    Abstract [sv]

    Inom krigsvetenskapen används asymmetrisk konfliktteori för att förklara utkomsten av konflikter. Data under 1900-talets andra hälft visar att mer än varannan asymmetrisk konflikt slutar till den svagares fördel. Hur kan en relativt svagare aktör dra fördel av detta?

    Med en kritisk teoriutvecklande ansats syftar arbetet till att studera hur relativt svagare aktörer kan dra fördel av asymmetriska strategier i marin miljö. Detta sker genom att placera begreppet strategisk interaktion i relation till marina strategier vilket bildar arbetets teoretiska ramverk och på så sätt bidrar till en utveckling av teoribildningen.

    Genom en hypotesprövande fallstudie av sjöfartskriget i konflikten mellan Iran och Irak uppvisar det teoretiska ramverket samverkande förklaringsfaktorer. Detta innebär att strategisk interaktion inte entydigt eller enskilt kan förklara utkomsten av asymmetriska konflikter. Två kompletterande och i någon mån konkurrerande faktorer visar sig ha stort förklaringsvärde, intresseasymmetri och hur väl rustad den relativt svagare aktören är. Konkret betyder detta att en kombination av oväntad teknik och taktik tillsammans med en tydlig intensitet i uppträdandet kan påverka utkomsten av konflikten.

    Studiens viktigaste resultat visar att framtida studier fordras för att bekräfta interaktionseffekterna i det teoretiska ramverket och hur arbetets beroende variabel – framgång ska förstås av samtiden.

    Abstract [en]

    The military concept of asymmetric warfare has become both popular and ambiguous in military scientific discourse. Even though the debate amongst scholars has been focused on what kinds of power may cause a conflict to become asymmetric, the concept is also often used to describe unconventional war against former colonial nations.

     

    The purpose of this study is to compare how asymmetric warfare has been described by the Swedish Armed Forces, in military theory literature and the article which founded the concept. By concept analysis, asymmetric warfare is analysed through John Gerrings metatheory.

     

    The result shows that the concept is indeed ambiguous and broad in its meaning. The scientific literature describes the concept as debated and imprecise; the Swedish Armed Forces describe asymmetry in warfare as inequality of motives between two actors. This study contributes to the military discourse by highlighting the concept of asymmetric warfare as uncertain in its meaning. It also explains what approach the Swedish Armed Forces takes to the concept.

    Abstract [en]

    The main purpose with this paper is to show how different atmospheric conditions have aninfluence on the tactical utilization of the electromagnetic propagation and the necessity for anoperator to understand and make an assessment of the effects.Sensors that use the electromagnetic spectra are more and more common in our militarysystems. Weather and the atmosphere effect the transmission and the propagation ofelectromagnetic waves. Different atmospheric and weather phenomena effect the choice offrequencies and wavelength of the sensors and create restraints in utilization. Utilization ofsensors and systems to detect and track targets and threats demands knowledge in how toassess how the sensors or the systems are affected when they are used in different climatic andweather conditions. The need for this is great and in the future it will increase when we willmore and more be relying on the technical expedient to detect and destroy a target in combatenvironment. In the future, a changing environment with international commitments in aclimate that is very different from the Swedish climate, will further influence the tests and theknowledge that is required. The paper describes situations where weather has an influence onutilization of electromagnetic waves for radar and optical sensors. The paper also looks intothe need for education in meteorology and weather influence.

    Abstract [en]

    Background: Officers in the Swedish Armed Forces educates their soldiers in various skills and arenas. The Officers get their educational training in officer training courses conducted by the Swedish Armed Forces or the Swedish national defence college. The aim of this study was to find out how the cadets, belive that they are formed into educators, their views on the literature being used in the Swedish armed Forsces, and their views on leadership and educational science.

    Methods: The data for analysis were collected in spring 2010, by use of a questionnaire among cadets studying the tactical/operational program Ta/Op 07/10 at the Swedish national defence college. The respons rate was 69, 6 %.

    Results: The majority of the cadets thought that experience was the most important factor in becoming a good educator. Most of the cadets also thought that the literature being used by the Swedish armed forces was good, however, few cadets stated that they will use the material for reflection on their own teaching when working as officers.

    Conclusions: The Cadets had a positive attitude towards the educational philosphy and literature being used, but few will use the literature in reflecting on themselves as teachers. Cadets belive that they mainly will become good educators through experience, and that it is important that leaders and managers in Swedish armed forces have knowledge about educational science.

    Sammanfattning

    Kriser beskrivs skapa förutsättningar för lärdomar eftersom krisen av sin natur indikerar att verksamheten inte fungerat som den ska. Politikerna svarar ofta snabbt med att de tagit lärdomar av krisen för att kunna förbättra det fortsatta arbetet, men när vi inte ser tillräckliga förbättringar för att undvika fler kriser – har då våra politiker lärt sig? Om politikerna faktiskt implementerar lärdomar i verksamheten efter kriser är en fråga värd att undersöka. Denna studie grundar sig i teorin om policyinlärning och undersöker hur politiker implementerar lärdomar med hjälp av policyer skapade efter kriser. Hundratals oljeläckor sker varje år i USA orsakade av säkerhetsbrister hos ledningar som transporterar farliga ämnen genom landet. Samtidigt rapporterades det år 2010 att mängden olja som spilldes under året kunde likställas med mängden år 2001, nio år tidigare. Flera lagförslag introduceras årligen i hopp om att förbättra säkerhetsarbetet kring ledningarna och undvika sådana förödande oljeläckor som sker. Den här studien utgår från en policy som introducerades år 2004 och innebar stora förändringar för säkerhetsarbetet, bland annat skapandet av en ny myndighet med större ansvar att ställa hårdare federala krav på företagen. Studien undersöker två stora oljeläckor från år 2006 och 2010 för att kategorisera lärande i ett långsiktigt perspektiv efter policyn år 2004. Studiens resultat visar att myndigheten över tid fick för lite resurser för att uppfylla sitt riskförebyggande arbete och undvika oljeläckorna. Därmed visar studien att den omorganisering som policyn år 2004 innebar inte var tillräckligt genomtänkt där lärdomar inte implementerats på djupet för det fortsatta arbetet. Policyn diskuteras därmed ha varit en illusion för politikerna att visa allmänheten att de gjorde något åt problemet, trots att de på djupet inte förändrade sitt arbete.

    Learning from traumatic events: a comparative case study of governmental close protection policies in the aftermath of the murder of Olof Palme and Anna LindhViolent and threatful crimes against politicians are as despicable as any other crime acts against citizen. However, if politicians are targeted solely due to their position – the act can seriously damage the state and central government.

    This paper compares reports of government commissions and investigations which were initiated after the murder of Swedish prime minister Olof Palme in 1986 and secretary of state Anna Lindh in 2003. The purpose is to analyse and compare the conclusions and distinguish the main arguments that led to those conclusions and decipher similarities and differences through the lens of Tom Christensen’s instrumental perspective as well as Peter May’s social policy learning theory. The methodological approach of a qualitative method for this study fosters a deeper understanding of the ideological stances. Furthermore, the qualitative approach of conducting interviews with officials in various government positions has allowed for a more nuanced and thoughtful analysis. Together with the commissions and report, the interviews provide a holistic perspective of the two timeframes.

    The research question has been posed as follows: When comparing government commissions regarding the close protection of the central government, which essential similarities and differences can be distinguished?

    The result suggests that, an ideological change regarding main threats against the central government has taken place. The main policy discussions in the aftermath of the murder of prime minister Olof Palme was terrorism and if it could have been prevented at the time being. One major policy change was the build-up of the Swedish counter-terrorist unit. The main policy discussions in the aftermath of the murder of Anna Lindh was the issue of citizens with severe mental illnesses and how to detect those that pose serious threats to the central government at an earlier stage.

    Furthermore, given the conclusions of the commissions and reports, it is possible to determine that ”social policy learning” has occurred as according to Peter May’s theory. However, the study also notes an crucial exception; government officials in need of close protection can henceforth conform the structure of it and determine whether they want it or not.

    Det ligger i Försvarsmaktens intresse att förbandens effekt är så hög som möjligt. Speciellt som Försvarsmakten har minskat i storlek sedan försvarstransformationen i början av 2000-talet och antalet internationella insatser har ökat under samma tidsperiod. Flygvapnets transportflygförband TP84 har sedan försvarstransformationens start i stort sett varit insatt i en större insats eller internationellt åtagande varje år fram till 2015. Det är därför intressant att undersöka hur variablerna motivation och sammanhållning, vilka inverkar på förbandets effekt, har påverkats av ledarskapet. Med den kunskapen kan ledarskapet utvecklas och därmed eventuellt öka förbandets effekt. Fallstudier genomfördes på fem olika fall i insats med TP84. I varje fallstudie fick flygstyrkechefen svara på påståenden gällande ledarstil och besättningsmedlemmarna fick svara på påståenden gällande faktorer som enligt teorin påverkar motivation, sammanhållning samt frågor gällande ledarstil. Analysen av fallstudierna visar att besättningsmedlemmarna upplever en tydlig positivitet gällande motivation och sammanhållning och att flygstyrkecheferna utövat ett ledarskap enligt modell utvecklande ledarskap. Konklusionen av det är att flygstyrkecheferna i TP84 insatserna utövat ett ledarskap som enligt teorin påverkar förbandets effekt positivt. Fallstudierna visar att det finns mindre individuella skillnader i ledarskapet mellan flygstyrkecheferna. En utveckling av ledarskapet skulle öka motivation och sammanhållningen hos besättningsmedlemmarna och därmed förbandets effekt. Det skulle kunna uppnås genom att cheferna till exempel genomför grundkursen i utvecklande ledarskap vilket ger en insikt i vilken ledarstil de har och hur de kan utvecklas.

    Abstract [en]

    The main purpose of this essay was to analyze The Swedish Armed Forces capacity asan organization to create conditions to accomplish and implement the strategically alterationof its command structure. I have therefore been studying the two latest alteration processesthat the organization has accomplished, “Command Organization 2000” and “CommandAnalysis 2002” in order to understand if, and if so in what ways the organization usesprevious knowledge in new alteration processes.The theoretical framework was built up by an overarching summary of the mostcommon issues and problems that an alteration process can encounter, in order tosubstantiate the use of John P Kotters (1996) model as a theoretical framework for the essay.Kotters model is used to analyze the problems that can appear during an alteration processand describes how to be able to prevent and/or overcome them. In order to accomplish asuccessful alteration process Kotters model presents eight steps which all ought to be carriedout. If the process fails to accomplish one of the eight steps it is likely that the process willbe unaccomplished and the purpose of the alteration will be missed. Thereby it is likely thatthe whole process has been nothing else but a waste of the organizations time and resources.Kotter also emphasize the importance of a true leadership during the alteration process andits determining factor on the process possibility to become successful. An organization thathas to much management instead of true leadership is an organization that will have anunaccomplished alteration process, as well as it is a sign that there is something very wrongwith the focus of the organization.The empirical research of the essay was based on literature research in the officialdocuments of The Swedish Armed Forces and on interviews of officers who where involvedin the analyzed processes. The purpose of the interviews was mainly to widen the empiricalmaterial in order to understand which important decisions and considerations that wheredone during the processes but never were put down on paper.The most important conclusions of my research was as follows; The Swedish ArmedForces lacks the ability as an organization to evaluate its alteration processes and transferconclusions and experiences to coming processes, the alteration process “Command Analysis2002” and its implementation was not based on any scientific basis or any theoretical model– conscious or unconscious, the fellow workers of The Swedish Armed Forces was not givenany time or ability to understand what attitude they should have towards the alterationprocess and to the changes that it resulted in. The conclusions can therefore be summarizedto the comprehensive understanding that The Swedish Armed Forces lacks the organizationalability to accomplish strategically alteration of its command structure.

    Abstract [en]

    I chose to study how the Swedish Air force carries out their work with setting goals for their work to improve flight safety and compare this with how the Swedish nuclear power plant Forsmark performs their work with improving nuclear safety. The study showed that both organisations have a lot to improve on in their ways of how to work. Especially when it comes to engaging the employees in the process, both in letting the employees be a part of coming up with areas to work on and in letting the employees evaluate which progress that has been made. It also showed that both organisations need to improve their methods for evaluating the work that has been done. This is especially important for the Air Force which evaluates on many levels and locations and did not have a set standard for how to conduct the evaluation. Although, Forsmark also needed to improve but on how to conduct the evaluation on more than one level in the organisation, allowing more people into the evaluation process and maybe letting someone not part of the process be a part of the evaluation to see things from a different perspective. Also, Forsmark had goals set which did not have a set time for when to evaluate them, which is another criteria for success.

    Abstract [en]

    According to contemporary western military doctrines, and Swedish doctrine is no exception, analyses of the centers of gravity of enemy and friendly forces are vital steps in the planning process at the strategic and operational levels of war. Centers of gravity might be attacked or influenced directly or indirectly, ideally by targeting critical vulnerabilities. Critical vulnerabilities are often of a technical nature, as shown by historical experience. A lack of technical understanding might lead to enemy vulnerabilities not being exploited and our own not being adequately protected. According to doctrine, a center of gravity’s key factors should be identified through systems analysis of enemy and friendly forces. However, descriptions of what these analyses are, or how they should be conducted, lack sufficient depth and clarity to be used in practice and provide sufficient quality. This is likely to have negative consequences for continued planning.

    This thesis proposes a developed method for center of gravity analysis, focusing on the identification and evaluation of critical vulnerabilities. The main elements of the method are modeling and classification, where the classification is conducted using a proposed method, supported by a method within the targeting process, and by civilian research into system vulnerabilities. The full method is operationalized in the thesis and tested in a two-case study. The conclusions from the study indicate that the proposed method is usable and has explanatory value in the cases studied. To achieve sufficient quality in the analysis of critical vulnerabilities, in-depth systems knowledge and, not least, resources in terms of staff and time are required. The proposed method needs to be tested in its entirety to evaluate its practical usability.

    The following study is investigating the Swedish response to Russian information warfare through strategic narratives broadcasted by Russian state-controlled media as RT and Sputnik News. Thus, the study further questions if the Swedish response differs between which political subject area that was attacked by Russian state-controlled media, and how that response affects the Swedish states’ democratic principles. The research question is therefore both applying and elaborating Hellman and Wagnssons (2017) analytical framework for describing and categorizing European states’ responses to Russian disinformation, since they confirm that states can use different and opposite responses simultaneously, but not stretching the question to examine if there are differences in response due to dividing political subject areas. By constructing and applying a combined method of narrative analysis and ideal-type analysis the author conducts a study of four Swedish ministers’ responses in foreign-, defense-, justice- and migration policy to categorize them by using Hellman and Wagnssons (2017) four ideal-type responses: confronting, blocking, naturalizing and/or ignoring. The study confirmes that the Swedish ministers’ responses did differ between the political subject areas in the cases of this essay. The foreign and defense policy responses were characterized as confronting and therefore directly engaging with the Russian strategic narratives, which contrasted with the disengaging responses in the other two political subject areas. The justice policy response corresponded with the naturalizing ideal-type and the migration policy response corresponded with the ignoring ideal-type. The author discusses the political impact of mixing opposite ideal-type responses from Hellman and Wagnssons (2017) theory, since they separately and together signal different democratic principles which nonetheless creates a confusing and non-coherent Swedish response to the surrounding world.

    Authoritarian states and democracies have long used propaganda and disinformation to manipulate target audiences. Recently interest in this issue has increased, especially as active pro-Kremlin disinformation measures have targeted the Nordic countries. So far, research on disinformation measures in a Nordic context is limited and focuses mainly on how individual countries have been exposed, or how disinformation in regard to a particular and debated issue have affected the debate in individual countries, while research is lacking on how Nordic countries organize themselves and work to identify and counter such threats ina comparative perspective. This comparative case study uses qualitative analysis of literature, policy documents and interviews with expert practitioners to show that Sweden and Finland have established and tested organizations and networks to identify and counter disinformation campaigns. Similar institutionalization is now underway in Denmark and Norway. The states inspire each other and participate in international collaboration. But how the countries participate in such collaboration varies and, moreover, has bearing on their vulnerability in facing the threat.

    Uppsatsen syftar till att jämföra amerikansk och fransk doktrin för counterinsurgency för att utröna vilka skillnader och likheter som finns mellan dessa. Ämnet har valts av anledningen av att försvarsmakter med liknande doktriner når en högre grad av effektivitet under insatser, och att Sverige militärt samarbetar med båda USA och Frankrike i internationella insatser. Uppsatsen visar att amerikansk och fransk counterinsurgency-doktrin i stort är mycket lika, men att vissa skillnader i exempelvis behandling av civilbefolkningen i insatsområdet finns.

    The theoretical principle for successful command and control depends on such elements as the factor of coordination between Swedish research within command and control science and the development of the Swedish Armed Forces doctrine.

    The ongoing Swedish research within command and control science has created a generic model, the dynamic OODA-loop. The dynamic OODA-loop presents two major key aspects for command and control, the outer and the inner system and how they interface. Furthermore, the Swedish Armed Forces is in a developmental process of the Military Strategic Doctrine. The purpose of the development is to adjust the doctrine to be more useful within the Armed Forces and to describe the ongoing changes in a dynamic and complex environment.

    The purpose of this study is to identify if the development of the doctrine has been guided by the latest research within command and control science. The purpose is also to get a deeper understanding and awareness in order to meet the demands leading to a successful command and control within the military strategic doctrine.

    The study shows a positive doctrinal development in a number of areas such as; the environment where military effects will take action and attach descriptions concerning the intent and the understanding of a mission. It also shows the need for a continued doctrinal development within command and control in close cooperation within the areas of Swedish research.

    Abstract [en]

    This essay focuses on the U.S. Navy’s former and future capability to counter thethreats of sea mines in coastal waters during sea control operations. The study isbased on a broad theoretical background. The theories I use to describe and analysethe theories and methods for warfare at sea described by Julian S Corbett in 1911.These theories forms the bias of this essay and are used to analyze the case study.The U.S. Navy has struggled with the difficult task of mine clearance operations forwell over 100 years. During August 1864 the defenders of Mobile, Alabama a portcity on the Gulf of Mexico used mines against the forces led by Rear AdmiralFarragut. These struggles have been marked by a propensity to react to current orpast mine threats in developing force structure and employment methodologies. Thisreactionary approach to mine countermeasures is identified in three recurring themes;the lack of a published doctrine, the failure to fully integrate mine countermeasureforces into the operating forces, and the fragmentary development of technologywithout the focusing element of a coherent doctrine to guide research anddevelopment efforts. These themes are recognizable in the changing minecountermeasures force structure that has resulted from the Navy's reaction to minethreats manifested in various conflicts. Naval mine countermeasures and procedureshave been historically reactionary and essentially unfocused in their evolution.Examples of these difficulties can be identified in the Wonsan harbor during theKorean War, the Gulf War, and in present day planning for expeditionary warfareemployment.Since the end of the Cold War the need for multinational cooperation has increasedwithin the framework of nations and alliances. This change has opened the door forcooperation between traditionally small coastal navies and blue water navies.

    In the 1990s the Swedish Armed Forces (SAF) adopted the concept of outsourcing for the provision

    of certain services. With an increasing amount of services being outsourced to civilian companies,

    there is little research regarding which types of services are being outsourced by SAF, and

    how it´s motivated. One service being partially outsourced is the guarding of military bases

    throughout Sweden. With an on-going debate by researchers on the concept of military outsourcing

    in expeditionary forces, this study takes a domestic view of outsourcing.

    This thesis seeks to investigate the concept of military outsourcing, applied to the case of base

    guards in Sweden. The analysis proves that several reasons or justifications for outsourcing base

    guarding are presented by those responsible for security in Swedish military units. The analysis also

    concludes that guard services is viewed different between headquarter level and regimental level.

    Although considered not a core activity, due to high interdependence with core activities and

    the requirement for firm-specific competence regimental representatives show more reluctance

    towards outsourcing guard services.

    Traditionellt har synen på teknik i Försvarsmakten präglats av en uppdelning i olika typer av militär personal: ’tekniker’ och ’officerare’. ’Teknikern’ är den som hanterar tekniken och ’officeren’ är den som hanterar operationen. Detta har varit en behändig uppdelning som gett ’officeren' en ursäkt att slippa bry sig om tekniken och ’teknikern’ ett tydligt definierat arbetsutrymme. Denna konstruktion stämmer självklart inte med verkligheten, men den har trots detta influerat bland annat utveckling av utbildning och begrepp.

    Den här skriften utgår från en helt annan syn, nämligen den att tekniska system är all officerares arbetsredskap och en förståelse för dessa arbetsredskap är centralt för att kunna utöva yrket effektivt. Självklart behöver olika personalkategorier olika typer av kunskap och olika mycket kunskap, men det är av underordnad betydelse. Den aspekt som är central här för utformningen av militärteknik är behovet av alla officerares övergripande förståelse för teknik. Detta ställer till viss del ’nya’ krav på utbildningen bland annat vad det gäller synen på teknik och i vilket sammanhang den studeras, det är dessa aspekter och krav som denna skrift beskriver. Detta är den andra upplagan, den första gavs ut 2008. Titeln på skriften var 2008 PM: Militärteknisk grundnivå, nu har titeln breddats en aning till Att planera och genomföra utbildning i militärteknik.

    Ämnesrådet i militärteknik syftar med denna bok att ge ett stöd, främst till lärare, att utnyttja vid sidan av andra styrdokument, vid utveckling och genomförande av militärteknisk utbildning för officerare och annan militär personal. Utöver det förtjänar utbildningen även att diskuteras utifrån akademiska krav, den diskussionen utelämnas dock till största delen ur denna bok.

    Del 1 redovisar hur militärteknisk utbildning principiellt byggs upp.

    Del 2 tar kortfattat upp begreppen naturvetenskap och samhällsvetenskap i relation till ämnet militärteknik.

    Del 3 beskriver översiktligt nivåer för högskoleutbildning.

    Del 4 diskuterer det självständiga arbetets roll.

    Del 5 ger några tips att tänka på när kurser och utbildningar i militärteknik utvecklas med fokus på olika typer av kunskap.

    Del 6 diskuterar systemtänkande och systembegreppet och dess roll i militärteknisk utbildning.

    I Att samverka i kris möter vi människor som i akuta krissituationer ställs inför olika samarbetsproblem och dilemman. Deras historier berättas i skönlitterär form och illustrerar inlevelsefullt mellanmänskligt samspel i krislägen. Berättelserna levandegör de efterföljande analyserna och teoretiskt förankrade resonemangen där författarna kartlägger och belyser problematik och trångmål som uppstår under kritiska omständigheter.

    Stoffet i skildringarna är empiriskt material från verkliga situationer som terrordåd och skogsbränder, och författarna har lagt sig vinn om att på ett pedagogiskt sätt visa på de utmaningar som kan uppstå vid samverkan i krissituationer. De analyserar händelseförloppen med hjälp av forskningsrön och beskriver också det svenska förvaltningssystemets betydelse för respektive krissituation. På så vis får läsaren även med sig kunskaper om det svenska krisberedskapssystemet.     I Försvarsmakten återfinns ett motsatsförhållande mellan organisationens vilja och yrkesofficerens uppfattning. I officiella publikationer förmedlas en acceptans för misslyckande medan det finns en benägenhet hos yrkesofficeren att undvika misslyckanden till varje pris. Erfarenheter kan gå förlorade då organisationen har en vilja att lära både genom bra och mindre bra genomförande.

    Studien avser att undersöka hur organisationskultur kan påverka en yrkesofficers syn på misslyckanden. En stark organisationskultur som hämmar en yrkesofficers benägenhet att ta initiativ eller att ta risker av rädsla för att misslyckas, kan negativt inverka på flexibilitet eller kreativitet inom organisationen.

    Resultatet påvisar att antaganden såsom viljan att lyckas och social acceptans påverkar synen på misslyckanden. Det finns en kultur som efter hand blir accepterad som det rätta sättet att lära eller lösa ett problem vilket inte alltid överensstämmer med den officiella viljan. Denna kultur överförs inom organisationen och blir svår att förändra. Yrkesofficeren ställs inför ett val, försöka förändra eller acceptera situationen.

    This thesis deals with a well-known part of Swedish government communication to the citizens and inhabitants of Sweden regarding the event of war or other external threats, the brochure “If War Arrives” first published in 1943.

    With a sixth edition named ”If War or Crisis Arrives” in May 2018 the suite of printed information has been the prime advice to the Swedes during 75 years.

    The aim of this thesis is to study:

    1. How, by which messages, the Swedish government and authorities try to strengthen the resilience of its society through the brochures?
    2. How has the messages from the Swedish state on how citizens should behave in war and crisis changed during the 75 years since the first edition.
    3. Do changes in the forming of the nation through the brochure reflect changed values in society and a changed national narrative?

    If War Arrives is part of communication that create the nation of Sweden. It must be assumed that those who produce it search a synthesis between the need to control and lead a people in endangerment and simultaneously catch the same people's self-image.

    To find answers to the questions a quantitative study of frequency of key words is performed. This is followed by a discourse analysis emphasising on the Swedish security discourse and the Swedish national discourse.

    The conclusion of the quantitative study is a surprisingly stable product with, except for one subject (description of the enemy), small changes in the messages to the citizens. Moral statements have declined but legally built requirements have increased during the six editions published.

    The discourse study show a slightly changing language concerning the demands on the citizens in case of war or other sever danger. The construction of the national narrative is more adjusted to the modern diversified society in a globalized world but nevertheless the inhabitants of the nation are responsible both for themselves as individuals and share a responsibility for the nation-state of Sweden.

    There are indications for a change in the narrative of the Swedish nation because the collective claims of expressions seemingly embraced by everybody like “our style of life” or “form of living” has changed to the phrase “… the right to live according to our own choice”. This is a rhetorical change in phrasing that suits the needs of a modern globalized nation far better.

    The Swedish Armed Forces has, since the turn of the century, transformed from an invasion defence to a type of mission oriented defence. This means that the Swedish armed forces have become smaller in volume, material has been terminated, a lot of personnel have been terminated and the amount of conscripts heavily reduced. The author is interested in how this has affected the Swedish armed force as recourse to the Swedish society.

    Before and under the transformation, one of the Swedish armed forces duties has been to strengthen the Swedish society when hard tensions have emerged in peacetime. This duty has been presented in the regulations that the Swedish government give to the Swedish Armed Forces every year.  The duty is also one of the duties presented in the regulation that controls the Swedish Armed Forces activities.

    The problem that is presented in the essay is how the Swedish government has adjusted this duty to the Swedish Armed Forces with this transformation in mind. The purpose of this essay is therefore to investigate and compare if the duties have been changed, developed and/or adjusted to the new Swedish armed forces as it is today.

    The result of this paper shows that the government has not changed the duty to strengthen the society when hard tensions come. However, it also shows that there is a continuing adjustment to the duty in form of cooperation with other authorities. This development can be seen in different ways in the varying sources that have been presented in the essay.

    The author has drawn some conclusions concerning the presented results and reached a conclusion that the government does not have to change the duty. It can be preserved as it is today. In order to use the resources that the Swedish armed forces contribute more efficiently, the government has to develop and specify how the Swedish armed forces can be used with the greatest efficiency.

    To have a functioning organization where there is a self-development for employees them selves, as well as between managers and employees, where employees are empowered and work for the organization and its goals. Feedback seems to be the main instrument to solve problems and create that organization. At the Military Academy Karlberg and the basic officers training there is a lot of discussions about feedback and how it is supposed to be carried out. This essay discusses the matter of how well we live up to the demands set by leadership classes at the Military Academy, what the platoon leaders do think about how feedback takes its expression. The questions about how feedback is used are to be answered by interviews with five platoon leaders and their thoughts about how feedback is communicated at the Academy. The results of the interviews have got differences but there are common points of view. All platoon leaders have the opinion that feedback is an instrument which is made for developing either the personell or the organization. Three of the platoon leaders use expressions when they give feedback, such as “i-expressions”:“When you act like this I feel like…etc”. How feedback takes its expression is in general manifested with big differences but all of the platoon leaders do agree that feedback is not used as much as it could be. With consideration to the differences in opinions, the conclusion, consist of how feedback takes its expression. It is important that everyone in the organization gets empowered and aligned with the common goals of the organization.

    Theories on knowledge development, adaptation and innovation have connections to transforma-tional leadership and recent military research on contemporary warfare. The thesis explores the learning environment, and describes the behavioural changes that supports and fosters dynamic thinking and adaptive problem-solving in a military organization. In a survey, two groups of lead-ers conceptions of the Swedish Armed Forces (SwAF) prerequisites where compiled and com-pared. The survey consisted of quantitative and qualitative methods. The results indicated leader-ship challenges within SwAF.

    Den militära kulturen definieras i hög grad av en stark hierarki och behov av kontroll. Dessa är ideal och värderingar som konkurrerar med innovationsbenägenhet. Tänkande i nya banor begränsas ofta av en uppsättning vedertagna övertygelser som strikt upprätthålls. Metoder och tillvägagångsätt riskerar att bli förutsägbara när organisationer inte är innovativa och anpassar sig efter förändrade förutsättningar.

    Denna studie syftar till att skapa förståelse för antaganden och värderingar som begränsar utveckling och tänkande i nya banor. Studien använder en historisk tillbakablick, observationer av den svenska Försvarsmaktens (FM) kommunikation och gruppdiskussioner för att spåra antaganden och värderingar som påverkar innovationsbenägenhet.

    Studiens resultat visar att kontroll och stabilitet är viktiga drivkrafter inom FMs kultur. Det finns en kultur som innebär att erfarenhet ges högt förtroende samt en obenägenhet att ta risker, vilket hämmar kritisk tänkande och utvecklande av nya beteenden. Det finns även en differens mellan antagna värderingar i styrande dokument och rådande grundläggande antaganden.

    Abstract [en]

    The Swedish armed forces claim that they are using mission-type-tactics. Some people argue that it’s not the case, at least not consistently. The reason for this might be the area in which the foundation for a doctrine, philosophy or any mindset is laid, the basic training and education. Today it is just assumed that mission-type-tactics are used. Inconveniently, this is also the area were the least research has been made speaking of mission-type-tactics. The essay explores ways of and suggests how to conduct basic training of soldiers but also education for attending officers in and with mission-type-tactics.

    The essay is divided into three parts. The first part defines mission-type-tactics from a Swedish point of view. The second part reports and analyses interviews made with platoon level officers and cadets who don’t think that the Swedish armed forces are fully using mission-type-tactics. The third part of the essay compares and discusses the first and second parts and answers the question of how basic training and education should be designed in order to attain the essence of mission-type-tactics.

    The conclusion is that the Swedish armed forces seem to have the right tools to conduct both basic training and education in and with mission-type-orders. However, there is a risk of inconsistency and not enough attention is paid to details that must be eliminated before the Swedish armed forces can truly claim to be using mission-type-tactics.
