Abstract [sv]

Sveriges riksdag fattade 2001 beslut om att Försvarsmakten skall inriktas mot ettnätverksbaserat försvar, NBF. Mycket av NBF utvecklingsresurser inriktas mot tekniklösningar.Denna uppsats fokuserar istället på mänsklig kommunikation inom NBF, ochhar som målsättning att dra nytta av erfarenheter vunna inom Flygvapnets snart 60-årigaerfarenhet av utveckling av nätverksliknande system med interaktion mellan ledningscentraleroch personal som bemannar plattformar. Undersökningen pekar på att det finnsett antal faktorer som kan vara viktiga att beakta i utvecklingen av NBF.Undersökningen ger vid handen att frågor som förtroende, vikten av relevanta regler ochbestämmelser samt framför allt förståelse för en helhet och samverkande aktörer, ärväsentliga för optimal verkan.

Abstract [en]

In 2001 the Swedish Parliament decided that the Armed Forces would headtowards a Network Centric Warfare (NCW) So far much of the efforts havefocused on technical solutions and not much on human factors such ascooperation, trust and shared information and shared situational awareness.The aim of this essay is to analyse, from a cognitive perspective, experiences fromthe cooperation between fighter controllers and fighter pilots that might bevaluable for the development of the Swedish NCW programme. The essay usesan investigating and qualitative method. As a basis for theory, specializedliterature from the Swedish Armed Forces as well as American works onNCW has been used. In addition, modern civilian management literature hasalso been used. Five Air force officers have been interviewed regarding theirwork. The conclusions are that several experiences from the Air Force mightbe used in the development of Swedish NCW. The following items are ofgreat importance in this area: a holistic perspective, understanding and trustand proper regulations.
