Syftet med uppsatsen är att utifrån ett organisatoriskt perspektiv undersöka uppfattningen hos offentliga organisationer om vilka förutsättningar som finns för samverkan vid kriser mellan lokal-, regional-, och högre regional nivå på Gotland. De offentliga organisationerna som ingår i studien och som representerar respektive ledningsnivå är Region Gotland, Länsstyrelsen Gotland och Länsstyrelsen Stockholm. Uppsatsen utgår ifrån ett kvalitativt tillvägagångssätt och använder sig av tematisk analys vid analys av det empiriska materialet. Den organisatoriska strukturen som finns på Gotland, där lokal- och regional nivå har geografiskt områdesansvar för samma geografiska område, resulterar i att organisationerna har svårt att anpassa sig till beredskapsstrukturens hierarkiska ledningsnivåer. Det blir framförallt problematiskt sett till samordningsansvarets betydelse och faktiska innebörd vid krishantering där strukturen idag upplevs som ineffektiv och svårnavigerad. Den innebär att den struktur som finns inte passar in på Gotland och att det krävs ännu mer samverkan och samarbete för att anpassa sig och komma fram till tydliga ansvarsförhållanden.

The aim of the essay is to examine, from an organizational perspective, the perception of public organizations about what conditions exist for cooperation in crises management between local, regional and higher regional levels on Gotland. The public organizations that are part of the study and that represent the respective management levels are Region Gotland, the County Board of Gotland and the County Board of Stockholm. The essay is based on a qualitative approach and uses thematic analysis when analyzing the empirical material. The organizational structure that exists on Gotland, where local and regional level have geographical area responsibility for the same geographical area, results in the organizations having difficulty adapting to the emergency structure's hierarchical management levels. It is especially problematic when viewed in terms of the importance and actual meaning of coordination responsibility in crisis management, where the structure today is perceived as ineffective and difficult to navigate. It means that the existing structure does not fit Gotland and that even more collaboration and cooperation is required to adapt and arrive at clear responsibilities.
