Ett aktuellt ämne inom den politiska debatten idag, är neddragningar inom Försvarsmakten. InomMiljöpartiet vill man lägga ner hela svenska ubåtsflottiljen. Syftet med uppsatsen är att studerabehovet av ubåtar från ett svenskt Försvarsmaktsperspektiv. Uppsatsen har skrivits genom enkomparativ process, med en kvantitativ ansats i analysen. Jag redovisar vilka förmågor somsvenska ubåtar har och vilka förmågor Försvarsmakten skall ha. Krav på olika förmågor iFörsvarsmakten kommer från den politiska nivån, militärteorin och doktriner. Svenska ubåtar harvissa förmågor, vilka de utnyttjar för att lösa tilldelade uppgifter. Inom Försvarsmakten finns flersystem som kan lösa liknande uppgifter och jag jämför deras förmågor med de svenska ubåtarnas.Jämförelserna går till på det viset att förmågorna vägs mot vad militärteoretiker anser konstituerasjökriget, inklusive metoder och syften. De vägs även mot några Sveriges och några västerländskanationers marina doktriner. Slutligen jämför jag dem mot de krav på förmågor som svenskapolitiker ställer på Försvarsmakten. Arbetet behandlar uppgifter och krav på förmågor under såvälkrig, som vid lägre konfliktnivåer, t.ex. Peace Support Operation.Resultatet visar att ubåten har en unik förmåga i att kunna uppträda dolt. I såväl krigsmässiga, menäven i fredsmässiga operationer finns behov av denna förmåga. Därför kan inte andra svenskamilitära system ersätta de svenska ubåtarna. Det som alltså konstituerar behovet av ubåtar isvenska Försvarsmakten, är behovet av dolt uppträdande. Behovet framkallas bl.a. av politiskovilja till egna förluster och förmågan att inhämta underrättelser.

In this essay I have studied the need for submarines in the Swedish Armed Forces. Idescribe what capacities conventional submarine equipped with air independentmachinery have. I also describe what capacities the Swedish Armed Forces shouldhave due to political demands. Then I look upon the tasks a conventional Swedishsubmarine can have. And I find other Swedish existing military systems, with thesame tasks, ore at least some of them are the same. After that I have to find outwhat capacities these systems have.All these capacities compares against the submarines capacities, together with whatmilitary theorist think constitute the war at sea. This includes methods and aims. Ialso compare these capacities with western European countries naval doctrines, aswell as the Swedish maritime doctrine. Finally I compare these systems againstdemands the Swedish government have on the Swedish armed forces. The purposewith the comparisons is to see if those systems, with the same tasks as a Swedishsubmarine, also have the same capacities. This work treats tasks and demand oncapacities in war and in lower intensive conflicts, for example Peace SupportOperations.The result of my studies points out, that the submarine has a unique capability,when it can stay under the surface, hidden from the rest of the world in severalweeks. The study shows that there is a need for these capacities, as well inpeacetime, as in times of war. That’s why no other Swedish military system canreplace the Swedish submarines. The need for capacities witch can hide from allother sensors, while collecting information, with low risks in human lives, is oneexample to what constitutes the need for conventional submarines, in the Swedisharmed forces.
