    Abstract [sv]

    Abstract [en]

The theoretical principle for successful command and control depends on such elements as the factor of coordination between Swedish research within command and control science and the development of the Swedish Armed Forces doctrine.

The ongoing Swedish research within command and control science has created a generic model, the dynamic OODA-loop. The dynamic OODA-loop presents two major key aspects for command and control, the outer and the inner system and how they interface. Furthermore, the Swedish Armed Forces is in a developmental process of the Military Strategic Doctrine. The purpose of the development is to adjust the doctrine to be more useful within the Armed Forces and to describe the ongoing changes in a dynamic and complex environment.

The purpose of this study is to identify if the development of the doctrine has been guided by the latest research within command and control science. The purpose is also to get a deeper understanding and awareness in order to meet the demands leading to a successful command and control within the military strategic doctrine.

The study shows a positive doctrinal development in a number of areas such as; the environment where military effects will take action and attach descriptions concerning the intent and the understanding of a mission. It also shows the need for a continued doctrinal development within command and control in close cooperation within the areas of Swedish research.

    Abstract [en]

This essay focuses on the U.S. Navy’s former and future capability to counter thethreats of sea mines in coastal waters during sea control operations. The study isbased on a broad theoretical background. The theories I use to describe and analysethe theories and methods for warfare at sea described by Julian S Corbett in 1911.These theories forms the bias of this essay and are used to analyze the case study. The U.S. Navy has struggled with the difficult task of mine clearance operations forwell over 100 years. During August 1864 the defenders of Mobile, Alabama a portcity on the Gulf of Mexico used mines against the forces led by Rear AdmiralFarragut. These struggles have been marked by a propensity to react to current orpast mine threats in developing force structure and employment methodologies. Thisreactionary approach to mine countermeasures is identified in three recurring themes;the lack of a published doctrine, the failure to fully integrate mine countermeasureforces into the operating forces, and the fragmentary development of technologywithout the focusing element of a coherent doctrine to guide research anddevelopment efforts. These themes are recognizable in the changing minecountermeasures force structure that has resulted from the Navy's reaction to minethreats manifested in various conflicts. Naval mine countermeasures and procedureshave been historically reactionary and essentially unfocused in their evolution.Examples of these difficulties can be identified in the Wonsan harbor during theKorean War, the Gulf War, and in present day planning for expeditionary warfareemployment.Since the end of the Cold War the need for multinational cooperation has increasedwithin the framework of nations and alliances. This change has opened the door forcooperation between traditionally small coastal navies and blue water navies.

    Abstract [en]

In the 1990s the Swedish Armed Forces (SAF) adopted the concept of outsourcing for the provision

of certain services. With an increasing amount of services being outsourced to civilian companies,

there is little research regarding which types of services are being outsourced by SAF, and

how it´s motivated. One service being partially outsourced is the guarding of military bases

throughout Sweden. With an on-going debate by researchers on the concept of military outsourcing

in expeditionary forces, this study takes a domestic view of outsourcing.

This thesis seeks to investigate the concept of military outsourcing, applied to the case of base

guards in Sweden. The analysis proves that several reasons or justifications for outsourcing base

guarding are presented by those responsible for security in Swedish military units. The analysis also

concludes that guard services is viewed different between headquarter level and regimental level.

Although considered not a core activity, due to high interdependence with core activities and

the requirement for firm-specific competence regimental representatives show more reluctance

    towards outsourcing guard services.

Att planera och genomföra utbildning i militärteknik2016Other (Other academic)
    Abstract [sv]

Del 1 redovisar hur militärteknisk utbildning principiellt byggs upp.

    Abstract [en]

This thesis deals with a well-known part of Swedish government communication to the citizens and inhabitants of Sweden regarding the event of war or other external threats, the brochure “If War Arrives” first published in 1943.

With a sixth edition named ”If War or Crisis Arrives” in May 2018 the suite of printed information has been the prime advice to the Swedes during 75 years.

The aim of this thesis is to study:

    1. How, by which messages, the Swedish government and authorities try to strengthen the resilience of its society through the brochures?
    2. How has the messages from the Swedish state on how citizens should behave in war and crisis changed during the 75 years since the first edition.
    3. Do changes in the forming of the nation through the brochure reflect changed values in society and a changed national narrative?

If War Arrives is part of communication that create the nation of Sweden. It must be assumed that those who produce it search a synthesis between the need to control and lead a people in endangerment and simultaneously catch the same people's self-image.

To find answers to the questions a quantitative study of frequency of key words is performed. This is followed by a discourse analysis emphasising on the Swedish security discourse and the Swedish national discourse.

The conclusion of the quantitative study is a surprisingly stable product with, except for one subject (description of the enemy), small changes in the messages to the citizens. Moral statements have declined but legally built requirements have increased during the six editions published.

The discourse study show a slightly changing language concerning the demands on the citizens in case of war or other sever danger. The construction of the national narrative is more adjusted to the modern diversified society in a globalized world but nevertheless the inhabitants of the nation are responsible both for themselves as individuals and share a responsibility for the nation-state of Sweden.

There are indications for a change in the narrative of the Swedish nation because the collective claims of expressions seemingly embraced by everybody like “our style of life” or “form of living” has changed to the phrase “… the right to live according to our own choice”. This is a rhetorical change in phrasing that suits the needs of a modern globalized nation far better.

    Abstract [en]

The Swedish Armed Forces has, since the turn of the century, transformed from an invasion defence to a type of mission oriented defence. This means that the Swedish armed forces have become smaller in volume, material has been terminated, a lot of personnel have been terminated and the amount of conscripts heavily reduced. The author is interested in how this has affected the Swedish armed force as recourse to the Swedish society.

Before and under the transformation, one of the Swedish armed forces duties has been to strengthen the Swedish society when hard tensions have emerged in peacetime. This duty has been presented in the regulations that the Swedish government give to the Swedish Armed Forces every year.  The duty is also one of the duties presented in the regulation that controls the Swedish Armed Forces activities.

The problem that is presented in the essay is how the Swedish government has adjusted this duty to the Swedish Armed Forces with this transformation in mind. The purpose of this essay is therefore to investigate and compare if the duties have been changed, developed and/or adjusted to the new Swedish armed forces as it is today.

The result of this paper shows that the government has not changed the duty to strengthen the society when hard tensions come. However, it also shows that there is a continuing adjustment to the duty in form of cooperation with other authorities. This development can be seen in different ways in the varying sources that have been presented in the essay.

The author has drawn some conclusions concerning the presented results and reached a conclusion that the government does not have to change the duty. It can be preserved as it is today. In order to use the resources that the Swedish armed forces contribute more efficiently, the government has to develop and specify how the Swedish armed forces can be used with the greatest efficiency.

    Abstract [en]

To have a functioning organization where there is a self-development for employees them selves, as well as between managers and employees, where employees are empowered and work for the organization and its goals. Feedback seems to be the main instrument to solve problems and create that organization. At the Military Academy Karlberg and the basic officers training there is a lot of discussions about feedback and how it is supposed to be carried out. This essay discusses the matter of how well we live up to the demands set by leadership classes at the Military Academy, what the platoon leaders do think about how feedback takes its expression. The questions about how feedback is used are to be answered by interviews with five platoon leaders and their thoughts about how feedback is communicated at the Academy. The results of the interviews have got differences but there are common points of view. All platoon leaders have the opinion that feedback is an instrument which is made for developing either the personell or the organization. Three of the platoon leaders use expressions when they give feedback, such as “i-expressions”:“When you act like this I feel like…etc”. How feedback takes its expression is in general manifested with big differences but all of the platoon leaders do agree that feedback is not used as much as it could be. With consideration to the differences in opinions, the conclusion, consist of how feedback takes its expression. It is important that everyone in the organization gets empowered and aligned with the common goals of the organization.

    Abstract [en]

Theories on knowledge development, adaptation and innovation have connections to transforma-tional leadership and recent military research on contemporary warfare. The thesis explores the learning environment, and describes the behavioural changes that supports and fosters dynamic thinking and adaptive problem-solving in a military organization. In a survey, two groups of lead-ers conceptions of the Swedish Armed Forces (SwAF) prerequisites where compiled and com-pared. The survey consisted of quantitative and qualitative methods. The results indicated leader-ship challenges within SwAF.

    Abstract [sv]

    Abstract [en]

The Swedish armed forces claim that they are using mission-type-tactics. Some people argue that it’s not the case, at least not consistently. The reason for this might be the area in which the foundation for a doctrine, philosophy or any mindset is laid, the basic training and education. Today it is just assumed that mission-type-tactics are used. Inconveniently, this is also the area were the least research has been made speaking of mission-type-tactics. The essay explores ways of and suggests how to conduct basic training of soldiers but also education for attending officers in and with mission-type-tactics.

The essay is divided into three parts. The first part defines mission-type-tactics from a Swedish point of view. The second part reports and analyses interviews made with platoon level officers and cadets who don’t think that the Swedish armed forces are fully using mission-type-tactics. The third part of the essay compares and discusses the first and second parts and answers the question of how basic training and education should be designed in order to attain the essence of mission-type-tactics.

The conclusion is that the Swedish armed forces seem to have the right tools to conduct both basic training and education in and with mission-type-orders. However, there is a risk of inconsistency and not enough attention is paid to details that must be eliminated before the Swedish armed forces can truly claim to be using mission-type-tactics.

    Abstract [sv]

    Abstract [en]

Women constitute a minority in most military organizations, and previous research indicates that women face several barriers that affect both their careers and well-being in the organization. In the Swedish Armed Forces women were admitted to all services and branches with the same rights as men in 1989, but despite that there are now only 7 % female officers, and 17 % women in total in the organization. This study aims to examine the reasons for the minority of women at the higher positions and whether this can be understood from the factors identified by previous research, which also constitute the theoretical framework used in this study. The study is conducted on the basis of interviews with 12 female soldiers and officers in the Swedish Armed Forces, where women's thoughts and experiences about their careers and situation in the organization were sought.

The results of the study show that there are factors influenced by both the organization and by the individual themselves that affect women's careers. The factors according to the respondents that have the most impact are negative attitudes and treatment from men, the organization's culture and jargon, as well as difficulties in combining a family life with work in the defense sector, and lack of support and role models.

    Abstract [en]

Since 2003 the Swedish Armed Forces uses Developmental Leadership as their formal leadership model. The model is characterised by the leader acting as a role model and providing inspiration, motivation and personal consideration. The model stresses the importance authenticity plays in achieving the motivational aspects of leadership. The current literature on authenticity shows almost solely positive effects of the application of authenticity. However, there are organizational factors that seem to impede the non-commissioned officers’ ability to freely express their authentic self. Therefore, this study has aimed to deeper investigate the possible discrepancy between the application of authenticity in theory in relation to practice. To achieve this, we strive to answer the question as to how non-commissioned officers experience the practical application of authenticity in military contexts. A qualitative semistructured interview guide was chosen as the research method. The participants consisted of six non-commissioned officers in troop leading positions within the Swedish Armed Forces. Through a thematic analysis the data resulted in three main themes with a total of eleven subcategories. The study concludes that the results support the Developmental Leadership model´s claim that environmental factors affect the way leaders can exert Developmental Leadership. In addition, the study also contribute to a clearer picture of how these factors specifically affect leaders ability to act authentically.

    Abstract [en]

The cadets at the 217:th company at the Military Academy Karlberg is facing a future of employment in the Swedish Armed Forces. The cadets recruitment process has been lined with alternating decision by the Swedish Armed Forces and decisions that will affect the cadets in their future profession as officers in the Armed Forces have been taken since they first started at Karlberg. Based on this, do the cadets want to take employement in the Swedish Armed Forces after graduation?

The purpose of the study has the intention to use Maslow's need-theory in order to examine the feasibility of finding trends for whether the cadets feel satisfaction from the five steps that constitute Maslow's theory and if their willingness to accept employment in the Swedish Armed Forces can connect to it. The thesis also measure whether its possible to distinguish certain factors that affect the cadets to a greater extent for not wanting to take up employment in the Swedish Armed Forces after graduation.

The purpose and the questions is answered by a survey that the cadets have answered. The survey is based on Maslow's theory and is designed for the cadets future profession as becoming officers in the Swedish Armed Forces.

The results show that among the cadets who responded to the survey the willingness to accept employment in the Armed Forces is very high. Factors affecting the cadets to not wanting to take up employment is primarily fear of not beeing employed in the place they desire or the anxiety they may feel regarding family issues.

Year)), 10 credits / 15 HE creditsStudent thesis
    Abstract [sv]

    Abstract [sv]

Attacks on Civilians in Civil War: Targeting the Achilles Heel of Democratic Governments2012In: International Interactions, ISSN 0305-0629, E-ISSN 1547-7444, Vol. 38, no 2, p. 164-181Article in journal (Refereed)
    Abstract [en]

Previous research has indicated that democracy decreases the risk of armed conflict, while increasing the likelihood of terrorist attacks, but we know little about the effect of democracy on violence against civilians in ongoing civil conflicts. This study seeks to fill this empirical gap in the research on democracy and political violence, by examining all rebel groups involved in an armed conflict 1989–2004. Using different measures of democracy, the results demonstrate that rebels target more civilians when facing a democratic (or semi-democratic) government. Democracies are perceived as particularly vulnerable to attacks on the population, since civilians can hold the government accountable for failures to provide security, and this provides incentives for rebels to target civilians. At the same time, the openness of democratic societies provides opportunities for carrying out violent attacks. Thus, the strength of democracy—its accountability and openness—can become an Achilles heel during an internal armed conflict.

Attraktionsarbete och förändring i Försvarsmakten: utmaningar och möjligheter2010Report (Other academic)
    Abstract [sv]

Attrition during basic military training in the Swedish Armed Forces2018Conference paper (Other academic)
    Abstract [en]

Attrition from basic military training is a serious and costly problem for Armed Forces. When the Swedish Armed Forces transformed from a conscript-based force to an all-volunteer force in 2010 the knowledge about reasons for attrition decreased, due to changed procedures. Today a recruit can leave basic military training within 24 hours and without further explanations. The project “Systematic follow-up of the psychological selection”, aims at developing the admission tests, the basic military training and the work environment at the military units in order to reduce attrition. The project is a collaboration between the Swedish Armed Forces including the Internal Occupational Health Care Center and Human Resources, the Swedish Defence Recruitment Agency and the Swedish Defence University.

Data is collected from the admission tests, questionnaires (first week/baseline, and last week of training) and interviews with recruits who drop out. The project aims to predict attrition caused by other factors than injuries and to predict further engagement/employment in the Swedish Armed Forces.

Partly due to difficulties to employ sufficient numbers to the Swedish Armed Forces, the Swedish Government have decided to reestablish the conscription in 2018. The conscription will be gender neutral and work as a complement to the volunteer recruitment. We believe that the methods of this project and the knowledge gained are as reliable for a conscript-based training as for a volunteer training.

    Abstract [sv]

Augmented Reality and Mixed Reality Technologies: Enhancing Training and Mission Preparation with Simulations2013Conference paper (Refereed)
    Abstract [en]

The Instruction Centre for Operations on Law and Order Assurance (CIOpGLO) is a Brazilian Army facility created in March 2005 in Campinas, Brazil. The mission of this centre involves the offering of training in different perspectives, which includes the preparation of soldiers to enter in slums areas in Rio de Janeiro and other cities to arrest criminals, whenever a federal intervention is required. This centre is involved in training to guarantee law and order and, at the same time, prepare officers and soldiers for interventions even in urban areas. To allow such training, this facility counts with physical built sites to allow soldiers to train how to get inside houses, how to shoot at short ranges (from 0 to 30 meters), how to move and shelter while going up in a hill with many houses and corridors on the way, and so on. The Brazilian Army, in the last few years, started operating in slums like the ones of the "Alemão" and the "Penha" complex in Rio de Janeiro. The Army is also participating in operations out of Brazil in countries like Haiti. In situations like this, the armed forces take over the coordination of public security temporarily to recover the control of certain areas. Since the armed forces were not originally created to act in situations like this, there is a need to train all military stakeholders involved so that the operations are successful. Additionally, major events like the Confederations Cup, the World Cup in 2014 and the Olympics in 2016, generate additional demands for the armed forces, which are likely to be called to act at specific times. Moreover, it is noteworthy that there is a growing trend in which conflicts around the world occur, more than ever, inside the cities, where civilians take great risk and suffer many casualties, something called as “collateral damage” of the urban warfare. Recent examples include Afghanistan and Iraq. In this work, the preparation of soldiers at CIOpGLO is discussed while the possibility of using new approaches based on augmented reality and mixed reality technologies are considered. As a way to enhance training and mission preparation with simulations, this research focus on augmented reality (AR) supported by head-mounted displays (HMDs). HDMs may have many shapes, which include pairs of glasses with lenses that present AR with superposed images, enabling its wearer a total immersion in the simulation. The method used in this work involves a literature review on AR and HMDs, assessment of training needs at the Brazilian Army and an evaluation of emerging technologies from the ICT sector. The technologies to be considered are the HDMs, in this specific case the available programming languages, software and hardware from suppliers of commercial off-the-shelf (COTS) and military off-the-shelf (MOTS). The main contribution of this work is the comparative study of the main solutions for HDM. This study represents an essential step for concept development and for the experimentation to exploit and evaluate the use of simulations. The research presented suggests that the approach is effective and that future work should be on both development of new applications and its evaluation in real training sets in Brazil.
