    Abstract [en]

    Armed forces in many Western countries have been facing societal change processes for more than twenty years; including value changes, government savings and, more recently, by the unstable security environment. The starting point here is that there is a relationship between processes of societal change and organizational challenges. The purpose of this study is to examine how military leaders manage and respond to different kinds of organizational challenges, focusing on resistance. The empirical material was collected using a grounded theory approach. Informants possessing wide experience of leadership participated in this study. The qualitative analysis describes the coping strategies, acceptance and resistance found among military leaders when dealing with organizational demands. Challenges caused by societal changes are experienced as negative aspects of organizational structure. This may be an explanation for why military leaders cope with them applying both resistance and acceptance. However, our main conclusion is that resistance to change stays within a culture of obedience.

    Abstract [en]

    Purpose

    It has been claimed that job satisfaction is the most important and frequently studied attitude in organizational behaviour research. However, as most studies relate to lower hierarchical levels, the purpose of the present study was to gain a deeper understanding of job satisfaction and organizational commitment among high-level managers, military leaders in this case.

    Design/methodology/approach

    A grounded theory approach was used. The empirical material is based on 12 interviews, two of which were with women. The informants had wide experience of a number of leadership positions as well as participation in international operations. Their ranks ranged from Colonel to Brigadier General and they represented army and naval units, the Armed Forces Headquarters and Swedish Defence University.

    Findings

    The qualitative analysis resulted in a theoretical model that describes the job satisfaction of military leaders at the strategic level, which concerns establishing and balancing organizational commitment. This means that top level managers develop, manage and recreate a “sense of oneness” between themselves and the organization – a strong identification that is established, challenged, changed, and renegotiated in a continuous process. Establishing and balancing organizational commitment is built on two overarching categories: keeping up the organizational image and responding to organizational greediness.

    Research limitations/implications

    Small sample, lack of representativeness, and lack of elaboration on possible gender-related aspects.

    Practical implications

    The suggested model may be valuable in educational settings when evaluating the job satisfaction and organizational commitment of high-level officers. The model may have practical implications when it comes to selection, retention and leader development of high-level military officers.

    Originality/value

    A new integrative, theoretical model of job satisfaction and organizational commitment of high-level officers is developed and discussed.

    Rapporten handlar om Försvarsmaktens strategiska arbete för att öka sin attraktionskraft med fokus på attraktionsstrategier på organisationsnivå. Frågor ställs om vilka strategier Försvarsmakten använder för att öka sin attraktionskraft och hur Försvarsmakten arbetar för att utveckla sitt varumärke. Jämförelser görs av hur väl Försvarsmaktens strategier stämmer med det som kännetecknar en attraktiv organisation av idag. I studien framkommer att Försvarsmaktens varumärke stärks av att det har en hög igenkänningsfaktor i samhället, samtidigt som det är ett stort problem att "Försvarsmakten" kan betyda så många olika saker.

    Bristen på stabilitet i organisationen, orsakad av de förändringar som ständigt pågår, bidrar också till otydlighet kring Försvarsmaktens varumärke och identitet. Denna otydlighet gör det svårt för personalen att identifiera sig med organisationen och agera i överensstämmelse med organisationens värden. Så även om informationskanaler finns är det svårt att informera då innehållet till del saknas.

    In recent years there has been a development towards more complex forms of UN peacekeeeping. One example of this is the UN mission in former Yugoslavia (UNPROFOR), to which Sweden has contributed troops since 1992. A questionnaire study was conducted to gain information about the role of peacekeepers in this new kind of UN mission. The study includes data from four Swedish mechanized infantry battalions, which were deployed in Bosnia for six months each, from autumn 1993 to autumn 1995. The questionnaire was completed by a total of 3,505 persons in connection with the Swedish UN personnel demobilization procedures. This article presents some of their views and experiences and discusses these in relation to the role of peacekeepers in the 1990s.

    This article is based on research that aimed to develop a deeper theoretical understanding of the UN peacekeeping soldiers’ experiences of their daily service, from their own perspective, using a grounded theory approach. Study participants were Swedish UN peacekeeping personnel who served in former Yugoslavia from Autumn 1993 to Autumn 1995. A model was developed, according to which UN peacekeeping soldiers’ experiences of their daily service are formed by the dynamic interplay between external influencing factors and internal peacekeeping force factors. The external factors comprise: the service environment including the parties to a dispute, the media and the soldier's private social network. Most of the soldiers’ responses concerning the environment were about low‐intensity stress and fear of losing control of their aggressiveness. The internal peacekeeping force factors include the recruitment principles, the preparatory training, leadership issues and personal characteristics of the individual soldiers. The model indicates that internal factors can be modified in ways that might make it possible to reduce the impact of the external factors. The generalizability of the model needs to be evaluated in future studies involving different kinds of peacekeeping missions.

    This article describes the prototypical peacekeeping soldier and his experiences, based on a sample of all male soldiers serving in mechanized infantry companies in the first four Swedish UN battalions in Bosnia and Herzegovina (N = 1,238). A questionnaire was administered as a part of the demobilization programme. The prototypical peacekeeper is male, 20–25 years old, single, serves in a mechanized infantry company, and is on his first UN mission. Four different types of motives for joining the service were identified. The degree of perceived family support co‐varied strongly with service experiences. Favourable evaluations of the service period were associated with good relations with commanders and peers, perceiving few tasks as boring, but also with a high exposure to stressful events. The positive association with stress exposure may be related to the fact that no Swedish peacekeepers were killed during this period, which in turn probably contributed to experiences of invulnerability among the exposed soldiers while also increasing their social status among peers.

    Abstract [en]

    Despite an increasing number of programs that aim to develop or educate leaders, the underlying processes involved in leader development or growth are not well understood. This study was undertaken to discover what factors or processes are involved in leader development for junior military officers, from their own perspective and in the natural context of their career and life experiences. Military officers (N = 51) from 5 different countries were interviewed using a standardized approach, and interview transcripts were analyzed according to the constant comparative method of grounded theory, as elaborated by Glaser and Strauss (1967). Consistently across the 5 countries, the core of the process model of leader development is the social interaction between the young officer and his or her significant others (soldiers, peers, and superiors). In the favorable case, officers end this process feeling secure, being able to flexibly adapt their overt behavior on an underdistanced–overdistanced continuum according to situational demands, and have a firm professional identity.

    The aim was to describe the development of a theoretical model for leader evaluation and development, an instrument based on this model, and a strategy for large scale implementation in the Swedish armed forces. The model rests on an interactional person by situation paradigm. It emphasises “developmental leadership”, which is inspired by transformational and functionalistic leadership approaches. The developmental leadership questionnaire (DLQ) was operationalised from the model and refined through structural equation modelling. The model and the DLQ will be used for three purposes: yearly evaluation of all personnel in the Swedish armed forces; yearly planning dialogues between each employee and his or her nearest supervisor; and a tool for leadership training. The implementation strategy includes an initial course in developmental leadership for all colonels. This is followed by the selection and training of local trainers, who, in turn, initiate the comprehensive programme locally. The system should be fully implemented by 2005.

    The transition to an all-volunteer force in Sweden has meant that the Swedish armed forces (SAF) need to try different ways to recruit personnel. For countries that abandoned conscription, there have almost always arisen recruitment problems.  The new direction for the SAF, going from an invasion based defense to a more operational defense force with international focus, puts demands on cultural awareness and language skills among soldiers and officers to another extent than before. In November 2012 the SAF, together with the Swedish Public Employment (SPES) Service, started a joint project called preparatory military training. The aim of this project was to attract 500 individuals with a cultural background from outside the European Union, and language skills in other languages than Swedish and English, to start a 10 weeks long preparatory military training. Preparatory military training aims at giving participants an insight into how a career in the armed forces would look like, as well as get the opportunity to develop academically. Out of these 500 individuals, the SAF aims at recruiting 300 individuals to start the basic military training in the SAF. All participants live at the military barracks and receive free meals and they are allowed paid travel home four times during the course and are paid activity support from the Swedish Public Employment Agency.  Men and women live separately with separate facilities. The SAF and the SPES share 50 % of the education and training at the barracks.

    Phase two of the project starts in the autumn of 2013 and aims at attracting 300 individuals to start the preparatory military training.

    The paper assesses the effectiveness of this new and original project.
