    Abstract [en]

    This thesis has attempted to answer why a stronger response isn’t seen from the Association of Southeast Asian Nations (ASEAN) in the South China Sea when two of its member states are vocal claimants of islands in the sea. According to the theory of security communities created by Karl Deutsch, members of a security community should have the same perception of external threats and deal with threats against another member of the community as a threat to their own state and well-being. This is not the response we have seen from ASEAN, but instead a divided ASEAN has tried to organize various forums to create dialogue with China on implementing the 2002 Declaration of the code of conduct in the South China Sea (DOC) as well as creating a binding version of a Code of Conduct (COC). This weak and divided response to China's expansive claims in the South China Sea could be due to weak security integration within the organization.

    Through discourse analysis of statements by all ASEAN member states concerning the South China Sea I conclude that there has been an increased level of security integration within ASEAN, where member states now have started to define threats and values ​​equally. Still there exists a considerable wedge in the view of China as a threat, which stands in the way of full security integration and in turn this stands in the way for ASEAN to become a fully mature security community.

    Abstract [en]

    It requires a lot from the military to accomplish a amphibious operation. This task is something that the Swedish royal marines dos not have the capacity to implement. In the future the Swedish government will expect that the royal marines will be able to be included in amphibious operations alongside other nations. The writer will use the British principles for what amphibious operations require.   In this essay two historical amphibious operations will be used.

    To what extent can Geoffrey Till´s basic principles of amphibious operations explain the result of the Falkland Campaign and the Gallipoli operation. In Geoffrey Till´s book Seapower – A guide for the Twenty-First Century, he highlights five requirements for executing amphibious operations. The authors conclusion is that the theory holds up if all principles are met or not met. If they are met the conclusion will be that the operation will have a positive outcome. If they are not met it will be a negative outcome. To this extent the theory can explain the conclusion of amphibious operations.

    Abstract [en]

    In the Western part of the world a military doctrine normally provides fundamental principles forhow to organize and execute joint and multinational operations. Summarized it describes thebasis for the activity, gives guidelines for how the activity should be executed, and describeswhich functions and capacities the military must possess and master to be able to meet thedemands stated in the doctrine. To be acknowledged as functional and trustworthy, the doctrinesat the different levels must have the same message, and there must be consistency between thewritten word and the execution within the military services. In a time when both Norway andSweden are implementing new doctrines, it seems interesting to examine how the United Stateshandles this subject.The purpose of this study is to examine to what degree the joint thinking in the American jointdoctrine governs the different services, both in their doctrines and in their activities andperformance while executing military operations. In this work the study answers the followingthree questions:• To what degree do the Services doctrines diverge from the joint doctrine?• What indicates that “Operation Iraqi Freedom” was governed by the joint doctrine, andwhat indicates that it was governed by the Services doctrines?• What explanations can be found for the identified differences between the writtenmessage in the doctrines, and between this message and the execution in “Operation IraqiFreedom”?To answer this the study starts with a comparative analysis of the three doctrines “JointPublication 3-0”, “Field Manual 3-0”, and “Air Force Doctrine Document 2-1”. That is followedby a case study of “Operation Iraqi Freedom”, and at the end there is a closing discussion andreflection on the results from the two first parts of the study.Based on the three selected indicators identified in the joint doctrine, the study concludes thatthere are some differences in the written massage in the three doctrines. Factors like when thedocument was issued, experiences from the Gulf war in 1991, and a tradition of “stovepipe”-thinking within the different services can be possible explanations to these differences.In the same way the study concludes that there are some differences between the written word inthe doctrines, and the execution of the military operations in “Operation Iraqi Freedom”.Possible explanations to these differences can be the personal will of the Joint ForceCommander, positive experiences from the joint operations in Afghanistan, and the Secretary ofDefence Donald H. Rumsfeld’s concept of “overmatching power”.

    Abstract [en]

    The Swedish armed forces claim that they are using mission-type-tactics. Some people argue that it’s not the case, at least not consistently. The reason for this might be the area in which the foundation for a doctrine, philosophy or any mindset is laid, the basic training and education. Today it is just assumed that mission-type-tactics are used. Inconveniently, this is also the area were the least research has been made speaking of mission-type-tactics. The essay explores ways of and suggests how to conduct basic training of soldiers but also education for attending officers in and with mission-type-tactics.

    The essay is divided into three parts. The first part defines mission-type-tactics from a Swedish point of view. The second part reports and analyses interviews made with platoon level officers and cadets who don’t think that the Swedish armed forces are fully using mission-type-tactics. The third part of the essay compares and discusses the first and second parts and answers the question of how basic training and education should be designed in order to attain the essence of mission-type-tactics.

    The conclusion is that the Swedish armed forces seem to have the right tools to conduct both basic training and education in and with mission-type-orders. However, there is a risk of inconsistency and not enough attention is paid to details that must be eliminated before the Swedish armed forces can truly claim to be using mission-type-tactics.

    Abstract [en]

    Since 1979 when students occupied the American embassy in Tehran and the entire U.S.legation was taken hostage for 444 days, diplomatic relations between Iran and the U.S. hasbeen strained. Iran has also been pointed out as one of the countries “in the axis of evil” bypresident George W Bush. The purpose of this thesis is to examine what means and methodsof Strategic Influence that has been successfully used by the U.S. against Iran. Qualitative textanalysis has been the chosen method. To answer the question:What means of Strategic Influence has been effective in the attempt to influence thegovernment of Iran?Three cases of accomplished or ongoing information operations (one military-, one political-,and one media-operation) performed 1979-2006 is presented. Using the Field theory of PierreBourdieu the following actors on the Iranian field is introduced; Ayatollah, President,Parliament, Priests and the Middleclass in order to examine what methods have been usefuland successful from a U.S. perspective. This examination claims that it is the use of psyopsand soft approaches towards specific targets that has been the American success-story whilethe use of hard political pressure and the threat to, or use of military means has not achievedthe desired effects.

    Abstract [en]

    The essay presentation of a problem proceed from a possible lack of training or knowledge about valid doctrines for Swedish units conducting service abroad. The essay have the goal to give a snapshoot picture of how a Swedish unit interpret the concept of legitimacy and how the unit works with different aspects to support this. Relating material and also the tool for conducting the analysis are gathered from a wide selection of science in counterinsurgency and also American doctrines.

    The paper assumes that the concept of legitimacy is important in theories surrounding counterinsurgency and also for the used American doctrine. The concept of legitimacy has been defined by three issues, Legitimacy for whom, Who will perceive what is legitimate? and Who generates legitimacy for what?

    The result shows that the Swedish unit in the examined example has a width of vision of the concept of legitimacy and linking it to both themselves as the state of the host country and that both the population in both the home and area of operation. The differences of what is in the paper are reported as COIN theory or the American doctrine is small. An important part is that the paper shows that the Swedish's unit primary definition of legitimacy in a COIN perspective, are the strengthening of the country's security organizations legitimacy versus its own population. This would differ from the above reported theory and doctrine.

    The purpose with this paper was to test if the central conceptions in theGuidelines for Operational Planning, GOP, are relevant/universal by placingthem in a historical perspective. I had chosen to analyse the American planningduring the battle of Midway by using the Guidelines for Operational Planning.From the central conceptions found in the GOP I examined if they can betraced in the American planning procedure that was made before and duringthe battle.Midway was the turning point of the Pacific War. After a serious of stunningvictories Japan`s naval air arm received a shattering blow. Four aircraft carriersand the cream of her pilots, Japan`s principal offensive instrument in the bidfor domination of the Pacific, were destroyed.The completely extent of the American victory in the Pacific Ocean was notfully understood until a couple of years after the Second World War. TheJapanese fleet would never recover after this decisive battle.The central conceptions in the GOP and also the keywords are Centre ofGravity, Decisive Points, Direct and Indirect Approach, Culmination,Manoeuvre, Operational Pause, Tempo, and Lines of Operation.

    Gerillakrigföring som metod i konflikter som inte är mellanstatliga är aktuella att studera ur ett svensktperspektiv. Ett ökat internationellt militärt åtagande föranleder valet av ämne, samtidigt som okonventionellatillvägagångssätt omgärdas av fascination. Uppsatsen undersöker vilka faktorer som ligger bakomframgångar med gerillakrigföring, i syfte att öka medvetenheten om de företeelser som behöver uppmärksammasi en konflikt med gerillakrigsinslag.I arbetet utnyttjas en induktiv metod kombinerad med fallstudier. Inledningsvis skapas en definitionsgrundför gerillakrigföring. Därefter prövas teorin om krigföringens principer som framgångselement på krigen iAlgeriet (1954-62) samt Malaysia (1948-57). De viktigaste resultaten är att framgångsfaktorer på taktisknivå skiljer sig marginellt mellan gerillakrigföring och konventionell krigföring. Vidare har interaktionenmellan civilbefolkningen, motivet för kamp och aktörerna som brukar gerillametoder framkommit somytterst väsentlig för utgången av de studerade konflikterna.Problemställningen för undersökningen är: Beror det på krigföringens principer att gerillataktik kan varaframgångsrik? Den avslutande diskussionen konstaterar att vid ett möte med okonventionella metodermåste hela existensen för en konflikt beaktas.

    Abstract [en]

    Uncertainty is one part of what Clausewitz names the atmosphere of war, often referred to as the fog of war.  There are those who state that uncertainty are something that can be undone with better sensor systems, while there are those who state that uncertainty imbue all military operations.

    In this study uncertainty in a specific case will be illuminated, with the purpose to render a discussion possible about how uncertainty can be expressed in military operations. The study is based on a case study contains parts of the Japanese invasion of Malaya 1941. The case study is based on an analysis of two officer’s different view of the same campaign. The focus is to illuminate the uncertainty in their conceptions before and during the invasion. 

    The study resulted in that uncertainty was concretized and divided in to different shapes that had been discovered during the process. Finally uncertainty is discussed; in terms of how to approach to minimize negative impact, and, if it is possible to overcome as some suggest.

    Trough literature study and interviews, this paper describes Germanys strategic culture and analyze if Germanys involvement in the CSDP is one example of a two-level game where political elites by using the Europeanization process try to affect Germany’s strategic behavior. This paper presents a number of aspects of Germany’s strategic culture and identifies ‘Restraint in military matters’ and‘Aversion to unilateralism’ as the main features of Germanys strategic culture. The research show that there is a belief among the interviewees that Germany’s strategic culture affects Germany’s behavior and that the primary motive for Germany’s involvement in the CSDP is likely to be promote national interest, which is described as more effective defense spending and increasing international influence. However there is also signs, in both the literature and trough the interviews, that some policymakers try to use the Europeanization process in order to influence Germany’s security policy.

    Det svenska totalförsvaret utvecklades under och efter andra världskriget för att skapa en trovärdig försvarsförmåga och en förmåga till självförsörjning. Över tid förbättrades omvärldsläget. Med nya behov att möta kriser och olyckor växte ett krisberedskapssystem fram som formaliserades i början av 2000-talet. Under de senaste åren har omvärldsläget förändrats och hotbilden mot Sverige och svenska intressen försämrats i flera avseenden. Detta har gjort att totalförsvarsplaneringen återigen har upprättats, vilket också får betydelse för krisberedskapen.

    Förutsättningar för krisberedskap och totalförsvar i Sverige ger en historisk beskrivning av totalförsvaret och samhällets säkerhet, från 1901 och fram till idag, med fokus på förändringar i hotuppfattning, lagstiftning och inriktning. Läsaren får fördjupa sig i det politiska system och juridiska förutsättningar som utgör krisberedskapens och totalförsvarets verktygslåda.

    Denna rapport beskriver utvecklingen av totalförsvaret och framväxten av området samhällsskydd och beredskap. Den ska ge en övergripande bild av hur det ser ut idag på lokal, regional och nationell nivå inom krisberedskap och totalförsvar. Det bör nämnas att rapporten främst fokuserar på utvecklingen av och förändringar i den civila delen i totalförsvaret samt på samhällsskydd och beredskap.

    Syftet är att ge läsaren en förståelse för dagens krisberedskap och totalförsvar. För att få en uppfattning för varför vi befinner oss där vi är idag, är det av vikt att ha med sig en bild av historiska händelser, förändrade hotbilder och av de beslut (och ickebeslut) som fattats.

    Författarna vill betona att rapporten ingalunda ger en komplett bild av krisberedskap eller totalförsvar, utan är tänkt att skapa intresse, kunskap och förståelse på ett övergripande plan.

    Rapporten ska främst ses som ett stöd för högskolestudenter, beslutsfattare och handläggare genom att ge en översiktlig beskrivning över de system och funktioner som utgör svensk krisberedskap och totalförsvar. Rapporten kan läsas i sin helhet, men kan också användas som ett slags uppslagsverk för den läsare som är intresserad av en särskild tidsperiod, händelse eller ett beslut.

    När myren blir som fnöske: En utvärdering av Fortifikationsverkets hantering av skogsbränderna 20182019Report (Other (popular science, discussion, etc.))

    Under sommaren 2018 utbröt ett stort antal skogsbränder runt om i Sverige på grund av det ihållande varma och torra vädret. Bränder uppstod även på flera av Fortifikationsverkets fastigheter. Den största brandutvecklingen skedde på Älvdalens skjutfält i Dalarna och krävde en gemensam insats från kommunala räddningstjänsten, Fortifikationsverkets egen personal, Försvarsmakten, Hemvärnet och frivilliga för att hantera. Som fastighetsägare ansvarade Fortifikationsverket främst för eftersläcknings- och bevakningsarbete. Fortifikationsverkets hantering av bränderna innehöll många positiva delar: initiativförmåga, improvisation och engagemang. Människor ville och kunde göra en insats. Alla dessa är viktiga komponenter i krishantering. Då detta är en av de största händelserna som Fortifikationsverket har fått hantera så har det lett till en rad nya kunskaper och erfarenheter som kan bidra till att utveckla myndighetens krisberedskap, men också till totalförsvarsplaneringen.

    Fortifikationsverket gav Försvarshögskolans Centrum för totalförsvar och samhällets säkerhet (FHS/CTSS) i uppdrag att dels utvärdera myndighetens insats i hanteringen av skogsbränderna vid Älvdalens skjutfält, och dels myndighetens generella förmåga att hantera uppkomna kriser. Underlaget till utvärderingen består dels av en analys av de dokument som togs fram under insatsen, av myndighetens instruktioner och planer samt av gällande författningar. Därtill har intervjuer genomförts med medarbetare och chefer inom Fortifikationsverket som satt på viktiga krisledningsfunktioner vid insatsen, samt med räddningstjänsten som samverkade med Fortifikationsverket under bränderna. Utvärderingen har resulterat i ett antal slutsatser och rekommendationer som presenteras kortfattat nedan. Rapporten har även kompletterats med en bilaga, ”Typfall skogsbrand”. Bilagan består av ett scenario där utbredda skogsbränder drabbar Fortifikationsverkets fastigheter och olika situationer uppstår som måste hanteras av myndigheten. Därutöver finns en checklista som kan fungera som stöd både före, under och efter en händelse, till exempel en skogsbrand. Bilagan är tänkt att användas till utbildning, övning och planering.

    Trettiofem mil från den svenska gränsen börjar havsgränsen genom Barents hav mellan Ryssland och Norge. Under kalla kriget var denna gräns en skiljelinje mellan öst och väst. En ökad arktisk klimatpåverkan och smältande havsisar leder till nya ekonomiskt värdefulla fyndigheter i området. Detta frigör nya havsområden för de arktiska länderna att exploatera. Ekonomiska intressen leder till ökad militär verksamhet.  

    Studien belyser det säkerhetspolitiska läget i Barents hav mellan de två största aktörerna i området, Norge och Ryssland. Ländernas olika förhållningssätt och ageranden i Barentsområdet beskrivs i ländernas arktiska strategier och utrikespolitiska linjer, som i studien jämförs med en kvalitativ textanalys. Utifrån detta görs en styrkeanalys av ländernas marina enheter. Syftet med studien är att belysa eventuella likheter och olikheter i ländernas strategier, samt att jämföra ländernas marina medel kopplat till respektive strategi. Detta för att undersöka om syftet med de marina medlen följer den uttalade politik som förs. 

    Resultatet visar att det finns många olikheter, men även många likheter mellan de två ländernas strategier. Likheterna framträder till största del i den civila och ekonomiska strategin och olikheterna främst i den militära. Enligt studien ligger tyngdpunkten i den norska marinen i fartyg av mindre storlek, trots marinens procentuellt sätt stora andel oceangående fartyg. Den ryska marinens tyngdpunkt ligger i ubåtsförmågan och främst i den strategiska. Utöver detta visar studien att de använda marina medlen enbart till viss del följer den politik som förs och att detta skulle kunna leda till konsekvenser för det politiska projektets genomförande.

    Due to the change in the tasks for the Armed Forces from preventing aninvasion to maintaining high-readiness forces with a variety of tasks and theintroduction of manoeuvre warfare, the demands on logistics have changed andalso increased. Furthermore, the cuts in the defence budget and the process ofoutsourcing part of the logistic system have contributed to a new situation forthe logistics. To meet these challenges the logistics must be more dynamic andflexible than before. The Armed Forces need to be capable of accuratelypredicting when, where and to what extent logistic support is needed. One wayto accomplish this can be to use computerized simulation to a greater extent.The purpose of this essay is to investigate what need for simulation of logisticsthe Swedish Armed Forces have. In the essay the author also intends toinvestigate which systems have been used and are still being used within theArmed Forces and if these can be used or adapted for use in the future.Hypotheses about simulation and manoeuvre warfare, together with a modelbased on basic facts, have been used as the method for this essay. The sourcesfor information have been interviews made with officials, both within theArmed Forces and the Defence Materiel Administration, literature, reports andthe Internet.Simulation tools can, according to the results of the interviews, be a way ofmeeting the new challenges for logistics considering the speed and dynamismin manoeuvre warfare, the demands on efficiency in peacetime, and the use ofthe principles in the Just In Time concept. How and which areas to simulateneed guidelines from a doctrine on logistics so that one can take the right path.The Armed Forces need to improve knowledge about their own resources inorder to give a simulation system the correct basic facts.If the simulation tool is used to minimize the logistics resources for peacetimeand budget reasons, the Armed Forces can create a critical vulnerability.The present simulation systems are either already too old or will be obsoletewithin a couple of years. A new system should be established jointly with astructure of system of systems from the tactical to the strategic level. It shouldbe further investigated if civilian simulations systems can be used. The systemneeds to have interoperability with systems used by international partners suchas NATO, the EU and the UN.

    Since no plan survives contact with reality, during the execution of a military operation it might be necessary to re-plan the operation. In order to decide whether, and when, re-planning should be initiated a feedback process is needed that provides the commander with information about the progress of the operation, and an assessment of whether the operation is leading towards the overarching goals or not. The operations assessment process is part of such a feedback process.

    The current method (in e.g. NATO) operations assessment is focused on the accomplishment of planned actions and on the effects in the operational environment system. A data collection plan is established during development of the operational plan which specifies which and how data should be collected. Thus the “questions” the operations assessment process poses towards the environment are tightly connected to critical elements of the operational plan.

    If the plan, however, starts to become obsolete due to unforeseen changes in the operational environment, there might be a risk that the assessment process, grounded in the plan, neglects information that is critical for decisions about re-planning. This paper suggests an alternative approach to operations assessment that is based on an idea of separating the operations assessment plan from the operational plan. Such a separation would focus the assessment process on the evolving operational environment, thus reducing the risk that unanticipated threats, or opportunities, will be overlooked and re-planning is overdue.

    Som komplement till Gemensamma grunder för samverkan och ledning vid samhällsstörningar har MSB tagit fram ett beslutsstöd, Operativt beslutsstöd, som är tänkt att hjälpa beslutsfattare att besluta hur resurser ska prioriteras vid samhällsstörningar. Beslutsstödet ska kunna användas av alla aktörer som bidrar till att hantera samhällsstörningar, både aktörsgemensamt och aktörsinternt, och är tänkt att kunna användas med eller utan kvalificerad operativ vana. Beslutsstödet är av typen checklista och består av fem huvudsteg, med tillhörande delfrågor. Rapporten redovisar en utvärdering av ett utkast till beslutsstödet (Operativt beslutsstöd, UTKAST version 0.7) med avseende på beslutsstödets lättillgänglighet och användbarhet, samt med avseende på beslutsstödets kompatibilitet med Försvarsmaktens motsvarighet. Rapporten riktar sig främst till de som deltar i utvecklingen av beslutsstödet.

    Beslutsstödets lättillgänglighet och användbarhet undersöktes genom att användare utan operativ vana eller utbildning i att använda stödet nyttjade stödet för att fatta beslut om prioriteringar i ett fiktivt scenario. Elva grupper om två eller tre studenter deltog i undersökningen. Deltagarna fick ange om de använde alla steg i stödet för att lösa uppgiften eller om de avvek från stödet i något fall och då om orsaken till detta. De skattade även olika aspekter av beslutsprocessen. Resultaten tyder på att beslutsstödet var såväl användbart som lättillgängligt.

    Beslutsstödets kompatibilitet med Försvarsmaktens motsvarighet på operativ nivå, Svensk planerings- och ledningsmetod (SPL) undersöktes genom semistrukturerade intervjuer med fyra officerare med omfattande kunskap om SPL. Resultaten tyder på att beslutsstödet är kompatibelt med SPL.

    Förutom dessa huvudresultat framkom ett antal synpunkter och förbättringsförlag rörande beslutsstödet i dess nuvarande form.

    Abstract [en]

    Centers of Gravity (CoGs) analyses deliver vital input to the operational design. However, there are a great number of theories regarding the phenomenon which can create a certain degree of confusion. The diversity in theories may lead to misdirected mental energy where the focus is to discuss theories instead of using the theories at hand efficiently. The question is if the diversity in theory is an actual problem or if it just perceived as such?

    This research identifies the similarities and differences in the theories of Milan Vego and Joseph Strange & Richard Iron regarding CoGs, their sub elements and methods for analysis. The impact of the differences on the practical result is then surveyed by implementing the theories on adelimitated phase of the Falklands War, in order to conclude if the differences have a decisive impact on the product of the CoG analysis.

    The result of this thesis indicates that the diversity in theory is a perceived problem. The identified divergence does not reflect crucially on the CoG analysis and the variation of the input provided to the operational design is minor. The CoGs and the critical vulnerabilities identified are the same or at least similar, no matter which of the two theories was used in this research.

    Effektiv medverkan i expeditionära insatser ställer höga krav på förmågan att samverka med andra nationers förband på alla krigföringsnivåer och inom ett stort antal sakområden. Interoperabilitet betecknar förmågan att utbyta tjänster i syfte att nå gemensam effekt. "Expeditionär förmåga" ställer nya krav på Försvarsmakten avseende interoperabilitet med andra nationer och organisationer.

    Denna rapport sammanfattar en studie i form av en kunskapsinventering som gjorts inom ramen för FoT temaområde Expeditionär förmåga. Avsikten med rapporten är att sammanställa befintlig kunskap inom området, att skapa en nuläges- och problemområdesbeskrivning samt att ta fram förslag till inriktning för det fortsatta studiearbetet. Studien sammanställer erfarenheter och kunskaper avseende begreppet interoperabilitet utifrån ett flertal infallsvinklar, bland annat kulturella, tekniska och organisatoriska. Inriktningen har legat på källor som har bedömts kunna vara av intresse för att bidra till att höja effekten av svenska expeditionära insatser. Kunskapsinsamlingen har baserats på öppna källor i form av böcker, rapporter, studier, uppsatser och artiklar samt intervjuer med svenska officerare.

    Rapporten beskriver kortfattat begreppet interoperabilitet med utgångspunkt i befintliga definitioner, sakområden och organisatoriska nivåer. Vidare ges en nulägesbeskrivning som dels redogör för konkreta problem i den operativa verkligheten under insats och övning och dels för ett antal organisationers och nationers forskning och utveckling inom området. I rapporten läggs även vikt på att sammanfatta metoder och ramverk för att validera och mäta interoperabiliteten hos ett förband eller ett tekniskt system. Rapporten avslutas med en diskussion om praktiska vägar till "rätt" interoperabilitet samt slutsatser och rekommendationer för fortsatt studiearbete.

    This thesis studies the relevance of enablers in special operations. How come, that the well-known and famous theory of special operations by Admiral William H. McRaven, doesn’t discuss the relevance of enablers in support of special operations?

    The purpose of this study is to tentatively investigate the connection of enablers to McRavens theory of direct action special operations. The investigation will be conducted through a case study of two prominent special operations; Operation Gunnerside and Operation Neptune Spear. Both operations exemplify a direct action special operation raid, but in a various time in history and context.

    The result of this study indicates, the relevance of supporting intelligence, mobility and command and control, to reinforce McRavens six principles of special operations. Further on, the study shows the direct influence of enablers, on key events, in relation to McRavens theory of relative superiority.

    Abstract [en]

    UAV: s are in more frequent use as a result of a growing commercial market. This increases the probability of UAV: s in conflicts. This means that conflicts where both sides have access to UAV: s that are relatively high-tech becomes more likely. Ukraine and Russia’s use of UAV: s in Ukraine can be described as this kind of conflict. In this paper it is primarily military UAV: s that are discussed. The difference between these and their civilian counterparts are range, flight time and the quality of the sensors. In order to understand how the use of UAV: s is being affected, the following question needs to be answered.  How is the use of UAV: s affected in a conflict between two high-tech opponents? This was answered by analysing the decision-making process using the OODA loop and the kill chain. The paper is a case study which uses qualitative text analysis and an interview.The conclusion of this paper is that UAV: s has acted as a force multiplier in Ukraine and they will be used in future conflicts. Despite the electronic warfare against the UAV: s and the fact that they are missing systems for counteracting the disturbance both sides continue to use UAV: s. The force multiplier that is gained from using UAV: s is justified from a battle economic standpoint despite being hindered by electronic warfare.

    Den här uppsatsen handlar om nodal governance som teori och analysverktyg. Syftet med uppsatsen är att undersöka på vilket sätt nodal governance är användbart i analysen av en svensk förvaltningskontext där främst offentliga aktörer samverkar och vilka teoretiska och metodologiska problem det eventuellt för med sig. Teorin har applicerats på en fallstudie som analyserar ett fall; svensk terrorismbekämpning.

    Analysen har visat att visat på teoretiska utvecklingsmöjligheter för nodal governance. Dessutom har förslag till förfining av analysverktyget kunnat presenteras. 

    Studien har visat på möjligheterna och begränsningarna för nodal governance att beskriva och förklara den komplexa förvaltningsmiljö terrorismbekämpning organiseras i.

    In the 1990s the Swedish Armed Forces (SAF) adopted the concept of outsourcing for the provision

    of certain services. With an increasing amount of services being outsourced to civilian companies,

    there is little research regarding which types of services are being outsourced by SAF, and

    how it´s motivated. One service being partially outsourced is the guarding of military bases

    throughout Sweden. With an on-going debate by researchers on the concept of military outsourcing

    in expeditionary forces, this study takes a domestic view of outsourcing.

    This thesis seeks to investigate the concept of military outsourcing, applied to the case of base

    guards in Sweden. The analysis proves that several reasons or justifications for outsourcing base

    guarding are presented by those responsible for security in Swedish military units. The analysis also

    concludes that guard services is viewed different between headquarter level and regimental level.

    Although considered not a core activity, due to high interdependence with core activities and

    the requirement for firm-specific competence regimental representatives show more reluctance

    towards outsourcing guard services.

    Ledarskap och kultur är något som en chef under en förändring måste förstå och kunna arbeta med. Frågan är hur Försvarsmaktens modell utvecklande ledarskap kan användas under ett förändringsarbete? Slutsatser kan dras att det utvecklande ledarskapet som i stort grundar sig i medmänsklighet fungerar ypperligt att använda under en organisationsförändring.

    Försvarsmaktens organisationskultur är präglad av en lång historia och en stolthet hos personalen att arbeta inom organisationen. Hur denna kultur påverkas av en förändring är svårt att säga. Konklusionen av uppsatsen är att hela Försvarsmaktens kultur ej förändras, men kulturen kopplat till förändring blir negativt påverkad. Detta beroende på historiska aspekter av tidigare förändringar.

    The Serbian Air Defence shot down a small number of airplanes during the Kosovo War. Even so, it turns out that NATO’s air operations were indirectly affected a lot by the Serbian Air Defence. The purpose of this dissertation is to problematize and define the term of indirect effect in the context of air defence and to apply it to an authentic conflict.

    The dissertation consists primarily of two interrelated studies. The first is an investigative study that culminates in a definition of the term indirect effect. Thereafter, a case study on the Kosovo conflict is used to concretize and exemplify the indirect effect. This conflict was chosen as both parties used primarily air power and air defence against each other.

    The study resulted in a definition of indirect effects that can be used to describe the effects of air defence operations. The case study showed that the indirect effect of the air defence were important for the progression of the conflict and ultimately may have delayed Milosevic's capitulation.

    Luftstridskrafter har spelat en betydande roll i senare tiders Peace Support Operations (PSO). Obemannade flygande system har varit en del av dessa insatser, hur kommer rollfördelningen att vara i framtiden? Syftet med uppsatsen är att undersöka och göra en bedömning avseende hur obemannade flygsystem kan utnyttjas och ha en roll i framtida Peace Suport Operations. Litteratur- och dokumentstudier, föreläsningar och intervjuer ligger som faktabakgrund för bedömningen av hur en framtida PSO kan se ut samt vilken roll obemannade flygsystem kan ha i en framtida Peace Suport Operation. Jämförelse har skett mellan bemannade och obemannade flygande system varvid fördelar och nackdelar har belysts. Resultatet av studien är att obemannade flygande system bör kunna få en betydande roll i framtida Peace Suport Operations främst avseende underrättelseinhämtning och uppgifter där vapenleverans inte är huvuduppgiften. Obemannade flygande farkoster med stridsuppgift (UCAV) har däremot betydande hinder som måste övervinnas innan dessa kan få en viktig roll i framtida PSO. Det är inte uteslutet att UCAV efter en tids utveckling kan få en viktig roll i en framtida PSO främst inom uppgifter som karaktäriseras av stor risktagning, krav på lång uthållighet eller uppträdande i ohälsosam miljö.

    This paper is written as a study in four parts. The first part consists of statements of purpose, methodology and source materials, and how I created the analysis tools used at work. The second section highlights the basic principles of warfare as defined in the literature. This also presents the factors that will be used for identification. The third part of my study starts out a historical review, which I am recounting the events that take place in Norway during 1942-1943. This case, which is the basis for my study is one of WWII's most famous Special Operations, who, despite its fame, very few have deeper information. These operations are marked by misfortune and death, but above all the determination and eagerness. By using my analysis tool of this case I want to see whether all of the basic principles of warfare can be identified. The conclusions that are drawn are that all of the basic principles of warfare can be identified by the factors I used.

    Abstract [en]

    The Second Lebanon War has proved to be a complex war in a new and different context. An important part of this is the globalization that Kaldor refers to. The Second Lebanon War shows an example of this regarding Hezbollah which originally was a guerrilla group that was founded in 1985. What is special here is that Hezbollah since then has developed more into an organization that has established a strong foothold in Lebanese politics. They have thus evolved into the form of a kind of sub state, since they cannot be defined as a guerrilla group or a state, which means that they are classed as something intermediate. The analysis also shows this problem when explaining what problems Israel was facing before and during the war, which they were not prepared for. Another part of the globalization that has affected this problem is the involvement of all outside states and actors and that the war was waged in Lebanon but not against the state but against a regional "guerilla group" that is classified as something else than an ordinary guerilla group.

     

    The purpose of this study is to increase the understanding of the Second Lebanon war, which in turn contributes to an increased understanding of contemporary war and understanding of the empirical basis of Mary Kaldor's theory of “New Wars”. Furthermore, the war has been analyzed to ascertain whether it can be considered a new war and if so to what extent. The result has then shown that Kaldor's theory has been well successfully applied to the Second Lebanese War and that the war can be considered to be a new war based on her theoretical framework.

    This thesis explores the National Action Plans of Sweden and Austria concerning the UN adopted Resolution 1325 about Women, Peace and Security.

    The increase of the number of women in the armed forces has for a long time been a prioritised topic for the Swedish Armed Forces. This thesis investigates how the Swedish and the Austrian NAPs are dealing with this question.

    The NAPs are written with the purpose of making the implementation of Resolution 1325 easier and faster, in a national context. In this thesis, the parts concerning increasing the number of women in the armed forces and in peacekeeping operations are the ones investigated. A qualitative methodology is used in the thesis and a comparison is conducted between the National Action Plans to see what Sweden and Austria can learn from each other.

    The results show that the Austrian National Action Plan does not consist of any particular part that concerns how to make more women work in the armed forces. However, there is a section concerning the importance of raising the number of women in peacekeeping operations. This section is within the Swedish National Action Plan as is the part which is concerned with having more women employed in the Swedish Armed Forces.

    The Austrian National Action Plan would benefit if how to get a higher per cent of women in the armed forces was included. It is a prioritised topic in Austria, as well as in Sweden, to increase the number of women in the armed forces. This is also an issue that goes hand in hand with the implementation of Resolution 1325, which makes it an important element in the NAP.

    Abstract [en]

    The absence of previous research regarding Russia´s use of information warfare has not been able to show if there has been a new way of adapting information warfare alongside the development in the warfare in general. The previous research has established a development in warfare by the means of information technology. This is important to understand as it constitutes an equalizer between small states and great powers in the global arena. At the same time, it is even more important to understand that the development of Russian behavior has implications on warfare in a global perspective. The purpose of this thesis is to contribute to the conclusions of previous research which predicted a transformation in the warfare and give a new view of the transformation by inspecting Russia´s use of information warfare in modern warfare and probe if there has been a change. Additional purpose of this study is to understand Russia´s way of conduct in modern conflicts and have a better ability of control in forthcoming conflicts. The method used reflects the qualitative case and is constructed as a one-case study with variation in time, using three different conflicts. The analysis is conducted by the means of operational indicators extracted from Libickis theory. The result of the study shows that Russia have changed their way of using information warfare in between all of the three conflicts, and it is not that easy to say that the use of information warfare has changed. It might depend on the situation or the opposite side and how the individual conflict occur. There is no clear answer on that question, but this essay gives a deeper view in the use of information warfare by Russia in modern conflicts.

    Den här uppsatsen använder teorin om säkerhetsgemenskap för att se hur långt Sverige och Finland har kommit med sina försvars- och säkerhetspolitiska samarbeten, under perioden 1998-2014. Den försöker dessutom belysa en förändring med båda staternas samarbete med försvarsalliansen Nato under samma period. Till sist försöker studien belysa hur Rysslands militära intervention i Georgien 2008 och Ukraina 2014 har påverkat dessa samarbeten. Den viktigaste slutsatsen är att Sverige och Finland är i en hårt morgen sammankopplad säkerhetsgemenskap, utifrån försvars- och säkerhetspolitiska aspekter.

    Abstract [en]

    The aim of this academic essay is to increase the underlying understanding of the meaning of the article V of the North Atlantic Treaty. Article V is the formalisation of the collective defence within NATO, often referred as the security guarantee. Since the ratification of the treaty in 1949 has the actual meaning of the article V varied with reference to observer, context and actual period in time. The wordings of the fifth article have however always remained unchanged. The text of the treaty is particularly general worded which represents the essence of the issue; How has the meaning of article V changed from 1949 to 2009?

    In order to answer the question above, three theoretical perspectives are introduced in detail to improve the understanding and to analyse the history. The three selected perspectives are; the internal security guarantee, the external deterrence and the instrument of foreign policy. The empiric is thereafter processed to isolate the change of the meaning of the fifth article to the actors; the alliance, the member countries and the ones outside of the alliance.

    A coherent line of change for the meaning of the article V to the alliance is found where the starting point is the security guarantee. In the early 1950’s the meaning turns to deterrence and remains unchanged during the cold war until the end of bipolarity, thereafter followed by a more diffuse and uncertain meaning. More recently, however, two diverging lines are discovered. The first line of more recent members, in most cases border states, strive for the meaning of security guarantee covering the geographical area of the member states territories. The second line consists of more powerful member states where the instrument of foreign policy seems to be the desired meaning, and this to promote the alliance as an global security provider.

    The analysis also uncovers a repetitive pattern of behaviour in respect to the meaning of article V for new member states. This pattern of preference changing seems to be constant irrespective of time interval of the examined empiric.
