Based on what problem representations, underlying beliefs and discourses is the Swedish Armed Forces directed?
The fact that transformations require conscious control and that the Armed Forces have received criticism for their governance is a starting point for this study that analyzes the strategic direction using Carol Bacchi’s WPR-method. Through the critical analysis, the perceived inadequacy and inability appear from a historical security policy relationship and an unconscious governance practice. An analysis that exposes a problematic relationship between the Swedish Armed Forces organizational dualism. The conclusions are expressed in three areas, destructive growth, coherent and conscious governance practice, and the relation between the Swedish Armed Forces as authority and as response organization.
According to the study, governance via the strategic direction is influenced by preconceptions and perceived problem representations and the study contributes to the debate on strategic planning and governance practice in public administration.
