    Abstract [en]

    Purpose– Supporting and communicating with citizens is a vital part of societal crisis management. Training exercises may offer an opportunity to develop capabilities among managers in this regard. The purpose of this paper is to examine this potential in an analysis of how citizens were portrayed and perceived by participants in a major crisis management exercise.

    Design/methodology/approach– Observation, document analysis and short interviews during the exercise were used as data collection methods. Data were subjected to thematic analysis to capture core themes in relation to the research aim.

    Findings– Patterns in how citizens’ reactions were portrayed in the exercise were identified to form a citizen behaviour typology. Observations during the exercise also demonstrated some of the challenges in incorporating the citizen perspective. However, findings regarding the perception of the citizen perspective also demonstrate the ability of exercise participants to meet and respond to public behaviours with respect and seriousness.

    Originality/value– Variation is an important condition for learning in exercises, and the identified typology is suggested as a starting point for achieving this in incorporation of the citizen perspective in training scenarios. The results of the study are discussed in terms of a learning framework with the aim of explicitly developing crisis managers’ ability to interact and communicate with citizens in crisis situations.

    Abstract [en]

    The aim of this study was to explore the framing of victims and authorities in Swedish press during the narcolepsy crisis, occurring in the aftermath of the A(H1N1) vaccination campaign. Reporting from five major newspapers was analysed using an inductive and a deductive frame of analysis. The inductive analysis showed that the focus in the reporting on victims was their struggles in everyday life, coping with the disease, while the focus regarding authorities was on criticism and accountability. The deductive analysis revealed the use of a number of framing devices that reinforced the view of victims as vulnerable and authorities as deserving criticism. The underlying significance of the media portrayal and the implications from a crisis communication perspective are discussed.

    Abstract [sv]

    Denna undersökning ingår som ett andra steg i en planerad sekvens av studier som syftar till att validera officersprogrammets urvalsprocess. I det första steget identifierades ett antal egenskaper och förmågor som kan antas vara betydelsefulla för officerare för att utföra ett bra arbete, oavsett inom vilken arena officeren verkar. En sammanfattande modell togs fram där egenskaperna och förmågorna indelades i tre kategorier; individuella basegenskaper, interpersonella förmågor och uppgiftsrelaterade förmågor.

    I det andra steget undersöks dessa egenskaper och förmågors karaktär; är de stabila eller utvecklas de under utbildning eller yrkesutövande? Resultatet visar att de individuella basegenskaperna utvecklas förutsatt en stabil grund liksom de interpersonella förmågorna medan de uppgiftsrelaterade förmågorna huvudsakligen utvecklades över tid, antingen under utbildningen eller som yrkesverksam officer.

    Abstract [en]

    Purpose – The purpose of this paper is to understand the influence of leadership programmes on leaders and co-workers, as well as which mechanisms are involved in the process.

    Design/methodology/approach – An analysis was done into 431 free-text answers to questionnaires given to 120 participants in two different leadership programmes and their co-workers six months after their participation, using a grounded theory inspired approach.

    Findings – The result is a model, linking internal psychological and external behavioural aspects, with the central outcome that leaders gained more confidence in their leadership role through theoretical models learned, and reflection.

    Research limitations/implications – The course participants as well as the co-workers seemed to experience a positive leadership development indicating a value of participating in the courses.

    Practical implications – Confidence in leadership role seems important for having positive outcomes of leadership. Although this needs further research, it is something organisations should consider when working with leadership questions.

    Social implications – The co-workers perceived their leaders to be calmer, more open for discussions, and willing both to give and receive feedback post training. There appears to be an increase in trust both in the leader and reciprocally from the leader in the co-workers.

    Originality/value – Until now there has not been any systematic research into the effects on participants and co-workers following the programmes, despite the fact that over 100,000 have participated in the courses.

    Abstract [en]

    On 7 April 2017, a terrorist attack occurred in central Stockholm. A hijacked lorry was intentionally driven into crowds along a pedestrian street. The purpose of this study was to qualitatively explore how the media framed this terrorist attack. The data collection approach was inductive and explorative, mainly involving searching electronic media databases. The qualitative analysis of 1294 articles resulted in four overarching themes describing how the terrorist attack was framed in the media. These frames are as follows: the incident, framed as confirmed, unconfirmed and denied information; the perception of leadership and authorities as trustworthy; the site perceived as a place of sorrow; and crisis management framed as the initial and sequential framing of the professionals, the heroes and the villains. The primary conclusion is that true as well as fake news affects crisis management and public opinion, which may create challenges for the entire society within the crisis management area.

    Abstract [en]

    The impact of stress on health can depend on factors such as frequency, heightening of stress during a given period or the presence of one or a few repeated hassles of psychological importance. The aim of this study was to gain a deeper understanding of how adult women experience and cope with daily hassles after sexual abuse. Ten interviews were analysed using the grounded theory method. The theoretical model of ‘protecting armor in daily life’ emerged. The aftermath of sexual abuse related coping with daily stress can be understood as a three‐phase process: (1) avoiding and escaping—coping after experiencing sexual abuse; (2) accepting and disclosing—starting a process of recovery; and (3) reconciling and repossessing—living with the experience in the present. The model contributes to a deeper understanding of the everyday life of women who have experienced sexual abuse. Increased knowledge of coping behaviours that can be used to deal with daily hassles may also serve as a tool for health professionals, other helpers and family to help these women rebuild a good life.

    Abstract [en]

    The overall purpose of the thesis was to increase knowledge concerning how people adapt psychologically when faced with a real dan­ger incident, and what implications these reactions and adaptation mecha­nisms have upon immediate performance.

    The thesis is based on three empirical studies concerning people with per­sonal experience of dangerous incidents. Swedish peacekeeping person­nel who were involved in shooting incidents or other highly threatening events participated in two of these studies. Swedish citizens who were living in Kobe, Japan, during the earthquake of 1995 partici­pated in the third study. Retrospective self-reports included both qualitative and quantitative approaches. More specifically, the research questions focused on the subjec­tive descriptions of personal reactions and performance during dan­gerous situations, the frequency of various reac­tions, and the individual and situ­ational factors that influence reactions and functioning.

    On a general level, all groups seem to have performed well during the dangerous encounters they experienced. Severely dysfunctional reactions were rare, but general feelings of invulnerability were commonly reported. During these threatening situations, a partial loss of emotional balance and cognitive functioning was also common. Different individual and situ­a­tional factors appeared to interact with reactions and performance. Factors that were associated with lower performance included whether the danger incident implied a loss of control or if it demanded complex cogni­tive activity.

    A fourth and purely theoretical study addressed how assumptions from Darwian, Freudian, and cognitive psychology are supported by empirical disaster research in explaining why people occasionally fail to adapt when danger is present. It was suggested that the different theories could be integrated into a model, in which adapta­tion mechanisms on different psychological levels could be included; from processes that are con­sciously controlled to automatic processes.

    Abstract [en]

    Are humans rational? Do we generally choose the alternative with the best balance between costs and benefits when making decisions? Or are we to a large extent guided by our emotions and impulses? This book argues that it can be both ways. The latter may, however, be more frequently the case than we ourselves want to believe. Our emotions - and our way of coping with them - are important explanations for decisions that do not have the results that were anticipated, as well as to enemy images, violence and evil.

    It may be reasonable to use gut instinct in everyday decisions that affect only one self and has no dramatic consequences. But the focus in this book is primarily in different contexts in which decisions may have - or may be expected to have - large effects. The first part addresses the question if we are rational in relation to different types of threats - from risks in the community to life-threatening situations and war. The second part analyzes whether political decision makers and various political movements are rational – ranging from the average local politicians to more extreme and violent movements.The book also includesa theoretical part, with a discussion about how our lack of rationality can be explained and understood.

    During life-threatening danger people may react in ways that decrease their chances of surviving or coping with the event. Several empirically demon­strated reactions have a potentially maladaptive effect on per­formance, due to limitations in our cognitive and emotional processing capacity or the activation of obsolete adaptation mechanisms. The possible psychological explanations for this are discussed in terms of assumptions derived from three major psychological paradigms: Darwian, Freudian, and cognitive psychology. These theoretical models all illustrate useful concepts and assumptions, which do not logically exclude one another, necessary to understand more thoroughly how psychological adaptation occurs in danger situations. However, no theory alone explains the empiri­cal find­ings and the various theories should be integrated into a model that includes different levels of psychological function, from consciously controlled processes to emotional and automatic process.

    Abstract [en]

    The purpose of this study was to evaluate the armed forces' ability to implement an unpopular decision while maintaining commitment and job satisfaction among its personnel, as well as examine what factors affect the perceived outcome of a decision process in a military context. In line with earlier research, it was hypothesized that a fair process, knowledge (about the circumstances and objectives of the decision) and trust (in the decision-makers) will promote decision acceptance. An additional hypothesis was that a higher hierarchal position will promote understanding of the decision. A specific decision process was chosen - that which led to the 2010 choice to make service on international military missions mandatory for all personnel in the Swedish Armed Forces. An ad hoc questionnaire was constructed with the intention to measure the perception of the decision's input values, the decision process, the organization and decision-makers, as well as of the outcome. The questionnaire response rate was 48% (N = 229 respondents). The respondents were (predominantly middle-aged, mid-career, male) Swedish military officers and civilian employees. Knowledge about the decision, its perceived timing, and trust in the decision makers - but not the respondents' hierarchical position - significantly contributed to the outcome : its degree of acceptance. The study shows much dissatisfaction with the decision and its implications, but also a lack of knowledge about the decision-making process involved.

    Anchoring Sweden’s Post-conscript Military: Insights From Elites in the Political and Military Realm2018In: Article in journal (Refereed)
    Abstract [en]

    The universal nature of conscription ties or anchors broad segments of society to the military. What happens to societal anchoring after the draft ends? Using in-depth interviews with two groups of elites, this article explores factors that promote and hinder the Swedish Military’s societal anchoring post-conscription. The first group consisted of 18 executives at the Swedish Armed Forces (SAF) headquarters with strategic positions in relation to societal anchoring. The second group consisted of 15 representatives from the corresponding political level: members of the parliamentary Committee on Defense and their officials. The interviews were semistructured and analyzed according to a grounded theory-inspired approach. Main themes concerning obstacles were the public’s low interest and dated knowledge, an unclear political debate resulting in vague expectations concerning the SAF, as well as unclear responsibility for informing the public, and confidence gaps between the military and the political elite.

    Abstract [en]

    Military staff performance may be inferior due to several reasons. The purpose of the present survey was to study the impact of stress reactions, personality factors, situation awareness, and maladaptive group dynamics on the quality of the decision-making in Swedish high-level military staffs. Participants were mainly captains and majors, but also lieutenant colonels and colonels took part (n = 256, 61 % response rate). A mainly self-made questionnaire was administered in two staff exercises. Maladaptive group dynamics, stress exposure, lack of situation awareness, and negative stress reactions were the strongest predictors of poor staff performance, while personality had less impact.

    By identifying components relevant to conscripts' success in and positive attitudes towards the military, we may be able to make it a more attractive employment option for current and future age-cohorts, thus solving the recruitment crisis not only in Sweden, but in several other European countries that have recently made the shift from conscription to an all-volunteer force. Precisely, this study aims to identify and examine conscripts' values and attitudes towards their mandatory tour of duty. The objective of this study is to analyze the components important to Swedish conscripts in order to determine what components should be included or emphasized in future military education programmes. Data were collected from 55,239 conscripts between 2002 and 2010 (when conscription was suspended in Sweden), using an anonymous course evaluation questionnaire. Data from 2002-2005 were combined and used as a baseline to compare against data from later years. Principal component analysis was conducted and resulted in 3 components being extracted for each year (except 2008, a year for which only 2 components were extracted). Those components were individual development, group cohesion, and competence/ state of readiness. The study's most important conclusion was that conscripts' attitudes and values were in line with those of younger generations and that a focus on these values may lead to the development of more attractive educational and career opportunities for today's youth.

    Abstract [en]

    Purpose– The purpose of this paper is to evaluate an organizationally oriented, patient-focused care (PFC) model's effects on care quality and work climate.

    Design/methodology/approach– The study has a before-after (PFC implementation) design. The sample included 1,474 patients and 458 healthcare providers in six participating wards before and after PFC implementation, plus five additional randomly chosen wards, which only featured in the post-assessment.

    Findings– No pre-post differences were found regarding care perceptions or provider work climate evaluations. Statistically significant improvements were noted among provider care evaluations. Using aggregate-level ward data, multiple regression analyses showed that high adherence to PFC principles and a positive work climate contributed significantly to variance among care quality ratings.

    Research limitations/implications– Among healthcare providers, questions related to specific PFC aspects during evenings, nights and weekends had to be dropped owing to a low response rate.

    Practical implications– An important requirement for both practice and research is to tailor PFC to various health and social care contexts.

    Originality/value– The study is large-scale before-after PFC model review, where patient and provider data were collected using well-established measurements.

    The Preparatory Military Training (PMT) project, a labour market programme, resulted in 2012 from a collaboration between the Swedish Armed Forces (SAF) and Public Employment Service (PES), with the former in the lead role as organizer. The project wanted to attract long-term unemployeds of non-EU immigrant extraction and prompt them to undertake ten weeks of training and practice in SAF facilities on a voluntary basis. The SAF's aim was essentially to incite them to enlist at a later stage so as to benefit from their expertise in non-European languages and cultures on international missions, and also to strengthen the SAF's image as an attractive employer. Implementation results showed that while PMT failed to attract as many participants as anticipated and to generate a significant number of later enlistments, it was successful in most other respects : the Swedish military managed to reach out to a much sought-after recruitment target group, and saw its image improve in the eyes of participants who were overall very satisfied with it, notably with the military part of the training. The Public Employment Service, for its part, regarded it as one of the most successful labour programmes ever conducted in Sweden as most participants found jobs or pursued further studies upon completion of PMT. Yet, the programme was discontinued after 2014, not least because of another round of military downsizing. But the recent reinstatement of conscription in Sweden will likely make the findings derived from it useful in making the armed forces more representative of society's diverse composition.

    The purpose of this thesis was to study the prerequisites for the Swedish Armed Forces (SAF) in order to recruit sufficient numbers of suitable individuals to the organization, and to retain those within the organization.

    The thesis comprises three studies (Study 1-3) where Study One comprises data gathered, with a longitudinal design, when Sweden relied on conscription for the manning of the Armed Forces. Results show that those wanting to do international military service assessed themselves higher for required qualities than those individuals not volunteering for international military service. Study Two shows that job satisfaction, according to Hackman and Oldham´s Job satisfaction model, is higher when job characteristics are good, and they in turn affect the Critical Psychological States, as proposed by Hackman and Oldham. Study Three indicates that there is a relation between performance orientation, job characteristics, job satisfaction and retention. In sum, this thesis suggests that there are different incentives for recruiting and retaining personnel to a conscripted force, and an all-volunteer force. Furthermore, the thesis indicates that an all-volunteer force concept is not the best way of manning the armed forces, for Sweden and countries with similar society, size and likewise a critical geopolitical position.

    The transition to an all-volunteer force in Sweden has meant that the Swedish armed forces (SAF) need to try different ways to recruit personnel. For countries that abandoned conscription, there have almost always arisen recruitment problems.  The new direction for the SAF, going from an invasion based defense to a more operational defense force with international focus, puts demands on cultural awareness and language skills among soldiers and officers to another extent than before. In November 2012 the SAF, together with the Swedish Public Employment (SPES) Service, started a joint project called preparatory military training. The aim of this project was to attract 500 individuals with a cultural background from outside the European Union, and language skills in other languages than Swedish and English, to start a 10 weeks long preparatory military training. Preparatory military training aims at giving participants an insight into how a career in the armed forces would look like, as well as get the opportunity to develop academically. Out of these 500 individuals, the SAF aims at recruiting 300 individuals to start the basic military training in the SAF. All participants live at the military barracks and receive free meals and they are allowed paid travel home four times during the course and are paid activity support from the Swedish Public Employment Agency.  Men and women live separately with separate facilities. The SAF and the SPES share 50 % of the education and training at the barracks.

    Phase two of the project starts in the autumn of 2013 and aims at attracting 300 individuals to start the preparatory military training.

    The paper assesses the effectiveness of this new and original project.

    Officer recruitment in Sweden: Enhancing the process2017Conference paper (Other academic)
    Abstract [en]

    In the recruitment process for the three-year officer program (OP), it is a big dropout in the period from application to the start of the program. Because of this is, the OP has not been fully manned since 2008. To supply the Swedish Armed Forces with a sufficient number of officers are a priority and henceforth the SAF have a need for increasing the numbers of officers. Furthermore, a large number of retirements within the officer corps have also reduced the numbers of officers. In order to increase recruiting efficiency and increase the proportion of individuals who complete the entire recruitment process to OP, a project was launched at the Swedish Defence University designed to evaluate the recruitment into, and dropouts from the OP. Results carried out under the project shows that the earlier people jump out of the recruitment process, the older and more academically educated, they tend to be. Further, the results show that personal contact from officers and cadets already in the system has a positive relation on people’s willingness to complete the recruitment process. The project implemented a different recruitment strategy in 2016, the outcome showed that the percentage of applicants who started the program was higher than before, and the dropout rate was lower than ever.

    The only way to become an officer in Sweden is to complete the three-year Officers’ Programme (OP). In the selection process for the OP, there is a large gap between the number of applicants and the number of individuals who start the programme. One consequence of this is that the OP has not been fully manned since 2008, thus leaving the Swedish Armed Forces (SAF) with a shortage of officers. Manning the SAF with sufficient officers with the right qualifications is a priority, and henceforth the number of cadets must increase. Therefore, in 2014, a project was launched with the aim of examining recruitment to and selection for the OP, as well as identifying success factors and areas of improvement. An additional ambition was to introduce measures intended to increase recruiting efficiency based on the results, and the proportion of individuals who enter the OP.

    The project led to the implementation of a different recruitment strategy in 2016 and 2017. Early in the selection process applicants were contacted by cadets already studying on the OP, and were invited to an information meeting at the Swedish Defence University. Those who were selected to start the OP were also contacted by their future platoon commanders, who provided useful information. The outcomes show that the numbers of cadets starting the OP increased, and the dropout rate during the selection process was lower than before.

    Försvarsmaktens (FM) och Försvarshögskolans (FHS) projekt Metodutveckling för effektivare rekrytering av särskilda målgrupper (MER) syftar till att utveckla och utvärdera aktiviteter som attraherar och rekryterar målgrupper som FM har svårt att nå via de vanliga rekryteringsmetoderna. Under 2014-2015 var kvinnor som klarat rekryttestet den särskilda målgrupp som var i centrum. Det övergripande målet med projektet var att öka antalet och andelen kvinnor som tar anställning eller tecknar avtal efter genomförd grundläggande militär utbildning (GMU). Detta skedde bland annat genom kontaktskapande och aktiviter i perioden från godkänt rekryttest via antagningsprövning och fram till GMU, det vill säga jobba med individer som visat intresse och potential för FM, vilket också är kostnadseffektivt. Kontaktskapandet och aktiviteterna bidrar till att kvinnorna känner sig inkluderade och kan skapa sig ett bättre beslutsunderlag för vidare avancemang i FM eller inte.

    Sammanfattningsvis demonstrerar projektet att det verkar vara effektivt att arbeta i rekryteringsfasen med personer som har visat intresse och potential. Projektet bidrar med ny kunskap för ökad rekryteringseffekt. Genom att utveckla metoder, mäta utfall av kontakt, arbetssätt och aktiviteter kan vi mäta rekryteringseffekt och därigenom utveckla styrande dokument, metoder samt arbetssätt. En erfarenhet är att många som söker sig till FM är osäkra på vad ett jobb i FM innebär och många söker till FM utan att veta vad de vill eller kan göra inom organisationen. De individer som kontaktas av projektet har ofta frågor som relativt enkelt kan besvaras.

    Aktiviteterna i projektet är uppskattade och anses värdefulla av deltagarna. Aktiviteterna stärker intresset för att fortsätta i rekryteringsprocessen och ta anställning eller teckna avtal i FM och undanröjer onödiga hinder för att fortsätta mot anställning/avtal.

    A professional military organization was introduced in Sweden in 2010. This means that the Swedish Armed Forces (SAF) need to attract and employ soldiers, and to retain them within the organization. This scenario creates new types of challenges in manning the organization. The transition to an all-volunteer force puts job satisfaction in focus in order to retain personnel. This cross-sectional study of the relations between working conditions and job involvement among 300 recently employed soldiers showed that the dimensions of the Job Characteristics Model related significantly to job satisfaction and work motivation and (negatively) to turnover intentions from the SAF. The results further showed that all the critical psychological states contributed independently to the variance in the outcome variables.
