This study analyses ther Swedish decision in 2022 to abandon 200 years of military nonalignment and instead apply for NATO-membership. More specific the study focus on how strategic actors, in this case leading Swedish ministers from the Social Democratic Party, framed the security situation in Sweden after the Russian invasion of Ukraine in order to make an appliance for NATO-membership possible. The study uses van Hulst and Yanow´s framing theory which is created specifically for analysis of policy processes. The results shows that the ministers framed the situation as a matter of security and an application for NATO-membership as the only rational and realistic solution to regain security for the Swedish nation. The focus on security is a change compared with the previous security strategy of military nonalignment which were closely connected to identity, especially for the Social Democratic Party.
