    Re-enlistment in the Swedish Armed Forces – individual motives and driving forces2016Conference paper (Other academic)
    Abstract [en]

    As many other armed forces, the Swedish Armed Forces (SAF) is having a difficult time recruiting a sufficient number of soldiers. The turn-over rate is high as well as the cost for recruiting and training soldiers, should they leave the SAF immediately (after basic training) or after a shorter period of employment. This has brought attention to the issue of re-enlistment and the need to understand what factors impact soldiers’ willingness to re-enlist to the SAF. The aim of the study is to investigate the motives and driving forces that make soldiers inclined to re-enlist within the SAF. Interviews are conducted with about 20 re-enlisted soldiers from three different units. A grounded-theory approach will be used to analyse the data. At the time of the conference the data analysis will be completed and the results will be presented.

    Återanställning i Försvarsmakten: en intervjustudie med återanställda soldater2016Report (Other academic)
    Abstract [en]

    The aim of this study was to investigate the motive-structure of soldiers who has re-enlisted with the Swedish Armed forces. The following research questions were formulated: (1) Which factors influenced the decision to leave the armed forces, and (2) which factors influenced the decision to re-enlist with the armed forces. Eleven re-enlisted soldiers, from three different units, were interviewed. The interviews were analyzed according to a grounded theory-approach. A theoretical model describing the re-enlistment process from an individual perspective was developed.The theoretical model shows that in order to understand re-enlisted soldiers motive-structure in relation to re-enlistment we need to consider the following aspects: (a) the soldiers´ individual work approach, (b) their experiences of employment, (c) factors influencing their decision to leave the armed forces, (d) their reflection process that develops as a result of a contrast between the civilian and the military employment, and (e) their motives and thoughts in relation to the decision to re-enlist with the armed forces. In the report, we discuss the importance of goal attainment, commanders’ attitude towards re-enlisted soldiers and commitment and interest in the armed forces as a result of the reflection process.

    Influence of IED attacks on leadership: Dealing with the invisible enemy2012In: Res Militaris, ISSN 2265-6294, Vol. 2, no 3, Summer/ÉtéArticle in journal (Refereed)
    Abstract [en]

    The aim of this study was to gain a deeper understanding of leadership in military operations characterized by the presence of critical incidents (IED attacks). Twenty-one Swedish soldiers and officers (ranking from soldier to colonel) who had experienced IED attacks in Afghanistan during the period 2005-2008 were interviewed, and their responses were analyzed according to grounded theory methodology. A model was developed according to which the essence of military leadership immediately following an IED attack could be summarized as recapturing control over self, the group and the task. The model also illuminates the importance of selected pre-existing conditions and the leader's appraisal/ sensemaking processes. Nine leadership acts of balance were identified, including balanced grief (self), balanced focus on emotional and functional recovery (group), and balanced handling of safety versus necessary risk-taking (task).

    Abstract [sv]

    Syftet med studien var att studera potentiell återanställningsbarhet och motivationsstruktur hos individer som lämnat Försvarsmakten. Följande frågeställningar avsågs att besvaras: (1) Vilka faktorer påverkade individernas beslut att lämna Försvarsmakten? och (2) Vilka faktorer påverkar huruvida individen vill ta återanställning i Försvarsmakten eller ej?

    Med hjälp av en enkät besvarade 786 tidigare kontinuerligt tjänstgörande gruppbefäl, soldater och sjömän frågor om varför de lämnade Försvarsmakten och om deras attityd till att ta återanställning. Resultaten visar att de flesta trivdes bra under sin anställning. Vanligaste orsakerna till att lämna var brist på utveckling, missnöje över lönen, och för att  påbörja civila studier/arbete. Brist på utveckling är den faktor som bäst predicerar om tidigare kontinuerligt tjänstgörande personal vill ta återanställning i Försvarsmakten eller ej.

    Abstract [en]

    Purpose

    – The purpose of this paper is to investigate if the thesis “bad is stronger than good” also holds true for a number of leadership issues, more specifically: trust in the immediate leader, emotional exhaustion, work atmosphere and propensity to leave.

    Design/methodology/approach

    – Questionnaire responses were obtained from military personnel in Estonia, Sweden, Switzerland and the Netherlands (n=625).

    Findings

    – Multiple regression analyses revealed a certain pattern. Constructive leadership behaviours showed stronger positive associations with trust in the immediate supervisor and work atmosphere, than destructive leadership behaviours showed negative associations. On the other hand, destructive leadership behaviours showed stronger positive associations with emotional exhaustion and propensity to leave, than constructive leadership behaviours showed negative associations. This suggests that constructive leadership behaviours possibly have a greater impact on positive phenomenon and/or phenomenon associated with work-related relationships. On the other hand, destructive leadership behaviours appear to have a greater impact on negative phenomena with a stronger personal meaning. The results also show that the passive forms of destructive leadership are the behaviours that had the strongest impact on the investigated dependent variables.

    Research limitations/implications

    – Limitations related to item construction, common method variance, response set tendencies, translation of the instruments, and lack of response rate are discussed.

    Practical implications

    – The results emphasize the importance of focusing on both constructive and destructive leadership at the selection stage, as well as during training of military leaders. Focusing on them separately obstructs optimal leader development and prevents leaders from gaining authentic self-knowledge. The results also point at the importance of including both aspects of leadership in leader evaluation processes.

    Originality/value

    – The use of both constructive and destructive leadership behaviours with respondents from multiple nations in the same analysis.

    Passive leadership in a military context. Its relationship with work attitudes and emotional exhaustion2017Conference paper (Refereed)
    Abstract [en]

    Purpose

    This paper reports the results of three quantitative studies on destructive leadership in a military context. The aim is to identify (a) which behaviors are considered passive leadership in this type of context, (b) outcomes of passive leadership, and (c) hierarchical differences regarding outcomes of passive leadership.

    Design/Methodology

    Questionnaire data was collected from (a) three Swedish military groups (n = 428), (b) military personnel in Estonia, Sweden, Switzerland and the Netherlands (= 625), and (c) Swedish military personnel serving in Afghanistan (n = 289).

    Results

    The results show that passive leadership in a military context is defined as behaviors related to being “passive, cowardly” and “uncertain, unclear, messy”. Passive leadership behaviors had a stronger impact (than active destructive leadership behaviors) on outcomes such as emotional exhaustion and propensity to leave the organization. The results also reveal that passive leadership behaviors are more common on higher hierarchical levels compared to lower.

    Limitations

    Limitations related to common method variance, response set tendencies and lack of response rate are discussed.

    Research/practical implications

    The results emphasize the importance of focusing on passive leadership behaviors in the research field of destructive leadership. From a practical perspective, implications for military organizations are discussed.

    Originality/Value

    Since most of the studies on passive leadership are conducted in civilian settings, the results from this paper contribute with context-specific knowledge about passive leadership in a military setting.

    Abstract [en]

    The aim was to explore which components military personnel in peacekeeping operations perceive as contributing to trust in their superior and subordinate leaders during international or national operations or exercises. Data were collected among 591 military officers and cadets from Norway and Sweden using a questionnaire with open-ended questions. Two superior categories emerged: Individual-Related Characteristics and Communication- and Relationship-Related Characteristics. The former is made up of the higher-level categories Personal attributes and Experience and competence. The latter is derived from the higher-level categories Consideration and inspiration and Effective communication. In turn, all higher-level categories are underpinned by a number of subcategories (13 altogether). When comparing trust in superior leaders with trust in subordinate leaders, the results show that trust in superiors is characterised to a greater extent by Communication- and Relationship-related characteristics and also by Experience and professional knowledge. Trust in subordinate leaders is characterised to a greater extent by Personal attributes and Management competence.

    Abstract [en]

    The aim of this study was to investigate whether constructive or destructive leadership behaviors are the best predictors of soldiers’ experienced meaningfulness of work and general job satisfaction. Data were collected among 300 employed soldiers using a questionnaire. The questionnaire contained questions about the immediate leader’s constructive and destructive leadership, meaningfulness of work and general job satisfaction. The results show that the constructive leadership factor inspiration and motivation was the best predictor of both experienced meaningfulness of work and general job satisfaction. None of the destructive leadership factors gave a significant contribution to the models although both the passive and active forms of destructive leadership showed a weak to moderate significant, negative correlation with experienced meaningfulness of work and general job satisfaction.

    Destructive leadership: An international comparison2011Conference paper (Refereed)
    Abstract [en]

    The vast majority of leadership studies have focused on positive aspects such as how leadership can contribute to organisational effectiveness, individual work satisfaction, etc. In an attempt to capture real leadership processes, and thus to avoid a long time one-sided focus upon the positive aspects of leadership, an evaluation form of destructive leadership behaviours, Destrudo-L, was developed. This instrument comprises five factors measuring destructive leader behaviours: (1) Arrogant, unfair (2) Threats, punishments, over-demands (3) Ego-oriented, false (4) Passive, cowardly, and (5) Uncertain, unclear, messy.

    Abstract [sv]

    Syftet med denna kvalitativa studie var att studera hanteringen avsexuella trakasserier ur ett ledarskaps- och ett organisationsperspektivsåsom det framställs i vittnesmål genom #metoo. Till grund för analysenligger upprop från tre mansdominerade organisationer: Försvarsmakten(#givaktochbitihop), polisen (#nödvärn) och räddningstjänsten(#larmetgår). Analysen av datamaterialet visar förekomst av fyra olikaorganisationskulturer: macho-, tystnads-, bestraffnings- och motståndskultur somi sin tur påverkar de ledarstrategier som används i hanteringen av sexuellatrakasserier. De identifierade ledarstrategierna beskrivs som antingen positivaeller negativa ur ett individ- och ett organisationsperspektiv. Resultatetdiskuteras teoretiskt och praktiskt med förslag på framtida forskning.

    Crisis management: psychological challenges for leaders2018Doctoral thesis, comprehensive summary (Other academic)
    Abstract [en]

    The purpose of this thesis is to gain knowledge about how leaders holding the role as crisis manager at the Swedish municipal level perceive and experience crisis management in different phases.

    The thesis comprises four papers (Papers I-IV) based on empirical data. The sample consisted of relevant municipal leaders. Paper I, Paper II and Paper IV were based on qualitative methods of data collection and analysis, and Paper III on quantitative data. Paper I presents a theoretical model that highlights the complex evaluations underlying managers’ decisions and actions in real-life crisis situations. Paper II  contributes further knowledge on how to improve evaluation and thus how  learning from crisis experience can be developed. In particular, the importance of evaluation and the value of group reflection in evaluation are demonstrated. Additionally,  Paper II identifies motivational aspects during an event. In Paper III perceived preparedness is analysed in terms of three aspects: perceived municipal preparedness, perceived individual preparedness and motivation. These aspects are explained by different psychological theories and concepts and may serve to understand the  driving forces for motivation to work with and to develop crisis  preparedness.  Paper IV focuses on motivation for preparedness efforts and contributes a model demonstrating the close links between different motivational factors and how these  influence one another, as well as emphasizing the central role of experience and the strong role of personal factors in both supporting and diminishing motivation.

    In sum, this thesis demonstrates how psychological theories and concepts are  important for understanding the municipal leaders’ perceptions of their role as crisis managers. In addition, the knowledge gained in this thesis can be useful for  promoting crisis preparedness.

    The need for communities to be prepared for a wide variety of critical events places considerable responsibility on local municipal leaders. However, few studies have examined how these leaders themselves view crisis, preparedness issues. The purpose of this study was to examine factors that contribute to three aspects of preparedness among municipal leaders: perceived municipal preparedness, perceived individual preparedness and motivation for preparedness work. Six hypotheses were formulated. The research questions were investigated using data from a questionnaire sent out to all Swedish municipalities (N = 290) and four categories of municipal leaders respectively (N = 1101). The response rate was 67%. Data were analyzed by linear regression and logistic regression. Different factors predicted the three outcome variables, which indicates different mental concepts. The hypotheses were partly supported and the results are discussed using self-efficacy theory. The findings have implications for understanding perceived preparedness and motivation, and can be used to e.g. develop crisis management exercises.

    After the end of the Cold War, many European countries cut back so heavily on defense expenditure that they lost their capacity to defend themselves. This resulted in greater need for improved cooperation and interoperability among member states’ armed forces. One important attempt to improve the understanding and interoperability among the European Union (EU) nation’s armed forces was taken in 2008 by the creation of the European Initiative for exchange of young officers aimed to make the officer education in Europe more transparent and convergent with each other. This article presents a proposal for a generic pedagogic model for an academically professional officer education that can improve understanding and interoperability among the EU nation’s armed forces. The model helps to facilitate a process of professionalization of the military profession with an officer education that can meet the requirements of higher education systems as well as the demands of the military profession.

    Föreliggande bok har ambitionen att sätta samman tre års forskningsresultat (2016-2018) inom ramen för det av Försvarsmakten (FM) finansierade forskningsprojektet Ledarskap och ledning i en förändrad organisatorisk kontext och omsätta kunskaper till ett pedagogiskt och lättillgängligt material som kan användas i såväl Försvarshögskolans ordinarie kurs- och utbildningsprogram, som enskild läsning eller som utgångspunkt för gruppdiskussioner, seminarier och förberedelser inför något av de teman som tas upp i boken. Bokens innehåll speglar forskningsprojektets sammansättning som består av forskare från Ledarskapsavdelningen i Stockholm, Försvarshögskolans Ledarskapscentrum i Karlstad, och Ledningsvetenskap i Stockholm. Att bokens empiri kommer från militär kontext hindrar inte att bokens innehåll även kan vara av stort intresse för civila läsare, särskilt inom ramen för dem med intresse för civil-militär samverkan i såväl nationella som internationella insatser.

    Abstract [en]

    International operations have become one of the main tasks for the Swedish Armed Forces (SAF). The SAF and Swedish National Defence College organize annual international staff exercises with the purpose of training officers to carry out effective staff work. This study analyzed a staff exercise using Edmondson's team learning model in a military setting. The model was developed by including group cohesion. As defensive routines are a threat to team learning behavior, the possible presence of these was examined. The results indicate that team leader coaching is crucial to support all the variables in the model. The added variable of group cohesion contributed with insights on how the commander used task solving to create group cohesion. Some examples of defensive routines were also revealed but there seemed to be challenges in identifying such routines in this type of exercise setting.

    The critical dependence of armed forces on teams carrying out tasks in a continuously changing, uncertain and often dangerous environment, raises questions about how to better understand factors that enable or hamper effective team learning. So far there is no developed field of research into team learning in the Swedish Armed Forces. This is the first of several studies within the Swedish Armed Forces to explore and gain a better understanding of team learning. In this first study of team learning we followed a military staff exercise. The theoretical base in this study is Amy Edmondson’s theoretical model for studying and analyzing team learning. The model consists of context support, team leader coaching, team psychology safety and team learning behavior. The results of this study supports the theoretical model of team learning and describe factors that are important for creating good conditions for team learning behavior.

    Public discussions about the division of responsibilities between state and citizen in crises have led to reformulated policies. These are interpreted and put into practice by crisis managers. Hence, their understandings of citizens’ responsibilities are central for actions and resource allocation. This qualitative study focuses on Swedish crisis managers’ understandings of citizens’ (moral) responsibilities and practices of ‘doing’ responsibilities. Three overarching forms of ‘doing responsibilities’ were found: assignment, assessment, and differentiation. These ways of constructing responsibilities were permeated by two diverging rationales: the autonomy rationale, and the paternalism rationale. The two rationales add up to a partly contradictory complexity which may explain individuals’ differing responsibility-taking. Further, not recognizing this contradiction may negatively affect citizen’s willingness to take responsibility when desired.

    Abstract [en]

    The aim of the thesis is to highlight and to problematize conceptions of unemployment in Swedish society. The questions guiding my work have been: Which conceptions of unemployment emerge in society? How are these dealt with by the unemployed? Work on the thesis has been guided by a social constructionist approach. The empirical findings are constituted by four publications which, in various ways, are linked to overarching aim of the thesis. These publications consist of an analysis of the legal regulation surrounding the unemployed, a study of the activities of civil society organisations working with unemployed and two publications based on interviews with long-term unemployed young adults.

    The thesis provides increased knowledge of conceptions of unemployment in Swedish society. It shows that there is a widespread societal discourse concerning the individual being responsible for her/his unemployment, and that this conception has historically been well-grounded in Swedish labour market and social policy, as well as in people’s understandings. Among representatives of civil society organisations and unemployed individuals, there is also both a questioning of and a resistance to this understanding, indicating a possible change in the discourse. The thesis further shows that the individualisation of responsibility greatly affects individuals’ approaches in social contexts, as well as in their contacts with government agencies, but also when it comes to relationships with politics and political involvement. These insights are significant, for example during both policy formulation and efforts for the unemployed, bearing in mind that consideration needs to be paid to individual prerequisites in order for the individual’s strengths and abilities to be utilized. This is particulary important when it comes to those in an exposed position.

    In Sweden, as in most Western societies, a common belief is that unemployment is somehow linked to the individual, her lack of work ethic, or other personal shortcomings rather than to structural causes. This is not only manifested in public arenas such as the media or political debates but also in our social surroundings. In recent years, these views have gained mportance, indicating a shift in the location of responsibilities from the welfare state to the ndividual. This shift entails high demands and expectations on unemployed people and is omething they have to deal with and relate to. One of the most exposed groups is young ong-term unemployed.

    The aim of this article is to highlight how the discourse of individualized responsibility is reflected in unemployed peoples’ stories, and to shed light on the ways in which young long-term unemployed adults relate to and position themselves toward this discourse. Based on 18 qualitative interviews with young Swedish long-term unemployed people, the findings how three approaches to the discourse: conformity, distancing, and resistance.

    Abstract [en]

    Assumptions about citizens and their behaviour in a crisis situation strongly influence emergency planning and decision-making. This article therefore aims to explore municipal crisis managers’ views of citizens in relation to contingencies. We identified two dimensions in the municipal leaders’ views of the general public, illustrating how these views can be characterized by two separate stages. They embrace individual prerequisites for preparing for and dealing with contingencies, as well as characteristics of the current crisis and its effects on the citizens. The article highlights public leaders’ awareness of social vulnerability factors and demonstrates a more complex image of crisis managers’ views of the general public than has generally been depicted.
