Abstract [en]

The aim of this study is to investigate the evolution of threat perceptions towards Sweden withing the Swedish Defence Commission, comparing year 2007 with 2023. Drawing upon the theoretical underpinning of a wider security agenda proposed by Barry Buzan, Ole Wæverand Jaap de Wilde (1998), the research employs a comparative case study approach, with qualitative text analysis as the primary method, analysing two key documents from the Swedish Defence Commission in 2007 and 2023. The findings highlight shifts in threat perceptions over time, revealing nuanced changes in the Commission´s assessment of security threats to Sweden. Over the studied period, new threat perceptions have emerged, notably featuring an antagonistic stance encompassing both state and non-state actors. Despite an increased emphasis on national security, certain security threats persist in both documents, underscores the potential institutionalization of these threat perceptions. The study concludes that Sweden continues to consider a comprehensive security framework, addressing a diverse range of threats beyond military concerns.
