Abstract [en]
Cybersecurity have become an ever-growing threat for states, as well as organisations such as the European Union. The threat has been addressed on a national and international level. The main goal of this study is to understand if France´s, Germany´s, and Italy’s political orientations have become more similar to the European Union´s, in relation to cybersecurity measures, and if the search for ontological security could be the reason for the policy convergence. The empirical material is analysed by using a qualitative method. The essay is a two parts analysis. The first part of the analysis defines if the separate states and the EU have a policy convergence. This part is based on a definition of policy convergence. The second part seeks to see if the states search for healthy ontological security, based on Mitzen’s theory about ontological security-a state perspective. The result shows indications of a search for ontological security, in relation to the policy convergence in the cybersecurity cooperation within the EU. But since none of the states managed to fulfil all the requirements for ontological security within the cooperation, the relationship between ontological security and policy convergence is not clearly defined.
