Abstract [sv]

Mot bakgrund av problemet varför säkerhetspolitiska ambitioner inte alltid kan omsättas i militäreffekt eller förmåga är syftet att förklara varför Sverige trots större resurser och tydliga politiskaprioriteringar verkar ha sämre förmåga än Finland att genomföra fredsfrämjande insatser.Insatsförmåga definieras som förmåga att på ett flexibelt sätt genomföra olika verksamheter ellerlösa olika uppgifter. Svenska och finska förband i Kosovo jämförs med hjälp av sju kriterier, ochförmågan hos förbanden antas delvis spegla nationell insatsförmåga. De viktigaste slutsatserna äratt de undersökta förbanden har likvärdig förmåga, men att den svenska kontingenten haft högrepersonalkostnader samt högre kostnader för hyror, varor och tjänster. Vidare anges att de svenskametoderna för rekrytering och utbildning är något mer komplicerade och därmed merkostnadsdrivande än motsvarande finska. Slutligen framhålls svårigheterna med att dralångtgående slutsatser enbart grundade på jämförelser av personalstyrka och kostnad.

Abstract [en]

The aim of this thesis is to explain why Sweden, − despite greater resources andrelatively clear political priorities, − seems to have less capability than Finland in thefield of peace-support operations. The study seeks explanations by comparingSwedish and Finnish infantry battalions deployed in Kosovo. The comparisonincludes manning, training, readiness, flexibility, sustainability, capability ofindependent operations, interoperability and costs. In the study the followingquestions are examined:− Which of the two compared units is the most capable of carrying out differentoperations quickly and flexibly (as measured with the criteria above)?– What are the costs of manning, training and maintaining the different units?– How can differences in the capability to execute operations quickly and flexibly atnational armed forces level be explained (using the answers to the first twoquestions)?One conclusion is that the Swedish and Finnish battalions deployed in Kosovo in2003 have the same capability of executing their missions, i.e. to carry out operationsquickly and flexibly. There are however differences in costs between the Swedish andFinnish units. The main reasons for these differences are, among other things, to befound in the more expensive Swedish methods of training and the higher costs ofpersonnel in the Swedish unit. However, the study also shows that there aredifferences in administrative procedures as well between the techniques used in eachcountry when presenting costs, which make comparisons between military units fromdifferent countries more complicated than
