Swedish society. It shows that there is a widespread societal discourse concerning the individual being responsible for her/his unemployment, and that this conception has historically been well-grounded in Swedish labour market and social policy, as well as in people’s understandings. Among representatives of civil society organisations and unemployed individuals, there is also both a questioning of and a resistance to this understanding, indicating a possible change in the discourse. The thesis further shows that the individualisation of responsibility greatly affects individuals’ approaches in social contexts, as well as in their contacts with government agencies, but also when it comes to relationships with politics and political involvement. These insights are significant, for example during both policy formulation and efforts for the unemployed, bearing in mind that consideration needs to be paid to individual prerequisites in order for the individual’s strengths and abilities to be utilized. This is particulary important when it comes to those in an exposed position.

Artikeln syftar till att belysa på vilket sätt diskursen om det individualiserade ansvaret speglas i unga långtidsarbetslösas berättelser och, i synnerhet, hur de arbetslösa unga vuxna tar ställning till den. Resultaten visar tre förhållningssätt till diskursen: konformitet, distansering och motstånd.

    In Sweden, as in most Western societies, a common belief is that unemployment is somehow linked to the individual, her lack of work ethic, or other personal shortcomings rather than to structural causes. This is not only manifested in public arenas such as the media or political debates but also in our social surroundings. In recent years, these views have gained mportance, indicating a shift in the location of responsibilities from the welfare state to the ndividual. This shift entails high demands and expectations on unemployed people and is omething they have to deal with and relate to. One of the most exposed groups is young ong-term unemployed.

    The aim of this article is to highlight how the discourse of individualized responsibility is reflected in unemployed peoples’ stories, and to shed light on the ways in which young long-term unemployed adults relate to and position themselves toward this discourse. Based on 18 qualitative interviews with young Swedish long-term unemployed people, the findings how three approaches to the discourse: conformity, distancing, and resistance.

    Civil society organizations and unemployment in Europe2012Conference paper (Other academic)
    Abstract [en]

    Studies of unemployment have traditionally focused on the welfare state as a framework. In that context, the third sector has been neglected, despite a considerable contribution to the field of unemployment. This comparative study will take a closer look at the activities offered by organizations working with unemployed, which will serve as a basis for exploring the relationship between civil society and state in four European countries. Associations in one city per country, active on this particular field within the third sector, will serve as case studies with the cases representing their welfare regime. Data comprises quantitative data gathered in corporatist Germany, Southern European Italy, paternalistic-market hybrid Poland and Social democratic Sweden. We argue that the role of the civil society organizations active on this area has changed in regard to the traditional pattern of classical welfare state models. This study shows that, regardless of welfare regime type as described in literature, the activities and strategies of the organizations are similar in all four countries.

    Abstract [en]

    The link between the occupational status and the degree of self-esteem has been elucidated by, above all, social sciences research on unemployment and well-being. The main argument has been that the lower degree of self-esteem the unemployed suffer from is a result of the missing latent functions of work, such as a time structure, regular activities and social contacts. However, the experience of unemployment is not limited to the absence of gainful employment. Emanated in particular from the public discussion regarding unemployed people being lazy and unwilling to work the negative connotations have gained importance in most of the European countries. Hence, unemployment marks a social status that is closely connected to the experience of stigmatization.

     

    Using survey data with a large sample of unemployed and employed young people from seven European countries, this paper aims to study to what extent the experience of social stigmatization may explain the interrelation between unemployment and self-esteem. Initially, we will analyse the impact of occupational status on the experience of stigmatization, i.e. the belief in societal prejudice towards the unemployed as well as social and institutional discrimination. In a second step, we will test to what extent the experience of stigmatization may explain the lower degree of self-esteem the unemployed suffer from.

    Abstract [en]

    This comparative article aims to understand the patterns underlying the political behavior of young German and Swedish long-term unemployed individuals. Based on almost 40 qualitative interviews, the analysis follows a grounded theory approach and shows that “unemployment” is not an objective reality that imposes uniform living conditions. Social and political activities diverge considerably, even though our respondents experience similar pressures and sanctions by public opinion, political parties, public administrations, relatives and/or acquaintances. The consequences of unemployment depend on individual mind-sets, support networks and coping strategies. This study identifies informal networks of social relations as one main factor influencing unemployed young peoples’ political behavior. Three types of political involvement are shaped by the routines and norms reproduced within their web of social relations in everyday life: evasion, civic minimalism and reluctant activism. The similarities between the German and the Swedish respondents overshadowed the national differences.

    Trots satsningar på att rekrytera fler kvinnor har Försvarsmakten fortfarande en låg andel kvinnor anställda i myndigheten.

    Försvarsmakten har svårt att fullfölja kraven på en ökad andel kvinnor på alla nivåer i internationell tjänst med knappt fem procent kvinnliga yrkesofficerare. Denna uppsats syftar till att undersöka vilka förutsättningar som fanns att rekrytera kvinnor till två missioner i Afghanistan, FS 14 och FS 15, att jämföra de båda missionernas rekrytering, samt att beskriva hur väl Försvarsmakten nådde upp till regeringens krav avseende kvinnlig representation i internationell tjänst.

    Uppsatsen beskriver först de förutsättningar, dokument och andra styrande faktorer som ligger till grund för rekryteringen. Därefter jämförs resultaten för de båda missionerna och diskuterar de likheter och skillnader som finns.

    Undersökningen visar att förutsättningarna att rekrytera kvinnor till FS 14 och FS 15 inte var särskilt goda med tanke på de fåtal procent kvinnliga yrkesofficerare som var anställda i Försvarsmakten. Intressant är att de två missionerna lyckades olika väl med rekryteringen av kvinnor, där FS 15 rekryterade fler trots ett mindre rekryteringsunderlag.

    En slutsats är att den rekryteringsprocessens utformning bidrar till det låga antal kvinnor i internationell tjänst.

    Redan i Sun Zis klassiska verk Krigskonst beskrivs hur avskräckning skapas genom förberedelser i fred som syftar till att för motståndaren framstå som oövervinnerlig. Huruvida Sverige nyttjar avskräckning som en övergripande strategi eller i olika form på olika nivåer gör det relevant att studera fenomenet och om det finns en skillnad i synen på avskräckande förmåga relativt strategisk nivå och strategiska maktmedel. Vilket utifrån hur avskräckning uttrycks och beskrivs samt de förmågor som anses generera denna effekt skapar ett svenskt perspektiv på avskräckning.

     

    Syftet med uppsatsen har varit att undersöka och jämföra om dagens syn på begreppet avskräckning, avskräckande marina förmågor och metoder skiljer sig från första delen av kalla kriget. För att därigenom kunna påvisa om det skett en förändring i den direkt avskräckande strategin för det militära försvaret av Sverige och om en utveckling i så fall är att betrakta som en optimering eller suboptimering av svensk avskräckning.

     

    Resultatet i uppsatsen konstaterar en skillnad i synen på avskräckning inom den överordnade strategin utifrån de förändrade säkerhetspolitiska förutsättningarna. Samtidigt som den militärstrategiska nivån ska generera en förnekande- och direkt avskräckande effekt mot ett överraskande anfall och försvara Sverige enskilt, för vilket det saknas en trovärdig militär förmåga till såväl förnekande- och direkt avskräckning som kollektiv- eller utsträckt avskräckning. Sammantaget visar studien att Sveriges nutida avskräckningsstrategi är ofullständig och som en konsekvens av detta blir det militära maktmedlets förmågor och metoder idag, illusoriskt lika de som uttrycktes under kalla kriget.

    This article explores children’s resistance in relation to the climate emergency through a thematic analysis of climate activist Greta Thunberg’s speeches. Two themes, new to the literature, are identified: (1) need for political and social change focusing on the climate emergency, resistance towards laissez-faire behaviour and exhortations, and (2) resistance targets including the political leaders, capitalist ideologies and older generations. This illustrates the power of children in expressing abstract progressive resistance.

    How Pressure for Change Challenge Military Organizational Characteristics2019In: Defence Studies, ISSN 1470-2436, E-ISSN 1743-9698Article in journal (Refereed)
    Abstract [en]

    This article elaborates on how structural, normative and functional pressures for change may challenge military organizational characteristics. We problematize theoretically and exemplify empirically what consequences these pressures can have on military organizational characteristics, arguing that they constitute major challenges for managing in particular normative pressures for change. The empirical examples suggest that bureaucratic, hierarchical, narcissistic and greedy traits of the organization are challenged by normative pressures such as value changes and normalization. Another source of challenge is professionalization processes. Structural challenges, on the other hand, are managed by the organization and do not seem to inhibit the workings of organizational characteristics. The plausibility probe conducted questions the sustainability of military organizational characteristics in their traditional disguise, in particular due to legitimacy concerns. It is suggested that future research should be directed towards analyzing how military organizations manage pressure for change and whether their characteristics are questioned.

    Theory of the use of air power in defensive operations is not as developed as in offensive operations. The purpose of this study is to examine if Papes strategies of air power and coercion can be used to analyze the use of air power and its effects in a defensive operation.

    The result shows that Papes strategies can explain the use of air power in the cases of the study but have difficulties in explaining the outcome of the conflict in a distinct and clear way.

    Papes Denial-strategy has the best explanatory power of the four (Punishment, Risk, Denial and Decapitation) for the outcome of the conflict.

    The result shows that the use of air power could not be used isolated to reach decisive effect.

    Only during joint operations was the decisive effects reached.

    The conclusions, however, are to be seen in the light of the interests of USA and the Soviet Union and their roles before, during and their influence in ending the conflict.

    Abstract [en]

    This is a position paper discussing the authors’ views on the role of automated information fusion in the interaction between different command levels. The purpose of the paper is to initiate a discussion on the relationship between automated fusion and the flexibility in a mission. The sharing of data/information/knowledge between commanders at different levels is a difficult task in many respects. We focus on the role of automated information fusion techniques in this frame. The paper asks two major questions: (1) Does automated fusion generate the unwanted side-effect of less flexibility? (2) How should a situational picture be represented at different command levels to promote cooperation? We also discuss some disadvantages of using traditional information fusion methods developed to handle either high or low level information. The conclusion is that information fusion techniques have to be chosen with care when making information systems that should be jointly used by commanders at different levels.

    1939 anföll Sovjetunionen Finland i vad som för eftervärlden blev känt som Vinterkriget. Det gjorde klart att militär överlägsenhet inte är någon garanti för seger i strid. Om de militära resurserna enskilt inte kan förklara utfallet i strid behövs kompletterande och alternativa förklaringar för att kunna förklara dynamiken bakom utfallet i strid.

    Syftet med denna studie är bidra med ökad kunskap om hur stridens dynamik påverkar stridens utfall. Sociologen Randall Collins väljer att se striden som en dynamisk process ur ett holistiskt perspektiv där relativiteten och växelverkan mellan de stridande parterna spelar en avgörande roll.

    I denna studie prövas Randall Collins teoretiska ramverk A Dynamic Theory of Battle Victory and Defeat. Den empiri som teorin prövas mot utgörs av tre slag från finska vinterkriget 1939–1940.

    Genom denna studie har Randall Collins teoretiska ramverks anspråk att kunna förklara stridens dynamik och utfall stärkts. Dock bör ytterligare prövning av Collins teori genomföras för att stärka dess validitet ytterligare.

    Abstract [en]

    This project aims to illuminate the surroundings of Sweden trough a security policy perspective and thereby find factors which have had an impact on Sweden. Further on the intention is also to explain the immediate surroundings of Sweden in terms of security and find causes to why it looks like it does. This essay has found its answer trough a theory which uses a regional security perspective. The purpose of this essay has also been to describe the foundations of security policy, which has been done trough the security policy structure made by the author Nils Andrén. Furthermore the theory has been applied to the fact presented in the essay.

     The regional security theory has developed an analyze model with four levels, which is brought in to this paper. There has also been a purpose to find out how the Nordic defence co-operation can be used in a sense to maintain a stabilized environment in the surroundings of Sweden. The answer to the first question is to be found in three different levels, domestic, regional and global. There are always an interaction between these levels, whereby there are different answers to been sought. Since the days after the cold war the security policy conditions have changed rapidly which have made an impact on the Swedish security policy. Today we can se a considerable moveability in the European region. This is a gist of a new world order, when we don’t expect two superpowers intruding in every corner and by that reason Sweden are now involved in several military co-operation. Finaly it can be said that this essay have made the conclusion that a Nordic co-operation is vital for the stability in the region of north Europe.

    Genomförandet av informationsoperationer kräver synkronisering och koordinering från högsta ledningsnivå vilket tenderar till en centraliserad ledningsmetod som ordertaktik. Samtidigt anger den svenska försvarsmakten att den decentraliserade ledningsmetoden uppdragstaktik är grunden för all ledning. Detta kan ge sken av en motsättning.

    Uppsatsen syftar således till att undersöka vilken ledningsmetod som präglar genomförandet av informationsoperationer och vilka element av uppdragstaktik respektive ordertaktik som finns i dem. Detta har gjorts genom att besvara frågeställningen: – I vilken utsträckning är genomförande av informationsoperationer förenligt med uppdrags- respektive ordertaktik? Uppsatsen har utvecklat ett analysverktyg ur teorier om uppdrags- respektive ordertaktik och undersökt doktriner om informationsoperationer.

    Resultatet av undersökningen visar att genomförandet av informationsoperationer framförallt är förenligt med den centraliserade ledningsmetoden ordertaktik. Det finns dock små element som är påvisar den decentraliserade ledningsmetoden uppdragstaktik. Dessa är påverkansmöjligheten för underställda vilket framförallt är framträdande i den svenska doktrinen och utövandet av kontroll genom mål- respektive processtyrning.

    The issue of underrepresentation of women in male-dominated or so called non-traditional occupations is common in both military organisations and society in general. An example of this is the low number of female pilots in the Swedish Armed Forces. Previous studies have shown that the issue of underrepresentation of women, amongst other things, lies within women’s willingness to apply. Similar studies focusing on recruitment material suggest that military organisations employ different forms of masculinity in their recruiting strategies. However, what previous studies have not explored is the connection between masculine recruitment material and the will to apply. The purpose of this thesis is therefore to study this connection through a discourse analysis of the Swedish Armed Forces’ recruitment material for pilots from a gender perspective. The analysis reveals that the material implicitly conveys a masculine discourse with focus on challenges, missions and progress, almost exclusively within a flying context. This discourse in relation to feminine traits and values may therefore be a reason why many women do not apply to become pilots.

    Strävan i många länder är att officersutbildningen ska gå från yrke till profession via en akademiseringsprocess. Denna studie har undersökt olika handlingsalternativ för akademisering av en profession, närmare bestämt officersprofessionen, i syfte att belysa alternativskiljande möjligheter och begränsningar med respektive handlingsalternativ, dels sett utifrån professionens behov, dels sett ur individens behov. Resultatet av studien kan bidra med underlag för utvecklandet av de akademiska och praktiska utbildningsdelarna i officersutbildningen.

    De tre undersökta handlingsalternativen är: 1. Praktisk yrkesutbildning med följande professionsinriktad akademisering; 2. Teoretisk och akademisk yrkesutbildning och som komplettering; 3. Ren praxis- och yrkesorienterad utbildning. Utöver detta undersöktes olika grader av akademisering som krävs beroende på var i karriären officeren befinner sig. Handlingsalternativen är generiska men exemplifieras med officersutbildning från främst Tyska armén.

    Handlingsalternativen har analyserats mot professionsteorier med fokus på militär profession samt militärt ledarskap. Härvid är Samuel Huntington och Bengt Abrahamssons beskrivning av professionen tillsammans med Aant Elzingas modell för professionsuppbyggnad i centrum.

    Handlingsalternativet med en inledande praktisk yrkesutbildning med påföljande professionsinriktad akademisering och som växelvis genomförs på skolor och förband leder till en bra expertis och förmåga att leda och organisera verksamheten. Tillsammans med den direkt anslutande akademiseringen uppnås nästan upp till 100% av kraven som Elzinga ställer på en professionalisering i de fyra professionsfaserna och kan därmed anses vara det alternativet som genom hela analysen bäst svarar mot de beskrivna behoven. Samtidigt blir det klar att behovet av akademisering sannolikt kommer att variera beroende på var i karriären officeren befinner sig eftersom befattningar på olika nivåer kräver olika utbildningsnivåer, förmågor och kunskaper.

    Abstract [en]

    The purpose of this study is to introduce three different approaches to combat, and to analyze and compare six different theories of combat with the help of these perspectives. This includes theories of, for example, Clausewitz, Boyd, Van Creveld and Lanchester. By categorizing and analyzing such theories, the knowledge of how combat can be understood and investigated increases. The three different perspectives are called human-centered, social and physical perspective. The perspectives are in turn structured around four concept-pairs (dimensions) that are used to analyze and interpret the theories. The dimensions are termed existential-instrumental, mental-physical, descriptive-prescriptive and qualitative-quantitative. Among other things the results show that all six theories, regardless of perspective, are needed to better explain how the phenomenon of combat can be understood. Some conflicts between these theories are apparent and often based on misconceptions, conceptual disorder or on selective analyses. We also show both the pros and cons of the perspectives and analytical tools presented, and how the framework could be used in further research on combat, not just theoretical but also empirical.
