    Analys och jämförelse av SEAD-förmågorna hos JAS 39 Gripen samt en svensk UCAV år 20152002Student paper otherStudent thesis

    Syftet med denna uppsats är att jämföra/analysera förmågorna till Suppression of Enemy Air Defences (SEAD) hosJAS 39 och en svensk UCAV år 2015. Årtalet 2015 är valt för att flera bedömare anser att det är först vid dennatidpunkt som en Unmanned Combat Air Vehicle (UCAV) har en utvecklingsnivå som tillåter att de sätts in i SEADuppdrag.I uppsatsen redovisas vilka krav som ställs på en plattforms sensorer och bekämpningsförmåga för attgenomföra ett SEAD-uppdrag mot två utvalda typer av mål. Därefter sker en jämförelse mellan de båda farkosternasförmåga att detektera respektive bekämpa de båda målen. Resultatet visar att JAS 39 som bemannad plattform har enfördel i de fall då operationer är hårt styrda av Rules of Engagement (ROE), särskilt gäller detta vid fredsbevarandeoperationer. Uppsatsen visar även att flygplanradarns förmåga att upptäcka och identifiera markmål är beroende avinförandet av en SAR-mod. Vidare konstateras att en UCAV genom att vara obemannad och signaturanpassad kan tastörre risker vid vapenleverans än JAS 39 Gripen, samt att en liten och signaturanpassad UCAV har stora svårigheteratt bära konventionella signalsökande robotar. En av slutsatserna visar på svårigheterna att med kameror i en UCAVåstadkomma en visuell omvärldsuppfattning liknande den för en pilot. För båda plattformarna gäller att SEADkapacitetenmot en radarstation till stor del är beroende av möjligheten att skjuta signalsökande robotar. Både för JAS39 och en UCAV är ett emitterlokaliseringssystem en viktig komponent för att kunna lokalisera en radarstation. För attklara detta från en plattform krävs Doppler Difference Of Arrival (DDOA).

    Abstract [en]

    This article examines Chinese civil-military relations using a bottom-up analytical approach and hitherto untapped sources, including interviews with military personnel in active service. It argues that traditional approaches to political control, which generally interpret the changing political-military relationship through military professionalism and institutional autonomy, miss out on important aspects and may generate erroneous conclusions. Here, focus is instead on the professional autonomy of the Chinese officer corps. Through an empirical study of the organization of military work at two of China’s top military education institutes, the article illustrates how professional autonomy and direct political control varies, both between hierarchical levels and issue areas. This highlights the multidimensionality of both control and professional manoeuvrability and underlines the fruitfulness of including an intra-organizational perspective in order to reach better informed conclusions about political control and civil-military relations in today’s China.

    Abstract [en]

    The aim was to develop a theoretical understanding of the decision-making process leading to appendectomy. A qualitative interview study was performed in the grounded theory tradition using the constant comparative method to analyze data. The study setting was one county hospital and two local hospitals in Sweden, where 11 surgeons and 15 surgical nurses were interviewed. A model was developed which suggests that surgeons’ decision making regarding appendectomy is formed by the interplay between their medical assessment of the patient's condition and a set of contextual characteristics. The latter consist of three interacting factors: (1) organizational conditions, (2) the professional actors’ individual characteristics and interaction, and (3) the personal characteristics of the patient and his or her family or relatives. In case the outcome of medical assessment is ambiguous, the risk evaluation and final decision will be influenced by an interaction of the contextual characteristics. It was concluded that, compared to existing, rational models of decision making, the model presented identified potentially important contextual characteristics and an outline on when they come into play.

    Abstract [en]

    With the increasing quantity of soldier equipment in some cases weighing up to 50kg per soldier, a need to decrease the workload of the soldier emerges. There are several conventional solutions in the working, amongst them there are unmanned ground vehicles. But pack animals has for a long time played a major role in war, as modes of transportation, logistics and battle. This study will compare two UGV:s the LS3 and the TAROS V2 to the horse. The purpose is to compare old technology to new to a relatively new problem of high equipment weight.The method used to compare is a military technical system analysis, with the use of a multi-criteria and SWOT analysis. The result of the comparison is that the one of the UGV:s have better mobility and endurance that are up to date with today’s standards.

    Abstract [en]

    We present a model to simulate receiver waveforms from an airborne sea-depth-sounding lidar to compare the influence that is due to different shapes of objects placed on the sea bottom. The objects are of size 1 m(3), and the bottom depths are 5-12 m. We use an existing analytical beam-propagation model and divide the bottom into squares. For each element on the bottom grid we create a transmitted and a reflected waveform. The waveforms are summed, yielding a total contribution from all bottom elements. We compare two object types, cylinder and cube, and find that the difference in the receiver waveform is small between these objects. Simulated waveforms are compared with experimental data from the Swedish Hawk Eye system and show good agreement.

    Anchoring Sweden’s Post-conscript Military: Insights From Elites in the Political and Military Realm2018In: Article in journal (Refereed)
    Abstract [en]

    The universal nature of conscription ties or anchors broad segments of society to the military. What happens to societal anchoring after the draft ends? Using in-depth interviews with two groups of elites, this article explores factors that promote and hinder the Swedish Military’s societal anchoring post-conscription. The first group consisted of 18 executives at the Swedish Armed Forces (SAF) headquarters with strategic positions in relation to societal anchoring. The second group consisted of 15 representatives from the corresponding political level: members of the parliamentary Committee on Defense and their officials. The interviews were semistructured and analyzed according to a grounded theory-inspired approach. Main themes concerning obstacles were the public’s low interest and dated knowledge, an unclear political debate resulting in vague expectations concerning the SAF, as well as unclear responsibility for informing the public, and confidence gaps between the military and the political elite.

    In addition to all our soldiers and officers who do military services abroad there are a lot of people who are affected by their choice to contribute, namely their next of kin. This report deals only with those who are next of kin to those who perform service abroad. The purpose of this study is to investigate the relatives' need for emotional and social support as well as practical and economical support. The main question is What kind of practical/economical and emotional/social support do close relatives require when a relative does military service abroad? The method used in this paper is a qualitative research interview. Interviews have been made with four women, who are next of kin to soldiers and officers who are or have been abroad for military services during the last two years. The result of this study is that all respondents have a need for emotional / social support linked to their partner’s deployment abroad; however, people require different types of support. Regarding practical / financial support the informants' needs differ, this is due to their different living situations.

    Abstract [en]

    The Gulf of Aden holds one of the strategic chokepoint along the important Eurasian maritime trade route. On both sides of the Gulf of Aden lie countries in need of political stability. In the south lies Somalia, one of the worlds longest failed states and hosts of pirates violently disrupting maritime trade in the region. On its northern shores lies Yemen, one of the poorest countries in the world and home to the terrorist movement Al-Qaeda in the Arabian Peninsula.

    This thesis aims to look deeper into what effect on piracy another failed state in the region would have and to illustrate that the thesis describes a scenario where Yemen has followed Somalia’s footsteps and developed into a failed state. Applying Lindgren and Bandhold’s method of scenario planning and through a quantitative analysis, recent trends affecting piracy development were identified. Through a scenario cross four different scenarios were developed to illustrate the effects a failed state Yemen would have on piracy leading to which new challenges the EU might be faced with in the region.

    The overall conclusions are that a failed state Yemen would have a negative effect on the efforts in mitigating piracy and pirates, driven by opportunity and profit, would benefit from further instability in the region. The thesis supports previous research regarding the connection between maritime piracy in the Gulf of Aden and failed states and illustrate the multifaceted challenges the EU could face as a consequence of the new development of piracy.

    Denna analys tar sig an problemet hur militära organisationer anpassar sig under fredstida omständigheter. Forskning som rör varför militära organisationer anpassar sig har dryftats under förhållandevis lång tid. Men hur de hanterar anpassning i fredstid utan påverkan av kriget är ett relativt nytt område. En fallstudie av den svenska Försvarsmakten genomförs i analysen.Syfte: Analysen fokuserar på problemet hur militära organisationer förändrar sig, utan inslag av den utlösande mekanism som innebär nederlag eller motgång på slagfältet. Projektet utforskar huruvida mekanismer inom flexibilitet, i detta fall med stöd av Finkels teori, kan möjliggöra förändring inom en militär organisation.Resultat: Försvarsmakten har utifrån Finkels teori både fördelar och brister. De sistnämnda avseende balans inom försvarsgrenarna och organisationen som helhet, samt möjligheten att fungera som en lärande organisation.

    En militärt starkare makt har ofta överraskande svårt att ”besegra” eller ”hantera” en betyd-ligt svagare part i en konflikt, inbördes såväl som internationella. Övermakten uppvisar inte sällan en oförmåga att anpassa sig till nya omständigheter, medan den svagare aktören tvingas förändra sig. Vad beror detta på?

    Jag ska i denna uppsats undersöka en starkare aktörs förmåga, eller oförmåga, att hantera en militärt underlägsen moståndare. För att tydliggöra frågeställningen har jag valt att göra en fallstudie med fokus på den brittiska arméns förändringsbenägenhet under konflikten i Nordirland.

    I en förändrad försvarsmakt där officerarna inte längre alltid har störst erfarenhet förändras också relationerna mellan soldaterna och officerarna. Erfarna soldater innebär att officeren måste förändra sitt sätt att instruera, leda, trupputbilda och truppföra. Hur tar soldaterna emot den kunskap som lärs ut av officeren? Gör det skillnad ifall officeren gjort utlandstjänst? Syftet med denna uppsats är att utifrån Försvarsmaktens nya organisation bestående av anställda soldater skapa förståelse för anställdas soldater tillit till officerare med och utan erfarenhet av utlandstjänst. Enkätundersökning nyttjades som tillvägagångssättet för att undersöka huruvida soldater känner mer tillit till officerare som gjort utlandstjänst och i så fall varför, 79 soldater från olika förband valde att svara på enkäten. Resultatet visade att tilliten till officerare som gjort utlandstjänst är högre och att personliga egenskaper i större grad än faktorn sakkunskap påverkade ökningen av tillit avseende utlandstjänstgöring.

    Syftet med detta arbete har varit att genom en enkätundersökning ta reda på hur länge en soldat avser att stanna som soldat i Försvarsmakten.

    2010 ersattes värnplikten med frivillighet. För att på bästa sätt förbereda sig och genomföra denna reform så har Sverige tagit fram en plan baserad på slutsatser dragna utifrån internationella jämförelser. I regeringens proposition från 2011 har man föreslagit att ett anställningsavtal ska omfatta sex till åtta år, ett förslag som delvis stöttar sig på slutsatserna från dessa jämförelser.

    Varje land är unikt och om svenska soldater kommer att jobba i sex år återstår att se.

    Syftet med uppsatsen var att få en indikation angående anställningstiden och på så sätt se om denna proposition verkar rimlig.

    Frågeställningen löd enligt följande:

    -          Hur länge avser anställda soldater att stanna som soldater i Försvarsmakten?

    Vald teori för arbetet har varit Peter Warrs vitaminmodell som författaren utgår från för att tillverka frågeställningar i enkäten. Det är en teori angående arbetsmiljökomponenter som påverkar arbetstrivseln.

    Enkätundersökningen genomfördes på ett sambandskompani tillhörande Ledningsregementet samt på ett skyttekompani tillhörande Livgardet. Resultatet från undersökningen presenteras i form av diagram som analyseras och diskuteras skriftligt. Det visar sig att likheterna är många mellan kompanierna.

    En olikhet som redovisas är den tänkta anställningstiden mellan kompanierna. Soldaterna från Livgardet avser att stanna cirka ett år längre än de från Ledningsregementet, något som kan bero på kommande mission i Afghanistan. Avseende total anställningstid så resulterade det i tre år och sex månader, en siffra som indikerar att regeringens proposition verkar orimlig. Den är samtidigt mycket lik den genomsnittliga kontraktstiden som var tre och ett halvt år under Sveriges tid med volontäranställda 1901-1952.

    I denna studie har policyutvecklingen av den svenska terrorismbekämpningen undersökts. Utvecklingen av den svenska kontraterrorpolicy sedan den nationella strategins introduktion, har ägt rum under en period när allmänheten och det politiska styret inte tillskrivit problemområdet samma betydelse. Medan allmänhetens oro ökat, har det politiska intresset kommit och gått. Med en fallstudiedesign har utvecklingen från 2008 års nationella strategi fram tills idag studerats och analyserats. Genom en kvalitativ textanalys har utvecklingen visat sig ha två trender. Mellan 2008 och 2012 rådde det en internationalisering i svensk policyutveckling. Denna utveckling skiftade till en av nationell förankring mellan 2012 och 2014. Analysen av denna utveckling har visat att stora internationella organisationer varit påverkande, och i mycket styrt denna utveckling. Finns det idag någon nationell självständighet när det kommer till policyutveckling inom terrorismbekämpning, eller har det internationella säkerhetsberoendet länkat samman oss alla?

    Abstract [en]

    Flight operations are by nature challenging, complex and full of risks. With this comes large responsibility. The purpose of this study is to create a deeper understanding of responsibility and safety culture of the Swedish Air Force. For the issue to be analysed the author sets the following questions: What is the responsibility and safety culture like in the Swedish Air Force? What is manifested in the written rules and policies? How is it maintained and reproduced by the members? The theoretical approach in this paper is the institutional theory and a socio-cultural perspective. The empirical part consists of interviews, the air operation manual and the training syllabus for basic flying training. To answer the questions a qualitative method is used and the empirical part is analysed using the theoretical perspective. The study shows that responsibility and safety culture in the Swedish Air Force is well rooted. Responsibility culture is based on well-developed formal regulations, strong traditions formed during long time and influential education and pedagogy. An important part of the responsibility culture is how to take care of experiences through a system of disruption notifications. This is based on transparency which is why sanctions do not appear. The attributes of the members are: self-esteem, high motivation, seriousness and a well-developed ethics.

    The change in course recently taken by the Swedish Armed Forces results in an increased use of equipment, and thereby increased requirements of preventive maintenance. This paper aims to examine the current responsibilities for preventive maintenance in an army unit. The intended effect of this examination is to disclose possible flaws, and to help make routines for preventive maintenance more effective.

    The questions asked in this paper are;

    • Who, in an army unit, is responsible for the routine maintenance?
    • When is this responsibility valid?
    • What demands does the technical service have on responsibilities for the routine maintenance?
    • How are these demands met?
    • How ought to be responsible for the routine maintenance?

    To answer these questions the author has chosen to use a descriptive method to show the current facts. A theorizing method is chosen to, from described facts, clarify the demands of the technical service on routine maintenance. A comparing method is chosen to compare responsibilities and the different responsibility-posts.

    This paper presents the following conclusions;

    • Much of the current literature, concerning the subject, is in dire need of being synchronised and updated.
    • Routines for how the supply-responsibility is to be most effectively distributed in the unit ought to be established.
    • The user ought to be given more responsibility to choose what routine maintenance should be carried out.

    Anthrax Letters in Sweden?: Analysis of how FOI’s Division of NBC-Protection managed the ”Anthrax Letters” during the fall of 2001 – from a Crisis Management Perspective2004Report (Other academic)
    Abstract [en]

    When the so-called anthrax letters began to appear in the U.S.A. in early October 2001, FOI(the Swedish National Defense Research Agency), prepared to put its personnel and its expertknowledge at society's disposal, in case Sweden should be subjected to similar incidents.When the first parcel1 with suspect contents appeared in Sweden in the middle of October,FOI-NBC-Protection (the Division of Nuclear, Biological and Chemical Protection, in thenorthern city of Umeå), abbrev. FOI-NBC, undertook the task of analyzing its contents. Atthe request of the Swedish National Police Board (RPS), FOI also agreed to test the contentsof any further such parcels that might turn up. FOI is traditionally a research and advisoryorganization, not a day-to-day operative organization. Thus, NBC-Protection had to make anumber of quick decisions concerning management and re-organization, in order to meet thedemands of the situation.Since the term "crisis" is central to this report, a short explanation of what the authors meanby this term is justified. A crisis is a situation and a process in which decision makersperceive2 all of the following:

    • a threat to fundamental values• severe time pressure• uncertainly

    Such situations can have their origins both in internal organizational factors and in externalfactors (Sundelius, Stern & Bynander, 1997).This report presents an analysis of interviews and testimonies given by staff of FOI-NBC, inconnection with the so-called anthrax crisis. The situation/process which arose at that timewas experienced not only as fundamentally threatening to society, but also to FOI-NBC'scredibility as an organization. It also involved intense time pressure and a great deal of dayto-day uncertainly.However, crises not only involve threats, but also present new opportunities. Morespecifically, if FOI NBC-Protection could successfully master the situation, this could onlylead to an increase in its credibility as a (expert) knowledge organization.In the aftermath of the “anthrax crisis”, FOI-NBC was – naturally – interested in finding out ifits staff had been given adequate means to do a proper job, if delegated responsibilities wereaccepted, how assigned tasks were carried out and if the decision making process wasemployed in a competent manner. In short, how well did the organization actually functionwhen, during that short, intense period in the fall of 2001, it was forced to transform itselffrom an "advisory" organization to an "operative" one?Thus, in the spring of 2002, FOI's Division of Defense Analysis in Stockholm was given thetask of studying how FOI-NBC in Umeå handled the events of 2001.

    This paper deals with operational logistics. The transition from a static conceptbased on attrition, to a consept based on tempo and maneuver, put newdemands on the logistic system. It is therfore interesting to look closer into theconnection between tempo and logistical support. This is done by describingand anlysing possibilities and limitations regarding support of tactical armyunits, with the aim of gaining a deeper understanding of the significance oflogistics in a maneuver concept. The basic question is how logistics cansupport tempo in army operations and what kind of distribution procedureshould be used in logistical support? The method used is qua litative textualanalysis and I use the perspective of general systems theory.The first part of the paper examines logistics as an integral part of maneuverwarfare. Because it is an integral part of war, logistics is also subject tocharacteristics of war, as non- linearity, friction, uncertainty and fluidity. At thesame time the battlespace is expanding and creating an non linear array offorces with conciderable separation between units and an intermixing offriendly and enemy forces. This factors will together put more strain on thelogistic system and delivery of resources can never be taken for grantedManeuver warfare depends heavily upon the use of tempo, both as a means ofexploiting opportunities and as a weapon on its own right. This first part of thepaper focuses upon analyzing logistics as a critical contributor for thegeneration and maintenance of tempo.The second part of the paper focuses primarily upon the distribution process atthe tactical level. The discussion of the levels of logistics, combined withexamples from the Gulf War, illustrates the complexity and interrelationship oflogistics and shows that the system must be able of operating at all three levelsog logistics in order to fully support the commander. In examining the make upof the logistic system, I identified the procedures being used as a key element.Basically there are two types of procedures that can be employed to effectdistribution. The first, pull, places almost total responsibility on the needingunit. The second, push, places most responibility on the logistic system itself.My key findings are that an army must use a combination of push and pullprocedures, although the push procedure seem to be the best system in amaneuver warfare concept. Finally I found that the maneuver warfarephilosophy will demand units to be self sufficient for longer periods in order tobe able to exploit opportunities and maintain tempo.

    This essay is written as thesis during the last term of the officer program at the National Defense College. The purpose of this essay was to investigate whether there is any difference how the engineer ability are used in a national operation in Sweden and an international operation in Afghanistan, and if there are any conclusions to draw about the difference. Throughout this essay has the four classification engineering for movability, delaying engineering, engineering for survival and other engineering been used to explain the engineering ability? The results showed after the comparison was that there is little need for the ability to lay bridges and delaying engineering in Afghanistan compared with Sweden. The conclusions drawn are that the engineer forces size in Afghanistan is dependent on the overall scale of the operation. But a increased contribution from engineer forces is possible by changing the training and how the engineer forces may be used

    This study focuses on appraisal and coping processes among military pilots during ejection episodes. A total of 49 ejection episodes were reported by 24 pilots from the Royal Australian Air Force (RAAF) and 24 pilots from the Swedish Air Force (SAF). Two clusters of coping strategies were identified- instrumental self-management and emotional self-management-and both forms of coping were clearly related to effective problem solving. The emotional self-management strategies suggest an effective block of disturbing thoughts and emotions. Good performance was associated with challenge appraisals and considerable use of instrumental self-management. Poor performance was associated with appraising the episodes as irrelevant or threatening. Ejections caused by technical malfunctions were handled more effectively psychologically than were ejections caused by human errors. Only minor differences were found between the Australian and Swedish samples.

    Abstract [en]

    This study focuses on the appraisal and coping process in acute, time-limited stressful situations in a stress experienced group: 54 Swedish police officers. Each police officer retrospectively reported their thoughts, emotions, and actions during five recent stressful job events. The relations among appraisals of threat and of coping options, seven forms of problem- and emotion-focused coping strategies, and selfrated performance were examined. Compared with previous studies of ordinary people in stressful situations, the police officers felt less threatened, appraised the situations as more solvable, and used considerably more problem-focused forms of coping. Age had a significant effect on appraisal, while organizational position had a significant effect on coping. Using latent profile analysis, four appraisal styles were obtained. Consistency of cross-situational appraisal style amongst individuals was high. The functional relationships among variables, i.e. appraisal, coping, and performance, are discussed.

    Abstract [en]

    U.S. doctrines have introduced a third approach within Operational Art, called the design approach, which has evoked military professional and academic debate as well as influenced NATO doctrines. Allied Joint Doctrine for Operational-level Planning (AJP 5) states that a Force Commander should choose one out of three approaches when conducting Operational Art and conducting operational planning: a traditional (causalist), a systemic or a design approach. The difference between the causalist- and the systemic- approach concerns the clash between reductionism and holism, but the difference between the design- and the systemic- approach is methodologically vague. Hence the following question concerning methodology and Operational Art arises:

    What methodological implications could constitute an argument for choosing the design approach when conducting Operational Art within a battlespace?

    Neither NATO doctrine, planning framework nor previous research offer any explicit methodological argument for choosing, or preferring, the design- over the systemic- approach. This article concludes that one possible argument for preferring a design approach is adherence to value-focused thinking, but this requires that the Force Commander can and is willing to focus on stakeholders’ values within the battlespace. This conclusion is implied by two methodological implications identified and discussed in this article. If the design approach is to be a relevant option, then further conceptual development, experimentation and education is required. To conclude, NATO should review the description of their approaches within Operational Art since the argument for preferring one approach over another is lacking and this could hamper the Force Commander’s management of the battlespace.

    This study focuses the gendered relations of the Military Academy of Karlberg. More specific the study is investigating the experiences among young women and men cadets of suppression techniques. The purpose of the study is to get more knowledge about the work climate and suppression techniques at the officers’ training program 2007/2010. The research questions employed for the study were:- Do the women and men officer students/cadets have any experiences of master suppressiontechniques at the officers’ training program?- What kind of master suppression techniques occur at the officer’s training program?- What kind of master suppression techniques do women experience?- What kind of master suppression techniques do men experience?The study is a survey and data were retrieved by a questionnaire sent out to the participants. The 30 participants were randomly chosen, out of a population of 120 students/cadets. The result of this study shows that a majority of the participants have experiences from being exposed to suppression techniques. When it comes to suppression techniques, there is a tendency that it targets women more frequently in comparison with men.

    I modern tid har flertalet konflikter utspelat sig i ökenterräng och den nya svenska försvarspolitiken utesluter inte ett svenskt deltagande i en framtida ökenkonflikt. Samtidigt så inför den svenska försvarsmakten det moderna artillerisystemet Archer. Det här arbetet undersöker hur Archer kan hantera de taktiska krav och den terränginverkan som öken skapar. Syftet med arbetet är att undersöka huruvida Archersystemet är lämpligt för insats i öken mot en konventionell motståndare.

    En jämförande metod har använts i arbetet där Archers förmåga har ställts mot bandhaubitsen M109A2 i tre fallstudier från Kuwaitkriget. Baileys teori om artilleri i öknen har använts för att fastställa terränginverkan. Linds respektive Falkenhayns teorier om eldunderstöd har använts för att definiera de taktiska situationernas krav.

    Resultatet visar att Archer har en bättre förmåga än M109A2 att leva upp till ökenkrigets taktiska krav. Dock visade sig Archer vara mer känslig för terränginverkan. Författaren drar därför slutsatsen att Archer är en relativt duglig ökenpjäs, men att moderna, bandgående pjäser utgör ett bättre alternativ.

    Abstract [en]

    This essay analyses the German planning of the attack in the Ardennes usingthe NATO guidelines operational planning as help. Firstly the planning processand its interaction with military theory is described. Then the German planningof the Ardennes offensive is analysed by using the different steps of theplanning process in purpose to find differences and similarities. Finally adiscussion is being brought up about the planning process as an instrument foranalyses. The result of the analysis shows that the German planning in generalhas had the same contents as the NATO planning process. An importantdifference in the German planning have been the absence of a clear connectionto the military theory and also that the operation partly was planned on thewrong level. The NATO planning process has by its military theory connectiona timeless shape that makes it work as an instrument for analyses of historicaloperations.

    Quantity-Distance (QD) is an established method used among other things for safety related to ammunition storage. The beauty of the QD-method is obvious - the simplicity - a simple solution to a complicated problem.

    As often is the case, the simple solution may be too simple for some applications. This makes a need to question the QD-method - if, when and how to use it.

    QD methods are generally appreciated by authorities who have to apply it and they consider it easy to understand (Acceptable - Not acceptable and nothing in between). Technical people who are involved in the ammunition safety process are well aware of the deficiencies associated with it. These deficiencies have led to alternate ways to be used in safety regulations e.g. methods based upon risk analysis.

    Increased costs for land and military operational requirements make it necessary both to apply alternate methods to ensure adequate safety and to question the criteria behind the QD: s and how they are used for different situations.

    The paper describes the background to and the development of some current regulations for the storage of ammunition. Comparisons are made of different criteria used and how these criteria influence on QD: s and Field Distances for the Military Operational Theater.

    The paper gives special emphasis on work done within the NATO AC/326 Operational Safety Group and efforts made to reduce Field Distances in the interest of Operational Readiness.

    Detta arbete syftar till att teoriprövande analysera och jämföra två av Graham Allisons teoretiska perspektiv avseende drivkrafterna bakom den argentinska militärjuntans agerande och beslut inför kriget om Falklandsöarna 1982. Den studerade tidsperioden avser åren 1976-1982. För att identifiera militärjuntans drivkrafter har Allisons teorier om förklaringsmodeller använts. I arbetet förekommer två förklaringsmodeller; det rationella aktörsperspektivet samt det interna maktkampsperspektivet. Dessa perspektiv innehåller av Allison konstruerade konceptuella faktorer och frågeställningar som för arbetets syfte har operationaliserats. De två perspektiven har därefter använts som ett analytiskt verktyg för att systematiserat bearbeta det empiriska underlaget i syfte att klarlägga vilken av modellerna som har den tydligaste förklaringskraften.

    Undersökningens resultat visar att det interna maktkampsperspektivet har den tydligaste förklaringskraften till militärjuntans agerande och beslut. Det signifikativa för militärjuntan var att den präglades av individuella målsättningar och flertalet konflikter, där den enskilda individens agenda fick företräde framför organisationens. Däremot kan perspektivet inte återge alla nyanser i en aktörs drivkrafter. Allisons modeller lämpar sig väl för att försöka förklara ett skeende som redan inträffat, men svårigheter uppstår troligtvis vid ett framåtblickande och vid en generalisering av andra fall.

    When the disastrous flood, generally referred to as “la Inundación”,occurred in Santa Fe City in 2003, it seemed like a bolt from the blue. Yet, it was far from the first flood to strike the city. Situated between two major rivers, flooding is part of the city’s history since its foundation. The lack of preparedness raises questions about the relation between past experience and future action in matters of disaster management. This article analyses the processes of remembering and forgetting as mediators of this relation. By focusing ethnographically on how these entwined processes playout within the Santa fesinian bureaucracy, following a logic of omission, it is argued that this logic contribute to the normalization of disaster instead of future prevention.

    In 1946, the Swedish Air Force (SwAF) introduced a new position open for pilot applicants. These pilots were trained and hired as non-commissioned officers and served in during a limited period of time. Influenced by the British RAF system with short service personnel, this system was in use until 1982. That year, it was decided that the Swedish Armed Forces would consist only of commissioned officers. However, in 2008, the non-commissioned officers were re-introduced into service. Today, the officers of the Armed Forces serve either as non-commissioned officers (“specialistofficerare) or commissioned officers (“officerare”). Aspirants who are applying to figher pilot training within the SwAF go through a three-year-long academic education in order to become commissioned officers. This essay aims to elucidate the key arguments used to introduce the system of non-commissioned fighter pilot officers and to test the validity of these arguments for applying the “new” system of officer ranks/other. The essay investigates the evolution, shaping, implementation and termination of the Fältflygare-system. It also compares 1946 and 2010 on three different aspects: the air force’s economic situation and tasks as well as the security policy-situation of the country. Also, a comparison of how officers are organised is made, between the SwAF and the air force of five other countries. The end of the essay consists of a discussion of the results. The result of the essay shows that none of the previous arguments are valid for implementing a system of non-commissioned fighter pilot officers for the SwAF pilots today. The main reasons for this are major differences in the tasks given to the armed forces and the differences of the security policy-situation. The main purpose of the Fältflygare-system, to recruit and train a large quantity of pilots for an air force that was being developed, does not reflect the situation today. Furthermore, the armed forces and air force today must be ready to solve a wider range of tasks today than before, particularly when it comes to peace keeping and peace enforcement missions. The older system trained for a more specific task - defending the Swedish country’s borders in case of a war between NATO and the Warsaw Pact.
