Abstract [sv]

The Swedish armed forces have been subject to extensive audit thru the government steering practise for half a century. A governing that has had efficiency as one of its main focuses, relying on managerialism. However, the effects of the auditing might have had opposite results on the military efficiency. This study examines the history and effects of the political reform that shaped the steering practise thru the lens of governmentality, using the method What’s the problem represented to be. The result imply that the steering practise has limited the perspective of efficiency to what can be measured with natural science means. Doing so, it excludes other efficiency relevant factors and hampers the creation of military power.
