    Abstract [en]

    Sexual violence is a well-known phenomenon in armed conflicts. The international attention from scholars and policymakers has substantially expanded during the last decades, but until today a comprehensive understanding of the circumstances that generate this violence is absent. This causes difficulties in the policy rhetoric of the issue, as well as in the development of effective measures to prevent and combat conflict-related sexual violence in current conflicts.

    This study aims to explore and identify circumstances related to the use of sexual violence by armed groups, and by state forces in particular. The overall purpose is to contribute to an understanding of why state forces commit sexual violence in some armed conflicts and not in others. An analytical framework is created based on existing theoretical concepts and explanations to the varying frequency of sexual violence. Based on this, five hypotheses of possible correlated conditions are created. These conditional factors are: 1) Rule of Law, 2) Other Violence, 3) Ethnic Conflict, 4) Gender Equality, and 5) International Support. The hypotheses are translated into macro-level variables that are systematically applied and compared between ten cases of armed conflicts, five of which have high levels of sexual violence committed by state forces, respectively five with no reports of sexual violence committed by state forces. This is done by a cross-national comparison using descriptive statistics. Four hypotheses are to a varying degree strengthened by this study and the result suggests that sexual violence committed by state forces is more likely to occur; in conflicts with low levels of rule of law; in ethnic conflicts; in conflicts with high levels of other violence, and; in absence of international support. The anticipation is that the results of this study will provide a platform for further conclusive research of casual factors to conflict-related sexual violence.

    Anthrax Letters in Sweden?: Analysis of how FOI’s Division of NBC-Protection managed the ”Anthrax Letters” during the fall of 2001 – from a Crisis Management Perspective2004Rapport (Övrigt vetenskapligt)

    When the so-called anthrax letters began to appear in the U.S.A. in early October 2001, FOI(the Swedish National Defense Research Agency), prepared to put its personnel and its expertknowledge at society's disposal, in case Sweden should be subjected to similar incidents.When the first parcel1 with suspect contents appeared in Sweden in the middle of October,FOI-NBC-Protection (the Division of Nuclear, Biological and Chemical Protection, in thenorthern city of Umeå), abbrev. FOI-NBC, undertook the task of analyzing its contents. Atthe request of the Swedish National Police Board (RPS), FOI also agreed to test the contentsof any further such parcels that might turn up. FOI is traditionally a research and advisoryorganization, not a day-to-day operative organization. Thus, NBC-Protection had to make anumber of quick decisions concerning management and re-organization, in order to meet thedemands of the situation.Since the term "crisis" is central to this report, a short explanation of what the authors meanby this term is justified. A crisis is a situation and a process in which decision makersperceive2 all of the following:

    • a threat to fundamental values• severe time pressure• uncertainly

    Such situations can have their origins both in internal organizational factors and in externalfactors (Sundelius, Stern & Bynander, 1997).This report presents an analysis of interviews and testimonies given by staff of FOI-NBC, inconnection with the so-called anthrax crisis. The situation/process which arose at that timewas experienced not only as fundamentally threatening to society, but also to FOI-NBC'scredibility as an organization. It also involved intense time pressure and a great deal of dayto-day uncertainly.However, crises not only involve threats, but also present new opportunities. Morespecifically, if FOI NBC-Protection could successfully master the situation, this could onlylead to an increase in its credibility as a (expert) knowledge organization.In the aftermath of the “anthrax crisis”, FOI-NBC was – naturally – interested in finding out ifits staff had been given adequate means to do a proper job, if delegated responsibilities wereaccepted, how assigned tasks were carried out and if the decision making process wasemployed in a competent manner. In short, how well did the organization actually functionwhen, during that short, intense period in the fall of 2001, it was forced to transform itselffrom an "advisory" organization to an "operative" one?Thus, in the spring of 2002, FOI's Division of Defense Analysis in Stockholm was given thetask of studying how FOI-NBC in Umeå handled the events of 2001.

    This study examines a case of national implementation of United Nations resolution 1325. The object of study is the Swedish Handbook of Gender which the Swedish armed forces released in fall 2016. The interest lies in understanding how an organization dominated by masculine norms understand the concept of gender and how this can be seen in the handbook. The method used is a discourse analysis inspired by some of Norman Fairlclough’s concepts. Through the lense of Judith Butler’s performativity theory the study reveals that the Swedish implementation may perhaps not be as effective as it aims to be.

    Detta arbete behandlar de omvärldsanalyser som olika aktörer (Försvarsmakten, försvarsberedningen och regeringen) genomförde före och efter Georgienkonflikten. Syftet är att ge läsaren en uppfattning kring hur de olika aktörerna hade analyserat omvärlden och vilka slutsatser de drog utifrån analysen. Samt att för läsaren åskådligöra likheter och eventuella skillnader i aktörernas bedömningar.Arbetet utgår ifrån en kvalitativ innehållsanalys av i huvudsak fem olika dokument från de aktuella aktörerna. Teoridelen bidrar med tidigare forskning med anknytning till ämnet.Resultatdelen redogör för de olika aktörernas omvärldsanalyser. Slutligen jämförs de olika aktörerna och det förs en diskussion kring de likheter och skillnader som identifierats under analysen.

    The protection of civilians in contemporary conflicts has emerged as an important issue in the international society, because civilians are often the main victims as a result of armed conflict. UN peacekeepers are deployed to protect civilians with the robust UNSC resolutions and military capacities. However, their limited ability to protect civilians has been criticized.

    This thesis aims to answer the following research question: "under what conditions can peacekeepers protect civilians in peacekeeping?" with focus on the possibility for mission specific operational doctrine to increase peacekeepers’ ability to protect.

    Through observing the NATO case in Afghanistan, the power of the operational doctrine was proved. This can be compared to be the UN case in Congo, where it was confirmed that the ab-sence of mission specific doctrine was linked to the peacekeepers’ inability to protect civilians.

    Meanwhile, new COIN doctrine in ISAF has not reduced overall civilian fatalities but prevented ISAF-caused casualties, because ISAF’s mission is not to protect civilians and is not a part of its mandates. Thus this thesis concludes that the protection of civilians in peacekeeping may requires specific operational doctrine and robust PoC mandates.

    This thesis also points out the flaw of research design which is applied in the thesis and suggests a desirable way of improving the research design for future research.

    Sweden has a long tradition of participation in different kinds of peacekeeping missions. During the Cold War, Sweden’s troop contributions were exclusively focused on UN operations, but in the early 1990s Sweden’s official troop contribution policy changed from an “only under the UN flag” position to one of “only under UN Security Council mandate”. It is fair to say that Sweden’s foreign policy has undergone fundamental changes and the country has been contributing military forces to both EU and NATO missions for quite some time. Swedish foreign policy debate has largely been characterized by a sense of political unity or consensus. Despite this, there have been occasions when the political parties have been in disagreement. There are studies that confirm that the level of conflict in the foreign policy debate has increased over time. Political and ideological disagreements do exist and the political landscape has changed during the last 10 years. These changes should also have an impact on foreign policy decisions.

    The aim of this study is to investigate the political decision making process regarding Swedish military international missions. It will examine the political unity in the decisions concerning eight different cases; Kosovo (1999-2010), Congo (2003) , Liberia (2003-2006), Afghanistan (2004-2014), Chad (2007), Somalia (2009-2017), Libya (2011) and Mali (2015 à).  The focus for the study will be the political unity regarding the decision process within Parliament and, more specifically, the work of the combined Foreign affairs and Defence committee, and the debates in Parliament.

    The empirical analysis reveals that the rate of political controversy has increased. However, there is still a great sense of unity and broad agreement among the political parties on the main question regarding troop contributions.  In many cases any conflict and debate concern side issues such as timings, personnel and finance. The two main parties, the Social Democrats and the Moderate Party, are generally in agreement. They also conduct negotiations before a proposition becomes official, which leads to less conflict in the subsequent debate. The study also reveals a higher level of opposition from the Left party and from the Sweden Democrats. Some of their opposition can have ideological explanations. The Left party is mainly critical about participation in NATO missions.

    Abstract [en]

    This article analyzes U.S. defense planning, and more specifically the public administration of the third offset strategy. The U.S. defense bureaucracy is rooted in a tradition of rational planning, which assumes a process of consistent, value-maximizing choices within specified constrains. The cornerstone in this tradition is the program budgeting system, once created to connect plans with budgets according to preferences. The third offset strategy, aimed at dealing with the challenges of geopolitical competition and budget austerity, is influenced by a different public administration philosophy described as metagovernance. Metagovernance is a challenge to rational planning as it entails an indirect approach of organizing arenas for networks, in which start-up companies and civilian corporations get to interact with government officials in order to identify incrementally suitable acquisition projects. Furthermore, the article contextualizes this tendency in reflexive modernity, in which rationality breaks down due to the pace of societal changes and planning processes constantly become subject to feedback.

    This thesis deals with the problem of how to understand and explain strategic surprise in relation to the crisis in Ukraine 2013-2014. It describes the events that triggered surprise and identifies the EU Vilnius Summit, the Maidan square massacre and the annexation of Crimea as focus points. Using a theoretical framework based on surprise theory, the thesis examines the agenda of the EU Eastern Partnership, the psychology of Foreign Ministers Carl Bildt and Radek Sikorski before the identified focus points, and the organizational dynamics of the European Council throughout the crisis. The conclusion is that the Eastern Partnership agenda provided a toolbox with limited usability in a crisis, that the overconfidence of Bildt and Sikorski meant they failed in turning registered warning signs into a rethinking of policy, and that procrastination by the European Council led to a reactionary pattern that contributed to recurring surprises.

    This chapter tries to supplement some of the early efforts to interpret the development of NATO’s partnership policy, as well as to widen it somewhat into a military operational perspective. Three official speeches on the executive level in the US are analyzed, including their references to military doctrines, in order to find the strategic rationale that underpins the new globalized partnership agenda. Two operational frameworks can be identified for the US: networking and access. Networking is centered on the decapitation of enemies and is being pursued in an on-going global or transnational shadow war. Access is centered on deterrence in Asia. Both frameworks rest on the concept of partnerships, and this is a contributory factor for their growing importance in the Alliance. This ‘partnerfication’ of NATO will certainly contribute to flexibility, but there is a clear risk that it will not be in the interests of all European states, members or partners alike.

    Background: In 2009, the European Union (EU) adopted the Common Security and Defence Policy (CSDP). This contributed to an already on-going change amongst the armed forces of the Union. No previous research has examined how the skills required of young officers in the EU are taught at the Basic Officer Education within either Sweden or Austria.

    Purpose: This thesis examines to what extent the skills needed of young officers in a CSDP-environment are taught during the Basic Officer Educations in Sweden and Austria. The purpose is to conclude if the Swedish and Austrian Basic Officer Educations are complying with the political wills of their respective countries, to adapt their armed forces to the EU and CSDP.

    Method: The author compares the Swedish and Austrian Basic Officer Education by examining curriculums and syllabuses, as well as conducting expert interviews with officials at the schools and comparing the results. The educations are examined based on how they educated the concept of CSDP and how interoperability and a European culture of defence are promoted.

    Conclusion: The results show that both Sweden and Austria educate their cadets in the CSDP and take measurements to promote interoperability and a European culture of defence. The results suggest that Austria does so to a further extent. Based on the results, the author suggests increased exchanges, Pooling & Sharing during Basic Officer Education and further developments towards a common European Basic Officer Education.

    Olikheter i konceptuella frågor kan försvåra samarbeten mellan försvarsmakter. Exempelvis kan olikheterna, vilka kan bero på olika historisk utveckling av idétraditioner mellan länder, påverka förståelsen av krigföringen i respektive land. Uppsatsens syfte är att undersöka skillnader i idétraditioner samt hur det påverkar synen på krigföring. Givet skillnader, hur kan dessa förstås och förklaras? Uppsatsen beskriver militärteori utifrån två former, en linjär och en icke-linjär, vilka används för att analysera Sveriges och Norges doktriner samt dess användande. Slutsatsen av analysen är att det finns skillnader och dessa skillnader kan omedvetet resultera i att förståelsen för krigföring uttrycks på olika sätt, det vill säga att det blir olika språk. Uppsatsen argumenterar för att detta kan påverka militära samarbeten och även om dessa förhållanden delvis kan förändras är det kanske inte alltid eftersträvansvärt.

    Sedan år 2010, när svenska försvaret gick i från ett värnplikts- till ett yrkesförsvar, har flera tusen svenska soldater deltagit i internationella insatser. Den här studien undersöker motivationsfaktorer och uppoffring hos de som väljer att åka till länder som Afghanistan och Mali för att bevara freden. Det sker genom Helle Heins fyra motivationsprofiler, nämligen Primadonnan, Prestationsjägaren, Pragmatikern och Löntagaren. Den empiriska datan består av svar från 131 respondenter från styrkan i Mali (juli 2016) samt 3 semi-strukturerade intervjuer med soldater som har återvänt hem.

    Resultatet av studien presenteras genom olika diagram och visar att motivationsfaktorerna hos Prestationsjägaren dominerar. Vidare bekräftas teorins samband mellan motivationsprofil och grad av uppoffring, även om det resultatet ska tolkas med viss försiktighet.

    Abstract [en]

    The global ubiquity of informal economic activities has turned informality into a key policy question, not least in international peace- and state-building. This book explores a core aspect of economic informality: its resilience despite comprehensive international anti-informality operations.

    Using Kosovo as an illustrative case, Danielsson suggests that to understand the resilience of informality, two distinct areas of practice need to be studied in conjunction rather than separately. The first concerns the professional practices enacted by international organisations in their attempts to formalise the informal economy in Kosovo. The second area of practice concerns the everyday informal economic practices of social agents in Kosovo. To study these areas of practice at their junction, Danielsson uses Pierre Bourdieu’s concept of symbolic power and argues that in post-conflict Kosovo, the distinct practices have become interwoven and co-constitutive of a novel ordering and meaning of informality. The resilience of the informal thus plays out through – while undermining and reinforcing the need of – the international anti-informality operations.

    Including scholarship from global governance, global political economy and social theory, this book’s original perspective on informal economies and power will appeal to scholars and professionals located in peace studies, development studies, and the field of international relations.

    Purpose - The purpose of this paper is to examine three explanatory perspectives in the academic literature on informal economies that seek to account for agents' engagement in informal economic practices.

    Design/methodology/approach - The paper draws on Pierre Bourdieu's reflexive sociology to interrogate the existing perspectives and to provide a conceptual rethinking of informal economies and informal economic practices.

    Findings - The paper reveals an inherent scholastic epistemocentrism in the established perspectives. By privileging either an objectivist or a subjectivist viewpoint, these accounts do not examine the practical knowledge and logic that constitute agents' knowledgeable engagement in informal economic practices. By making use of Bourdieu's thinking tools of "field", "capital" and "the habitus", the paper offers a conceptual rethinking of informal economic practices as the product of a dialectic relationship between socially objectivated structures and subjective representations and experiences.

    Originality/value - The paper introduces a reflexive rethinking of informality that draws on but also develops an emergent literature on informal economic practices as relational and context bound.

    Informal economies' relevance for peacebuilding is widely acknowledged. By providing an alternative interpretation in relation to the view that informality emerges in post-conflict environments due to the state's institutional weakness, this article contends that in Kosovo the principles of informality and its reproduction are inherent to informality itself. The article turns to the analytics of Pierre Bourdieu in order to reveal aspects of Kosovar informality left unexamined by established approaches. It illustrates how intrinsic inequalities and power relations constitute and reproduce informal economic practices throughout a circular rationale. Rather than a direct function of state weakness, informality in Kosovo is an effect of agents' engagement in knowledgeable and everyday practices. Agents' susceptibility contributes to the temporary fixing of meanings and doings that enable differentiations yet also interdependencies between relatively powerful and relatively powerless businesses. The article reflects on the implications of an intrinsic rationale for the politics of informality within peacebuilding operations.

    On the Power of Informal Economies and the Informal Economies of Power: Rethinking Informality, Resilience and Violence in Kosovo2014Doktorsavhandling, monografi (Övrigt vetenskapligt)

    Since the 1970s, the concept of “economic informality” has served as focal point for a comprehensive scholarly thinking and the development of policy initiatives enhanced by international organisations. Yet, informality displays a puzzling resilience. The problematique of this book concerns the lenses through which informality has been constituted, studied and acted upon as an empirical phenomenon. By developing a critical understanding of informality as object of study, the book uncovers the historical, scholarly and practitioner contexts in which contemporary conceptualisations of informality are constituted.

    The author argues that three dominant and conventional approaches to informality systematically fail to account for how the reasons behind people's participation in informal economic activities are constituted by an internal and hierarchically structured social order. To transcend the identified shortcomings of the established approaches, the book rethinks informality through a comprehensive power analysis and highlights the importance of hierarchy, covert violence and domination. A central assumption of this rethinking is that informality constitutes a social phenomenon that emerges and is expressed through social practices, which over time and across space have become institutionalised to the point that informality is considered commonsensical and unchangeable. By putting the reconceptualisation to use through the thinking of Pierre Bourdieu, the book performs an empirical analysis of the nexus between resilience, symbolic violence and informal economic practices in Kosovo from the late 1980s until 2011. Based on primary research material, the analysis offers a unique insight into informal dynamics and illuminates the workings of an intrinsic, circular, malleable and ambiguous system of domination that would otherwise remain hidden.

    By engaging the empirical, theoretical and meta-theoretical level at the same time, the book explores the twofold constitution of informality as a social phenomenon and brings to light a new understanding of the resilience of the informal. As such, the reconceptualisation forms a critical intervention into scholarly and practitioner discussions about informality. By revealing mechanisms of domination, the book offers an alternative and fruitful account of the socio-historical weave within which practices of informality in Kosovo crystallise.

    The epistemologies of international interventions are receiving increased attention. An emerging literature on knowledge production in peace- and statebuilding has questioned any given authority of western epistemologies in conflict contexts. However, this article argues that by not interrogating into the conditions of producing representations, the literature paradoxically leaves interveners’ representations and knowledge forms intact. The article develops a conceptual framework for a reflexive analysis of how phenomena in conflict contexts are made known and representable. The framework’s value is illustrated in an analysis of the epistemic practices and their conditions of possibility that from 1995 to 2015 produced the ‘informal economy’ as interventionary object in Bosnia and Herzegovina. The multifaceted work of production included international standard-setting procedures, survey distributions and a development of calculative techniques. Conditioned by this work, various ‘informalities’ were produced as interventionary object, with distinct stakes brought into the respective object through the acts of producing it.

    Peacebuilding debates increasingly revolve around questions about knowledge and expertise. Of particular interest is what (and whose) knowledge(s) ends up authoritative in interventions. This article addresses a problem in the literature on the epistemics and epistemic authority of peacebuilding interventions: the acknowledgement of but lacking attention to plural knowledges, the transgressive character of expertise, and knowledge struggles. It does this by discussing recent suggestions that peacebuilding epistemic authority can be fruitfully analysed as a Bourdieusian field. The article identifies a tension in Bourdieu’s own thinking about fields, which has shaped some of these recent proposals. This tension, nevertheless, also enables a reconsideration of fields and struggles, and thereby an analysis that takes plurality and transgressiveness into account. By developing such an alternative conceptual position, the article sees peacebuilding epistemic authority as object- and struggle-bound; conditioned and dependent on dynamics that go beyond peacebuilding as a distinct field of practice. This position is illustrated in an analysis of the emergence and (temporary) establishment of epistemic authority in peacebuilding interventions on informal economies.

    The World Bank has for over a decade tried to formalize the informal economy in Kosovo. However, local journalists and businessmen among others provide an alternative understanding of informality that problematizes the World Bank’s view and actions. Against this backdrop, the article analyses the constitution and the constitutive effects of the World Bank’s anti-informality operations in Kosovo between 1999 and 2014. Drawing on Pierre Bourdieu’s power analytics, the article claims that the Bank’s agenda, and the economic ideas enacted through it, does structure and shape informal economic practices on the ground. Yet this structuring involves two forms of misrecognition. As a result, informality is paradoxically constituted (in novel ways) and reconstituted through the World Bank’s imposed anti-informality agenda. The article concludes with a discussion of how this underlines the need for policy solutions that depart from liberal peacebuilding’s subject–object distinction to form instead around an acknowledgement of informality as emergent and transforming throughout international interventions.

    Syftet med denna studie är att redogöra för hur man i den vetenskapliga debatten ser på en europeisk säkerhets- och försvarspolitik och en gemensam säkerhets- och försvarspolitik för EU under 2000-talet, vilket möjliggör för en oinsatt läsare att kunna bilda sig en egen åsikt i frågan. Den valda metoden är en tankeskoleanalys som tar fram de olika åsiktslägren som finns i debatten, och redogör översiktligt över vilka åsikter dessa läger innehåller. Resultatet av denna studie är fem tankeskolor som har en liknande syn på EU och motiven bakom den gemensamma säkerhets- och försvarspolitiken.Tankeskolorna är emellertid mer olika när det gäller den framtida utvecklingen för politiken och EU, där allt från civil krishantering till militära insatser förespråkas med djupare integrering. Slutsatsen till varför det finns så många olika sidor och åsikter kring EU:s säkerhets- och försvarspolitik i debatten under 2000-talet är att det politiska läget och EU:s roll idag är förändrad. I tidigare debatter under det kalla kriget dominerade synpunkter om  USA:s roll för det internationella säkerhetsläget.  EU spelade därigenom enbart en begränsad roll. I dag är klimatet öppnare, och EU och debattörerna börjar argumentera för att EU bör ta en större plats internationellt.

    Collaboration between public regional civil and military agencies play a decisive role in Sweden’s resumed total defence. Yet, previous research on what facilitates cross-sectoral collaboration in the event of an armed attack or war (reinforced alert) is limited. This thesis addresses that research gap by investigating drivers beyond the cross-sectoral collaboration that emerged between regional civil and military agencies during the military exercise Aurora in 2017. It draws on the integrative framework of cross-sectoral collaboration and collaborative governance developed by Emerson and Nabatchi (2015). The research identifies four specific drivers as essential for participants to initially engage in a collaborative endeavour. These drivers (uncertainty, interdependence, consequential incentives and initial leadership) are analysed within an in-depth case study and by using seventeen semi-structured interviews as well as a qualitative textual analysis. The analysis shows how the cross-sectoral collaboration emerged in response to information asymmetries (uncertainty); concerning issues and risks about the military activities that could not be addressed independently (interdependency); with pressures to act collaboratively to gain benefits in terms of adapting to a total defence culture (consequential incentives); and as a consequence of the County Administrative Boards (CABs) bringing the participants together (initial leadership). The thesis concludes that the drivers, together with the Swedish defence and crisis management system, were conducive for the regional civil-military collaboration to emerge.

    Authoritarian states and democracies have long used propaganda and disinformation to manipulate target audiences. Recently interest in this issue has increased, especially as active pro-Kremlin disinformation measures have targeted the Nordic countries. So far, research on disinformation measures in a Nordic context is limited and focuses mainly on how individual countries have been exposed, or how disinformation in regard to a particular and debated issue have affected the debate in individual countries, while research is lacking on how Nordic countries organize themselves and work to identify and counter such threats ina comparative perspective. This comparative case study uses qualitative analysis of literature, policy documents and interviews with expert practitioners to show that Sweden and Finland have established and tested organizations and networks to identify and counter disinformation campaigns. Similar institutionalization is now underway in Denmark and Norway. The states inspire each other and participate in international collaboration. But how the countries participate in such collaboration varies and, moreover, has bearing on their vulnerability in facing the threat.

    This article aims to contribute to the debate on organizational learning from crisis by shedding light on the phenomena of crises as learning agents. It suggests a conceptual framework based on conceptual categories and answers to four fundamental questions: what lessons are learned (single- or double-loop)?; what is the focus of the lessons (prevention or response)?; when are lessons learned (intra- or intercrisis)?; is learning carried out or blocked from implementation (distilled or implemented)? The practical applicability of the framework is explored in a case study of two consecutive crises that provoked lessons from two organizations with public task orientations. In the final sections of the study four propositions on crisis-induced learning are posed for future research.

    This article contributes to the debate on organizational learning from crisis by shedding light on the phenomenon of crises as learning triggers. To unveil theoretical patterns of how organizational crisis-induced learning may appear and develop, I suggest a conceptual framework based on concept categories and answers to four fundamental questions: what lessons are learned (single- or double-loop)?; what is the focus of the lessons (prevention or response)?; when are lessons learned (intra- or intercrisis)?; is learning blocked from implementation or carried out (distilled or implemented)? The framework's applicability is explored in a study of how a Swedish utility and the city of Stockholm responded to two large-scale blackouts in Stockholm. The final sections suggest four propositions for further research.
