The importance of cyber defense has evolved at a rapid pace alongside with the imminent threats that the digital era presents. Therefore, this study aims to contribute to the research on deterring cyber-attacks. Even though cyber has a massive role in modern warfare, there is an ongoing debate among researchers regarding the most effective cyber deterrence strategies.
What this descriptive multiple-case study has done, is to analyze two different cyber strategies, from Great Britain and Norway and compared them to each other. These states have their own explicit strategy on how to meet cyberthreats. A theory by N. J. Ryan on successful cyber deterrence has been used to enhance our understanding on the occurrence of cyber deterrence and contribute with a tool. The analysis revealed that both strategies included cyber deterrence strategies, however in contrasting quantities. Both strategies contained deterrence however in contrasting extent, which leaves questions on why Great Britain has a clearer view on deterrence than Norway? Does Norway’s strategy have another way of achieving success?
