    Abstract [en]

    This study uses variables derived from Rational Choice Theory to examine the theory’s predicted covariancebetween public opinion and the parties’ policies. The collection of material has been guided by three arenas: the parliamentarian, the media and the voter’s. It has categorized the analysis based on the strategy concept, using ends, means and ways. It asks how the Moderate Party and the Social Democratic Party changed their strategy within the period of 31 May 2013 and 14 September 2014, and how this can be understood from a rational choice perspective. The purpose of the study is to examine the assumptions of Rational Choice Theory in the Swedish context in front of the election in 2014, and to understand this from the perspective of the theory. This can help in our understanding of defense policy formation and to our understanding of states’ relations on the international arena. The results show that there has been a more ambitious change in defense policy which covariates with the indicated positive change in public opinion on defense issues, but this did not make defense issues one of the 2014 election’s most important questions for the voters in choice of party to vote for. This can be understood as rational, seen from a RCT-perspective, since the other issues renders more support, a circumstance that is in line with the history of Swedish elections.

    En la Argentina del siglo XXI, la asamblea se ha convertido en una figura de movilización política y social. Las asambleas argentinas muestran rasgos transnacionales de acción colectiva contemporánea, pero también se caracterizan por discursos y prácticas relacionadas con los procesos políticos particulares de la Argentina y Latinoamérica. En este artículo se examina la asamblea argentina como un agenciamiento y se analiza cuáles son los elementos heterogéneos que se relacionan en y durante las asambleas. El análisis se basa en diferentes investigaciones etnográficas recientes, a saber, en la anti-minera Asamblea El Algarrobo en Andalgalá, en la Unión de Asambleas Ciudadanas y en la Asamblea Permanente por los Afectados de la Inundación en la Ciudad de Santa Fe.

    Abstract [en]

    The poliheuristic theory of decision (PH) is placed in its proper historical context through a brief diachronic overview of the evolution of the foreign policy decision-making tradition from Snyder, Bruck, and Sapin to the present. The PH program is examined and contextualized in synchronic fashion via juxtaposition with three parallel lines of theoretical and empirical foreign policy decision-making research: cognitive institutionalism, problem representation, and decision units. These approaches are found to exhibit different methodological strengths and weaknesses and to emphasize different aspects of the decision-making process. Substantial complementarities exist, suggesting that the potential for synergy and cross-fertilization is great.

    As fundamental tests of presidential leadership and organizational capacity, crises can make or break an administration. This article presents a conceptual analysis of what makes any crisis situation challenging to deal with, and it develops a set of analytical steps that can help crisis managers diagnose particular crisis situations they might face. The proposed crisis navigation framework brings together case research studies and theories of organizational processes, so that those assuming responsibility for steering the government and society through crises-including the Obama administration-have a useful point of entry into the growing crisis management literature.

    Abstract [en]

    Strategic leaders — those who sit at the apex of organizations and have primary responsibility for charting the course and achieving positive short and long term results for their various constituencies — play a crucial role in crisis situations. It is increasingly recognized that they, like other key players in crisis management and societal (homeland) security need to be prepared for this responsibility and that training and exercises are a fundamental part of this preparation. While significant attention in recent decades has been devoted to developing techniques and designs for operational training and exercises, rather less attention and ink have been devoted to problems of designing crisis management training and exercises for strategic level leaders in governmental organizations — the focus of this report.

    This publication is a result of a unique partnership between academic, private sector, and governmental experts from the United States and Sweden. It was developed through a series of collaborative bilateral workshops held in Stockholm and Washington, D.C. during 2013 and 2014.

    This chapter discusses the challenges involved in designing crisis management exercises for strategic leaders. It offers a source of reference for countries and collaborating organisations and can be seen as a “toolkit” intended to facilitate reflective and effective future crisis management exercise designs in the future. This chapter first discusses the rationale, types and purposes of strategic crisis management exercises as part of building the right skill set for strategic crisis management. It highlights the main challenges of involving leadership, engaging partners from the private sector, and developing international crisis management exercises. Finally, it presents the parameters and options for scenario development, including case-based scenarios and options for involving and working with leaders.

    Though important advances have occurred in recent years, governments are regularly surprised by the emergence of crises and still struggle to identify and understand them. This chapter examines the challenges of early warning and sense-making associated with strategic crises. It explores the multiple contexts - group, organisational, and political - in which leaders and their advisers are embedded. These contexts enable and constrain leaders and their advisors. The role of current and emerging information and communications technology (ICT) is discussed in relation to finding ways to harness technology to increase sense-making capacity and identify potential vulnerabilities and risks. In addition, problems of effectively managing expertise, information, and knowledge with regards to early warning and crisis management are examined. The chapter concludes by presenting a set of critical topics that require further capability development and policy reform efforts.

    Abstract [en]

    Purpose – Taming the complexity of crisis and integrating diverse narratives and sources regarding crisis events is a serious challenge. The purpose of this paper is to present a methodology for reconstructing, dissecting, and thematically comparing crisis experiences, using the 7/7 London bombings of 2005 as an illustrative empirical application.

    Design/methodology/approach – A cognitive-institutional process-tracing methodology suitable compatible with structured focussed comparison of crisis cases (Stern and Sundelius, 2002; cf. George and Bennett, 2005) is used. This cognitive-institutional process tracing and analysis strategy consists of four steps: contextualization, development of a synthetic chronological narrative, identification and reconstruction of decision occasions, and (comparative) thematic analysis.

    Findings – The paper demonstrates the feasibility of applying the methodology to real-world cases in the UK and concludes with reflections about the need for contextualized, systematic post mortem crisis analysis taking into account problem and process complexity, differential crisis performances of individuals and organizations under adverse conditions, and the increasing importance of social media and personal communications devices for crisis research and practice.

    Practical implications – The methodology used in this paper has the potential to improve the effectiveness of organizational learning and reform efforts in the wake of crisis experiences.

    Social implications – Insights associated with the application of this methodology can lead to improved post-crisis learning and fairer accountability processes, and thus contribute to enhancing societal resilience.

    Originality/value – The study not only presents an original methodology developed by one of the authors, but also provides a systematic, relatively comprehensive and theoretically informed analysis of the July 7 London bombings based not only upon the documentary record, but also upon a substantial number of interviews.

    This paper takes the current all hazards (with a special emphasis on the CBRNE) threat picture to military installations within and outside of the continental United States and their associated military communities, as well as evolving patterns of community vulnerability and changing preparedness concepts (community resilience, whole of community), as a point of departure for re-examining strategic leadership challenges (Boin et al, 2005) associated with crisis management and community-resilience development. The paper identifies two key modes of response to pervasive threat to military communities: evacuation and shelter in place. Both academic research and practical planning in both the civilian and military realms have tended to focus on evacuation to the relative neglect of shelter-in-place. The paper examines the pros and cons of each mode of response. While traditional shelter-in-place concepts have significant limitations, many of these are transcended by state of the art community-shielding strategies which provide a more robust and enhanced form of sheltering-in place. In fact, community shielding provides a potentially superior alternative in many contingencies in terms of force protection, mission assurance, and continuity of operations. The paper concludes with an agenda for improving the resilience (and crisis management) capacity of military communities.

    Abstract [en]

    This article extends the Uppsala Conflict Data Program (UCDP) by presenting new global data on non-state conflict, or armed conflict between two groups, neither of which is the state. The dataset includes conflicts between rebel groups and other organized militias, and thus serves as a complement to existing datasets on armed conflict which have either ignored this kind of violence or aggregated it into civil war. The dataset also includes cases of fighting between supporters of different political parties as well as cases of communal conflict, that is, conflict between two social groups, usually identified along ethnic or religious lines. This thus extends UCDP’s conflict data collection to facilitate the study of topics like rebel fractionalization, paramilitary involvement in conflict violence, and communal or ethnic conflict. In the article, we present a background to the data collection and provide descriptive statistics for the period 1989–2008 and then illustrate how the data can be used with the case of Somalia. These data move beyond state-centric conceptions of collective violence to facilitate research into the causes and consequences of group violence which occurs without state participation.

    Abstract [en]

    Systems for societal/homeland security in both Europe and the United States are in flux to adjust to 21st century threats, such as terrorism, the proliferation of weapons of mass destruction, regional conflicts, state failures, and organized crime. It is important that reforms take place, on both sides of the Atlantic that recognize the interdependence of Europe and the United States.(1) Security, including biosecurity, for Europe is strongly connected to security in the U.S. Diseases transcend borders, and their consequences can be the same, irrespective of where the outbreak occurs or whether it is a natural occurrence or an act of bioterrorism. This article examines the political and strategic dilemmas and complexities that would confront the European Union (EU) in the event of a bioterrorism attack or a naturally occurring outbreak. Although several initiatives have been taken by the 15 member states and within the EU Commission, the EU is not institutionally prepared for transnational, rapidly moving diseases that could cause grave consequences in Europe and other regions, including the U.S.(2) The prime responsibility for protecting European citizens against outbreaks rests with each member state. However, with intertwined and open European societies, the consequences would likely spill across borders. The EU Commission would have to become involved because such aspects as the internal market and freedom of movement would be affected. Responsibility, but not authority, would be pushed to the top. A coordinated EU response to such crises depends on European political leadership.

    Threat Construction inside Bureaucracy: A Bourdieusian Study of the European Commission and the Framing of Irregular Immigration 1974-20092014Doktoravhandling, monografi (Annet vitenskapelig)

    This dissertation examines how we construct security threats. Theoretically, it contributes to the literature on securitization and threat construction, which has hitherto overlooked how influential bureaucracies that – in contrast to the police and the military – have little to gain from widened threat perceptions, may still contribute to threat construction.

    The dissertation studies the European Commission and the issue of irregular immigration. By using frame analysis, it firstly explores what constructions of irregular immigration that the Commission generates and to what extent these contribute to threat construction. Using the Bourdieusian concepts of field, capital and habitus, it secondly analyzes how certain constructions of irregular immigration are authorized at the expense of others, due to the inner bureaucratic logic of the Commission.

    The empirical result reveals that the Commission mostly defines irregular immigrants as victims, yet simultaneously favors policy solutions that mainly seek to avert immigration. The Commission thus contributes to threat construction primarily through its policy solutions. Studying the inner logic of the Commission field highlights how informal routines and tacit power relations between Commission departments authorize certain frames over others. Importantly, the analysis shows how the naming of irregular immigrants as victims tends not to cost the officials anything in terms of symbolic capital, whereas the suggesting of less restrictive solutions tends to do so. Definitions and policy solutions thus follow different bureaucratic logics, which enables a mismatch between them. Moreover, the threat construction appears not because Commission officials believe that restrictive measures are the only way to solve problems linked to irregular immigration. On the contrary, officials believe that a multitude of solutions are needed. Instead, the threat construction is an unintended consequence of the logic of the field.

    Denna undersökning ingår som ett andra steg i en planerad sekvens av studier som syftar till att validera officersprogrammets urvalsprocess. I det första steget identifierades ett antal egenskaper och förmågor som kan antas vara betydelsefulla för officerare för att utföra ett bra arbete, oavsett inom vilken arena officeren verkar. En sammanfattande modell togs fram där egenskaperna och förmågorna indelades i tre kategorier; individuella basegenskaper, interpersonella förmågor och uppgiftsrelaterade förmågor.

    I det andra steget undersöks dessa egenskaper och förmågors karaktär; är de stabila eller utvecklas de under utbildning eller yrkesutövande? Resultatet visar att de individuella basegenskaperna utvecklas förutsatt en stabil grund liksom de interpersonella förmågorna medan de uppgiftsrelaterade förmågorna huvudsakligen utvecklades över tid, antingen under utbildningen eller som yrkesverksam officer.

    Purpose – The purpose of this paper is to understand the influence of leadership programmes on leaders and co-workers, as well as which mechanisms are involved in the process.

    Design/methodology/approach – An analysis was done into 431 free-text answers to questionnaires given to 120 participants in two different leadership programmes and their co-workers six months after their participation, using a grounded theory inspired approach.

    Findings – The result is a model, linking internal psychological and external behavioural aspects, with the central outcome that leaders gained more confidence in their leadership role through theoretical models learned, and reflection.

    Research limitations/implications – The course participants as well as the co-workers seemed to experience a positive leadership development indicating a value of participating in the courses.

    Practical implications – Confidence in leadership role seems important for having positive outcomes of leadership. Although this needs further research, it is something organisations should consider when working with leadership questions.

    Social implications – The co-workers perceived their leaders to be calmer, more open for discussions, and willing both to give and receive feedback post training. There appears to be an increase in trust both in the leader and reciprocally from the leader in the co-workers.

    Originality/value – Until now there has not been any systematic research into the effects on participants and co-workers following the programmes, despite the fact that over 100,000 have participated in the courses.

    Fifteen years ago we presented an agenda for crisis management research and training in Europe, here that article is revisited through a comprehensive review of social science scholarship in the field. Both the discourses on risk and crisis ‘management’ and on crisis ‘politics’ are surveyed in an effort to show the connect between knowledge and policy agendas for capacity building. Priority areas for European research are identified and discussed. The vital roles of research-based education and experience-based training to foster enhanced crisis management practices are noted. Independent yet policy-focused centres of crisis management scholarship are encouraged and needed. These should be linked through a transnational network to support a common ‘rapid reflection’ force in service of European leadership, when it matters the most.

    This paper examines the operation of the presidential advisory system during the 9/11 and Hurricane Katrina crises in order to explain the marked differences in presidential crisis leadership performance during the acute phase of both crises. It first presents a conceptual framework for the systematic study of “crisis advisory configurations” around presidents, based on an integrated review of the advisory systems and crisis management literatures. Second, the framework is applied to George W. Bush's performance in three crucial crisis leadership task domains—sense making, decision making, and meaning making. The article concludes by identifying key challenges of building crisis management capacity around heads of government such as the U.S. president.

    On 7 April 2017, a terrorist attack occurred in central Stockholm. A hijacked lorry was intentionally driven into crowds along a pedestrian street. The purpose of this study was to qualitatively explore how the media framed this terrorist attack. The data collection approach was inductive and explorative, mainly involving searching electronic media databases. The qualitative analysis of 1294 articles resulted in four overarching themes describing how the terrorist attack was framed in the media. These frames are as follows: the incident, framed as confirmed, unconfirmed and denied information; the perception of leadership and authorities as trustworthy; the site perceived as a place of sorrow; and crisis management framed as the initial and sequential framing of the professionals, the heroes and the villains. The primary conclusion is that true as well as fake news affects crisis management and public opinion, which may create challenges for the entire society within the crisis management area.

    This thesis examines the Swedish Government Cyber Security Strategy laid out for the years 2016-2022 using Carol Bacchi’s discourse method and theory concept “What’s the problem represented to be” (WPR). The theoretical framework of the thesis also builds on critical theories on security- and threat perception following the concept of “exceptionalist securitising” and “diffusing insecurities”. The study suggests that the government has a national security focus that stresses “high politics” cyber threats rather than risks related to individuals and the Swedish society. Potential enemies are presented as located outside of the national boarders indicating a more traditional security perspective and enemy construction coming from other states. The study also disclosed that the strategy strives to stress the necessity of raising the awareness on cyber security as well as uniting the authorities working on cyber security while neglecting the democratic limits that political actions such as state-monitoring and data surveillance implicates.

    The impact of stress on health can depend on factors such as frequency, heightening of stress during a given period or the presence of one or a few repeated hassles of psychological importance. The aim of this study was to gain a deeper understanding of how adult women experience and cope with daily hassles after sexual abuse. Ten interviews were analysed using the grounded theory method. The theoretical model of ‘protecting armor in daily life’ emerged. The aftermath of sexual abuse related coping with daily stress can be understood as a three‐phase process: (1) avoiding and escaping—coping after experiencing sexual abuse; (2) accepting and disclosing—starting a process of recovery; and (3) reconciling and repossessing—living with the experience in the present. The model contributes to a deeper understanding of the everyday life of women who have experienced sexual abuse. Increased knowledge of coping behaviours that can be used to deal with daily hassles may also serve as a tool for health professionals, other helpers and family to help these women rebuild a good life.

    Hybrida hot täcker in ett brett spektrum, alltifrån propaganda till vad som ofta benämns ”gråzonskrig”, där ombud eller “små gröna män” används vilka representerar en bredd som åskådliggörs i tabell 1. 1 Samtidigt är fokus inom området hybridhot ofta av mera näraliggande karaktär, exempelvis vid EU Centre of Excellence on Hybrid Threats i Helsingfors, och då talar vi om hot och attacker som befinner sig under de nivåer som representeras av kinetiska angrepp. Här kommer vi in på områden där underrättelsetjänsterna är mindre hemmastadda, eftersom målen för angreppen är samhällen, inte militära förband, eftersom många verktyg används såväl simultant som strategiskt för att uppnå maximal effekt, och där cyberdimensionen tillsammans med sociala medier (SM) och virtuella miljöer erbjuder nya, kostnadseffektiva angreppsmöjligheter.
