Abstract [sv]

Denna undersökning presenterar och analyserar president Putins retorik i kampen mot terrorism i anslutning tillterrordåden 11 september, 2001 i USA och gisslandramat i Moskva ett drygt år senare.Undersökningen tar sin utgångspunkt i den ryska terroristdefinition och de principer för kampen mot terrorismensom framgår av den ryska säkerhetsdoktrinen från 2000 samt terroristlagen från 1998. Undersökningensförhållningssätt till den ryska terrorismen är det som formulerats av Ekaterina Stepanova. I undersökningenutnyttjas de teoretiska perspektiven realism- och liberalism för att fördjupa analysen av Putins retorik.Analysen visar att det officiella ryska förhållningssättet till kampen mot terrorism har förändrats efter den 11september. Putin har utvecklat en retorik som regelmässigt söker att utöka det internationella samarbetet påterroristbekämpningens område. De åtgärder som lyfts fram är både i det korta tidsperspektivet att förnekaterrororganisationer deras möjligheter till finansiering och tillgång till fristäder men även långsiktiga åtgärder somverkar för att förhindra terrorismens uppkomst genom en rättvisare fördelningspolitik.Detta påtagligt liberalt präglade budskap får dock initialt i de omedelbara kommentarerna efter terrordåden ståtillbaka för en tydligare realistiskt färgad retorik där militär makt intar en central plats i reaktionen.

Abstract [en]

This research paper analyses president Putins´s verbal policy regarding thethreat of terrorism in the aftermath of the terrorist attacks of 9/11 2001 in theUSA and the siege at Dubrovka in Moscow in the following year.The contextual framework for the study is made up by the official definitionsof terrorism and the measures to counter terrorism taken from the 2000Russian National Security Concept and the 1998 federal law on the fightagainst terrorism, whom all represents a official Russian pre 9/11 view ofterrorism. The work of Russian researcher Ekaterina Stepanova provides thenecessary understanding of the terrorist threat that Russia faces today. Thefundamentals of international relations realist- and liberal theory applicable tothe verbal politics in the fight against terrorism are used in order to furtherdeepen the analysis.The result of the study shows that 9/11 marked a shift in the Russian policy.Putin has developed an enhanced relationship to international cooperation.The role of international cooperation is being emphasized in both direct, shorttime measures in order to deprive the terrorists their funding and safe havens,but also in more long-term initiatives in order to combat the rots of terrorism.Such measures are being described as the fight against poverty and unequaldistribution of wealth within and among states. Although the terrorists areregularly being described as Islamic fundamentalist this is not specificallyaddressed in the measures described as crucial in the fight against terrorism.The same rhetoric message is applied on Chechnya, the domestic source ofterrorism, as in the international environment when it comes to discussinglong-term priorities.But this development of a more liberal perspective is Putin´s second waverhetoric’s. The initial reaction of the terrorist acts has more of a realistapproach. Military force is being brought forward as the preferred reactivemeasure and the terrorists are to be annihilated before any further steps are tobe taken. The terrorist threat is being described in terms of almostoverwhelming power, and the response called upon is a massive mobilisationof force in order to put an end to this threat.
