Abstract [sv]

Denna uppsats berör luftrumssamordning och dess svårigheter i kris och under krig. I en tid då alltfler vill utnyttja luftrummet är det av vikt att detta kan samordnas utan risk för vådabekämpningoch kollisioner. Vidare måste den valda luftrumsstrukturen ge möjlighet till befälhavaren attmaximera sina insatser utan begränsningar. Denna uppsats belyser anledningarna till varförluftrumssamordning och kontroll av luftrummet är viktig genom att ge ett antal historiska exempeloch dra slutsatser av dessa. Inledningsvis ges också en historisk återkoppling om vikten av attkunna samordna luftrummet. Därefter beskrivs principer för hur samordning utförs i Sverige i dag.Detta utförs främst genom att använda krigsflygvägar, basrestriktionsområden, flygrännor ochgeografisk separation mellan luftvärn och flygstridskrafter. Därefter har det sätt som NATOgenomför sin luftrumssamordning studerats. Detta sätt innebär en större flexibilitet att förändraluftrumsstrukturen mellan varje dygn. Efter detta har en jämförelse mellan den svenska ochNATO-modellen gjorts. Skillnaden mellan den svenska modellen och NATO-modellen synes varaatt NATO-modellen verkar vara mer dynamisk och kan lättare förändras med ett snabbare förloppän den svenska. Vidare innehåller uppsatsen en del som beskriver vilka som har behov att utnyttjaluftrummet. Speciellt vikt kan läggas vid både vapen och spaningssensorers längre räckvidd.Byggt på de slutsatser som dragits genom de olika kapitlen ges ett exempel på hur en enkelluftrumsstruktur skulle kunna se ut. Denna struktur baseras i huvudsak på principen att geografiskseparera olika element.

Abstract [en]

This essay is about coordination and control of the Airspace. In a time whenthere are several interests of the exploitation of the air, it is of outmostimportance that the airspace can be properly managed and blue – on – blueand mid-air collisions can be avoided. Furthermore, the chosen structure ofthe airspace must allow the commander to be able to maximize hisoperations. The chosen structure must allow the concentration of forceduring any given time.This essay highlights the reasons why airspace control and coordination isimportant and will point out some conclusions. At the beginning the essaywill give some airspace perspective of a few historical operations. Followingthat, it will move in to the area of how airspace control is conducted inSweden at the present situation. It will move on to the international, orrather the NATO model of airspace control. The essay also contains a shortcomparison between the Swedish and the NATO model. The generalconclusion of the comparison must be that the NATO model will supportfaster changes of the airspace structure although the Swedish model allowsthe mission commander a higher degree of freedom in planning andexecution of the mission.There is a part that looks upon users of the airspace. The general conclusionis that the users of the airspace are fast increasing. The air allows fastmovement and a vehicle, regardless of its origin, can cover great distance. Itis also a fact that ranges of weapons and sensors are constantly increasing.Not only the air force will have an interest of the exploitation of theairspace. The need for airspace also includes the army with its attackmissiles, rocket artillery, helicopters and surface – to – air missiles. Thenavy will also need airspace for cruise missiles and surface – to – airmissiles.At the end there is a section that describes how Sweden could adapt a newairspace control structure. The structure embraces most of the existing usersof the airspace including such as unmanned aerial vehicles and cruisemissiles. The structure is built on a usage of several air routes and zones.The structure allows the airspace to change on a daily basis. At the end ofthis essay it will show some conclusions about airspace control.
