Chefen för amerikanska marinkåren beslutade 2005 att påbörja utvecklingen av konceptet DistributedOperations (DO). Syftet med konceptet är bland annat att möta utmaningarna inom upprorskrigföring och”Small Wars” som kännetecknas av asymmetriska förhållanden mellan parterna. Grundidén medDistributed Operations är att skapa en fördel över motståndaren genom att uppträda utspritt ellerkraftsamlat och hela tiden kunna avge understöd till den ”lägsta enheten”. Det innebär att utspridda grupperskall agera på djupet och bredden inom hela stridsområdet och ha en gemensam målsättning. Gruppernaskall vara sammanknutna i ett vertikalt och horisontellt nätverk för att skapa ett informationsöverläge samtbekämpa främst mål som ger operativ effekt. Idén med små självständiga grupper har likheter med bådeCombined Action Program (CAP) från Vietnamkriget men även den tyska infiltrationstaktiken från 1917-18 som påbörjade utvecklingen av manöverkrigföringsfilosofin.Uppsatsen har således som syfte att undersöka konceptet Distributed Operations som en metod förupprorsbekämpning. I uppsatsen undersöks de centrala begreppen upprorskrig, upprorsbekämpning ochDistributed Operations genom en textanalys. Därefter genomförs en jämförelse mellan DistributedOperations och tre valda upprorsbekämpningsteorier. Jämförelsen sker utifrån operationella indikatorer urmanöverteorin. Slutligen diskuteras resultatet av jämförelsen och relevansen av konceptet inomupprorsbekämpning. Undersökningen visar att konceptet med sin utspridning och närhet till befolkningenger en ökad förmåga att uppta kampen om befolkningen vilket är relevant inom upprorsbekämpning.Undersökningen visar även att Distributed Operations med sin dynamiska möjlighet att kunna växla mellanasymmetriskt och symmetriskt uppträdande ger en ny dimension inom upprorsbekämpning.
In 2005 the Commander of the USMC decided to start developing the concept of Distributed Operations(DO). The objective of the concept is, among other things, to meet the challenges of insurgency and”SmallWars”, which are characterized by asymmetric relations between the opponents. The basic idea ofDistributed Operations is to establish supremacy over opponents by either dispersing or concentratingeffort, whilst giving combat support to the lowest units. This means that the dispersed groups should have acommon goal and operate with depth and width in the operational area. The groups should be connected ina vertical and horizontal network in order to have superior information access and to attack objectives thatprimarily give operational effect. The concept of small independent units is similar to both the CombinedAction Program (CAP) from the Vietnam War but also to the German infiltration tactics from 1917-18which triggered the development of the philosophy of Maneuver Warfare.Consequently the objective of the thesis is to investigate the concept Distributed Operations as a method ofcounterinsurgency. In the thesis the central definitions insurgency, counterinsurgency and DistributedOperations are textually analysed. A comparison is made between Distributed Operations and threeselected counterinsurgency theories. The comparison is made using operational indicators from ManeuverWarfare theory. At the conclusion the result of the comparison and the relevance of the concept tocounterinsurgency are discussed. The thesis shows that the concept, because of dispersion and theproximity to the population, enables success in counterinsurgency. The thesis also shows that DistributedOperations, being able to dynamically switch between asymmetric and symmetric actions, providescounterinsurgency with a new dimension.
