    Abstract [en]

    Command and control (C2) and maneuver are basics in the use of tactics and theories about warfare. This study aims to understand them better by conducting a case-study on the battle of Leyte and find if the use of them can explain the outcome of the battle. Wayne P Hughes theory about command and control and maneuver will be used. These variables were found in Hughes theory about C2: distribution of effect, conducting (of C2), aids, planning and time and timing. Regarding maneuver these variables were found: Position, time and speed. The result of the study is that the use of distribution of effect, conducting and planning as C2 and position in maneuver gave a positive outcome for the Americans. The misuse of time and timing in C2 by the Japanese and a misuse of time in maneuver gave a negative outcome.

    Abstract [en]

    This paper discusses concepts of command for complex endeavors. The traditional concepts of Unity of Command and Unity of Effort are found wanting, the former because there is no single individual in command of a complex endeavor, the latter because there is often no time to develop the comprehensive plan required, and if there is time, it is nevertheless difficult because different organizations have different planning methods and different planning cultures. A new command concept, based on our experience from studies of peace support operations is proposed. It is called Harmony of Efforts and it is a C2 concept for complex endeavors that involve a number of organizations, each of which does what it usually does, and for which there is no one commander with authority to enforce unity of command or unity of effort. Under these circumstances, Harmony of Efforts is all that one can hope for. The command concept of Harmony of Efforts specifies the spirit in which C2 issues should be approached, which is cooperation, the method to be used, which is negotiation, and the substance of C2, i.e., what C2 can usefully be concerned with in complex endeavors, which is the management of interfaces between organizations.

    Ämnet ledningsvetenskap har utvecklats för att bidra till utvecklingen av nya och bättre ledningssystem för militära och civila insatser. En viktig orsak till att ämnet kom till var de nya möjligheter inom ledningsområdet som blev följden av utvecklingen inom informationsteknologin. Ledningsvetenskap är en designvetenkap och begreppet designvenskap och vad som utmärker en sådan vetenskap till skillnad från en natur-, samhälls- eller beteendevetenskap diskuteras i boken. Boken är en lägesrapport. Den beskriver hur långt utvecklingen inom ämnet har hunnit under dess första femton år vid Försvarshögskolan. Syftet med boken är främst att ge en teoretisk grund för ämnet. Den beskriver grundläggande problem inom ledning av insatser, de lösningar dessa problem har fått och de kostnader som är förknippade med lösningarna. Diskussionen sker utifrån det som är ledningsvetenskapens speciella perspektiv, nämligen informationsperspektivet: vilken information som finns eller som kan (eller inte kan) göras tillgänglig och hur tillgänglig information används för att åstadkomma den inriktning och samordning som är ledningsfunktionens produkt i insatsen Boken ger också olika begrepp som skall göra det möjligt att diskutera ledning på ett ordnat sätt. Boken är skriven inte bara för att introducera ämnet utan också för att kunna tjäna som en första lärobok i ledningsvetenskap som ämnet utvecklats vid Försvarshögskolan.

    This is the second paper in a series where we try to understand what Clausewitz called the commander’s “coup d’oeil”, i.e., the ability to understand the situation on the battle field at a glance. We employ a standard paradigm from research on expertise where participants study a scenario and then reproduce it from memory. Last year we reported results consistent with other results from studies of expertise, viz., that experts recall meaningful scenarios better than meaningless scenarios whereas novices recall both types of scenarios equally badly. This year, we report four follow-up experiments. The first two study ex-perts’ and novices’ recall of scenarios after having seen how the scenario de-veloped over time and we do so under two conditions, one where the scenario develops violating constraints on how military units should move and one where they do not in an attempt to distinguish between two possible explana-tions for last year’s results: The constraints hypothesis and the pattern match-ing hypothesis. The results show that both experts perform better than novices but that both groups recall scenarios where the development did not violate constraints better than scenarios where the development violated constraints. We interpret these results as support for the constraints hypothesis. In Experi-ments 2 and 3 we vary the time allowed for inspecting static scenarios on the interpretation of these scenarios with both expert and novice participants. The results show that a short time for inspection affects the interpretation by novic-es to a greater extent than it affects the interpretation by experts, as was pre-dicted by Clausewitz. We interpret this to mean that novices and experts achieve their understanding of a military scenario in different ways.

    Abstract [en]

    This study examines how people handle the time constants in dynamic decision tasks, using a microworld called NEWFIRE which simulates forest fire fighting. The results showed that the participants did not adapt to the time constants, as shown by the fact that they did not discriminate between fires requiring different number of fire fighting units when varying the number of fire fighting units was a means of compensating for the time constants. If they were allowed to move units before the fire started their performance improved, suggesting that they could compensate for their problems with the time constants by restructuring the task in such a way that they did not need to consider them. It is suggested that such restructuring may well be how people handle dynamic tasks also in other circumstances, and that more effort should be put into studying what people actually do in dynamic tasks, rather than into only assessing whether or not they perform optimally.

    Developers of tomorrow's command and control centers are facing numerous problems related to the vast amount of available information obtained from various sources. On a lower level, huge amounts of uncertain reports from different sensors need to be fused into comprehensible information. On a higher level, representation and management of the aggregated information will be the main task, with prediction of future course of events being the uttermost goal. Unfortunately, traditional agent modeling techniques do not capture situations where commanders make decisions based on other commanders' reasoning about one's own reasoning. To cope with this problem, we propose a decision support tool for command and control situation awareness enhancements based on game theory for inference and coupled with traditional AI methods for uncertainty modeling.

    Inside armored vehicles, such as e.g. Hägglunds CV90 or Mowag Piranha, the possibilities for looking out are rather limited. That is especially true for the soldiers being transported inside the personnel compartment. Because of this, the soldiers are in effect expected to put themselves into harms way with very limited knowledge of what is happening outside the vehicle. One possible way to improve the situational awareness inside an armored vehicle is to have screens showing live images of the outside environment. The current investigation utilizes a set of carefully placed cameras connected to screens streaming live images inside the vehicle. It is found that this will significantly improve the situational awareness of the soldiers inside the armored vehicle. Field trials conducted in a realistic environment show that a careful placement of the cameras and the screens will increase the safety, and the efficiency, of the soldiers when they dismount the vehicle.

    Abstract [sv]

    Obemannade farkoster används allt oftare, och i allt fler roller, i dagens kon- flikter. Denna rapport ger en bred överblick över området militära obemannade farkoster, samt rekommendationer för inriktningen av framtida FoU-satsningar inom området.

    Överblicken över området har fokus på både system, förmågor och verksam- heter som är relevanta för Försvarsmakten. Genom att låta de insatsförmågor som definieras i FMUP (Försvarsmaktens utvecklingsplan) gå som en röd tråd genom rapporten, både när specifika system diskuteras och när möjliga scena- rier där obemannade farkoster kan vara till nytta beskrivs, har vi försökt hålla både bredd och relevans i dokumentet.

    Rekommendationerna vilar på en genomgång av de inriktningsdokument som producerats i Försvarsmakten, t.ex. Perspektivplanneringen och FMUP, besök vid de enheter som dagligen använder obemannade farkoster, UAV-enheten i Karlsborg och Swedec i Eksjö, samt den områdesöverblick som nämns ovan. Slutsatserna är att den effektivaste kompetensuppbyggnaden och kunskapsöver- föringen fås om man skapar breda tvärvetenskapliga projekt inom respektive systemkategori (UAV, UGV, etc) med nära kontakter till materielförsörjnings- processen och perspektivplaneringen. Dessa kan samla kompetensen inom FHS och FOI, övervaka forskningsfronten genom att bevaka tävlingar, konferenser samt delta i internationella samarbeten, samt överföra det samlade resultaten till Försvarsmakten genom demonstrationer av verkliga eller simulerade delsy- stem och interaktiva simuleringar av hela system. Just systemsimuleringar kan göras särskilt realistiska, eftersom interaktionen med de riktiga obemannade systemen till stor del sker igenom kontrollstationernas datorer. På så sätt ska- pas en känsla för både hot och möjligheter med de nya systemen, vilket gagnar både taktikutveckling och materielprocesser.

    Abstract [en]

    Exposure to geogenic contaminants (GCs) such as metal(loid)s, radioactive metals and isotopes as well as transuraniums occurring naturally in geogenic sources (rocks, minerals) can negatively impact on environmental and human health. The GCs are released into the environment by natural biogeochemical processes within the near-surface environments and/or by anthropogenic activities such as mining and hydrocarbon exploitation as well as exploitation of geothermal resources. They can contaminate soil, water, air and biota and subsequently enter the food chain with often serious health impacts which are mostly underestimated and poorly recognized. Global population explosion and economic growth and the associated increase in demand for water, energy, food, and mineral resources result in accelerated release of GCs globally. The emerging science of "medical geology" assesses the complex relationships between geo-environmental factors and their impacts on humans and environments and is related to the majority of the 17 Sustainable Development Goals in the 2030 Agenda of the United Nations for Sustainable Development. In this paper, we identify multiple lines of evidence for the role of GCs in the incidence of diseases with as yet unknown etiology (causation). Integrated medical geology promises a more holistic understanding of the occurrence, mobility, bioavailability, bio-accessibility, exposure and transfer mechanisms of GCs to the food-chain and humans, and the related ecotoxicological impacts and health effects. Scientific evidence based on this approach will support adaptive solutions for prevention, preparedness and response regarding human and environmental health impacts originating from exposure to GCs.

    The development of ballistic missiles, more effective cruise missiles, and increased sensor capabilities imply both new capabilities and challenges in a future operational environment. One effect this has is that the time from detection of a threat, to being able to respond, and to act on it will be significantly reduced. This article illuminates some current and future threats that are emerging and will be part of an increasingly complex battle space. The purpose of the research is to test and evaluate different C2 solutions for future ISR. The benefit of the proposed research is that it can provide design propositions for future ISR systems and its C2 function. In addition, the research may support design and acquisition of future automated systems and AI. Framing a conceivable development of a future battlefield and its character is important to obtain sufficient realism under the conditions that the proposed experimental series is intended to test. For the experimental series, the microworld C3Fire is currently under consideration as a platform for the trials. This, among other things, for its good configuration possibilities and being able to create reliable experimental conditions.

    In a future and data-intensive operating environment, threats can be assumed to vary considerably. One example of such threats is missiles that can achieve speeds of Mach 5 and above. To handle this type of threat alone, it implies at least two things. First, that a suitable operational picture is provided that take account for future long distance threats. Second, it is likely that it will be even more important to be able to collect, filter, process and understand relevant data to make priorities and make proper decisions under short time conditions. Third, when considering threats by cyberwarfare, these threats can be considered as conducted in the speed of light. This, in summary, will probably suppose an efficient and dynamic command and control (C2) of available and different types of sensors, from directly controlled to sensors guided by artificial intelligence (AI), on a future battlefield. In this paper, we propose an experimental study to investigate from which levels of sensor C2 that can be centralised, decentralised, or a combination thereof, and which seems to be sufficient to be able to in time respond to threats in a geographically and by information enlarged operating environment.

    This article focuses on the definition, implementation and testing of a model to describe Hybrid Conflict Environments. Without the need of citing specific cases or countries, it is clear that hybrid strategy and warfare are becoming more important. A hybrid strategy can affect policy makers, military operations, economics and financial trends, intelligence and legal activities as well as information and media. A conceptual model is introduced to define and to gain further insight into hybrid environments. The model is then implemented and tested by running experiments to provide evidence on its relevance. Finally, results are presented and discussed.

    Changing climate have a great impact on northern area of Pakistan’s environment and is more prone to environmental changes impacts than rest of the country due to its high elevation. However, the results of melting glaciers effect not only the local environment but also the whole country with frequent and heavy floods. Although recent technological development provided solutions of many problems to mankind, the pace of development in the field of environmental preservation technologies are much slower than needed.

    Remote sensing (RS) from Satellites and Airplanes used in Geographical Information Systems (GIS) are technologies that can aid in understanding the ongoing environmental processes as it enable us to obtain information about vast area and help researchers to observe, understand, forecast and suggest response to changes that occur.

    It can be natural disasters or man-made disasters and human induced factors. Still analysis accuracy issues are there which plays a vital role for the formulation of any strategy. To achieve better results, object based analysis methods have been tested in here. Various algorithms are developed by the analysts to calculate the magnitude of land cover changes but must be evaluated for each environment that is under observation as for example mountainous areas. Here we have tried object-based methods in comparison with pixel based. Landslides, soil moisture, soil permeability, snow cover and vegetation cover that change during certain period of time can, with those methods, be effectively monitored. The findings were in short;

    1) Object based analysis shows better accuracy ratio as compared to the pixel based analysis.

    2) Slow but gradual depletion of snow/ice cover was confirmed in the study area of Karakoram region, Northern Pakistan.

    3) Snow and ice melting catalyses the floods, mudslides, landslides and lake outburst episodes in the area during last two decades could be clearly observed in the analysed images and survey data.

    4) Massive landslide/mudslide phenomena was observed in the study area in 2010 and 2012 in Landsat imagery. The artificial lake on the River Hunza was clearly observable in TM and ETM 2010, 2011 and 2012 imagery.

    5) Bare soil area increased due to glacial retreat therefore gradual increase in the vegetation can be observed from the year 1992 to 2011.

    Present--‐day warfare often involves planning and execution of operations in complex environments. In order to support military decision making in such environments I argue that the military situation must be represented by six categories of representations. In current practice only two categories are employed. The six categories should be linked to representations of the operational plan and the planning process. By combining the different categories of representations, military decision makers will gain a better understanding of operational areas that hold complex system behaviour.

    The Vietnam War has generated a vast literature but one which has often forgotten that the United States fought in Vietnam as part of a coalition. This article examines Washington's efforts under President Lyndon B. Johnson to recruit third country combat assistance. He and his colleagues sought military help less for practical reasons than for political ones as a way of legitimizing the war both domestically and abroad. However, no NATO countries were willing to participate, and some of the five troop-contributing countries (Australia, New Zealand, the Republic of Korea, the Philippines, and Thailand) were attracted probably more by American largesse than by idealism. In exploring the diplomacy of coalition-building, this article has a contemporary resonance in the light of the military campaigns initiated by the White House since 2003.

    This article analyses the recent military ‘turn to reflexivity’ in relation to current reflexive commitments in critical studies of the military. With reflexivity, military organizations have begun to inquire into its own role as a producer and user of knowledge, and into the constitutive effects of knowledge in and on the world. A reflexive concern with the conditions and effects of knowledge has thus made militaries sensitive to the epistemic dimensions of military force. The broader socio-political implications of the military’s attention to epistemics, in terms of how knowledge may constitute and bring into being novel socio-political orderings, make it an urgent task to explore this development in relation to the reflexive state of critical research on the military. The first argument that I make in the article is that existing reflexive commitments in critical military studies are conceptually able to target scholarly-military epistemic interactions and the constitutive effects thereof, but less able to address epistemic distinctions in terms of how knowledge is produced and how different conditions shape the content of knowledge. This, however, is what is needed to critically address the military reflexive development. Based on this, I argue secondly that a fruitful broadening and enriching of the reflexive gaze may be achieved by further taking reflexivity in a Bourdieusian direction – a move that ultimately works complementary to existing reflexive commitments in critical military studies.

    Peacebuilding debates increasingly revolve around questions about knowledge and expertise. Of particular interest is what (and whose) knowledge(s) ends up authoritative in interventions. This article addresses a problem in the literature on the epistemics and epistemic authority of peacebuilding interventions: the acknowledgement of but lacking attention to plural knowledges, the transgressive character of expertise, and knowledge struggles. It does this by discussing recent suggestions that peacebuilding epistemic authority can be fruitfully analysed as a Bourdieusian field. The article identifies a tension in Bourdieu’s own thinking about fields, which has shaped some of these recent proposals. This tension, nevertheless, also enables a reconsideration of fields and struggles, and thereby an analysis that takes plurality and transgressiveness into account. By developing such an alternative conceptual position, the article sees peacebuilding epistemic authority as object- and struggle-bound; conditioned and dependent on dynamics that go beyond peacebuilding as a distinct field of practice. This position is illustrated in an analysis of the emergence and (temporary) establishment of epistemic authority in peacebuilding interventions on informal economies.

    This article diagnoses a representational bias in current scholarshipon the materiality and spatiality of urban peacebuilding. The biasreduces peacebuilding knowledge production to situatedprocesses that unfold in urban environments but that are notconstituted by them. To counter this, the article draws on ‘morethan-representational’ thinking to develop a research agendathat reframes the study of urban peacebuilding epistemics. Theagenda reconceptualises post-/conflict urban environments as‘governance objects’ that need to be made known and made‘governable’. Further, the agenda approaches the peacebuildingproduction of such objects as a process in itself situated in and(co-)constituted by urban environments.

    In light of the recent turn to ‘inclusivity’ in peacebuilding practice, this article problematises established ways of ‘doing critique’ in peacebuilding scholarship. Inclusivity refers to the building of peace as a situated and co-constituted process. This entails what can be termed a new epistemic commitment: the acknowledgement that peacebuilding as a dynamic and emergent phenomenon is also an epistemically co-constituted process. In the article, I make two arguments. First, the move towards inclusivity places currently dominant modes of scholarly critique at an impasse. Persistent ontological and epistemological binaries preclude a productive investigation and challenging of inclusivity projects and their epistemic commitment. Second, I argue that, by returning to historical conditions that were formative in the very emergence of the category of ‘the local’, the conceptual basis of an alternative mode of critique (re)appears. This alternative critical project allows for an analytical sensibility to peacebuilding as emergent and adaptive. It makes it possible to disentangle power relations as these emerge between different and possibly unexpected configurations of actors and knowledge claims in inclusivity projects.

    The SoDark cipher is used to protect transmitted frames in the second and third generation automatic link establishment (ALE) standards for high frequency (HF) radios. The cipher is primarily meant to prevent unauthorized linking and attacks on the availability of HF radio networks. This paper represents the first known security analysis of the cipher used by the second generation ALE protocol—the de facto world standard—and presents a related-tweak attack on the full eight round version of the algorithm. Under certain conditions, collisions of intermediate states several rounds into the cipher can be detected from the ciphertext with high probability. This enables testing against the intermediate states using only parts of the key. The best attack is a chosen-ciphertext attack which can recover the secret key in about an hour with 100% probability, using 29 chosen ciphertexts.

    S-boxes are often the only nonlinear components in modern block ciphers. They are commonly selected to comply with very specific criteria in order to make a cipher secure against, for example, linear and differential attacks. An M x N S-box can be thought of as a lookup table that relates an M-bit input value to an N-bit output value, or as a set of N boolean functions of M variables (Schneier, 1996).

    Although cipher specifications generally describe S-boxes using their lookup tables, they can also be described as boolean functions or logic gate circuits. sboxgates, which is presented here, finds equivalent logic gate circuits for S-boxes, given their lookup table specification. Generated circuits are output in a human-readable XML format. The software can convert the output files into C or CUDA (a parallel computing platform for Nvidia GPUs) source code. The generated circuits can also be converted to the DOT graph description language for visualization with Graphviz (Ellson et al., 2002).

    China's maritime periphery or ‘‘near seas’’—the Yellow Sea, the East China Sea, and the South China Sea—are waters through which a great deal of vital commerce flows, as China, Japan, Korea, and numerous Southeast Asian countries are all major trading nations that import the energy and raw materials that sustain their thriving economies. Since 2009 the East and South China Seas have become increasingly fraught with tension. This has generally been attributed to rising Chinese assertiveness, but not because China has started making a lot of assertions it never made before. As the authors assembled here point out in replete detail, China’s explicit claims to the Diaoyu/Senkaku islets in the East China Sea date back at least to 1971, while it can trace its claim in the South China Sea back to the publication of the famous ‘‘nine-dashed line’’ map by the Nationalists in 1947 (at the time it contained eleven segmented lines; the victorious Communists subsequently dropped two). What has changed since 2009 is China’s more rigorous enforcement of existing claims. This too is brought out in the articles collected below: its actors have seized islands well within the exclusive economic zones (EEZs) of neighboring Southeast Asian nations, detained fishing boats and confiscated their catch, cut the cables of ships engaged in oil exploration, harassed American surveillance vessels, and most recently undertaken ‘‘reclamation’’ of subsurface islets in order to construct airstrips and harbors.

    In this study an attempt is made to put forward ideas about how logistic support to the Armed Forces of the future will be dealt with, based on a sur­vey of current social, military and economic trends. The aim is to identify those logistic matters, which it would be relevant to simulate within a 10 to 15-year period. The study has been carried out with the aid of NATO logis­tic doctrine and a qualitative method, which is closely comparable to idea analysis.

    One of the findings of the study is that the Swedish Armed Forces could be one module, amongst many (e.g. police, rescue services and aid organisa­tions), tailor-made for a particular peace support operation, led by a national HQ. It can also be taken that civilian actors, to a much greater extent than today, will be part of the logistics system and that this system could resem­ble the “IKEA model”, i.e. small stores of equipment that can quickly be put together to meet different needs. All this will require a greater degree of specialisation and coordination, both in Sweden and in other countries.

    Those logistic matters identified as being relevant for simulation within a 10 to15-year period have been brought together in a summary. The main con­clusion of the study indicates that it is of the utmost importance to simulate a model of the complete logistic chain. In the meantime, in order to carry out the simulation, the collection of experiences and lessons learned must be systemised and recorded. If this does not happen, it is doubtful that the simulation can be used as a system to support decision-making.

    The Swedish Armed Forces (SAF) are today in a process of transformation, with the focus changing from homeland defence to embracing a global perspective. This change is being driven by a trend towards increasing international commitments. This has created a new set of demands on SAF, which has put pressure on greater efficiency in the supply chain, not least the order fulfilment process (OFP). Today, material managers can have a significant impact on lead-time reduction, but it is often unclear as to which aspects of the process managers should focus their efforts and capital on, to bring about improvements in the supply chain and the order fulfilment process. To increase knowledge of this phenomenon, the purpose of this thesis has been to investigate factors that have an impact on efficiency when it comes to the military supply chain (order fulfilment process for Role 2) in relation to ongoing changes within the SAF.

    The project is based on a case study of the medical capability (Role 2). Moreover, a model has been used, which illustrates different influential factors of a changing organisation. These are core business, strategies, competence and management culture, all of which lead to a better understanding of how the unique context might have an impact on the efficiency related to the supply chain.

    The results of the analysis show that there are great similarities between the empirical and theoretical elements. Several actors in the process are well aware of what needs to be done to improve the OFP; hence, there are some implications worthy of emphasis. However, the results also indicate that the use of measurements is not considered as a key principle for the management of processes by the respondents. Nevertheless, by using measurements in the OFP, SAF could better define the actual order cycle time and indirectly improve the OFP. An overall strategy has not been identified; however there are strategic goals and a material strategy. Furthermore, it is important that many of the respondents are not aware of what is said in these documents and that it appears to be unclear how the strategy should be applied in their daily work.

    With regard to the leadership culture, there appears to be a strong "bottoms-up spirit" and a weak "top down" leadership in SAF. The study indicates that efficiency in the supply chain would benefit from a better balance between top down and bottom up leadership. The main conclusion from the analysis is that competence seems to be the essential factor in increasing efficiency in the OFP, to meet the demand for the development of new military capabilities, such as the NBG. It is almost as if this factor has been forgotten or is being neglected by SAF.

    Malawi is one of the poorest countries in the world and one of the most densely populated in south-eastern Africa. Its major power source is hydro-electricity. During the past few years, the power generation capacity has been reduced, which has impacted negatively on the socio-economic development of the country. The country holds an enormous potential to generate geothermal energy due to the country’s position within the Great African Rift valley. This could contribute to economic growth, poverty reduction and technological development in Malawi. The paper presents findings of research on comparisons between silica (quartz and chalcedony) and cation geothermometers (Na–K, Na–K–Ca and K–Mg) of hot springs in the Malawi Rift, in order to deduce the temperature at depth of selected hot springs. The saturation indices of most springs have a bearing on the geology of the areas where these hot springs are found. The Na–K geothermometers are, in general, higher than the Na–K–Ca geothermometer and the K–Mg geothermometer shows temperatures that are too low to be considered. The difference in the results between the different geothermometers may indicate shallow conditions of mixing with groundwater. Results also indicate that some hot springs have sufficient heat-generating capabilities and warrant further exploration work to assess their suitability for energy generation.
