This study examines the logistical capabilities of Sweden's civilian defense in supporting food supply within a total defense context. Using a theory-testing methodology based on interviews with private sector, authorities and stakeholders regarding food supply in a total defense context, an analytical framework developed from data during the COVID-19-pandemic is assessed.
The findings indicate that logistical readiness to manage crises is progressing positively. Different crises present various challenges affecting logistical capabilities differently, and companies vary in their crisis management capabilities. Private companies are preparing their operations to function even in unstable conditions but need governmental support for economically unviable investments to further increase logistical conditions. The state should enhance resilience in the food supply by investing in critical infrastructure and setting clear cooperative goals for stakeholders. These measures require strategic leadership and funding to ensure a resilient food supply within Sweden's total defense framework.
