    Abstract [en]

    The European Union (EU) has modest but promising capacities to assist member states overwhelmed by disaster through its Civil Protection Mechanism. The EU also routinely sends civil and military missions to hotspots outside EU territory. But these capacities do not suffice in the face of transboundary crises: threats that cross geographical and policy borders within the Union. Examples include epidemics, financial crises, floods, and cyber terrorism. Nation states cannot cope with these threats without international collaboration. In this article, we explore the EU's efforts to develop transboundary crisis management capacities. We describe these budding capacities, explain their policy origins, and explore their future potential.

    This article focuses on how democratic ideals are translated into practice with regard to dealing with background inequality between participants in participatory spaces. The paper draws on a tension between deliberative democracy and difference democracy. Although recent decades have seen a closing of the gap between these two streams of democratic theorizing, they could still be said to propose different methods for dealing with background inequality between participants. This paper builds on an ethnographic study of Rockaway Wildfire, a local branch of the wider Occupy Sandy network that emerged in the aftermath of Hurricane Sandy in New York City in 2012, to organize politically with socio-economically marginalized communities struck by the storm, with the aim to empower them. Occupy activists held and practiced ideals best conceptualized as being part of a difference democratic theory whereas the residents instead questioned, challenged and resisted these methods, based on ideas adhering to a deliberative democratic reasoning. Through an analysis building on participatory observations, field observations and interviews, three theoretical problems are brought to light: the problem of situated marginalization beyond commonly acknowledged identity markers, the problem of variation in individual agency and the problem of intersectional positions.

    Abstract [en]

    This article devises a road ahead for future studies of gender mainstreaming of Disaster Risk Reduction (DRR) processes. In comparison to other fields, DRR processes lag behind in implementing a gender perspective, despite decades of activism among practitioners, activists and researchers. More research is needed to understand why this is so, since there is only a handful studies focusing the issue and none that systematically explores this failure. In comparison, there is an abundance of research done on gender mainstreaming within other fields of practice. With help of this bulk of research, the article extends the limited research done on gender mainstreaming of DRR. Gender mainstreaming theory from other fields is used to identify relevant factors that may hinder effective gender mainstreaming of DRR, in order to devise a solid research strategy for more systematic research on the topic in the future.

    Vulnerability and Power: Social Justice Organizing in Rockaway, New York City, after Hurricane Sandy2017Doctoral thesis, monograph (Other academic)

    This is a study about disasters, vulnerability and power. With regards to social justice organizing a particular research problem guides the work, specifically that emancipatory projects are often initiated and steered by privileged actors who do not belong to the marginalized communities they wish to strengthen, yet the work is based on the belief that empowerment requires self-organizing from within. Through an ethnographic field study of social justice organizing in the wake of Hurricane Sandy in Rockaway, New York City, the thesis explores whether and how vulnerable groups were empowered within the Occupy Sandy network. It is a process study that traces outside activists attempts at empowering storm-affected residents over time, from the immediate relief phase to long-term organizing in the recovery phase. The activists aimed to put to practice three organizing ideals: inclusion, flexibility and horizontality, based on a belief that doing so would enhance empowerment. The analysis demonstrates that collaboration functioned better in the relief phase than in the long-term recovery phase. The same organizing ideals that seem to have created an empowering milieu for storm-affected residents in the relief phase became troublesome when relief turned to long-term recovery. The relief phase saw storm-affected people step up and take on leadership roles, whereas empowerment in the recovery phase was conditional on alignment with outside activists’ agendas. Internal tensions, conflicts and resistance from residents toward the outside organizers marked the recovery phase. It seems that length of collaborative projects is not the only factor for developing trust but so is complexity. The more complex the activities over which partners are to collaborate the less easy it is. Based on this we could further theorize that the more complex the work is the more challenging it is for privileged groups to give away control. The internal struggles of the organization partially explain the failures to influence an urban planning process that the organization attempted to impact, which connects the micro-processes with broader change processes toward transformation of vulnerability.

    The chapter is an analysis of the Sendai Framework for action; the central policy document in the global field of Disaster Risk Reduction (DRR). Since this Framework sets the agenda for the wider field of DRR practice across the globe, it is important to scrutinise for anyone interested in problems of gender-based disaster inequality. The Sendai Framework acknowledges issues of gender inequality yet, as discussed in this chapter, does so in a rather limited and somewhat problematic way. To understand the shortcomings the analysis makes use of Carol Bacchi’s “What’s the Problem Represented to Be?” (WPR) approach to policy analysis. With help of this analytical tool,  two conceptual logics are identified in the Framework that prevent full incorporation of a gender perspective. Firstly, a relief logic assumes a temporality of acuteness and prescribes male-dominated professional domains as experts. This makes a political analysis of gender inequality unintelligible. The relief logic also renders silent political solutions to alter gender inequalities. Secondly, a techno-managerial logic proposes technical and managerial solutions to problems of disaster risk. This rewrites solutions to structural inequalities as problems that can be solved technologically and managerially – in contrast to the types of political solutions needed to alter gender inequalities.

    This study examined relationships between authentic leadership and safety climateamong 463 seafarers sailing on 23 merchant vessels in the international shipping industry. A multiple regression analysis was performed, where authentic leadership made a statistically significant contribution to explaining variance in safety climate, controlling for age, rank on board, and social desirable responding. Adding an interaction between authentic leadership and rank on board (officers vs. crew) to the multiple regression analysis did not add to the amount of explained variance (R 2 = .38). Implications for leadership training and safety in shipping are discussed.

    Försvarsmaktens syn på sin förankring i samhället2013Report (Other academic)
    Abstract [sv]

    Ett antal faktorer som Försvarsmaktens (FM) volymminskning, värnpliktens vilande och avsaknaden av en mera akut nationell hotbild, har lett till att försvarets förankring i samhället inte är lika självklar som tidigare. Detta kan bland annat ge negativa effekter på FM personalförsörjning liksom på förståelsen i samhället för FM verksamhet och i förlängningen befolkningens stöd för verksamheten. Syftet med denna studie var att hos företrädare för FM högre nivåer kartlägga uppfattningar av vad som är viktiga faktorer för förankringen i samhället. I rapporten redovisas informanternas uppfattningar om bland annat allmänhetens syn på FM, om relationen mellan FM och den politiska nivån samt politikernas respektive FM ansvar för myndighetens förankring i samhället. Rapporten lämnar förslag på åtgärder som FM kan göra för att positivt förbättra förankringen. Inom projektet har det tidigare tagits fram en forskningsöversikt och gjorts en intervjustudie med informanter från näringsliv, andra myndigheter, lokala politiker och politiska ungdomsförbund.

    Social workers working with individuals, who are vulnerable and in need of help in different situations, face great demands. They need to be able to respond to people with different kind of needs, yet at the same time handle organizational requirements. The purpose of this study, therefore, is to contribute to an increased understanding of the phenomenon of job satisfaction, its meaning for professionals in the field of social work, and what affects job satisfaction. The study was performed in accordance with classic grounded theory, and all data were collected through three semistructural interviews. The results of the study generated a theoretical model that illustrates how the phenomenon of “work satisfaction” can be understood and reached through a process of balancing, maintaining, and recreating professional pride and dignity in the field of social work. The discussion ends with suggestions for further studies, methodological discussion, and proposals for practical implications.

    The development of European Union (EU) civil protection cooperation highlights important issues in the debate on the internal-external security nexus. It points to the increased transnationalization of threats usually assigned to the field of 'internal' security, but it also presents researchers with a puzzle: despite the relatively rapid development of civil protection cooperation, there is still substantial disagreement among the EU member states as to how it should continue to develop. Applying an analytical framework based on neo-institutional organization theory and the study of organizational 'fields', this article explores two questions: What is the institutional basis for member states' diverging positions on the future direction of EU civil protection? and How may these positions affect the current development of EU civil protection? Our analysis draws upon empirical evidence from civil protection practice in Spain, Sweden and the EU, including official documents in the form of bills and laws, policy papers and elite interviews. We find that the basis for member states' diverging positions on the future of EU civil protection is rooted in conflicting national institutional logics of civil protection. No logic has become dominant at the EU level, suggesting that as long as multiple institutional logics continue to coexist, disagreement on the future development of European level civil protection cooperation will persist.

De statsmakter som under olika perioder har administrerat dessa områden – ottomanerna, britterna, jordanierna, egyptierna och israelerna – har var och en på sina sätt satt djupa avtryck i såväl det allmänna rättsmedvetandet som i nu rådande rättsregler. Störst avtryck bland alla dessa har dock en annan ännu tidigare rättstradition gjort: den arabiska sedvanerätten.

    Gaza Under Hamas: From Islamic Democracy to Islamist Governance2017Book (Other academic)

    Hamas is designated a terrorist organization by Israel, the EU, the USA and the UN. It has made itself notorious for its violent radicalism and uncompromising rejection of the Jewish state. So after its victory in the 2006 elections the world was watching. How would Hamas govern? Could an Islamist group without any experience of power - and with an unwavering ideology - manage to deal with day-to-day realities on the ground? Bjorn Brenner investigates what happened after the elections and puts the spotlight on the people over whom Hamas rules, rather than on its ideas. Lodging with Palestinian families and experiencing their daily encounters with Hamas, he offers an intimate perspective of the group as seen through local eyes. The book is based on hard-to-secure interviews with a wide range of key political and security figures in the Hamas administration, as well as with military commanders and members of the feared Qassam Brigades. Brenner has also sought out those that Hamas identifies as local trouble makers: the extreme Salafi-Jihadis and members of the now more quiescent mainstream Fatah party led by Mahmoud Abbas. The book provides a new interpretation of one of the most powerful forces in the Israel-Palestine arena, arguing that the Gazan Islamists carry a potential to be much more flexible and pragmatic than anticipated - if they would think they stand to gain from it. Gaza under Hamas investigates the key challenges to Hamas's authority and reveals why and in what ways ideology comes second to power consolidation.

The study poses the overarching research question:How can Hamas's governance in the Gaza Strip between 2006 and 2012 be characterised andunderstood? Hamas has attracted particular research interest, partly due to its seeminglycontradictory nature and actions, and partly due to the fact that this was the first case of Islamistsin the Arab world to ascend to power by democratic means. On the one hand, Hamas has led anarmed struggle against Israel which has even included suicide bombings against the Israelicivilian population. On the other hand, Hamas has more recently shown both the will and theability to participate in electoral processes in a peaceful and democratic fashion.

    As a result of this, the case of Hamas relates to two scholarly debates in particular. The firstdebate concerns the nature of Islamism - whether Islamist ideals can be considered fullycompatible with democracy. Ultimately, this debate has come to focus on what the democraticpotential of Islamists would mean in practice, should they get the chance to hold power. Thesecond debate concerns the nature of Hamas - how to comprehend the paradoxal conduct of thisactor and in what direction it is heading politically. There is also a strong extra-scientificrelevance to the study, as Hamas remains a powerful force in the Israeli-Palestinian arena. HowHamas is dealt with, both by Israel and the international community and by the Palestiniansthemselves, will have repercussions on when and in what shape the pending Palestinian state willmaterialise.

    Based on existing scholarship on this subject, the aim of this study holds theoretical,methodological and empirical ambitions: Theoretically, the study seeks to contribute to the twodebates mentioned above. Methodologically, it seeks to contribute by suggesting a newframework for the analysis of Islamist governance. Empirically, it contributes by adding a newcase study to the existing research on Islamists in power.

    The study addresses the research question by focusing on how the new government perceivedand reacted to three key challenges to its exercise of power: relating to the political system and themain opposition party; countering violent radicalisation and local splinter groups; and reestablishingsocietal order and reforming the legal system. The analysis is based on a recentlycollected set of primary data consisting of both observations and interviews. The respondentsinclude ministers, advisors and civil servants in the government, as well as military commanders,internal security personnel and members of the Qassam Brigades. They also include some of theHamas government's fiercest critics, notably Salafi-Jihadis, youth dissidents and members of theFatah party.

    The study finds that the Hamas government lacked the necessary organisation, knowledge andexperience to carry out its duties. It also finds that the government perceived itself to be subjectedto an imminent threat of being overthrown. The study shows that while the Hamas governmentwas far from fulfilling the democratic promises it had set out in its reform programme, it did notproceed to change the political system into any sort of Islamic theocracy governed by sharia. Asthe analysis concludes, Hamas's governance could be characterised neither as singularlyauthoritarian and Islamic, nor as merely democratic and secular. Rather, Islamist governanceHamas style has been a blurred combination of all these traits together, firmly guided by a farreachingideological pragmatism and a continuously perceived necessity for further powerconsolidation.

    The Hamas administration in the Gaza Strip first set out to crush the area’s Salafi jihadist groups by force. Once Hamas realized that the Salafi jihadi problem was more serious than it had first anticipated, however, Hamas’s approach shifted gradually, from a strategy of attempted elimination to one of containment and assimilation. Indeed, several of the pursued militants proved to be former colleagues from the Qassam Brigades who had grown disillusioned with Hamas and defected to fringe groups. This article examines how Hamas, as part of a new and progressive approach, aimed to rehabilitate these individuals by enrolling them in a prison-based deradicalization program that sought to appeal to a common ideological and religious base in Islam, treating Salafi jihadists as patients rather than as common criminals.

    Taking its departure in the concept of strategic culture, this book answers the question of why European countries decide either to participate or not in international military operations. This volume examines strategic culture and its relation to justifications of decisions made by France, Germany, Greece, Italy, Poland and the United Kingdom with regard to four different operations: Operation Enduring Freedom ISAF in Afghanistan, Operation Iraqi Freedom in Iraq, Operation Unified Protector in Libya, and EU Navfor/Atalanta outside Somalia. In this work the authors closely analyse the role of civil-military relations with regard to decisions about participation.

    Governmental organisations often fail to prepare themselves adequately for complex problems such as natural disasters. This is remarkable because these threats are usually studied intensively and governments do develop plans for such situations. Christer Brown demonstrates in his thesis that the complexity of governmental systems and the mutual interdependence of various government organisations hinder the preparations for something like a natural disaster. This particularly applies to government organisations which have to operate in a many-layered administrative system. Brown investigated the case of the American Federal Emergency Management Agency (FEMA), which appeared to be insufficiently prepared to respond adequately during the disaster caused by hurricane Katrina in Louisiana in 2005. This was apparently due to a shift in political attention from natural disasters to terrorism within the FEMA, and this forced the agency to establish different priorities for its policies.
