    Som officer berörs man i första hand av krigföringsförmågan såsom formulerad i doktriner, hur den hålls vid liv eller utvecklas över tiden reflekteras det mer sällan över.

    Politiska inriktningar representerar en central drivkraft bakom förändringar i förmågan i den meningen att de utgör ramarna för praktiken.

    Uppsatsen syftar till att genom ett närmare studium av den politiska styrningen och dess påverkan i de tre delarna av krigföringsförmågan skapa ett alternativt perspektiv för reflektion över den militära praktiken. Syftet uppnås genom att jämföra de politiska inriktningarna, i form av propositioner, för försvarsmakten 1999 och 2009 och därefter diskutera förändringar i krigföringsförmågan samt dess nutida innebörd.

    Metoden utgörs av en kvalitativ textanalys där komparation nyttjas mellan två jämförelsepunkter i syfte att diskutera skillnader och likheter samt dess betydelse för krigföringsförmågan idag.

    Uppsatsens resultat påvisar i förändringen ett flertal påverkande faktorer på den nutida krigföringsförmågan där de mest framträdande återfinns inom; krav på förmågor, utökade samarbeten nationellt och internationellt, utökade uppgifter inom hela konfliktskalan, ökad tillgänglighet och uthållighet, bibehållen regional hotbild, bibehållen syn på kostnadseffektivitet och rationalitet.

    Av de tre delarna i krigföringsförmågan har de moraliska faktorerna påverkats minst dock finns även här en förändring främst avseende motivation, förtroende och ökad professionalism.

    Abstract [en]

    This thesis examines the portrayal of men and boys within the women, peace and security agenda, and in particular the United Nations Security Council’s (UNSC) security discourse on this theme. The relationship between the portrayal of victims and perpetrators, and the portrayal of men and boys are analysed and discussed based on the three-dimensional framework for Critical Discourse Analysis by Norman Fairclough. Through the theoretical framework of Martha Finnemore and Kathryn Sikkink on norm theory, this thesis furthers the understanding of the evolution of how men and boys are portrayed within the women, peace and security agenda. The results of this thesis are that the portrayal of victims often does not correspond with the portrayal of men and boys, while the portrayal of perpetrators often does correspond to the portrayal of men and boys. The study also shows that the portrayal of men and boys as the perpetrators as well as leaders in society has reached the third stage of the norm cycle by Finnemore and Sikkink; internalisation, and that the portrayal of men and boys as victims as partners to the female leaders in society has reached only reached the first stage of the norm cycle: norm emergence.

    Abstract [en]

    Safety culture is a critical factor within aircraft maintenance organizations for delivering air-worthy aircrafts for the Swedish Armed Forces. There is a problem with insufficient manpower within the aircraft maintenance organizations, and therefore this paper aims to examine the implications this might have on safety culture. An aircraft maintenance function within the Armed Forces Helicopter wing was studied. The Swedish Armed Forces regulations inflict the responsibility for safety culture upon commanding officers. And this together with the research on the subject safety culture that says that it is leadership that inflicts on safety culture the most, dictates this paper to examine the subject from a leadership point of view. Four officers from the aircraft maintenance function was interviewed about leadership factor that inflicts with safety culture and the insufficient manpower problems. This paper concludes that commanding officers have problem finding time for planning for the workforce and making frequent tours in the hangars. Due to awareness of the problems with insufficient manpower commanding officers pay extra attention to the workforce’s wellbeing. Due to lack of manpower within the workforce, together with two other factors, the reporting culture has declined.

    In the Ministry of Defenses inquiry about the Armed Forces long-term material needs 2018:7, an increased need for an ability of deception was identified, as well as through deception make the identification of real units more difficult for a potential threat/opponent. One method used for deception is the utilization of decoys. Decoys are described in the Swedish Marine Corps governing documents as a part of the means of deception but are practically used to very small extent.

    The essay was written from a military technical perspective and has an exploratory approach regarding the usage of decoy units in a marine context. The question of research was answered by initially collecting data that enabled modeling of scenarios. Based on the scenarios, an analysis was performed using the Kill chain, where the conclusions then led to the question being answered.

    The results of the analysis showed that a decoy, with the right characteristics for deceiving modern sensors, can contribute to hesitation and distraction for the opponent that leads to reduced likelihood of discovery and influence of own units. The hesitation and distraction can arise, among other things, in the knowledge that decoys are used and therefore hesitation about the classification of a detected unit. Decoys can also be used in order to create an image that the real units and activities can hide in.

    As natural and man-made disasters become increasingly common, ensuring effective disaster response, mitigation and recovery is growing into a high-priority task for governments and administrations globally. This paper describes the challenges of collaboration within multi-organisational hastily formed networks for post-disaster response, which are increasingly relying on emerging ICT infrastructures for communication and cooperation. We present an interdisciplinary analysis of the conditions for establishing an effective mutual conversation space for involved stakeholders, and how the development of socio-technological systems affects cognitive and behavioural aspects such as established communities of practice and virtual pockets of local order.

    Our observations thus far suggest that some of the key issues are overcoming organisational and cultural heterogeneity, and finding solutions for technical interoperability, to ensure effective, pervasive and sustainable information exchange within and between organisations participating in hastily formed networks.

    Abstract [en]

    This article analyses why the offensive dominates tactical thinking among Swedish officers. Having found that the large majority of Swedish officers think that the offensive dominates tactical thinking in the armed forces (6:1, 16:1 in the case of the army) ten possible reasons are identified and analysed. It found that the key factors for the dominance are military culture and education which together produce and reproduce the offensive bias. These are the factors with the most direct and deepest impact on the officer identity and understanding, form the foundation for tactical thinking, and work as a prism for other important factors.

    The ability to lead armed combat is central to an officer. It is clear that the military professionis about more than possessing theoretical knowledge. Thus, in order to achieve an educationalprogram that includes the skills and abilities of the military profession there is a need to lookbeyond traditional written examination and apply practical examination in various forms.In this article we argue that while all practice can and should be examined through practicalexamination, not everything that is practically examined has to be practice. More specifically,this article will focus on the possibilities and limitations with practical examination. Focuswill be on the education of officers within the context of war studies. The article approachesthe issue on the basis of the legal framework for higher education in Sweden, research onteaching and learning in higher education and practice at the Swedish Defence University. Theoverall purpose is to understand practical examination with regard to what is allowed, howit is done with judicial security, and how it can be done in practice. The article also discusseswhat should be practically examined and how this should be done.

    Abstract [en]

    This essay examines the presence of cognitive biases in governmental acquisitions of technical systems. The four examined biases are Prior hypotheses and focusing on limited targets, Exposure to limited alternatives, Insensitivity to outcome probabilities and Illusion of manageability. These were examined through a case study of systems purchases for governmental agencies.

    The essay identified parts of Försvarsmaktens handbok i studiemetodik where the text was written in such a way where there was a risk of bias being present. These were identified through a qualitative text analysis and semi-structured interviews. Because of the presence of bias found in the text, a chapter dedicated to risk of bias was recommended, as well as certain amendments to the text to prohibit biased interpretations.

    Moderna industrialiserade stater är under utveckling till post-moderna, globalt sammanflätade ekonomier och samhällen. Cybermiljöns strategiska betydelse är högaktuell då det finns en strävan att ersätta traditionella militära förmågor med långräckviddiga vapen och tekniska system. Tänkandet inom cybermiljön präglas emellertid fortfarande av teknikens möjligheter och dess taktiska tillämpningar och en historisk vetenskapsteoretisk utgångspunkt i avskräckningsstrategi som inte anses vara tillämpbar i cybermiljön. Cybermiljön militariseras men strategisk teori för hur maktmedlet skall användas saknas. Teoretiskt ramverk bör förankras i empiri, filosofi och historia. Den här studien undersöker hur flygmaktsteori kan utgöra vetenskapshistorisk utgångspunkt för att förankra cyberteori i strategin och hur luftmaktsteori kan utveckla strategisk teori i cyber?

    Analysen har visat att flygmaktsteori kan utgöra utgångspunkt för konceptuellt tankesätt och utveckling av teori i cybermiljön främst för att de strategiska grundelementen och effekten är teoretiskt jämförbara. Studien har utvecklat cyberteori för operativa metoder, konceptuellt tankesätt och den sammansatta effekten av cyberattacker. Studien har visat att flygmaktsteori utgår från en systemsyn på motståndarens sociala och tekniska system och målet är att genom strategiska attacker parallellt bekämpa tyngdpunkter för att nå en paralyserande effekt. Därigenom skall en psykologisk effekt påverka viljan till fortsatt kamp. Cyberattacker är mer strategiska och politiska men mindre våldsamma än flygmakt och kan på ett mer effektivt sätt uppfylla politiska mål än traditionellt militärt våld. Information, underrättelser och teknik är av permanent betydelse för strategi. Cybermiljön har en politisk och militär dimension och i likhet med de övriga militära maktmedlen är cybervapnet föremål för strategisk teori. Cybermiljön anses vara teoretiskt förankrad i den allmänna strategin med en tydlig spårbarhet till den indirekta strategin.

    I denna uppsats beskrivs en fallstudie på överbelastningsattacken mot Estland 2007, där attackens skeden redovisas samt visar på vilka åtgärder som vidtogs för att stoppa attacken, samt på vilket sätt attacken drabbade Estlands befolkning. Därefter analyseras attacken med hjälp av Richard Stiennons teori, om cyberkrigets fyra pelare. Avslutningsvis diskuteras de två frågorna som rör; vilka möjligheter en nation har när det kommer till försvar mot cyberattacker samt vad som kan tänkas räknas som militära problem.  

    Syftet med uppsatsen är att visa på hur en nation drabbas, när den blir utsatt för en cyberattack och vilka handlingsåtgärder som är möjliga att vidta. Resultatet visar på att sättet Estland drabbades på, var att nationen var tvungen att isolera sig från det internationella internet, men att internet inom nationen kunde upprätthållas. Diskussionen mynnar ut i att en nation har mycket få handlingsmöjligheter till att försvara sig själv, när det kommer till cyberattacker från aktörer som inte är andra nationer. En viktig slutsats var att fallet Estland inte var ett militärt problem, utan kunde lösas helt civilt

    Abstract [en]

    The modern study of war originates in many ways in Carl von Clausewitz classic On War. One of Clausewitz most influential positions is the idea that war is political, summed up in the statement that ‘war is the continuation of politics by other means.’ Traditional approaches to war often draw on this idea to outline how tactics and operations work as means to strategic and political ends. Critical approaches on the other hand, have instead invoked Michel Foucault’s idea that ‘politics is the continuation of war by other means,’ enabling an understanding for how politics relate to a struggle of life and death. This paper outlines a critique of both ideas by drawing on Jean Baudrillard’s discussion of the Gulf-war. It argues that taking the link between war and politics for granted produces a reality which in many ways reflects and reifies war as a mode of politics, or politics as a mode of war. The text ends by arguing that if we are to think war seriously and critically we need to think it beyond politics, and a starting point to do so is to forget Clausewitz.
