Abstract [en]

The European Union as a third party, seen through the prism of strategic theory

Strategic theory may be of great value in the context of EU as a third party. The theory offers important tools for the analysis and planning of such missions. However, the theory is not really justified in those situations where there is no potential violent opposition to the political project of the Union. In order to be of real value, there is a need to adapt the classical theory. This is particularly true as the EU, as a third party, is not an actor in the traditional sense. Furthermore, it is necessary to rethink the possible modes of action as the EU does not seek military victory but to convince all the actors of the appropriateness of its goals. There is, however, a need to create a language and a structure regarding non-military actions in order to permit an analysis of various options and to develop comprehensive strategies.

L’Union européenne comme tiers au prisme de la stratégie théorique

La stratégie théorique est souvent utile dans le cadre de l’UE comme tiers. Elle offre des outils importants pour l’analyse et la planification des telles missions. Cependant, l’utilisation de la stratégie n’est pas justifiée dans les missions où il n’y a pas d’opposition potentiellement violente contre le projet politique de l’UE. Pour être utile, il faut faire des adaptations de la stratégie théorique classique. Il s’agit ici surtout du fait que l’UE en tant que tiers n’est pas un acteur dans le sens traditionnel. Puis, il faut repenser les modes d’action possibles comme l’UE n’a pas vocation de vaincre militairement, mais de convaincre tous les acteurs de la justesse de sa démarche. Un problème que reste à résoudre, c’est la conception d’une langage et structure des modes d’actions non-militaires afin de permettre l’analyse des options différentes et afin de concevoir des stratégies intégrales.
