The Swedish Armed Forces report on the long-term analysis of the future environment and capabilities (PERP) starts the process of the Defense Bill. The future constitutes the foundation for defense planning even though it is considered impossible to predict. This study examines the relation between strategic planning and the unknown and its possible consequences for organization and doctrine. The narrative on the future in three PERPs during the 21st century is studied as to examine any possible developments and how the perception of the future as well as methods of planning might have implications for the execution of flexibility and creativity within strategic planning. The study suggests that a reactive approach with emphasis on structure and models might hamper creativity and flexibility in dealing with the ever-changing future and upcoming unknowns. An active approach puts focus on own actions and capabilities of mastering the flow of the unknown future.
