Denna essä tar utgångspunkt inom teoribildningen rörande ”Intelligence Failure” och hävdaratt det går att fastställa om en organisation har ”lärt av sina misstag” utifrån tre undersökandeperspektiv. Först kan man undersöka organisationens erfarenhetshantering, vilket gerunderlag av formell karaktär. Här lyfts exempel från Försvarsmaktens erfarenhetshanteringfram. Därefter kan man undersöka organisationens reformering utifrån olika utkast om”Intelligence Failure” exemplifierade av Zegart, Betts och Bar-Joseph & Kruglanski. Slutligenkan man undersöka organisationens prestationer över tiden och därigenom få underlag omeffekten av lärandet. Det finns dock flera historiografiska utmaningar med att dra slutsatserutifrån fallstudier och varje perspektiv ovan bidrar helt eller delvis med underlag, beroendepå det särskilda fallet. I kombination formar de emellertid ett stabilt ramverk för undersökningarsom kan påvisa om en organisation ”lärt av sina misstag”.
Den ständigt växande användningen av satelliter från USA har även lett till ökat beroende avdem för viktiga områden som täcker militär underrättelsetjänst liksom allt fler civila områden.Detta har inte gått obemärkt förbi, då samarbetet mellan Ryssland och Kina intensifieras genomatt samla ihop resurser och vetenskaplig expertis för och kunna undergräva och utnyttjadessa tydliga sårbarheter i rymden. Samtidigt som de framgångsrikt för fram ett effektivt narrativom att stödja fred i rymden och icke-militarisering. Artikeln utvärderar det ryska hoteti rymden i skenet av den ökande användningen av ryska gråzonsoperationer och sårbarheterför amerikanska och andra aktörers satelliter. Således sårbarheten för just sådana aktivitetervilka inom en snar framtid kommer att omfattas av att allt fler diffusa aktörer kommer attnyttja rymden i samband med pågående kommersialisering av densamma.
Begreppet uppdragstaktik omtalas ständigt med lovord efter de preussiska och tyska framgångarna tidigare i historien för att sedan bli etablerade i doktrinpublikationer. Denna artikel undersöker implementeringen av uppdragstaktiken i Sverige och USA med betoning på högre officersnivån utifrån olika försvarsgrenar. Resultaten visar hur avsaknaden av en djupare kulturell applikation är den gemensamma röda tråden. Något som betonas ytterligare via två amerikanska fallstudier, trots flera tidsåldrar emellan tyder båda på hur dysfunktionell kultur omöjliggör uppkomsten av uppdragstaktik. Artikeln avslutas med ett perspektiv från hemvärnet och slutligen den amerikanska rymdstyrkans förutsättningar för uppdragstaktik i en värld som alltmer präglas av teknikutveckling och gråzonsproblematik.
Authoritarian states and democracies have long used propaganda and disinformation to manipulate target audiences. Recently interest in this issue has increased, especially as active pro-Kremlin disinformation measures have targeted the Nordic countries. So far, research on disinformation measures in a Nordic context is limited and focuses mainly on how individual countries have been exposed, or how disinformation in regard to a particular and debated issue have affected the debate in individual countries, while research is lacking on how Nordic countries organize themselves and work to identify and counter such threats ina comparative perspective. This comparative case study uses qualitative analysis of literature, policy documents and interviews with expert practitioners to show that Sweden and Finland have established and tested organizations and networks to identify and counter disinformation campaigns. Similar institutionalization is now underway in Denmark and Norway. The states inspire each other and participate in international collaboration. But how the countries participate in such collaboration varies and, moreover, has bearing on their vulnerability in facing the threat.
This essay discusses new research on how public sector organizations learn from their crisis experiences. The essay aims to distill practical lessons from theoretical studies on crisis-induced learning that should offer public officials advice on how to increase the learning capacities of public sector organizations in the wake of crises. The essay concludes that for organizational crisis-induced learning to take place, it is favorable to document incidents and crises thoroughly and to refine the documentation into investigations and evaluations. Moreover, in order for organizations to reform in line with suggestions put forth in investigations and evaluations, organizational self-reflection and flexibility is required.
Den statsvetenskapliga forskningen och utbildningen vid Försvarshögskolan (FHS) utmärker sig från statsvetenskap vid andra lärosäten genom sin särskilda inriktning på säkerhetspolitik och krishantering. Kurser med denna inriktning har genomförts vid FHS sedan 2000 och kommer att utgöra huvuddelen av innehållet i det civila utbildningsprogram som ska inledas hösten 2013. Medan säkerhetspolitik traditionellt sett har varit ett ämnesområde inom statsvetenskapen som har fått relativt stor uppmärksamhet även vid andra universitet och högskolor, är krishantering en yngre och mer otydligt definierad underdisciplin. Denna otydlighet ger upphov till syftet med föreliggande artikel. Först diskuteras den till synes enkla frågan vad statsvetenskap med inriktning krishantering egentligen är. Sedan förs utifrån pedagogisk litteratur en diskussion som utmynnar i ett antal konkreta förslag på hur vi kan gå tillväga för att utbilda studenter inom kunskapsfältet.
In this article, the Swedish parliamentary body responsible for conducting analysis on global developments and preparing the formulation of Swedish security and defence policy, försvarsberedningen (English: The Defence Committee), is explored. The aim of the article is to evaluate whether or not the functioning of the Committee in fulfilling these two tasks influences the political guidance of the Armed Forces in terms of strategy. The conclusion referring to the former task is that the Committee lacks a methodology and hence tends to have difficulties in predicting important events such as the Russian interventions in Georgia and Ukraine. The conclusion referring to the latter task is that the Committee has been successful in establishing a consensus amongst the political parties represented in the Swedish parliament, riksdagen. Even if this consensus has been weak, it has been broad enough to reach a parliamentary majority supporting the policy despite long periods of minority cabinets. Altogether, the performance of the Committee provides no support in directing the Armed Forces with strategies.
Members of all political parties represented in the Swedish Parliament have during the past decades repeatedly stressed the necessity of directing military activities by using strategies. When focus in now shifting from participating in international military operations far from Sweden to addressing security challenges in Sweden's neighbourhood the needs for a new military strategy is obvious. The aim of this article is to explore whether potential shortcomings in the decisionsmaking process regarding the Swedish security and defence policy can explain why the Government does not seem to guide the Armed Forces with strategies.
How efficient is the academic education of military officers at the Swedish National Defence College (SNDC)? Since War Studies and Military Technology are represented at no other Swedish University, it is challenging when comparing them with other subjects in this regard.Another challenge is how to measure efficiency in academic education. In this article the two subjects are compared with the most similar subject at the SNDC; Political Science. Themethod applied is quite simple. By using similar statistics and approach as the Swedish Higher Education Authority (Universitetskanskerämbetet – UKÄ) uses when comparing theefficiency of different Swedish universities, the subjects are compared in terms of full-time equivalent students per full-time equivalent staff members. The result of the comparison is depressing. If War Studies and Military Technology are to be as efficient as Political Science,the number of full-time equivalent students in the two former subjects has to be increasedfrom about 250 to about 1,450. Another option is to decrease the number of full- time equivalent staff members from about 125 to only 25. Even if the efficiency of the two military subjects does not necessarily have to be exactly on the same level as the efficiency of PoliticalScience, the result of this study indicates that something has to be done in order to increase the standards of War Studies and Military Technology.
In an article in this journal (2:2013) we identified several important shortcomings of War Studies at the Swedish National Defence College (SNDC) during the period of 2007–2012.In this article, we conclude that the authors of a responding article (4:2013), Senior Professors Stefan Axberg and Berndt Brehmer not only continue to focus on irrelevant aspects of asubject outside their expertise, but also neglect to recognize their own responsibility regarding the causes of the shortcomings. Furthermore, we find that their recommendations are incommensurable with the view presented by the Swedish Armed Forces and the current development of War Studies at the SNDC.
Krigsspel är en fundamental del av militär utbildning. Likafullt är krigsspel kontroversiellt, med återkommande cykler av uppskattning och ogillande. Krigsspel kan definieras som en betingad interaktion med mänskliga spelare som påverkar simulerade militära aktioner. Syftet med denna text är att undersöka och förklara hur militära instruktörer mildrar sina bekymmer med att handha ett krigsspel. I texten analyseras relevanta skrifter om utbildningsspel för att belysa frågan om instruktörer och krigsspel. Denna metod kompletteras av ny och explorativ forskning, som inbegriper grundad teori, avseende det substantiella empiriska området krigsspel för militär utbildning. Militära instruktörer använder sig av tre strategier för att uppnå instruktörs-acceptans (instructor buy-in). En majoritet av instruktörerna verkar sträva efter att undvika explicit spelifiering (gamification). Detta undvikande utgör en förklaring till att vissa krigsspel inom militär utbildning förändras eller upphör. Av denna anledning är det vitalt att militära instruktörer har en förståelse för instruktörs-acceptans för att stärka praktiken krigsspel.
This text explores the Soviet military offensive into Japanese-held Manchuria in August 1945 by looking at two narratives: the Soviet and the Japanese. The former has dominating the latter, perhaps due to the Soviet success as Japan surrendered a few days into the operation. However, by adding rather than dismissing the Japanese perspective, Soviet performances on different levels can be scrutinized. For example, faults with logistical planning and the difficulties to achieve a 'deep battle' are found. It also highlights the main difference between the two operations, namely that the Soviet operation aimed for a double pincer movement, while the Japanese operation aimed for a withdrawal into a mountain redoubt.
This article will investigate the implementation of strategic communication at the lower segment of the military hierarchy in counter-insurgency (COIN) operations. It focuses primarily on the experiences of communicating strategically at the tactical level in manoeuvre forces, using Sweden in Afghanistan as a case study. Findings reveal that the tactical level often distances itself from the communicator tasks, arguing that this belongs to other units or personnel. However, the tactical level also pinpoints the vital role they play in shaping attitudes and beliefs in the area of operations. The results thus indicate a type of cognitive split in the perception of the communicator role among the manoeuvre forces. Furthermore, the study reveals several obstacles in effectively executing strategic communication in the military domain. The most prominent areas are contradictions in messages due to force-protection measures and lack of synchronization.
This article provides an overview and concise analysis of the often underappreciated bilateral security and defense agreements that the United States entertains with a significant number of countries around the world. It sets out by emphasizing the role of the United States in sustaining the world order at a systemic level and notes that Washington’s bilateral relations, albeit forming a significant part of the overall security and defense arrangements, receive much less attention than multilateral alliances and systemically conditioned alignments. After briefly reviewing recent literature on this subject, the article examines the process by which the United States enters into agreements of varying legal and political status, and then discusses the ramifications and limitations of the respective types of arrangements. In turn, the article examines formal bilateral treaties (mainly with East Asian states), politically motivated security and defense agreements (mainly in the wider Middle East), and, lastly, executive agreements initiated by the presidential administration, the Defense Department or the State Department. The article ends by suggesting that the administration of Donald J. Trump—given campaign statements and the first six months in office—is less likely than many of its predecessors to enter into new agreements and formalize existing alignments, and that the viability of existing ones may become increasingly dependent on America’s counterparts demonstrably living up to their end of the bargain.
The concept of mass has been well-known in the history of warfare since early times. Numbers of belligerents and weapons have often been decisive in achieving a victory or a desired outcome. The technological development of weapons has shifted the discussion of this principle of war towards force multiplication using cutting-edge technologies versus the simple numeric superiority of one’s adversary or enemy. Each domain of warfare and consequent military capability is affected by this dichotomy of mass approach to structuring one’s armed forces and the procurement of distinctive weapons. However, this principle and the shift towards cutting-edge technologies as force multiplication and effects accumulation had an even greater prominence in the case of air power and air warfare thanks to the inherent attributes of air power (i.e., speed, reach, flexibility and versatility). This article discusses the principle of mass and cutting edge technology in the air war over Ukraine. Accordingly, the article examines what deficiencies in mass and numerical superiority were evident in the air war and why. Furthermore, this article discusses how the Ukrainian Armed Forces (UAF) undermined Russian numeric superiority in the air and it will describe which preliminary points can be singled out for further discussion of mass and cutting-edge technologies for modern and future air warfare.
Med nya militära utmaningar ställs frågan vad taktisk utbildning egentligen? Många sysselsätter sig med att undervisa i taktisk utbildning, men ställer man dem frågan vad taktik är så händer det ofta att svaret blir svävande och vagt. Är den taktiska utbildningen något som är tidsbundet och daterat? Tesen är att det centrala vid den taktiska utbildningen är förmedlandet och hanterandet av ett taktiskt språk. För att visa på detta inleds med ett exempel från det första världskrigets kejserliga tyska armé där relationen stat, krigsmakt, taktik och språk diskuteras. Stora taktiska förändringar kan genomfras på kort tid, under pågående konflikt med miljontals människor inblandade bara förutsättningarna finns. En välorganiserad stat med hög utbildnings och organisationsnivå är viktigt för en militär organisation då den bara är en exponent av samhället i stort. Denna del följs av taktisk utbildning vid två olika tillfällen i Sverige under det nära förflutna, dels vid stabsprogrammet, dels på officersprogrammet. Vid båda tillfällena är det uppenbart att skolandet i ett uniformt och effektivt taktiskt språk är centralt i undervisningen, oaktat den hierarkiska skillnaden vid tillfällena. Sammanfattningsvis kan sägas att på ytan må den taktiska undervisningen te sig bunden av sina scenarion och fall men att den på ett djupare plan uppehåller sig vid något mer allmänt som språk som också i lika hög grad är viktigt.
The purpose of this study is to introduce three different approaches to combat, and to analyze and compare six different theories of combat with the help of these perspectives. This includes theories of, for example, Clausewitz, Boyd, Van Creveld and Lanchester. By categorizing and analyzing such theories, the knowledge of how combat can be understood and investigated increases. The three different perspectives are called human-centered, social and physical perspective. The perspectives are in turn structured around four concept-pairs (dimensions) that are used to analyze and interpret the theories. The dimensions are termed existential-instrumental, mental-physical, descriptive-prescriptive and qualitative-quantitative. Among other things the results show that all six theories, regardless of perspective, are needed to better explain how the phenomenon of combat can be understood. Some conflicts between these theories are apparent and often based on misconceptions, conceptual disorder or on selective analyses. We also show both the pros and cons of the perspectives and analytical tools presented, and how the framework could be used in further research on combat, not just theoretical but also empirical.
Taktik är en central del både för arméns förmåga och utveckling samt i de kurser i krigsvetenskap som genomförs på FHS. Området taktik är omfattande och denna text förklarar inte vad taktik är utan försöker endast öka förståelsen för lärandet om taktik. Vad innebär det att lära om taktik, finns det särskilda pedagogiska utmaningar att förhålla sig till? Taktik är inte bara praktik det finns även en utvecklad militärteori som kan användas som stöd i utbildningen. Lärarrollen i taktik innebär att officeren förutom att vara en god officer och föregångsman även behöver ha en god pedagogisk förmåga. Handledarrollen är central och kräver både omdöme och ödmjukhet. De militära utbildningsmetoderna behöver dels dokumenteras samt fortsatt utvecklas. Lärare i taktik behöver kontinuerligt tränas och kompetensutvecklas i både militära som civila pedagogiska metoder. Att lära om taktik är att träna en kollega i att tänka och välja för att lösa en komplex militär uppgift. Detta innebär att även taktikläraren måste tänka och välja de medel och metoder som bäst gynnar denna process med lärandet i fokus.
STRATEGISK ÖVERRASKNING, hur uppnås den och med vilka medel? Det är de övergripande frågorna som författaren avhandlar när Rysslands agerande i samband med annekteringen av Krim 2014 studeras. Det ryska agerandet analyseras här utifrån såväl sovjetiska och ryska teorier kring vilseledning som de anglosaxiska Barton Whaleys Stratagem: Deception and Surprise in War samt Robert M. Clark och William L. Mitchells Deception: Counterdeception and Counterintelligence. Det framträder en bild av hur det i huvudsak var distraktion, dolda aktiva åtgärder samt desinformation som bidrog till den ryska strategiska överraskningen. Artikeln belyser hur Ryssland förmått anpassa tidigare etablerade sovjetiska/ryska teorier kring vilseledning till dagens konfliktmiljöer och visar på att såväl äldre sovjetiska som ryska militärteorier avseende vilseledning i allra högsta grad fortsatt är aktuella.
