Sveriges försvarsmakt står inför en omfattande utmaning då ett operativt koncept baserat påmanövertänkande skall införas. Konceptet föder en ny begreppsapparat som vi inte tidigarekonfronterats med. Vad är det då som särskilt utmärker detta koncept jämfört med vårt tidigare? Viden första anblick kanske skiljaktigheterna i vårt taktiska uppträdande inte verkar så stora. Nuvarandetaktiska reglemente (AR II 1995) pekar redan i en riktning som åtminstone till viss del innehållerbrottstycken av ett manöverkrigföringskoncept. Under mina studier har jag kommit fram till attskillnaden snarast ligger på ett mentalt plan, d.v.s. sättet att förhålla sig till ett identifierat problemeller given uppgift. Det handlar här om att ha sådan förståelse för helheten att man endast invecklarsig i de strider som korresponderar mot det övergripande operativa målet. Denna nödvändigaförståelse kräver därför en mentalitetsförändring inom FM, en förändring som måste genomförasovanifrån och nedåt. Jag har också styrkts i min uppfattning att manöverkrigföring i huvudsakgenomförs på operativ nivå och att manövertänkande med fördel kan och skall tillämpas på taktisknivå. Däremot skall inte den taktiska nivån brottas med de begrepp som omger konceptet. Metodiskaöverväganden gynnar inte den snabba beslutsprocess som konstituerar manöverkrigföring, där ettrelativt fienden högre operationstempo, skall leda till att vi kommer innanför hans beslutsprocess
The Swedish Armed Forces are facing a huge challenge when an operationalconcept of maneuver thinking will be introduced. This concept creates a new wayof thinking that we have not been confronted with before. What is it, then? Whatmakes this so special, and makes this concept different compared to the situationearlier? Maybe at first glance the differences are not so large. Current tacticalconcept (AR II 1995) aims to move in a direction that at least partly contains partsof the maneuver warfare concept. During my studies I have found that one majorthing with this new system compared to before is the mental planning process.That is to say, how to approach a certain identified problem and task.The main thing is here to understand the overall situations, and then to be able toconcentrate on special and specific tasks that only correspond to the operationallevel. Therefore to understand this strategy it is necessary to have changes in themental way of thinking in the Swedish Armed Forces, which must start from thetop level.I have also been more convinced that maneuver warfare mainly takes place at theoperational level, and that maneuver thinking can also be practiced at the tacticallevel, but only to a certain degree. Considerations of methods do not bring this fastdecision process which constitutes maneuver warfare, where quicker decisions andexecution than the enemy leads to gaining the initiative and controlling a givensituation.
